The idea of  the “One Belt, One Road” will promote the China as a soft power and attractive player in the global market. It is related to China’s perception of global changes brought about by financial crisis, and growing world-wide interdependence. Beijing’s initiative aims on the potential for increased economic exchanges between China and Europe. In fact, the One Belt, One Road (OBOR) can be called a comprehensive domestic and foreign policy concept. Historically, the concept of the “Silk Road” was not only about trade, but also had significant cultural meaning. The OBOR initiative could serve as a cultural bridge between Europe and China, which should not only be understood as “two markets” and “two forces,” but also as “two civilizations”. This concept might be especially profitable for Central and Eastern European countries which focus on strengthening relations with the PRC after years of mutual insignificance and strive for balancing huge trade deficit and attracting Chinese investments.

The Author conducts a preliminary analysis on how Taiwan confronts China’s setting up of the AIIB and forming of the “One Belt One Road” strategy as well as the geopolitical strategy and strategic thinking it has represented in the region. The article gives an in-depth insight into China’s setting up of the AIIB along with its considerations and discuss its implicit thinking of national interests.
Wzrost władzy jest bardzo ważną kwestią w geopolityce, a polityka władzy jest ponadto głównym sposobem działania w geopolityce. Autor przeprowadza wstępną analizę tego, w jaki sposób Tajwan konfrontuje się z chińskim tworzeniem AIIB i tworzeniem strategii "Jeden pas w jedną stronę", a także strategią geopolityczną i strategicznym myśleniem, które reprezentował w regionie. W artykule przedstawiono dogłębny wgląd w chińską organizację AIIB wraz z jej rozważaniami i omówiono jej domyślne myślenie o interesach narodowych.

This paper makes use of the panel data of China's direct investment in 61 countries along the ‘Belt and Road' from 2006 to 2016. Using the investment gravity model, we first carry out the total data regression, then the sample data regression based on the national income, the environmental regulation intensity and the district position. The study found that, as far as the overall sample is concerned, the national environmental regulation along the ‘Belt and Road' has a significant inhibitory effect on China's Outward Foreign Direct Investment (OFDI), and the countries along the line are grouped according to income levels. Environmental regulations vary according to the differences in national income levels: environmental regulations in high income and intermediate-high income countries have a notable negative correlation with the OFDI of China, while environmental regulations in low-and middle-income countries have no significant impact on China's OFDI. According to the intensity of environmental regulation, the countries along the ‘Belt and Road' are grouped. The empirical results show that China's OFDI was significantly inhibited by countries whose national environmental regulations are higher than the Environmental Performance Index (EPI), while China's OFDI was not affected by the countries whose national environmental regulations are lower than the EPI. According to the different regional groupings of the host country, it was found that the environmental regulations of European countries and West Asian countries significantly inhibited China's OFDI, while the environmental regulations of the Middle East and North Africa and East Asian countries had no significant impact on China's OFDI. Some other important factors affecting China's OFDI should be taken into consideration, including the scale of the economy in the investment home country, the host country's economic level, strategic resources, infrastructure, government regulation, and bilateral trade tightness. Except for the government regulation level, which has an inhibitory effect on China's OFDI, the others have a strong promoting effect. This is consistent with the conclusions drawn by Qiu Qiang [2018]. The role of natural resources is not significant, indicating that China has insufficient incentives to natural resources along the ‘Belt and Road' countries. Finally, from the perspective of the government and enterprises, policy recommendations are proposed relevant to China's OFDI along the ‘Belt and Road'. The government should actively collect the measurement data of the host country's environmental regulations, carry out investment grading according to the strength of the environmental regulations and formulate different investment strategies accordingly. Chinese companies must pay attention to technology and innovation capabilities, which is conducive to reducing the extrusion of OFDI with similar technology levels.

