Research background: The role of human capital in modern economy development is as important as that of material growth factors. According to the three-sector model theory, economic growth is associated with the process of labour force leaving the primary sector. The research issue addressed in this paper was the human capital level estimation in European NUTS 2 regions and the relationship between the human capital level and sectoral structure of the economy. Purpose of the article: The article aimed to verify the hypotheses of absolute and conditional human capital convergence in European NUTS 2 regions. The analysis covered the 2005-2020 period for European NUTS 2 regions and two subgroups: the CEE regions and the Western European regions. Methods: A composite indicator approach was adopted to measure human capital levels in NUTS 2 regions. In order to verify the absolute and conditional b-convergence hypotheses, dynamic panel data models were estimated. The Blundell and Bond system-GMM estimator with parameter standard errors robust to heteroscedasticity was used. Findings & value added: The study positively verified the hypotheses of absolute and conditional convergence in each group of regions. Percentages of employees in sectors proved to be the steady-state determinants. The time needed to reduce differences occurring in human capital levels by half (a half-life) was about 11 times greater for the CEE regions than for the Western European ones. The value added of the article lies in proving the relationship between the sectoral structure of employees and the pace of human capital convergence in European NUTS 2 regions.

Celem niniejszego artykułu jest identyfikacja zależności przestrzennych dla zatrudnienia jako jednego z podstawowych wskaźników spójności społecznej i gospodarczej w Unii Europejskiej. Wprowadzenie w życie zasady spójności społecznej odnosi się do zmniejszenia dysproporcji między krajami i regionami w obszarach m.in. tj. zatrudnienie. Dla Wspólnoty Europejskiej, ten aspekt jest szczególnie ważny, ponieważ jeden z jej celów dotyczy właśnie wspierania rozwoju zrównoważonych działań gospodarczych na całym terytorium. Przedstawiona analiza jest próbą udzielenia odpowiedzi na pytanie o występowaniu regionalnych klastrów charakteryzujących się podobnym poziomem rozwoju rynku pracy. Takie podejście może być pomocne w podejmowaniu decyzji dotyczących wsparcia finansowego i pozwolić na identyfikację klastrów przestrzennych charakteryzujących się niekorzystną sytuacją. Analiza obejmuje lata 2005-2012, co pozwala na ocenę zmian interakcji przestrzennej vis-a-vis zatrudnienia, jako jednego z najważniejszych wskaźników spójności społecznej po rozszerzeniu Unii Europejskiej w 2004 roku – największym pojedynczym rozszerzeniu Unii Europejskiej w aspektach: terytorialnych, liczby państw i ludności, w tym rynku pracy.
The objective of this article is to identify spatial dependence in terms of employment as one of the basic indicators of social and economic cohesion in the European Union. The implementation of the social cohesion principle refers to reducing disproportions between countries and regions in areas such as employment. For the European Community, this aspect is of particular importance since one of its objectives consists precisely in the promotion of the development of balanced economic activities across the territory. The presented analysis is to provide an answer to the question about the occurrence of regional clusters characterised by similar labour market development levels. This approach can be helpful in taking decisions about financial support and allow for the identification of spatial clusters characterised by an unfavourable situation. The analysis covers the period 2005-2012, which allowed for the assessment of changes in spatial interaction vis-à-vis employment as one of the most important indicators of social cohesion after EU enlargement in 2004 – the largest single expansion of the European Union (EU) in terms of territory, number of states and population, including labour market.

Opis:
Current study compares the economic development differences at EU NUTS 2 level of boundary regions of 5 countries: Austria, Slovakia, the Czech Republic, Poland and Hungary. There are several indicators, applicable for testing regional development differences, inter alia the regional GDP, unemployment rate, economic activity, industrial concentration and the rate of R&D. EUROSTAT and official statistical data of individual nations are being used in the analysis. The examined time interval expands from 2004 to present days, changes implemented since the EU expansion are being shown. The purpose of this study is the comparison of the regions in this area. If the developing differences are known, efficient strategies and regional politics can be set up. They can enhance economic development and support and may strengthen the cooperation and cohesion of regions.

Research background: The main objective of this paper is to analyse the employment rates in the context of spatial connectivity of the EU regions. Employment rate is declared as one of the important indicators of the strategic document Europe 2020. The achievement of high levels of employment in individual regions plays therefore an important role. Purpose of the article: The aim of the paper is to verify the possible spill-over effects within the EU regions and their territorial interconnection in the context of employment rates. Methods: Analysis is based on tools of the Exploratory Spatial Data Analysis (ESDA) to consider spatial connectivity of the EU regions. Findings & Value added: The results show that the statistically significant clusters of regions with high employment rates are situated mainly in the central, northern and north-western part of the EU while the clusters with low values are located mainly in Greece, Spain, Italy, Portugal, Bulgaria, Romania and some French regions.

