The Polish market for rail freight services belongs to a group of markets with a relatively high level of liberalization. Strong competition on the Polish freight market, forcing the search for new sources of strategic advantage, is leading to processes of consolidation, merging and acquisition. There are high fees for access to the infrastructure, despite its relatively low quality of performance. Opportunities for rail-related international exchange are not being taken, the geographical location of Poland is not being taken advantage of and the quality of the services provided is low. An important role in the intensification of rail transport infrastructure is the condition of the railway network. The modernization of these networks by 2011 has improved the condition of the Polish railway infrastructure. The structure of the rail freight market by weight of cargo in Poland, the structure of the polish freight market, the dynamics of changes in the size of cargo in the years from 2006 to 2011 according to transported mass relative to the size of the cargo in 2004, advantages of rail freight services, problems with the development of the rail freight market are presented in the paper.

The article deals with the practical aspects of the prices formation of the mechanized services for households. The volumes of production of agricultural products by households in the dynamics were presented in the article. The manners of processing of land and the ratio of their shares were represented. The data used by the authors of the sociological survey were received to identify trends in price changes for mechanized agricultural services. On the basis of the conducted questionnaire survey, the analysis of changes in the price and cost of the main types of mechanized services consumed by households in the process of agricultural activity, the approaches and motives of service providers to the formation of their prices were studied, the reasons for the deviations of actual prices for mechanized services against substantiated. The factors of choice of buyers of agricultural agricultural services were filed. The calculation of prices for agricultural agricultural services according to the complexity of their implementation was carried out. The determinants of the price of production mechanized agricultural services were analyzed. The dynamics of the presence of tractors and combine harvesters in the farms of the rural population of the Lviv region is shown in this study.

Opis:
The objective of this paper, entitled “An Analysis of EBA Soft Law on the Payment Services Market” is firstly to reconstruct the substantive content of the main types of EBA soft law for the payment services market and group the resulting findings according to thematically classified procedural standards and principles (as related, for example, to data aggregation) specified by EBA both for payment services providers, consumers and supervisory authorities. The second aim is to identify and classify the functions and roles arising therefrom and fulfilled by EBA soft law for the payment services market. The third research goal of this project is to answer the following question: is it possible to argue that EBA soft law on the payment services market has a special or distinct character compared to soft law from other segments of the European Union’s financial market?
Celem opracowania Analiza soft law EBA na rynku usług płatniczych stało się po pierwsze, dokonanie materialnej rekonstrukcji głównych typów soft law EBA dla rynku usług płatniczych i pogrupowanie powstałej stąd materii w oparciu o wyodrębnione tematycznie określone przez EBA standardy i wzorce postępowań, tak dla dostawców usług płatniczych, jak i dla konsumenta rynku usług płatniczych oraz nadzorców (np. w zakresie agregacji danych). Po drugie, celem przedstawianego artykułu było również wyodrębnienie i nazwanie wynikających stąd funkcji i roli, jakie soft law EBA pełni na rynku usług płatniczych. Trzecim zamierzeniem badawczym stało się udzielenie odpowiedzi na pytanie czy w porównaniu do soft law z pozostałych segmentów rynku finansowego UE można w odniesieniu do soft law EBA na rynku usług płatniczych argumentować o istnieniu szczególnej specyfiki czy podziału.

In the article the main results of a survey conducted by the authors in Ukraine were considered. Some results of the survey have been compared with data of similar surveys that have been conducted abroad. The basic characteristics of average statistical Ukrainian freelancer, including the e-lancers distribution by gender, level of education, and the distance between their residence and the nearest big city have been considered. Also, according to the survey, the distribution of Ukrainian freelancers by types of activities and gender has been done. The article presents the issue of the transport of goods in relation to sea transport. Sea transport has been known to mankind for a long time. Currently, maritime transport is not limited only to the transport of goods and/or passengers along sea routes, which are carried out between seaports using appropriately adapted means of transport. It is a branch of transport, which consists of a very good knowledge of navigation, highly specialized staff, and a wide range of containers for transporting various types of cargo, often requiring specialized conditions. In addition, sea transport is perfectly combined with intermodal transport, so that in the end, the transport process is the most beneficial for all participants, i.e., the customers, sellers, distributors, and manufacturers. The main purpose of the article was to present the volume of goods transported in this branch of transport. The article, after introducing the issue, presents the classification of sea vessels, refers to the market of maritime transport services and its conditions for further development, and analyzes the overall volume of goods transported in the seaports of Gdańsk and Gdynia against the background of other Polish seaports in the years 2011-2021.

