    The paper presents the problem of designing transportation system for goods distribution with usage of multicriteria decision supporting method. The general characteristic of transportation system as an element of distribution system was presented. Moreover, the distribution system was identified as a one of the most important elements of supply chain which aims in making products available in place and time matching client needs. In further part the problem was mathematically formalized to optimization task. Analyzing the problems of modeling conveying system forces claim that decisions taken within area of transport organization consist in solving complex decision problems. Complexity follows from the demand of best decision according to many aspects. Solution must ensure othe best realization of all partial criteria (aims) taken into account during decision making process. The article contains characteristics of methods of multicriteria evaluation with regard to short literature review. The emphasis was placed on ELEKTRA and MAJA methods which can be applied in the evaluation of complex decision problems in transportation systems. The last part of the article is verifies of presented issues by tneans of numerical experiment.

    Research background: There are widely recognized benefits of sharing economy for entrepreneurs and consumers. The European Commission emphasizes the importance of European countries being open to new opportunities that sharing economy brings. In order to promote the development of sharing economy, it is important to understand what factors contribute to its development. Purpose of the article: The presented paper aims to identify the main factors relevant for the growth of sharing economy and to determine whether there are factors which are more significant for the development of the sharing economy than others. Based on reviewed literature, the Authors compiled a set of indicators and employed them for research purposes. The selected indicators were assigned into four main groups: technological, political and regulatory environment, economic and social-cultural environment. Methods: The authors used two multicriteria methods (SAW and APH), which were applied to the set of indicators and modeled five different situations by attributing significance to the indicators. The Authors have applied this set of indicators for assessing the following selected countries:  Lithuania, Latvia, Estonia and the United Kingdom. The data covers the years 2011-2015. Findings & Value added: The results of the research show that technological readiness and social-cultural environment are significant for the development of sharing economy. For further research the Authors recommend the creation of a composite Sharing Economy Index (SHEI).

    Opis:
    The research aimed to propose and test a methodology for evaluating spatial aesthetics using a grid of basic fields and comparing them with indicators related to the administrative borders of municipalities. The indicators used in such analysis refer to attributes of the landscape that enable the assessment of its structure and components. This paper proposes a methodology for calculating selected indicators based on available spatial datasets. A mathematical formula was adapted or prepared for each indicator to determine its value using different datasets, including vector databases or raster files. The analyses of space order allowed presenting the spatial distribution in the form of maps and the possibility of adjusting the relevance of individual criteria, weights, and profiles.
    Badania miały na celu zaproponowanie i przetestowanie metodologii oceny estetyki przestrzennej przy użyciu siatki pól podstawowych i porównanie ich ze wskaźnikami związanymi z granicami administracyjnymi gmin. Wskaźniki wykorzystywane w takiej analizie odnoszą się do atrybutów krajobrazu, które umożliwiają ocenę jego struktury i komponentów. W artykule zaproponowano metodologię obliczania wybranych wskaźników w oparciu o dostępne zbiory danych przestrzennych. Dla każdego wskaźnika zaadaptowano lub przygotowano formułę matematyczną określającą jego wartość z wykorzystaniem różnych zbiorów danych, w tym wektorowych baz danych lub plików rastrowych. Analizy ładu przestrzennego pozwoliły na przedstawienie rozkładu przestrzennego w postaci map oraz możliwość dostosowania istotności poszczególnych kryteriów, wag i profili.

    Opis:
    The effect of market regulation tools on business is a complex phenomenon, and the impact of such regulation could be both positive and negative. The enhancement of the positive effect is a scientific task which requires a systematic approach. In order to find a solution to this problem it is necessary: a) to identify the relevant factors; b) to make a coherent evaluation of these factors and their influence on the phenomenon under investigation; c) to establish the optimal form and extent of the SRB (State Regulation of Business) tool required for the achievement of the desired results. The study analyses aims of economic regulation and business management from the point of view of a state. The research focuses on problems caused by state subsidies for business enterprises as one of the forms of SRB. The research also aims to enhance the effectiveness of business regulation. The main objects of this study are: state subsidies for business enterprises as a form of state intervention in the market and the possible correlation between the characteristics of subsidies and their impact on business. The evaluation presented in this study proved that EU subsidies have had a direct positive influence on the expected effect. The analysis revealed that rate of subsidies has had a higher effect on SRB impact than the size of funding.

    The article analyses the current problems of vilnius city public Transportation. The possible solutions (options) and the technical means to improve The attractiveness of public transportation and accessibility are considered. Two main alternatives of means of electric transport (underground and tram) have been singled out for vilnius city. The suitability of these rail transport means have been substantiated. The nature and density of the work and residence places (areas) of vilnius city residents have been analysed. The scheme of tram and underground lines projected in vilnius city are evaluated, which have been composed according to the current and forecasted flows of passengers, the nature of their changes and critical points. The technical economic indicators of the tram routes and underground lines in vilnius city are analysed: average driving speed, average distance between the stations, the duration of the trip, the capacity of a single means of transport, the costs of line support and the size of investment. The accident rate of urban rail transportation is estimated. Comparative criteria of tram and underground lines are selected. The effectiveness of both rail means of transport in Vilnius city are compared according to three multi-criteria evaluation methods: the sum of ratings, simple additive weighting and geometrical means. The final conclusions and recommendations are provided.
    B статье анализируются актуальные проблемы общественногоТранспорта города вильнюс. Рассматриваются возможные варианты их решения иТехнический потенциал повышения привлекательности и доступности. Общественного транспорта. Для вильнюса выделены две основные альтернативы Электрических транспортных средств (метро и трамвай) и обоснована пригодность. Этих рельсовых транспортных средств. Проанализирована локализация районов, Плотность мест проживания и работы жителей города вильнюса. Оценка схемы Проектируемых в вильнюсе трамвайных путей и линий метрополитена выполнена С учетом текущих и прогнозируемых потоков пассажиров, характера их изменений И критических точек. Анализируются технико-экономические показатели Трамвайных маршрутов и линий метрополитена в городе вильнюс: средняя Скорость движения, среднее расстояние между станциями, продолжительность Поездки, вместимость одного транспортного средства, расходы на содержание Линий и величина инвестиций. Анализируется число инцидентов в городском Рельсовом транспорте. Подбираются критерии для сравнения применяемости трамвайного транспорта и метрополитена. Эффективность обоих средств Рельсового транспорта в городе вильнюс сравнивается тремя методами Многокритериальной оценки: методом суммы рейтингов, методом простого Аддитивного взвешивания и методом средних геометрических значений. Представлены окончательные выводы и предложения.

