    Opis:
    The mandatory authorities – the municipal office and the mayor of the municipality – play an irreplaceable role at the municipal level. Both bodies are elected. These authorities influence the direction of municipal development in the upcoming term of office, the municipal representatives’ protection of citizens’ needs and interests as well as fulfilment of the tasks and obligations imposed by the law. The main aim of the article is to clarify the importance and seriousness of the mayor as the highest representative of the municipal government in the Slovak Republic. Another aim is to present new realities connected with the mayor’s office as well as new requirements associated with it.

    Opis:
    The aim of the article is to present results of the study done on voting papers in the National Archive in Kielce, that concerns the phenomenon and reasons of spoilt votes in the elections to voivodeship councils in 2014. 29 electoral districts that included: 10 districts from the Lesser Poland voivodeship, 7 from the Lublin voivodeship, 6 from Subcarpathian voivodeship and 6 from the Holy Cross voivodeship, were subjected to a de- tailed analysis. Apart from exact indication of the reasons for spoilt votes in elections to voivodeship councils themselves a detailed classification of those votes was done by dividing them into votes with excessive “x” signs, empty votes, votes with other signs than “x”, votes with multiple “x” signs and strikethroughs, protest votes and the so-called different votes. On this basis a description of regional differentiation of those votes was made. The whole study was done within the framework of the research project “Your vote, your choice”, realized by Stefan Batory Foundation in collaboration with the National Electoral Office, the National Election Commission and the Head Office of the State Archives.
    Celem artykuły było przedstawienie wyników z przeprowadzonego badania kart wyborczych w Archiwum Państwowym w Kielcach dotyczącego zjawiska i przyczyn głosów nieważnych w wyborach do sejmików województw w 2014 r. Szczegółowej analizie poddano 29 obwodów wyborczych, na które złożyły się: 10 obwodów wyborczych z województwa małopolskiego, 7 z województwa lubelskiego, 6 z województwa podkarpackiego i 6 z województwa świętokrzyskiego. Oprócz szczegółowego wskazania samych powodów nieważności głosów w wyborach do sejmików województw dokonano szczegółowej klasyfikacji tychże głosów z ich podziałem na głosy z nadmiarowymi znakami „x”, głosy puste, głosy stanowiące inny znak niż „x”, głosy z wieloma znakami „x” i przekreśleniami, głosy protestu i tzw. głosy różne. Na tej podstawie dokonano charakterystyki zróżnicowania terytorialnego tych głosów. Całość badania realizowana była w ramach projektu badawczego pt. „Masz Głos, Masz Wybór” zrealizowanego przez Fundację im. Stefana Batorego we współpracy z Krajowym Biurem Wyborczym, Państwową Komisją Wyborczą oraz Naczelną Dyrekcją Archiwów Państwowych.

    The local elections held in Iceland in May 2022 were carried out in accordance with the provisions of the Electoral Code, which entered into force on January 1, 2022. This whiff of news also influenced the course of the elections, the result of which shows that Icelanders want change in local ranks, although the results for the city of Reykjavik may suggest the opposite2. And it would seem that it would be possible to pass the local elections without deeper reflection, if not the fact that the political reshuffles at the local political scene surprised even the most interested. In the context of recent polls showing a strong interest in joining the EU, it seems that Iceland wants changes, the question is only about their direction. The aim of the article is to analyze the current changes compared to the local elections of May 14, 2022.
    Wybory samorządowe przeprowadzone w Islandii w maju 2022 r. zrealizowane zostały według przepisów ordynacji wyborczej, która weszła w życie 1 stycznia 2022 r. Ten powiew nowości podziałał również na sam przebieg wyborów, których rezultat pokazuje, że Islandczycy chcą zmian w lokalnych szeregach, chociaż wyniki dla samego Reykjaviku mogą sugerować coś zupełnie odwrotnego3. I pozornie można by obok wyborów samorządowych przejść bez głębszych refleksji, gdyby nie fakt, że przetasowania polityczne na szczeblu samorządowym zaskoczyły nawet najbardziej zainteresowanych. W kontekście ostatnich sondaży, wskazujących na zdecydowane zainteresowanie przystąpieniem Islandii do UE, wydaje się, że Islandia chce zmian, pytanie tylko o ich kierunek. Celem artykułu jest analiza bieżących zmian na tle wyborów samorządowych z 14 maja 2022 r.

    The article is an attempt to assess the effects of the 2018 reform of local electoral law on a medium scale. The main goal is to investigate the consequences of these changes for the model of political rivalry. Through the use of a selection of quantitative methods, the authors verify hypotheses regarding the proportionality of local elections and the mechanical effect of the electoral system. The overall aim is to establish to what extent the new electoral system deforms the voting results when distributing seats among the electoral committees. Apart from the hypotheses, the authors also verify whether Łódź Voivodeship is a suitable case study and representative of national trends.

    Opis:
    The subject of the article are Polish debates on urban policy during the First World War. This four-year period of time was, on the one hand, a huge economic and humanitarian crisis in the cities of the Kingdom of Poland. On the other hand, society achieved the possibility of self-organization through the organization of civic committees, but later also by taking part in municipal elections to councils established in the areas occupied by Central Powers and political campaigns in Warsaw or Łódź – two biggest and the most important cities in the Kingdom of Poland. Author analyzes the most representative aspects of an urban discourse from that period (including press and specialist literature published in Warsaw and Łódź), with particular emphasis on the issue of the dispute about the optimal shape of urban policy, scope of the self-government and the proper direction of urban development on the eve of Poland’s regaining independence and other Central and Eastern European countries. although the issue of municipal self-government appeared in almost every newspaper at that time, the new framework for city politics in Poland emerged in discussions between specialists and authors with the biggest knowledge and longtime experience in writing about this subject.
    Przedmiotem artykułu są debaty na temat polityki miejskiej na obszarze okupowanych ziem polskich w trakcie I wojny światowej. Ten czteroletni okres czasu oznaczał z jednej strony olbrzymi kryzys ekonomiczny i humanitarny w miastach Królestwa Polskiego, z drugiej zaś możliwość samoorganizacji społeczeństwa poprzez organizację komitetów obywatelskich, a później także wybory do rad miejskich i kampanię wyborcze w największych miastach Królestwa Polskiego, Warszawie i Łodzi. W artykule analizie poddano dyskurs miejski z tego okresu publikowany na łamach prasy oraz w postaci specjalistycznych publikacji o tematyce miejskiej, ze szczególnym uwzględnieniem kwestii sporu o optymalny kształt miejskiej polityki, zasięg działania samorządu miejskiego i właściwy kierunek rozwoju miast w przededniu odzyskania niepodległości przez Polskę oraz inne państwa Europy Środkowej i Wschodniej.