Aim. The article aims to analyse the manifestations of information asymmetry in the market of educational services to develop proposals for improving the communication programmes of higher education institutions of Ukraine. Methods. The authors describe the display of information asymmetry in the market of educational services based on a sociological study among the 1st and 2nd-year students of Ukrainian universities, which aimed to study the criteria for choosing an educational programme. The authors used correlation analysis to assess the statistical significance of the influence of individual criteria on the selection of entrants. The survey was conducted at the universities in Ukraine that provide educational services on the bachelor’s degree specialities of 073 Management and 075 Marketing. A critical and comparative analysis of state regulatory measures to overcome information asymmetry was also applied. Results. The annual decrease in the number of university entrants in Ukraine and around the world has led to increased competition among universities, resulting in an escalation of information asymmetry in the market of educational services and its ‘lemonisation’. Conclusions. According to the results of the sociological study, despite the high availability of sources of information, at the time of entering the university, the vast majority of students did not consider themselves sufficiently informed about the benefits of studying in the chosen educational and professional programme. Several state regulatory measures have been taken to provide quality educational services in Ukraine and ensure unbiased information about universities. It was revealed that by allocating state-funded places for a specific speciality and university, the government significantly influences the choice of applicants. However, it should be noted that such impact is not very significant for applicants with high scores. Given this, the impact and effectiveness of both the state regulation system of universities in Ukraine and its specific instruments require further study. Cognitive value. The study results contribute to overcoming the asymmetry of information in the market of educational services, serve as a methodological basis for improving the communication programmes of higher education institutions, promote healthy competition among them. The findings of this study can be considered an essential contribution to future research.

The paper presents the effect of the processes of liberalisation and deregulation of the postal services market on the local market of postal services of the former Tarnów Voivodeship (now the city of Tarnów, the Counties: Tarnów, Bochnia, Brzesko, Dąbrowa Tarnowska, Dębica). In particular, the terms of postal services and of the postal services market have been discussed, and then the further stages of the processes of liberalisation and deregulation of this market within the European Union and in Poland and their effect on the local market of these services in the former Tarnów Voivodeship.
W pracy przedstawiono wpływ procesów liberalizacji i deregulacji rynku usług pocztowych na lokalny rynek usług pocztowych byłego województwa tarnowskiego (obecnie miasto Tarnów, powiaty: tarnowski, bocheński, brzeski, dąbrowski, dębicki). W szczególności omówiono pojęcie usług pocztowych, rynku usług pocztowych. Następnie analizie poddano kolejne etapy procesu liberalizacji i deregulacji tego rynku w ramach Unii Europejskiej i Polski oraz ich wpływ na lokalny rynek tych usług w byłym województwie tarnowskim.

The article discusses the theoretical principles of statistical research with regard to the national market of logistics services during wartime. The system of statistical indicators of the research of the logistics services market is structured through the allocation of separate blocks of indicators by priority of their estimation in war conditions. The market of logistics services of Ukraine is characterised by selected blocks of indicators. The paper identifies the main structural changes that occurred due to the hostilities faced by the country. Moreover, the authors determine the main factors influencing the functioning of the analysed market during war, as the statistical study of these factors is considered necessary for the transformation and development of logistics services. It is substantiated that taking into account such statistical indicators as the level and availability of logistics infrastructure, security, the human factor and changes in legislation are likely to result in a new alternative direction of logistics routes and contribute to the development of the logistics services market in general. The authors proposed the construction of a centralised electronic service (or several services) with the purpose of consolidating information about the logistics infrastructure. The software system should offer the option of an operational interactive visualisation.

The political changes in Poland after 1989 affected the formation of a self-reliant society. One of the results was the decentralisation of public tasks in the field of education, with the relevant competences transmitted to local governments. Since then, communes have been responsible for ensuring equal access to public education, but at the same time a non-public education market has been developing. Important for changes in the Polish educational system was also a reform started in 1999 which led to the transformation of the two-level system of education existing since 1968 into a three-level structure. The first non-public schools began to form as an alternative to public ones. Currently, non-public schools are mainly run by non-governmental organisations, religious institutions or social associations. In the general opinion, the quality of education in non-public schools is higher than in public ones (smaller classes, better contact between student and teacher, an individual approach to each student). In the face of education-model changes it is important to create a wide range of learning opportunities for everyone. It is also not about competition, but cooperation among all institutions involved in education provision. In this article, the progressive diversification of the educational market is presented on the example of the Poznań agglomeration.A diversified educational system, its commercialisation, and the creation of new educational opportunities for children and young people beyond the basic programme of education are undoubtedly benefits for the Polish society. The growing competition among the wide range of educational institutions (also taking into account institutions organising extra-curricular classes), from a theoretical point of view, should help to improve the quality of education in the entire market of educational services. As a consequence, these trends, together with demographic changes, may invite the question about the prospects of public schools in their present form in the future.