Research background: China is regarded as the ?world factor? highly involved in international trade and plays an increasingly important role in the global value chains (GVC). Additionally, the ?One-Belt One-Road? (OBOR) initiative was proposed by the Chinese government to further promote China in the international market. Purpose of the article: The article explores the role of the OBOR in China?s exports and global value chain.  It aims at: 1) verifying how OBOR impacts the volume of China's export and value-added export to its partners. 2) checking whether or not OBOR strengthens the industrial connection between China and its participants at the GVC level. 3) examining the different roles of corridors in China's exports and GVC. Methods: The empirical analysis is based on the augmented gravity model of international trade, which comprises China and its 197 partners in the period 2000?2018. The model is estimated for gross export as well GVC measured by domestic value added in export and the value contributed by a partner to China?s exports. Findings & value added: In general, there is a significant positive correlation between OBOR and the volumes of China?s export, domestic value-added trade and the value of partner?s contributed in China?s export. However, some of the results are blurred by OLS and FE methods. The author points out that FE-PPML estimation methods are more adequate. Among the six economic corridors, Bangladesh-China-India-Myanmar (BCIM), China-Pakistan (CP) and China Indochina Peninsula (CIP) were proven to play a prominent role in promoting China?s export, DVA and strengthening the links of global value chains. It is worth noting that the China-Mongolia-Russian Federation (CMRF) corridor harms China's export and DVA trade, and at the same time promotes countries in its region that benefit from trade with China.

One Belt, One Read project can be seen not only as a geopolitical plan for Chinese business expansion, but also as a way to project the Chinese soft power. The later is also a way to prepare foreign markets for the heavy Chinese presence in the near future. What is more the Chinese soft power, as prima facie nonideological one, can be more appealing for emerging markets, especially in African. In the same time the new race for the Africa has started and American as well as European soft powers will clash with Chinese. Near future will show which one performed better and prepared markets for business expansion. The article investigate problem of connection between OBOR and soft power. The main thesis of the article is that Chinese soft power is ideological one and connected with so called Chinese dream. The later is an alternative for the European and American dreams, which dominated the western hemisphere.

Türkiye is becoming a new base in the global supply chain due to its geopolitical position and the cost advantages it provides. Due to the COVID-19 outbreak, logistics problems, especially production and transportation costs, have further strengthened Türkiye's position in this context. Türkiye's strategic location, strong logistics infrastructure, costeffective and qualified workforce, along with a liberal investment climate, offer a suitable environment for international companies. Türkiye ranks well in the World Bank's Logistics Performance Index, which evaluates countries' logistics performance in customs, transportation, and infrastructure. Türkiye has served as a bridge between the east and west since historical times. During the Seljuk period, caravanserais and other infrastructure and service areas were established in Anatolia to support commercial activities. The Silk Road, which had an important place until a certain period of the Ottoman Empire, lost its importance due to other developments. The “One Belt One Road Project” initiated by China, still in progress and planned to be completed in 2049, will make Türkiye even more important in terms of the global supply chain in the next 10 years. İpekyolu follows the northern and southern routes in Anatolia. With China's “One Belt One Road Project”, the Silk Road will regain its former importance as the “Modern Silk Road”. Chinese President Xi Jinping first mentioned the Land and Sea Silk Road project in one of his speeches in 2013. It has been decided to name these two projects as the “Belt and Road Initiative-BRI” or the “One Belt One Road-OBOR” project. The word belt constitutes the land route of the project, which includes highways, railways, oil and natural gas pipelines, and infrastructure investments. The word road includes the sea routes covered by the project. The routes of these corridors are provided by multi-dimensional corridors in the direction of Asia-Europe instead of a single route. Within the scope of this project, many infrastructure investments are made in Türkiye as well. In this study, the cost advantages that Türkiye will provide to the global supply chain will be evaluated due to both its cost and geographical location and the infrastructure investments made.

W artykule omówiono rolę państw Bliskiego Wschodu i Afryki Północnej w chińskim projekcie Jednego pasa i jednej drogi ( One Belt One Road, OBOR), który stanowi reaktywację Jedwabnego Szlaku. Analizę usytuowano w kontekście rywalizacji amerykańsko-chińskiej w regionie oraz przewagi konkurencyjnej Chin jako strategicznego partnera państw Bliskiego Wschodu i Afryki Północnej. Podkreślono znaczenie współpracy o charakterze ekonomicznym dla obu stron, która odgrywa kluczową rolę w kształtowaniu OBOR w regionie. Jednym z głównych wniosków analizy jest to, że Chiny są mniej kłopotliwym wizerunkowo partnerem dla państw Bliskiego Wschodu i Afryki Północnej niż Stany Zjednoczone.

