    Opis:
    The paper analyzes the NATO Nuclear Sharing program, a “sharing” nuclear weapons program for part of the North Atlantic Treaty Organization (NATO) members. The studies’ goal is to depict the nature of the NATO Nuclear Sharing program and its legality under the Nuclear Non-Proliferation Treaty (NPT). Based on the studies’ main goal, the paper answers the following questions: what is the international non-proliferation regime, and what are the components? What are the NATO Nuclear Sharing program objectives, and can they violate the NPT? How does Donald Trump’s policy influence the present shape of the NATO Nuclear Sharing program? The theoretical part of the study was based on a review of literature, acts of international law, and military doctrine. It contributed to established the fact and correlation between this. Empirical research was conducted on the synthesis, which was used in formulated conclusions. The conclusions regarding the legality of the NATO Nuclear Sharing program under the NPT can be a field of study about the non-proliferation and denuclearisation issue. In conclusion, the main idea of the NATO Nuclear Sharing program is outdated. It is contributed to the wakening of efforts to non-proliferation and denuclearisation.
    W artykule poddano analizie założenia amerykańskiego programu udostępniania broni jądrowej (NATO Nuclear Sharing) wybranym państwom Sojuszu Północnoatlantyckiego. Celem opracowania jest przedstawienie istoty programu udostępniania broni jądrowej oraz jego legalności względem traktatu o nieproliferacji broni jądrowej (NPT). W artykule, na podstawie przedstawionej literatury przedmiotu badań, udzielono odpowiedzi na następujące pytania: co to jest międzynarodowy reżim nieproliferacji broni jądrowej i jakie elementy go współtworzą? Jakie są założenia programu udostępniania broni jądrowej (NATO Nuclear Sharing) oraz czy naruszają one NPT? W jaki sposób polityka prowadzona przez Donalda Trumpa wpływa na obecny kształt programu NATO Nuclear Sharing? W opracowaniu jako metodę badawczą zastosowano analizę literatury, aktów prawa międzynarodowego oraz doktryny wojskowej, dzięki czemu ustalono fakty i zachodzące między nimi współzależności. Drugą z zastosowanych metod jest synteza, która pozwoliła na sformułowanie wniosków. Poruszone w artykule kwestie związane z istotą nieproliferacji broni jądrowej, a także programem udostępniania broni jądrowej stanowią płaszczyznę do dalszych i pogłębionych badań w zakresie nieproliferacji i denuklearyzacji broni jądrowej przez jej posiadaczy. Głównym wnioskiem wynikającym z opracowania jest przede wszystkim anachroniczność założeń programu udostępniania broni jądrowej, a tym samym podważenie działań nieproliferacji i denuklearyzacji broni jądrowej

    From global point of view, there is certainly no shortage of academic contributions, professional scientific analyses or journalistic articles focused on Brazil and its nuclear program. However, such an assertion cannot be used when discussing Central European knowledge of Brazil’s nuclear program and security ambitions. Considered all above, this article aims to bring closer the current South-American leader to readers in our region and briefly introduce them to its nuclear program, influence it has on forming Brazil’s foreign security policy and projection of the country internationally.
    Z globalnego punktu widzenia z pewnością nie brakuje prac naukowych, profe-sjonalnych analiz naukowych czy artykułów dziennikarskich poświęconych Brazylii i jej programowi jądrowemu. Twierdzenia takiego nie można jednak wykorzystać przy omawianiu środkowoeuropejskiej wiedzy o programie nuklearnym Brazylii i ambicjach w zakresie bezpieczeństwa. Rozważając powyższe, niniejszy artykuł ma na celu przybliżenie aktualnego przywódcy Ameryki Południowej dla czytelników w naszym regionie i krótko przedstawić je programowi jądrowemu, wpłynąć na kształtowanie zagranicznej polityki bezpieczeństwa. Brazylii i projekcję kraju na arenie międzynarodowej.

