The freight transport combines the issue of supply services organization for various types of entities, including large shopping centres, stores of various industries, restaurants, work and leisure places, small-scale outlets, or municipal waste shipments. Due to the location of customers, transport services encounter many difficulties related to infrastructural constraints and increased traffic. This adversely affects the safety and obstructions in traffic and air pollution and thus is a disturbing factor for the lives of inhabitants. There is also a growing problem of the smog in large cities (in Poland, for example, Warsaw or Cracow). Traffic safety, minimization of congestion, and minimization of environmental pollution by transport activities are of particular importance in the development of freight traffic organization plans. In connection with the above, in recent years, the use of Environmentally Friendly Vehicles (EFV) in various spheres of human activity has been dynamically developing, and this concerns the cargo transport. Currently, vehicle manufacturers are providing an increasing number of delivery vehicles and trucks. On the other hand, entrepreneurs planning to implement pro-environmental solutions face a decision problem related to the efficiency of a transport system based on the use of EFV as well as the economic validity of implementing this type of innovation. In connection with the above, in this article, the problem of the impact of transport on the environment and the use of EFV in the freight transport was analysed. The main issues related to the functioning of the transport system and its negative impact on the environment has been presented. Environmental friendly vehicles and their parameters have been characterized. The main decision problems in organizing the transport system, also in the context of the use of EFV, have been identified and analysed. Finally, an example of a model for assessing the efficiency of a transport system with an emphasis on its impact on the environment was presented. The article was concluded with the summary of considerations and the proposal for further work.

Opis:
Analogies between the life cycle assessment (LCA) and multicriteria decision analysis (MCDA) methodologies have been discussed as well as LCA as an MCDA problem for resolving the trade-offs between multiple environmental objectives. The objective of this study is to compare a variety of specialised multicriteria methods and knowledge-based methods used to aggregate the results from LCA. The studies were conducted using examples of LCA on private passenger vehicles. The research used two classical methods for multicriteria decision making (AHP and TOPSIS), the method of conventional (crisp) reasoning and Mamdani’s method of fuzzy inference. The results demonstrate that among the methods analysed, only crisp reasoning does not provide satisfactory results.

Opis:
Global brown coal resources are estimated to be extracted at around 512 million Mg. They are found in over a dozen countries, including primarily: Australia, China, the Czech Republic, Greece, Germany, Poland, Russia, the United States and Turkey. More than 80% of total brown coal production in the EU takes place in: Germany, Poland, Greece and the Czech Republic. This means that the majority of production still uses conventional fuels, including both hard coal and brown coal. Given the current energy needs in the context of brown coal reserves depletion and the impacts of the current climate and energy policies of the EU, it is very important that all new investments in mining and energy complexes based on brown coal resources must be prepared carefully to ensure high production efficiency and minimize negative environmental impacts. This article attempts to solve a problem involving the choice of the location of the opening cut to expose brown coal deposits. Due to the stratified nature of brown coal deposits and the associated open-cast mining technology used in a continuous mining system with bucket wheel excavators, belt conveyor systems and spreaders, the location of the opening cut is not completely random and the number of potential solutions is finite. The multifaceted technical, organizational, economic, social and environmental problems require a holistic approach to this research problem. Such an approach should take the different, often opposing, perspectives of the many stakeholders into account. These issues can be solved using mathematical tools designed for multiple-criteria decision support. With the proposed method, a ranking of alternatives can be created, depending on the predefined location of the opening cut.
Światowe zasoby węgla brunatnego możliwe do wydobycia szacowane są na około 512 mln Mg i koncentrują się w kilkunastu krajach, przede wszystkim: Australii, Chinach, Czechach, Grecji, Niemczech, Polsce, Rosji, Stanach Zjednoczonych i Turcji. Ponad 80% całkowitej produkcji węgla brunatnego w UE koncentruje się w Niemczech, Polsce, Grecji i Czechach. Mając na uwadze aktualne potrzeby energetyczne w horyzoncie wyczerpujących się obecnie eksploatowanych złóż oraz realia obecnej polityki klimatyczno-energetycznej Unii Europejskiej, bardzo istotne jest, aby ewentualna inwestycja w nowy kompleks górniczo-energetyczny oparty na węglu brunatnym była przygotowana w sposób niezwykle staranny, zapewniający wysoką efektywność produkcji oraz minimalizację negatywnego wpływu na środowisko. Celem artykułu jest wskazanie możliwości rozwiązania problemu badawczego polegającego na opracowaniu metody wyboru lokalizacji wkopu udostępniającego pokład węgla brunatnego. Z uwagi na pokładowy charakter zalegania złóż węgla brunatnego oraz związaną z nim technologię eksploatacji metodą odkrywkową z wykorzystaniem przede wszystkim systemów ciągłych układów koparka-taśmociąg-zwałowarka (KTZ), przestrzenna lokalizacja wkopu udostępniającego nie jest dowolna, a liczba rozwiązań skończona. Wieloaspektowość problematyki obejmująca zagadnienia techniczno-organizacyjne, ekonomiczne, społeczne i środowiskowe wymaga holistycznego podejścia do problemu badawczego uwzględniającego różne, często przeciwstawne punkty widzenia. Problem ten może zostać rozwiązany z wykorzystaniem narzędzi matematycznych dedykowanych do wielokryterialnego wspomagania decyzji. Opracowana metoda pozwala na stworzenie rankingu wariantów w zależności od uprzednio zdefiniowanych lokalizacji wkopów udostępniających.

