The article presents the principles and the scope of cooperation between NGOs and the Ministry of National Defence in the context over the last five years. As a result of the conflict in the Ukraine, the Ministry of National Defence initiated action to enable wider than before the NGOs’ and military engagement in the system of the voluntary support of the reserve personnel training and other capacity building activities for the public defence. The article is the critical analysis of these projects.

The article presents the entitled fields in the framework of their mutual influence. The notion of the public sphere is valuable for understanding the role that civil society plays in transitional justice processes. However transitional justice often reduces the idea of civil society to NGOs and ignores the social movements and civic engagement in the public realm that can be perceived as integral to the creation of new cases for understanding justice in transition. This fact results in the lack of perception of the civil society place in transitional justice processes. Thus the presented paper is based on hermeneutics, critical discourse analysis and dialogue between various theoretical approaches.

Along with technological progress, one can observe socio-economic changes taking place, and the transformation of the EU economy into a digital economy is an eloquent example. The scope of this transformation includes data, which plays an important role in the economy. This may be readily inferred from the European Strategy for Data published by the European Commission, which envisages a data-driven economy. The transformation towards a data-agile economy results in certain modification in the legal space. For instance, the proposal for a data governance regulation introduces an entity referred to as a data altruism organisation. The proposed act also requires EU Member States to designate a competent authority. This paper examines the functioning of said organisations and attempts to define their status, and discusses the duties of competent authorities which may possibly supervise the activities of data altruism organisations.

The authors present a concept of research concerning the share of the non-governmental organisations operating in Warsaw (Poland’s capital) during the COVID-19 pandemic in creating societal security. The elaborated research concept covers a description of the state of research, the arising research questions, suggested research hypotheses and methods. The article’s contents are meant to serve the implementation of a research project, whose results will be useful by increasing the body of knowledge on the functioning of NGOs during the pandemic, which should contribute to improving the operation of such entities in unanticipated circumstances in future. Learning the failures and successes of NGOs (scientific monitoring) in creating societal security should be seen as an intrinsic part of care for the well-being of society and the functioning of a political community. The article contemplates conceptualisation and construction of research projects in the area of security studies, social policy and politology, attention being given to the contexts and problem references to social culture, law and administration. The core content of the work includes: a synthesis of the state of research in the proposed research area; theoretical assumptions of the role of NGOs in social life; and a methodology of postulated research.

The aim of the article is to present the results of the research conducted by author in Poland and Russia last years, as well as to analyse the ways for improvement the situation in civil society in these countries. The author postulates the need of new understanding of the role of non–governmental organizations in times of crises, which happened in Europe and in the world in recent years (the world financial crisis, migration crisis, political crises in Poland and Russia, the crisis of European integration, etc.). Presented in this article research demonstrates, that mass–media, governments and ordinary people in Poland and Russia see the role of non–governmental organisations primarily in the social problems solving. Moreover, different other studies analysed in the article demonstrate the weakness of non–governmental sector and civil society in these countries. Author concludes that non–governmental organizations have to work in coalitions, because this way they can receive support from other institutions in the network and promote their activities on a larger scale. Networking, federations and coalitions of non–governmental organizations are the significant force in society. It is very important especially in a context of social development of Poland and Russia and overcoming the consequences of crises.

The article’s aim is to analyse the role of non-governmental organisations (NGOs) and their crucial ability of activeness under critical circumstances such as the transformation of a state. Starting in the 1990s, the studies were mainly focused on NGOs’ role as development actors in social and institutional formations. New research makes particular accents on their role in political and social discourses both in Georgia and Ukraine, which enriches the science with new empirical material related to the involvement of civil society organisations (CSOs) in the state progress and legislation processes. This article is an attempt to provide an argument for moving forward research on NGOs/CSOs within political science and international relations via comparing the institutional involvement of NGOs in two development-oriented countries – Georgia and Ukraine.