The Initiative of One belt- One Road Project consists of the Economic zone of the Silk Road and projects of 21th Century Sea Silk Road. The Antique Silk Road aims to establish a trade and infrasture network that connects Europe and Africa to Asia beyond trade routes. For 21st Century Modern Silk Road will create new opportunies for all member states in this project. Also, China will have big advantage and economical development and the world trade productions will transport better safely, fast and on time to the destination countries. When we look at from Central Asia and Western Asia Countries pespectives, Turkic Republics are geographically located in the first circle of this Project. Although it is clear that China’s growing influence as an economic force will be felt globally, the most difficult of the project will be the Turkic Republics, which will take the first place in case the project is successful or fails. The increase of China’s economic influence in the medium and long term, the free movement of goods, money and labor force has the potential to disrupt the population balance of the Turkic Republics. The stability of the Turkic Republics, which is a buffer zone between Russia and China, not only for these republics, but also for Russia’s security, The preservation of the population balance of the Turkic Republics and its borders with China is not an issue to be left to the Turkic Republics only. About this subject, the fact that there is a need for close cooperation should be taken into account by Russia, Turkey and Turkic Republics. Turkey Project will finance the Asian Infrastructure Investment Bank, which will become a founding partner, Turkey attended this Project`s Summit in China and it is interested very closely with this Project. The loss of confidence in Turkey’s western allies for the last ten years, the west has pushed Turkey to seek the support of Russia and China in balancing the world. Via Turkic Republics Turkey will connect to China, Apart from Iran through a reliable line with this project (China-Central Asia-Caspian Sea-Azerbaijan-Georgia-Turkey) the opportunity to reach the reunion to this new economic center of power in Asia. However, with this project China’s balance of economic, geopolitical and population influence on the Turkic Republics Turkey needs to close cooperation with Russia that is open.

Background: The One Belt One Road initiative opens up many development opportunities for Central and Eastern European countries, some related to the possible construction of a logistics center in this area. For Poland, such an investment would also bring many benefits, not only due to infrastructure development, but also through acceleration of economic growth and job creation. In this context, the crucial issue becomes, what should be the role of an international logistics center and where should it be located. Due to the novelty of the subject, there is a shortcoming of scientific papers related to this issue. The scientific goal of the present paper is to fulfill the gap and to address the question of the role of logistics center and to examine the most prospective future sites for an international logistics center in Poland as well as to formulate an opinion about most favorable location. Method: This is a review article, theoretical in character. The method used is the analysis of literature sources. As the issue of the choice and location of an international logistics center in Poland on the New Silk Road is the new one, there are very few scientific papers devoted to this subject, and in Polish language only. That is why the authors had to use besides scientific papers the website's sources. Results: In this paper, a classification of logistics centers, and a discussion of factors that are taken into account in the choice of location for such an investment have been presented as well as the discussion of the advantages and disadvantages of various locations, and of the most likely choice. Conclusion: Stanisławów (located between Warsaw and Łódź) is the most likely location for an international logistics center servicing the NSR in Poland. Other sites, such as Łódź, Gdańsk or Gorzyczki could provide auxiliary, regional distribution centers.
Wstęp: Inicjatywa Jednego Pasa i Drogi otwiera wiele możliwości rozwoju dla krajów Europy Środkowo-Wschodniej. Niektóre z nich są związane z możliwością budowy centrum logistycznego w tym rejonie. Dla Polski taka inwestycja przyniosłaby wiele korzyści, nie tylko z powodu rozwoju infrastruktury, ale także z tytułu przyśpieszenia wzrostu gospodarczego i tworzenia nowych miejsc pracy. W tym kontekście kluczowa staje się rola i lokalizacja takiego centrum logistycznego. Ze względu na nowość zagadnienia, zauważa się znaczny niedobór artykułów naukowych związanych z tą kwestią. Celem naukowym niniejszego artykułu jest wypełnienie istniejącej luki, określenie roli jaką powinno spełniać polskie centrum logistyczne na Nowym Jedwabnym Szlaku, przedstawienie najbardziej perspektywicznych przyszłych lokalizacji, a także sformułowanie opinii na temat jego najkorzystniejszej lokalizacji. Metody: Jest to artykuł poglądowy o charakterze teoretycznym. Zastosowana metoda polega na analizie źródeł literaturowych. Ponieważ kwestia budowy i lokalizacji w Polsce międzynarodowego centrum logistycznego na Nowym Jedwabnym Szlaku jest nowa, istnieje ograniczona liczba artykułów naukowych i tylko w języku polskim, poświęconych temu zagadnieniu. Z tego względu autorki oprócz prac naukowych wykorzystały także źródła internetowe. Wyniki: W niniejszym artykule zaprezentowano klasyfikację centrów logistycznych oraz omówiono czynniki brane pod uwagę przy wyborze lokalizacji dla takiej inwestycji. Omówiono zalety i wady potencjalnych lokalizacji oraz tę najbardziej prawdopodobną. Wnioski: Stanisławów (zlokalizowany między Warszawą a Łodzią) jest najbardziej prawdopodobną lokalizacją dla międzynarodowego centrum logistycznego obsługującego NSR w Polsce. Inne obiekty, takie jak Łódź, Gdańsk czy Gorzyczki, mogłyby pełnić rolę pomocniczych, regionalnych centrów dystrybucyjnych.