The engineering building of the University Leicester built-in 1963 has been a British icon for decades now. Applications of Robotic technologies are uprising nowadays, which provides a contingency to manipulate the benefits of robotics for executing challenging and precarious facade cleaning processes. This paper surveys the facade cleaning robotic technologies exist in the market. It exhibits the comparative analysis of four notorious robotic facade cleaning solutions namely Sky Pro, Gekko, BFMR (Building Façade Maintenance Robot) and Sirius_c. The comparison is executed using Multi Criteria Decision Analysis (MCDA) and Quality Function Deployment (QFD) techniques. This study analyses the performance of the robots based on the critical parameters such as water consumption, cleaning efficiency, cleaning dimensions and ease of implementation. Although none of these robotic solutions are implemented off the shelf, some adaptation on these solutions is necessary for the development of robotic techniques work successfully in real time. This paper proposes a hybrid robotic solution combining the vacuum pump adhesion and wheeled locomotion for the effective cleaning of the complex external building structure based on the MCDA and QFD analysis. It highlights the significant future research directions in this field.

An important part of the innovation management is to select the best new product project from the preliminary large set of potential alternatives. This problem is broadly discussed in the extant literature. Although the qualitative approaches dominate in literature, there are few examples of more formal decision procedures based on multiple criteria analysis. This article brings an example of interactive procedure that can help decision making in the new product development. As to the authors knowledge, such approach has not been proposed so far to the problem of selecting new product. The interactive procedure gives to the DM an opportunity to actively participate in the whole process and observe its development. During the procedure, the DM can disclose his preferences and values of trade-offs. This kind of assessment of differences in importance of criteria is assumed as more reliable then the direct assessment of weights.

The Analytical Hierarchy Process (AHP) is one of the multi-criteria methods with tools that are effective for decision-making in complementary or alternative medicine (CAM). This approach, in combination with other available methods, such as the Utrecht Method, allows medical professionals and patients themselves to take a balanced choice of special treatment and health control. This is particularly important for pregnant women who suffer from nausea and vomiting during pregnancy (NVP). The mechanisms of toxicosis occur, and the way of treatment have certain uncertainties. The decision-making process for therapeutic care must consider several factors, the determination of which is the result of collaboration between the patient and the healthcare provider. This paper presents the results of a decision-making study regarding the use of the ginger medicinal plant in helping a woman with NVP symptoms. The research was conducted using the original questionnaire according to the methodology proposed by the developers of the Utrecht Method. The chosen respondents were healthcare professionals with experience in treating NVP and pregnant women. The Analytical Hierarchy Process (AHP) capabilities in decisionmaking were shown in an example of analyzing the benefits, risks, and side effects of using ginger during pregnancy. The combination of two methodological approaches allowed to successfully connect the proven facts of using CAM therapy with the subjective assessment of all stakeholders. The study demonstrates that this approach successfully uses decision-making by structuring hierarchical decision elements and weighing the criteria involved in the decision-making issue. The article examines the practicality and effectiveness of using AHP when making decisions regarding the treatment and improvement of the condition of pregnant women with NVP, and summarizes the quantitative and qualitative indicators of the effectiveness of this method. The presented combination of two methodological approaches in decision-making allows for choosing an optimized medical strategy for supporting pregnant women through CAM therapy.

