Research background: Various and complicated reasons for belonging to the NEET category (not in education, employment or training), resulting largely from young people's personal and family circumstances, cause that the activation programmes undertaken by public employment services, both in the professional and educational sphere, prove inadequate. Despite the fact that labour market instruments dedicated to young people represent a wide range of possibilities for supporting them in combating professional and educational inactivity, the background of their problems requires new actions that should be undertaken by labour market institutions and their partners. Purpose of the article: Taking the above into consideration, the aim of this study is to identify the challenges faced by the public employment services and other labour market institutions in the area of activating youth experiencing the most difficult situation in the labour market. Methods: The article is based partly on the results of quantitative and qualitative research, conducted in the framework of the project implemented by the Provincial Labour Office in Bialystok Podlasie open to young people, financed by Operational Programme Knowledge Education Development (PO WER). Findings & Value added: The results of the study have led to the identification of necessary actions which should be undertaken by labour market institutions to support young people representing the NEET generation. These actions can be classified into different categories. They include preventing inclusion into the NEET group, developing the most effective solutions in the area of getting in touch with this group of young people and supporting them as well as creating a culture of cooperation for their benefit. The study has also revealed the need to carry out in-depth research of the NEET population.

The aim of this research was to identify the determinants of the employment protection legislation reforms in the global perspective. The study was based on the Labor Freedom index published by the Heritage Foundation, which allowed to include 179 countries in the research that were observed in the period 2003–2013. The conducted study has indicated that changes in GDP and the level of employment in industry may induce the introduction of labor reforms. The changes in the labor law also occurred to be correlated with the number of the nearly excluded from the labor market (the long-term unemployed and youth not in education, employment or training) and also with changes in the government expenditure. However, all these factors may lead to substantially various reform programs in particular countries due to the heterogeneous political pressure of the labor market interest groups and different governmental determination in introduction of the reforms.

Research background: The literature indicates that labor market institutions are determined by cultural, political and economic factors, but does not give explicit conclusions which of these vast group of factors dominates. Purpose of the article: The goal of this study is to empirically assess whether cultural and political factors dominate over economic factors in shaping the labor market institutional framework in the OECD and post-socialist countries. Methods: This framework can be measured by a vast group of indicators. We use 10 such variables that describe the group of 47 post-socialist and OECD countries (that did not experience economic transition) in the years 2005?2009. These indicators allow to construct one Employment Efficiency Index which explains almost 47% of the employment rate heterogeneity in the years 2010?2015. In the second step, the Employment Efficiency Index is regressed on 7 uncorrelated and standardized components that describe the cultural, political and economic characteristics of the analyzed countries in the years 1995?2004 and the Chow test is conducted in order to determine whether they influence the Index with the same strength in post-socialist and non-transition OECD countries. Findings & Value added: The obtained results show that cultural and political factors have a stronger influence on labor market institutions. Moreover, the estimates reveal that the countries which experienced weak labor market performance in the period 1995?2004 did not make their institutional framework more pro-employment in the following years and, in consequence, also recorded low values of the employment rate in the period 2010?2015. Such result suggests that economic factors occurred to be on average an insufficient trigger for labor market reforms in the group of analyzed countries. Finally, the Chow test revealed that this conclusion is applicable to both post-socialist and non-transition OECD countries.

The article focuses on regional diversity of the Polish Labor Market from institutional perspective. The Polish Labor Market is geographically diverse in terms of unemployment and employment rates, and also in terms of economic development. At the end of 2013 the difference between the lowest and the highest unemployment rate in the Polish regions was 12.1% (Wielkopolska located in the West Poland has unemployment rate of 9.6% and Warmia - Mazury in the East has unemployment of 21.7%). The question arises whether this difference comes from the structural or institutional sources. The paper describe the character of Polish Labor Market, whereas in the second part, it traces the impact of institutional variables such as real wage, Kaitz index and Gender gap on the regional unemployment rate in 2002–2012 in Poland.