В статті розглянуто еволюцію політики Китаю щодо участі в міжнародному розвитку, а також представлено періодизацію основних етапів розвитку міжнародних відносин Китаю зі світом. Встановлено, що міжнародне співробітництво та участь Китаю в міжнародному розвитку забезпечили Китаю світове визнання та міжнародний авторитет. В результаті аналізу політики міжнародного співробітництва були виявлені основні пріоритети, напрямки та заходи політики міжнародного співробітництва Китаю. Після утворення Китаю керівництво країни надавало перевагу співробітництву Китаю з СРСР та країнами що розвиваються. Якщо через співпрацю з СРСР Китай залучав технології, кредитні ресурси та спеціалістів, то співпрацюючи з країнами що розвиваються, Китай надавав новим незалежним країнам міжнародну допомогу. Через розбіжності в політичних поглядах між СРСР та Китаєм щодо стратегії розвитку та зовнішньополітичних пріоритетів, відносини між СРСР та Китаєм згортаються. Як наслідок Китай проголошує політику «неприєднання». Важливу роль у формуванні позитивного іміджу Китаю на міжнародній арені відігравали публічна дипломатія. По мірі зміцнення позицій Китаю в світі, також змінюється і тактика міжнародного співробітництва Китаю з країнами що розвиваються. Поступово Китаю перетворюється з донора на глобального інвестора. Китай стає активним прихильником посилення процесу глобалізації світової економіки. Встановлено, що керівництво Китаю пов’язує майбутнє Китаю з посиленням його участі в глобальному управлінні. Політичні кола Китаю вважають, що світ потребує більшої політичної координації, фінансової інтеграції, інфраструктурної зв’язаності, неупередженої торгівлі та міжлюдських стосунків. Своє бачення щодо глобального управління Китай реалізує у глобальній ініціативі «Один пояс, один шлях». Майбутнє людської цивілізації Китай бачить у спільному розвитку та створенні світової спільноти єдиної долі.
The article considers the evolution of China’s policy of participation in international development, as well as the periodization of the main stages of development of China’s international relations with the world. It is established that China’s international cooperation and participation in international development have provided China with world recognition and international prestige. As a result of the analysis of the policy of international cooperation, the main priorities, directions and measures of the policy of international cooperation of China were revealed. After the formation of China, the country’s leadership preferred China’s cooperation with the Soviet Union and developing countries. If through cooperation with the USSR, China attracted technology, credit resources and specialists, then by cooperating with developing countries, China provided international assistance to the newly independent countries. Due to differences in political views between the USSR and China on development strategy and foreign policy priorities, relations between the USSR and China were frozen. As a result, China is declaring a policy of «non-alignment». Public diplomacy played an important role in shaping China's positive image in the international arena. As China’s position in the world has strengthened, so do China's tactics of international cooperation with developing countries has also changed. Gradually, China has been transforming from a donor to a global investor. China is becoming an active supporter of the intensification of the globalization of the world economy. It’s revealed China's leadership has been linked China’s future with increased involvement in global governance. China's political circles believe that the world needs greater political coordination, financial integration, infrastructural connectivity, impartial trade and human relations. China is pursuing its vision of global governance in the «One Belt, One Road» global initiative. China sees the future of human civilization in the joint development and creation of a world community of a common destiny.