Opis:
The aim of this article is to confirm the hypothesis that „the developed logistic and transport infrastructure of the region has contributed to the improvement of the economic performance of the region”. The article presents research showing the relationship between the developed elements of logistic and transport infrastructures of regions (density of roads, density of railway networks, size of warehouse space, number of intermodal trans-shipment terminals, tonnage transported in tonnes) and economic performance of regions (regional GDP, private capital productivity). The study is based on the regions of Poland with special attention to Silesia region. The results indicate that the liberalization and computerization of the TFL sector is desirable by industry leaders of the region. The research proposals can help TFL authorities, decision-makers, and leaders to make investment decisions regarding logistics and transport infrastructure.

The purpose of this article is to answer the question of whether the European Capital of Culture has an impact on the tourism in a region. The text is focused on 10 places, which was titled ECoC in 2009-2013. In the article are shown short presentations of all these 10 ECoCs, but statistical data refers to the regions of these cities (by NUTS 2 classification). Four different variables are analyzed – numbers of tourist establishments and bed-places and total numbers of nights spent at tourist accommodation establishments by residents and non-residents. To determine changes in these figures two kinds of indexes were used – chain and fixed base index. There is no denying that this analyze refers only to the small part of tourism sector, but even this kind of results may show same trends and be basis for some conclusions. Furthermore, even though limited dimension of research, this study can be especially interesting, because it refers to the issue of whole regions and this subject is rarely discussed topic.

Opis:
Investigating regional differences on a domestic and international scale is a current scientific issue. EU integration after enlargement in 2004 has provided a more complex picture. In the present study, the assessment of regional differences is based on the much criticized but most widely accepted measure – GDP per capita of the NUTS 2 regions of EU member states standardized by purchasing power parity. The study is based on three major issues, providing the following hypotheses: (H1) not all of the capital regions are the most progressive amongst member states; (H2) the Eastern European countries’ capital region is not included in the first 20% of the development list; (H3) the farther we are from the centre of the EU, the higher the territorial discrepancies within the regions of each member state. Due to the complexity of EU territory, only some hypotheses have been possible to understand and justify.
Analiza różnic między regionami krajów Unii Europejskiej, szczególnie po 2004 r. jest wciąż aktualnym przedmiotem badań naukowych. Badania różnic regionów NUTS 2 państw członkowskich UE oparto na szeroko krytykowanym, ale i najbardziej akceptowanym sposobie pomiaru, tj. PKB per capita, ujednoliconym parytetem siły nabywczej. Skupiono się na trzech głównych problemach, podpartych hipotezami: (H1) – nie wszystkie regiony stołeczne są najbardziej postępowymi regionami państw członkowskich, (H2) – region stołeczny krajów wschodniej Europy nie plasuje się w pierwszych 20% na liście rozwoju, (H3) – im dalej od centrum UE, tym większe różnice terytorialne między regionami każdego państwa członkowskiego. Ze względu na kompleksowość terytorium UE, niektóre hipotezy tylko częściowo dają się uzasadnić i zastosować.

Research background: Discussions on the state of the economy in times of crisis focus not only on maintaining or improving innovativeness, but also on the emergence of new dimensions of this phenomenon and changing the significance of individual determinants of innovativeness. Innovativeness is a complex, multidimensional and difficult to measure phenomenon, which implies the need to select various indicators and methods for its assessment. Synthetic measures of innovativeness are widely used in comparative analyses, in particular presenting results in international or interregional cross-sections. The degree of innovativeness should also be assessed at different levels of economic aggregation. The lower the level of aggregation, the easier it becomes to capture the specific determinants of the increase in innovativeness of a given area. Purpose of the article: The main aim of the paper is to attempt to measure the relationship between expenditures and results of innovative activities for NUTS-2 regions of the Visegrad Group countries. Three variables were adopted to describe the effects of innovative activity: PCT patent applications per billion GDP (in PPS), trademark applications per billion GDP (in PPS) and public-private co-publications per million of population. Methods: The study covered 37 NUTS-2 regions of the Visegrad Group countries in the years 2014?2021. From the point of view of the purpose of the paper and the need to search for the relationship between expenditures on innovative activity and the results of this activity, it is worth emphasizing that the use of static and dynamic econometric models proved to be a substantively correct solution leading to the formulation of clear conclusions. Findings & value added: The conducted research confirmed that business R&D expenditure on GDP has a positive effect on inventions expressed by patents and trademarks, especially in the long run. In addition, the literature review and empirical analyses indicate that the main determinants of innovativeness (both before and during the pandemic) are the expenditures of economic entities on R&D, competences expressed by the level of education or participation in tertiary education, as well as the number of ICT specialists and the percentage of people employed in science and technology. Despite the deterioration of many macroeconomic indicators in the countries of the Visegrad Group, the expenditures of the business sector on R&D in most regions did not decrease between 2019 and 2021. The added value of the paper is the presented research procedure, which can be used in analyses of innovativeness also for other groups of regions.
