In the last years, the audiovisual media services market has changed significantly from its initial stage of liberalization. Of course, if we look at the steps as far as the regulation of services is concerned, it has also undergone significant changes, but the assessment of the effectiveness of liberalization may be different. This is simply because with the development of technology, such as the emergence of online services, various new sorts of services and players have entered the market, the regulation of which requires EU action in several respects. Firstly, the significance of this lies in the fact that, in order to achieve media convergence, the scope of regulation has now expanded compared to the early stage of liberalization. Secondly, large service providers outside of Europe are now competing for European consumers, that poses a challenge to both the regulation and the interests of the EU. Thirdly, it has to be mentioned that the Brexit, occurred in early 2020, re-arranged the map of the European audiovisual services market and relocated several service providers to an EU Member State. This study – in order to understand the phenomena outlined above – seeks to analyse the liberalization of a small slice of the European telecommunications market.
W ostatnich latach rynek usług audiowizualnych ulegał istotnym zmianom w porównaniu z początkową fazą liberalizacji. Oczywiście jeśli spojrzymy na dotychczasowe etapy dotyczące regulacji usług, również i ona uległa istotnym zmianom, ale ocena skuteczności liberalizacji może być inna. Wynika to po prostu z postępu technicznego, np. z pojawienia się usług internetowych oraz z tego, że na rynek weszły nowe rodzaje usług i podmiotów, których regulacja wymaga pod wieloma względami działania Unii Europejskiej. Po pierwsze, istota tego faktu polega na tym, że aby uzyskać konwergencję w dziedzinie mediów, rozszerzono teraz zakres regulacji w porównaniu do wczesnej fazy liberalizacji. Po drugie, więksi dostawcy usług spoza Europy konkurują obecnie o europejskich konsumentów, co stanowi wyzwanie zarówno z punktu widzenia regulacji, jak i interesów Unii. Po trzecie, należy wskazać, że Brexit, który miał miejsce w pierwszej połowie 2020 r., przeformułował mapę europejskiego rynku usług audiowizualnych i doprowadził do relokacji kilku usługodawców do państw członkowskich Unii. Aby zrozumieć wyżej wskazane zjawiska, w niniejszym opracowaniu przeprowadzono analizę liberalizacji małego wycinka europejskiego rynku telekomunikacyjnego.

The article takes all of the abovementioned legacy of European Union Law into consideration while analysing them in depth through the prism of the principle in question and via careful comparisons of each of them as well. Particular attention is paid to the following issues, namely: the legal nature of the principle in question, its treaty sources, its scope of application, the principle in question in the light of the abovementioned directives – namely the Directive on audiovisual media services and the Directive on electronic commerce; and finally – relationships between provisions of the two aforementioned directives in the context of audiovisual media services on demand. While working on the text, all of the mentioned parts of the main subject turned out to be important enough to put them into separated sections of the text with their own individual headings. In the meantime, several interesting subject-related sentences by the European Court of Justice were also taken into account for a broadened pool of reference. To sum it all up: ultimately, the principle in question and its potential influence on the practical functioning of the European Union’s law and economy has been considered thoroughly.

The development of information technologies in the last two decades has made traditional public relations tools insufficient. New media, in particular social media, has opened up the possibility of establishing a direct contact with the public and using a brand to build long-lasting relations. A platform serving a special role in PR activities is Facebook, whose importance has already been noticed by the Polish uniformed services. The presented analysis of the “Polish Police” profile shows how and to what extent the Police utilize Facebook to create their online image and build relations with the public.

In this article, the authors describe their experience of introducing students to online services for developing electronic educational resources with multimedia content. The sample of research included pedagogical education students from different years of first degree (bachelor) studies. The article presents the results obtained in the Herzen State Pedagogical University of Russia. The authors developed an e-environment for a training module, with all the content and interaction algorithms. In the experiment, the authors measured various indicators of students’ media competence development: informational, perceptual, motivational, contact, and interpretation (based on A. V. Fedorov’s approach). After students had studied the proposed module, the analyses of their projects were made.

Entrepreneurs in the transport and forwarding services field are looking for new areas of activity to ensure a competitive advantage over their competitors. Currently, with relatively balanced price levels and service quality, the acquisition and retention of clients can ensure success in the market and marketing activities. The approach to marketing activities has changed over the years. Currently, marketing 2.0 is used, which is focused on the customer, their needs, and preferences. Marketing 3.0 is also used, which introduces a broader customer perspective. The area of activity, which is part of the new marketing 3.0 concept, is social media, currently used by over one billion people globally. Such a large group means a regular flow of information which is highly important for businesses. Research has shown that companies use social media primarily for promotion, to recruit new employees, and contact contractors. Internet tools are the most widely used distribution channel of services in the industry. Over half of the surveyed enterprises indicated that they planned to increase social media in their company’s marketing activities. A positive trend may indicate that transport and forwarding companies may plan to increase their future use of this channel for marketing activities.

This article discusses an instance of case-specific self-inflicted partial media capture, acknowledging the chilling effect of legislation consistent with partial state capture. In general, this case illustrates the ethical and legal dilemmas in the reporting of a specific type of large-scale corruption in the media, which involves the denial of all accusations by most sources and a controversial stand by state authorities and politicians on the issue, forcing the media to primarily report rumors or contradictory claims and denials (after controversial files regarding the corruption were made public anonymously on the internet) or desist from reporting altogether (before the files were made public on the internet, due to possible libel threats). The findings question the normative expectations expressed in democratic theory related to the role of the media as a watchdog, in the specific context of large-scale corruption in post-communist states. Moreover, this paper suggests the need to re-examine the methodological aspects of quantitative content analysis of media coverage of corruption. This paper has also attempted to update the emerging theory on media capture with the term partial case-specific media capture.

E-learning is a widely used form of education. There are various kinds of e-learning both from the implementing institutions’ as well as from the learners’ point of view. As the learners are of different professions and educations, e-learning requires an individual approach for each users’ population.