    The considerations included in the paper apply to the problem of the multi-criteria evaluation of transportation systems with constraints on delivery times in supply chains. For this reason, the identification of the transport network model and the nature of the configuration of the supply chain itself was carried out. In addition, a review of issues of the multi-criteria evaluation were done with respect to transportation systems. Later, the problem of the transport service of a distribution system were formulated and then, the results were analysed using the multi-criteria method. Finally, the paper examines the impact of the threshold of compliance and the threshold of non-compliance on of the final outcome of the solution.
    Rozważania zamieszczone w artykule dotyczą problematyki wielokryterialnej oceny systemów przewozowych przy ograniczeniach na czas dostawy w łańcuchach dostaw. W tym celu dokonano identyfikacji modelu sieci transportowej oraz istoty konfigurowania samego łańcucha dostaw. Ponadto dokonano przeglądu problematyki oceny wielokryterialnej w aspekcie systemów przewozowych. W dalszej części sformułowano problem obsługi transportowej systemu dystrybucji, a następnie przeanalizowano otrzymane wyniki wykorzystując metodę wielokryterialną. W końcowej części artykułu przeanalizowano wpływ wartości progu zgodności i progu niezgodności na wynik końcowy rozwiązania.

    The article analyses the current traction rolling-stock used by „Lietuvos geležinkeliai“ Plc. for freight transportation. The technical data of the above mentioned rolling-stock is explored and compared, and operation costs are estimated in the article. After the assessment of the forecasts of freight flows on the constructed railway „Rail Baltica“, the algorithm for selection of freight locomotives was proposed. The efficiency of the locomotives operated on the railway is determined by three multicriteria evaluation methods: the sum of ratings, simple additive weighting, and the geometric mean method. Locomotives are valued in accordance with technical, economic and ecological parameters. The results of possible effective performance of the rolling stock have been determined by changing coefficient values of the criteria. Finally, basic conclusions are given.

    Opis:
    Electronic reverse auctions (e-RAs) are considered to be an effective tool for negotiating tender prices and achieving cost savings. Furthermore, if multicritera evaluation is used, it can be expected that e-RAs will also contribute to achieving benefits in other areas, e.g. helping to minimize life-cycle costs. This study aims to analyse the mutual relationships between selected e-RA variables. More specifically, correlation analysis is applied to explore real e-RA data representing public tenders for construction work. This study’s findings reveal that the correlations examined are generally weak or very weak. Furthermore, it has been found that the value of correlation coefficients varies depending on the type of structure, and that public tenders are usually evaluated solely on the basis of the criterion of the lowest bid price. Recommendations for public authorities in using e-RAs in the role of the buyer are also provided at the end of this paper.
    Niniejsza praca omawia wykorzystanie elektronicznych aukcji odwrotnych (eRA) w sektorze publicznych zamówień budowlanych. Elektroniczne aukcje odwrotne są stosowane głównie dlatego, że wspierają oszczędności finansowe oraz, zwłaszcza w sektorze publicznym, sprawiają, że proces zakupowy jest bardziej przejrzysty. W szczególności, niniejsza praca ma na celu zbadanie związków pomiędzy wybranymi zmiennymi aukcji (najlepsza oferta przez eRA, liczba dostawców składających oferty, kwota względnych oszczędności oraz liczba zmian oferty na jedną złożoną ofertę). W tej relacji, wykorzystana jest analiza korelacyjna. Co więcej, niniejsze badanie zwraca również uwagę na metodę oceny stosowaną w eRA (najniższa cena oferty / ocena wielokryterialna). Próbka badawcza składa się z 267 zapisów zrealizowanych eRA, dotyczących przetargów na publiczne projekty budowlane, indywidualne zapisy eRA zostały pogrupowane w trzech kategoriach (prace wykonane dla szkół, dla infrastruktury transportowej oraz dla miejskich budynków mieszkaniowych, zwanych dalej „budynkami”). Wyniki przedstawione są w formie matrycy korelacji. Aby jeszcze bardziej wesprzeć dyskusję, przedstawiono również wybrane statystyki opisowe próbki badawczej oraz histogramu.

    In this paper, an approach to evaluate R&D projects in telecommunications is presented. These Project have particular features that cannot be properly incorporated by classical evaluation methods. This approach incorporates different criteria, both quantitative and qualitative, and also management flexibility and uncertainty. Thus, it is an approach that can be applied to real data of R&D projects in a telecommunications company.