    The U.S. relations to Democratic People’s Republic of Korea (DPRK) are since the end of the Cold War revolving around achieving a state of nuclear free Korean peninsula. As non-proliferation is a long term of American foreign policy, relations to North Korea could be categorized primarily under this umbrella. However, the issue of North Korean political system also plays role as it belongs to the other important, more normative category of U.S. foreign policy which is the protection of human rights and spreading of democracy and liberal values. In addition, the North Korean issue influences U.S. relations and interests in broader region of Northeast Asia, its bilateral alliances with South Korea (Republic of Korea, ROK) and Japan as well as sensitive and complex relations to People’s Republic of China. As the current administration of president Donald J. Trump published its National security strategy and was fully occupied with the situation on Korean peninsula in its first year, the aim of the paper is to analyse the changes in evolution of U.S. North Korean policy under last three administrations, look at the different strategies adopted in order to achieve the same aim, the denuclearization. The paper does not provide a thorough analysis, neither looks at all documents adopted and presented in the U.S. or within the U.N. It more focuses on the general principles of particular strategies, most significant events in mutual relations as recorded by involved governmental officials and also weaknesses of these strategies as none has achieved desirable result. In conclusion, several options for current administration are drawn, however all of them require significant compromises and could be accompanied with series of setbacks dangerous for regional stability and U.S. position in the region.

    Стаття містить огляд українських та зарубіжних джерел з питань нерозповсюдження ядерної зброї, взаємопов’язаних з ним проблем ядерного роззброєння та використання «мирного» атому. Наводяться маловідомі факти з історії нерозповсюдження, спроб поставити ядерну енергію під ефективний міжнародний контроль та причини, з яких цього не вдалося зробити. Основний зміст статті складає аналіз ДНЯЗ, МАГАТЕ та споріднених з ними міжнародних режимів і організацій, успіхів та невдач у реалізації політики нерозповсюдження. Констатується, що існує збереження досить стійкого режиму нерозповсюдження з моменту вступу в силу ДНЯЗ – нині налічується тільки дев’ять держав з ядерною зброєю, і ця кількість залишається незмінною протягом останніх 25 років. Режим ДНЯЗ є майже універсальним – 190 держав-учасниць та тільки п’ять залишаються поза ним (Індія, Ізраїль, Північна Корея, Пакистан, Південний Судан). Водночас, згідно з деякими прогнозами, зростає вірогідність становлення світу «поширеного ядерного розповсюдження» до 2030 р. Розглянуто особливості позицій США та РФ в питаннях політики нерозповсюдження ядерної зброї.
    The article provides an overview of Ukrainian and foreign sources on the non-proliferation studies and interconnected with it problems of nuclear disarmament and the use of “peaceful” atom. We give little-known facts from the history of non-proliferation, attempts to put nuclear energy under effective international control and reasons why this could not be done. The main content of the article is an analysis of the NPT, IAEA and related international regimes and organizations, successes and failures in implementing the policy of non-proliferation. It is noted, on the one hand, maintaining a fairly steady non- proliferation regime since the entry into force of the NPT in 1970 – now there are only nine states with nuclear weapons, and this number remains unchanged over the past 25 years. NPT regime is almost universal – it includes 190 States Parties and only five remain outside (India, Israel, North Korea, Pakistan and South Sudan). However, according to some forecasts, increasing threat is likelihood of becoming world “widespread nuclear proliferation” in 2030. Features of positions of the US and Russia in matters of nonproliferation policy are studied.

    W opracowaniu przedstawiono przegląd traktatów i umów międzynarodowych dotyczących nierozprzestrzeniania broni jądrowej umożliwiających tworzenie systemów kontroli i weryfikacji materiałów jądrowych. Szczególną uwagę zwrócono na Traktat NPT i rolę MAEA. Omówiono również traktaty: Thateloco, Rarotonga, Bangkok, Pelindaba, Guadalajara oraz Euratom.

    Ukraine, upon giving up the nuclear arsenal left on its territory by the USSR, entered in 1994 into a Memorandum on Security Assurances with the United Kingdom, United States and Russian Federation (Budapest Memorandum). Since the crisis began between the Russian Federation and Ukraine in February 2014, a number of States have invoked the Budapest Memorandum. Unclear, however, is whether this instrument constituted legal obligations among its Parties or, instead, is a political declaration having no legal effect. The distinction between political instruments and legal instruments is a recurring question in inter-State relations and claims practice. The present article considers the Budapest Memorandum in light of the question of general legal interest – namely, how do we distinguish between the legal and the political instrument?