The article presents the condition of the transport and logistics sector, and the problems and challenges to the development of TFL companies in Poland and Belarus. Special attention has been paid to the condition of the transport and logistics market in Poland and Belarus and the logistic efficiency of Poland and Belarus analysed on the basis of the LPI developed by the World Bank. The position of Polish logistics was highly rated, while Belarus was outside the first hundred countries rated in accordance with the LPI. The transport and logistics sector is an important and prosperous branch of the Polish economy. Despite quite an active transport and logistics policy in Belarus, the market for logistics services is underdeveloped. The transport and logistics sector in Poland and Belarus operates in an environment subject to dynamic changes, such as digitization, artificial intelligence, Big Data, automation and e-commerce development. Among other things, the development of the TFL on both sides of the border will depend on the understanding and the need to adapt to the ongoing megatrends.
W artykule przybliżono aktualny stan branży transportowo-logistycznej jak i problemy, wyzwania dla rozwoju firm TSL w Polsce i w Białorusi. W szczególności przedstawiono kondycję rynku transportowo-logistycznego w Polsce i w Białorusi, przeanalizowano wydajność logistyczną Polski i Białorusi na podstawie wskaźnika LPI, opracowanego przez Bank Światowy. Pozycja polskiej logistyki została wysoko oceniona, zaś Białoruś znalazła się poza pierwszą setką państw ocenianych według LPI. Branża transportowo-logistyczna jest ważną i dobrze prosperującą branżą polskiej gospodarki. Mimo dość aktywnie realizowanej w Białorusi polityki transportowej i logistycznej rynek usług logistycznych jest słabo rozwinięty. Branża transportowa i logistyczna w Polsce i w Białorusi funkcjonuje w środowisku podlegającym dynamicznym zmianom takim jak cyfryzacja, sztuczna inteligencja, Big Data, automatyzacja, rozwój e-commerce. Między innymi od zrozumienia i konieczności dostosowania się do zachodzących megatrendów będzie zależał rozwój TSL po obu stronach granicy.

Opis:
An aim of the article is to point out to behaviours of the Polish competent consumer in the market for services. The authors used the results of empirical research carried out for the purposes of the research project financed on funds of the National Science Centre entitled Consumers’ competencies as a stimulant of innovative behaviour and sustainable consumption, undertaken at the Institute for Market, Consumption and Business Cycles Research (IBRKK) in the years 2012-2014. The research findings showed that for the competent consumer the most important factors in the course of using services are, first of all, price and quality. More than half of the surveyed individuals declared they were reading the terms of the agreement being signed, in the case of noticed defect of the product or badly provided service they raise a claim and they also ask of the claim terms. Low also appeared to be consumers’ awareness of the familiarity with institutions and organisations dealing with consumer rights protection. The majority of surveyed consumers are not either interested in the use of collaborative consumption.
Celem artykułu jest ukazanie zachowań polskiego kompetentnego konsumenta na rynku usług. Wykorzystane zostały wyniki badań empirycznych zrealizowanych na potrzeby projektu badawczego finansowanego ze środków Narodowego Centrum Nauki pt.: Kompetencje konsumentów jako stymulanta innowacyjnych zachowań i zrównoważonej konsumpcji, podjętego w Instytucie Badań Rynku, Konsumpcji i Koniunktur w latach 2012-2014. Wyniki badania pokazały, że dla kompetentnego konsumenta najważniejszymi czynnikami przy korzystaniu z usług są przede wszystkim cena i jakość. Ponad połowa badanych zadeklarowała, że czyta warunki podpisywanej umowy, w przypadku stwierdzonej wady produktu czy źle wykonanej usługi zgłasza reklamację, pyta też o warunki reklamacji. Niska okazała się świadomość konsumentów dotycząca znajomości instytucji i organizacji zajmujących się ochroną praw konsumentów. Większość badanych konsumentów nie jest też zainteresowana korzystaniem z konsumpcji kolaboratywnej.