Purpose: The article discusses the basic differences and common features of foundations and registered associations of the NGO sector. The article analyses 8 categories concerning the characteristics of projects in foundations and registered associations in order to detect whether they differ significantly. Design/methodology/approach: A target group was surveyed. Findings: Based on the research, a description was compiled on the common features that were detected and differences between projects implemented in foundations and registered associations in NGO sector. Research limitations/implications: In the article, the author collates the results of her own research on the development of projects in the NGO sector of foundations and registered associations, having full awareness that research carried out on a targeted sample does not allow generalizing conclusions for entire populations, although it allows identifying regularities present in a given community in order to outline further research directions. The research was conducted as part of the pilot project of NGOs’ project management issues and is the starting point for conducting in-depth research in this area. Practical implications: In NGOs, authorities and managers should increase their competences in project management in NGOs and promote good practices and professionalization of project management in third-sector organizations. Social implications: The implementation of projects in foundations and registered associations is the basis of their functioning. Widespread research in this field allows increasing project awareness among NGO members. Originality/value: A comparative project analysis was carried out for two types of NGOs: foundations and registered associations. The article is addressed to people involved in NGO project management research and to third-sector entities.

The initial section of the article elaborates on diverse attitudes towards abortion, and specifies the number of abortions performed before and after the fall of the Soviet Union. The following section presents spatial characteristic of the performed abortions against the largest Russian administrative units. Regional conditioning has been analysed based on the number of abortions per 100 labours and number of abortions among women in labour age (between 15 and 49 years of age). The article also discusses the activity of non-governmental women organisations which aim at providing medical information and participate in the family planning initiatives. Finally, the article presents the rules and conditions of allowing to perform abortion and significant changes in Russian legislation on that issue.

Nowadays, civil society is often regarded as tantamount to participatory democracy, which rests on the idea of voluntary participation in public life. The political transformation of the early 1990s was a watershed time that gave Poles the opportunity to participate fully in building a democratic state. The starting point for the thoughts and findings shared in this text are the results of a survey conducted among non-governmental organisations that operate in the Mazowieckie Voivodeship in Poland. The authors have conducted quantitative research on the functioning of the right of access to public information in NGOs. The first part of the study presents the origins of modern civil society, followed by an analysis of the extent to which public participation and openness of social life were an important element of the Round Table Talks held in 1989. The second part of the text is devoted to the description of the research methodology applied. The third part outlines the results of the research carried out so far, pointing to the major areas of NGO activity, as well as to the way in which access to information functions in these organisations. The text highlights the impact of the political changes of 1989 in Poland on the contemporary possibilities of citizens in participation in public life, and the extent to which society is active and willing to exercise its rights. Emphasis has also been placed on the interrelationship between the two core elements of civil society: openness of public life, i.e. access to information, and the activities of NGOs.

The formation of democratic state institutions after the transformation of the political system in 1989‒1990 enabled the “reconstruction” of the structures of a self-organised and self-acting society. The developing image of a civic society should rest on the creation of social institutions, on practical realisation of ethical values and on participation of the greatest possible number of people in public life. One of the forms of such self-organisation are non-governmental organisations also called the third sector. This term refers to organisations located between public administration (first sector) and the “market” – entities oriented towards profit-making (second sector, so called private sector). The city of Gdynia is one of the pioneers among local government bodies to start and develop cooperation with non-governmental organisations. Gdynia was the first township in Poland to legislate the “Programme for Cooperation with Non-Governmental Organisations” as an act of local law in 1995.
Budowanie demokratycznych instytucji państwa po przemianach ustrojowych przełomu lat 1989 i 1990 umożliwiło „odtworzenie” struktur samoorganizacji i samodziałania społeczeństwa. Kształtujący się wizerunek społeczeństwa obywatelskiego powinien opierać się na tworzeniu społecznych instytucji i praktycznej realizacji wartości etycznych oraz uczestnictwie jak najszerszej rzeszy ludzi w życie publiczne. Jedną z form takiej samoorganizacji są organizacje pozarządowe zwane trzecim sektorem. Terminem tym określa się organizacje znajdujące się między administracją publiczną (pierwszy sektor) a „rynkiem” – podmiotami nastawionymi na osiąganie zysku (drugi sektor, tzw. sektor prywatny). Miasto Gdynia należy do pionierów wśród samorządów nawiązujących i rozwijających współpracę z organizacjami pozarządowymi. Gdynia była pierwszym miastem w Polsce, które w 1995 r. uchwaliło „Program współpracy z organizacjami pozarządowymi”, będący aktem prawa lokalnego.