The South Caucasus consists of three states – Georgia, Armenia, and Azerbaijan. The region is a natural corridor from the East to the West, from Asia to Europe, and from the North to the South, from Russia to the Middle East. This location is the main potential of the region, which lies in the possibility to create routes for the transmission of products, and the most important – energy resources. The aim of the article is to analyze China’s strategy towards the South Caucasus, including the New Silk Road project. Because of the location of the region, the South Caucasus has been the subject of competition, but also of cooperation of many geopolitical ‘players’ – such as the United States, Russia, the European Union, and also China. The main tool of Chinese foreign policy towards not only the South Caucasus, but also in global dimension, has become the New Silk Road. This concept established towards the South Caucasus states, uses the ‘cluster approach’, which means that China seeks to develop relations with all the countries in the region in a parallel way, not to establish any different ways of cooperation with each of the South Caucasus state, like other global powers do.

The increasing importance of better transport connectivity has indicated the need to develop high-speed road load monitoring technologies. The Belt and Road Initiative (BRI), Silk Road transportation programs considerable have developed the roads and highways networks in Kazakhstan and other Central Asian (CA) countries. Transportation services require proper maintenance and prompt track load monitoring. There is no holistic freight traffic management system that controls and monitors traffic flow in CA. A Weigh in Motion (WIM) technology can be used as an effective traffic management control system in the CA region. The WIM technology is designed to control axle and gross vehicle weight in motion. It has a wide range of applications, including pavement and bridge weight control, traffic legislation and state regulations. The WIM technology has advantages over conventional static weighing as it does not interrupt traffic flow by creating queues at monitoring stations. The WIM technology can be used not only as a weight control tool but also performs a comprehensive analysis of other traffic flow parameters. In cooperation with Korean UDNS experts with suport from KAIA, we test the application of WIM in Nur-Sultan city, North of Kazakhstan, with Siberian-type cold weather. These works create much challenges and innovative approach to test sensors in the harsh environment, from the extreme cold to hot temperatures, with intensive dust distortions. Our Talapker WIM pilot test site was installed in September 2020, and it performs Gross Vehicle Weight (GVW) and Axle of Weight (AOW) analyses. The Talapker WIM High Speed (HS) sensors are capable of detecting different driving patterns, including everyday driving, acceleration or deceleration more than 10km/h/s and eccentric driving (partial contact with the platform to avoid excessive weighting). The pilot Talapker HS WIM site has demonstrated a positive effect on implementing WIM technology in Kazakhstan. Every 10th car passing through the WIM site registered as an overloaded vehicle by gross weighting, and every 5th car is considered overloaded by axle weighting. GIS-based location allocation analysis (LAA) performed in the given study provided an understanding of a practical implementation of WIM sensors. Taking into consideration different geographical data, the WIM site map was developed to reveal 43 suitable locations. Further improvements for the CA road network and their WIM demand points will be the focus of future research investigations.

The Belt and Road Initiative is the most ambitious infrastructure development project in recent history. It is an important factor in China’s rise equation. However, despite its geoeconomic starting point, the project has profound global implications. The aim of this study is to analyse three basic questions: 1) What is it? 2) How is it financed? 3)Why was it launched? In answering these questions, I argue that the New Silk Road may represent a means for China to influence the established international economic order.
La Iniciativa de la Franja y la Ruta es el proyecto de desarrollo de infraestructuras más ambicioso en la historia reciente. Supone un importante factor en la ecuación del ascenso de China. Sin embargo, pese a que tiene un principio geoeconómico, el proyecto conlleva profundas implicaciones globales. El objetivo de este estudio es analizar tres preguntas básicas: 1) ¿Qué es? 2) ¿Cómo está financiado? 3) ¿Por qué se lanzó? Al responder a estas preguntas, sostengo que la Nueva Ruta de la Seda puede representar un medio para que China influya en el orden económico internacional establecido.