A new methodology for project portfolio scheduling problem has been presented in this paper. This methodology delivers information about project portfolio schedule, which is important for project portfolio managers. The methodology consists of three steps: multiple-criteria mathematical model building, finding non-dominated solutions and choosing one solution from the Pareto set as the final solution. In the first step a multiple-criteria mathematical model for project portfolio scheduling problem is built. Three criteria are considered in the model: the penalty for projects delays minimization, the penalty for resources overusage minimization and NPV maximization. Disadvantage of proposed mathematical model is a big amount of variables, which is J×T×P. In cases when we will have larger projects or larger planning horizon the number of variables will be huge. That is why activities aggregation was proposed. It reduces a number of variables in given model. It also delivers a general information about project portfolio schedule, which is more important for project portfolio managers. In the second step a set of non-dominated solutions is identified by using an elitist evolutionary algorithm. As research shows using an external set with the best solutions in each generation increases an algorithm efficiency. In the third step the LBS procedure is used to identify the final solution. The LBS procedure proposes is a way of learning-oriented interactive search for the best compromise solution for the decision maker. This procedure makes the comparison of non-dominated solution in the decision phase relatively easy. So this step will not burden the decision maker too much. For the future work, the procedure presented in this paper will be applied to the problem described in the section two, and given results will be compared with the current situation in the company.

In a negotiation process, building a negotiation offer scoring system consistent with the preferences of the decision-maker is a very intricate task. A variety of methods can be used to develop such a negotiation support tool, e.g. SAW and TOPSIS, but they have several disadvantages. In this paper the issue of evaluating the negotiation template using a novel tool called SIPRES is discussed. The algorithm proposed employs the key notions of the revised Simos' procedure and ZAPROS method to elicit the negotiator's preferences over some reference solutions. On the one hand, it allows decision-makers to define their preferences in a simple and effortless way and provides a straightforward yet effective method for analyzing the trade-offs between the alternatives using selected reference alternatives only (the ZAPROS-like approach). On the other hand, the revised Simos' procedure applied in the method allows determining the cardinal scores for the alternatives. The scoring system obtained this way makes it possible to conduct a sophisticated symmetric and asymmetric negotiation analysis. An illustrative example presented in the paper concerns the European Union's multiannual financial framework negotiations.

Happy Planet Index (HPI) is an aggregated index that measures the extent to which each nation produces long and happy lives per unit of environmental input. The HPI uses global data on life expectancy, experienced well-being, and ecological footprint to rank countries. The last HPI report was published in 2012 and it contains data for 151 countries from all continents. The aim of the paper is to re-calculate the HPI using DEA models and other multiple criteria decision making techniques and compare the results obtained results. MCDM methods evaluate alternatives (countries) according to the set of criteria with respect to given preferences. Most of them allow ranking of alternatives according to aggregated indices defined by various methods. DEA models compare the countries with the best performers in the data set and measure the efficiency of transformation of multiple inputs into multiple outputs. Even though they are based on different principles than MCDM methods they allow ranking of evaluated units according to their efficiency or super-efficiency scores. The paper analyzes both methodological approaches and compares their results.

This paper addresses an application of the specific methods of multi-criteria decision analysis to specify the appropriate supplier of an autonomous train in a certain production–distribution company. This company identifies three potential suppliers dealing with the development and purchase of autonomous train systems. In terms of the multi-criteria decision analysis, the WSA method, the Scoring method and the TOPSIS method were used to define a suitable compromise solution. To apply each method, individual suppliers were sorted depending on the appropriateness for the examined company based on relevance with all the identified criteria and their weights. The evaluation criteria include procurement cost, time of the whole autonomous train system project implementation, references from plants where such a technology has already been introduced, service department availability and battery charge time. Thereafter, the outcomes obtained using individual methods were compared to each other and the compromise supplier of the autonomous train system to be implemented in the selected company was determined.

In the paper we propose a practical application of the path goal programming approach, by which we understand a goal programming approach with goals being not numbers, but paths in networks. This method, with goal paths corresponding to desired schedules of environmental investment implementation, is used for the environmental decision-making in a selected company. The company has to introduce some investments aimed at natural resources reduction. However, not all the required investments can be realized in one budgeting period, because of budget constraints. The desired compromise schedule of investment realization has to be worked out. This schedule becomes the goal. The path goal programming method helps to reduce the undesired deviations from the goal schedule.

TODIM-FSE therefore relies on the TODIM method combined with the Fuzzy Synthetic Evaluation approach. TODIM-FSE makes use of the innovative "contribution" concept, not used previously for multicriteria classification purposes. This notion is central to the classification procedure of TODIM-FSE as it is associated to the contribution of each criterion to the classification of a given alternative in a predefined category. The TODIM-FSE method is explained in this paper by means of an application example and its steps are outlined. The application example has to do with the selection of trainee candidates for a company in the area of information technology. The classification of the candidates allows to identify the best of them, which is typically done at the first stage of the selection process. Some of the evaluation criteria considered in the study were: computers skills, mastery of technical English, and previous working experience in the field. In the second stage of that process another procedure ranks the best candidates. TODIM-FSE can be easily programmed in spreadsheets so as to be made available to professionals without a sound knowledge of either Multiple Criteria Decision Analysis or Prospect Theory. Currently the authors are working on a series of applications for validating TODIM-FSE in a broader way.