In the work of Prof. Paweł Starosta, issues related to social capital have not only been discussed frequently but their various dimensions have also been dealt with. Social capital-related considerations, according to the authors of this article originally include the following issues: (i) a recognition of the predominance of associative functions of social capital over those that are of a generative nature, (ii) the attribution of particular importance to networks of cooperation, knowledge exchange and the benefits derived from individuals’ abilities to situate themselves in these networks; and (iii) the cardinal importance of the “institutional encasing” of social capital givenits quality and the specific quality of the social capital of the Polish Third Sector as the “capital of local leaders”. The aforesaid perception of social capital was the frame of reference for us to analyse the material collected for their research on the condition of the Third Sector in rural Poland. Starosta’s reflections on social capital were highly useful in considering the specific features of “civic rurality” in Poland: the advantages and disadvantages of leadership social capital, the paucity of network links in the third sector in the rural areas of the country and finally, the discordance between a high sense of agency, on the one hand, and disillusionment emerging from the unfavourable environment concerning social activism in local communities, on the other.
W twórczości naukowej prof. Pawła Starosty problematyka związana z kapitałem społecznym występuje często i w sposób wielowymiarowy. Oryginalność rozważań nad kapitałem społecznym według autorów niniejszej publikacji obejmuje następujące kwestie: uznanie przewagi asocjacyjnych funkcji kapitału społecznego nad tymi o charakterze generatywnym, przyznanie szczególnej ważności sieciom współpracy, wymiany wiedzy oraz korzyści płynących z umiejętności jednostek do sytuowania się w tych sieciach, wreszcie – kardynalne znaczenie „obudowy instytucjonalnej” kapitału społecznego dla jego jakości oraz zwrócenie uwagi na specyfikę kapitału społecznego polskiego Trzeciego Sektora jako „kapitału lokalnych liderów”. Autorzy postanowili wykorzystać tak zarysowaną optykę postrzegania kapitału społecznego do analizy zebranego przez siebie materiału z badań nad kondycją Trzeciego Sektora na terenach wiejskich Polski. Stwierdzono wysoką przydatność rozważań Pawła Starosty nad kapitałem społecznym do wyjaśniania specyficznych cech „obywatelskiej wiejskości” w Polsce: zaletami i wadami liderskiego kapitału społecznego, niedostatkiem powiązań sieciowych wiejskiego Trzeciego Sektora, wreszcie – zderzania się wysokiego poziomu poczucia sprawstwa z rozczarowaniem niekorzystnym klimatem wokół aktywności społecznej w środowiskach lokalnych.

One of the most important factors taken into account in resource management and local development is the developing social entrepreneurship. It can be understood as the social and economic activity of the so-called third sector. These organisations are seen as an important issue affecting the competitiveness of a region. However, analysing the achievements of social economics entities and appreciating their contribution to stimulating the development of local communities, it seems that their role is often overestimated, as the scale of activity conducted by these organisations is rather limited. The aim of the research was to identify the impact of social economy entities on improving a region's competitiveness. As indicated by the results of research conducted in 2019, in the Warmia-Masuria voivodeship, the activity of social enterprises enables meeting the needs mainly on a local scale, in a manner that is not guaranteed by enterprises operating on the open market. However, the atmosphere of financial entitledness is created around social enterprises based mainly on the conviction of the members of these entities of the unique nature of their actions.