Okazuje się, że im silniejsze było w 1996 roku społeczne oczekiwanie, aby rządy poszczególnych krajów zapewniły pełne zatrudnienie, tym gorsza jest obecnie w tych krajach sytuacja na rynkach pracy. W artykule zaproponowano dwie komplementarne hipotezy, inspirowane teorią wyboru publicznego, które mogą pomóc wyjaśnić to zjawisko: (1) oczekiwania społeczne nie były skorelowane z reformami instytucji rynku pracy przeprowadzonymi w kolejnych dwóch dekadach; (2) poparcie dla idei zapewnienia przez rząd pełnego zatrudnienia jest niższe wśród osób pracujących (którzy w wielu badanych krajach stanowili większość wyborców) niż w przypadku pozostałych grup społecznych i różnica ta nie zależy od sytuacji panującej na rynku pracy. Analiza empiryczna bazuje na zestawie 29 wskaźników instytucji rynku pracy i obejmuje kraje, które w latach 1996–2016 wzięły udział w badaniu ankietowym pt. Oczekiwania wobec rządu (ang. Role of government) – będącego częścią Międzynarodowego programu sondaży społecznych (ISSP). Uzyskane rezultaty są w dużej mierze zgodne z przyjętymi hipotezami.
This study explores whether and to what extent voters expect the government to provide jobs for everyone who wants to work. It examines the link between voter expectations and the labour market situation. It finds that the stronger the expectation of the government to provide a job for everyone in the mid-1990s was, the worse the labour market situation is today. Two hypotheses inspired by the theory of public choice are proposed to explain this relationship: (1) societal expectations were not correlated with reforms of labour market institutions in the next two decades; (2) support for the idea of the government providing a job for everyone was significantly lower among the employed (who in many countries constituted the majority of voters) than among other groups, and this difference did not depend on the labour market situation. The empirical analysis is based on a set of 29 indicators of labour market institutions and covers countries included in the Role of Government survey for 1996–2016 - conducted as part of the International Social Survey Programme. The obtained results are largely consistent with the stated hypotheses.

This article presents the impact of the global crisis on employment in the OECD countries, and in particular is an attempt to explain why the impact is of a different scope in particular countries. Particular attention has been paid to the question of the role played by labour market institutions (such as employment protection legislation and fixed-term employment). The global economic crisis has influenced the situation in the labour markets of OECD countries, causing declines in employment and increases in unemployment. Changes in the level of employment in individual countries varied. Between 2007-2012 declines in production took place in the majority of OECD countries. Declines in real wages were also observed in those countries. On the other hand, in the period of 2005-2012 relatively small changes in labour market institutions occurred. With respect to both the stringency of employment protection legislation, as well as the share of fixed-term employment, there were no clearly visible trends in the data during the period of economic crisis. The econometric verification of theoretical hypotheses was performed using annual data from the 2005-2012 period for 26 OECD countries, and itshows that GDP and real wages were statistically significant determinants of employment size in the analyzed period. The study also confirmed the hypothesis of the existence of a non-linear (U-shaped) relationship between employment elasticity with respect to GDP and the level of stringency of employment protection legislation, as well as the share of fixed-term employment in the total number of employment contracts. The results show that the smallest declines in employment during a crisis might be expected in countries where the level of EPL is close to 2, and the share of fixed-term employment in the total number of employment contracts is close to 18%.
Przedmiotem artykułu są skutki globalnego kryzysu dla zatrudnienia w krajach OECD, a w szczególności próba objaśnienia przyczyn ich zróżnicowanych rozmiarów w poszczególnych krajach. Szczególną uwagę w tym objaśnieniu zwrócono na pytanie, jaką rolę odgrywają tutaj instytucje rynku pracy, a w szczególności prawna ochrona zatrudnienia i umowy o pracę na czas określony. Globalny kryzys gospodarczy przekładał się na sytuację panującą na rynkach pracy krajów OECD powodując spadki zatrudnienia i wzrosty bezrobocia. Zmiany rozmiarów zatrudnienia w poszczególnych krajach były zróżnicowane. W latach 2007- 2012 w większości krajów OECD wystąpiły spadki rozmiarów produkcji. Obserwowano w nich również spadki rozmiarów płac realnych. Stosunkowo niewielkim zmianom w latach 2005-2012 podlegały natomiast czynniki o charakterze instytucjonalnym. Zarówno w przypadku restrykcyjności prawnej ochrony zatrudnienia, jak i w przypadku udziału zatrudnienia na czas określony nie wystąpiły wyraźne tendencje zmian tych wartości w okresie trwania kryzysu gospodarczego. Weryfikacja ekonometryczna wysuniętych hipotez teoretycznych została przeprowadzona w oparciu o dane roczne z lat 2005-2012 dla 26 krajów OECD i wykazała, że PKB i płace realne były istotnymi czynnikami determinującymi rozmiary zatrudnienia w analizowanym okresie. Potwierdzono również hipotezę o istnieniu nieliniowej (U-kształtnej) zależności pomiędzy elastycznością zatrudnienia względem PKB a stopniem restrykcyjności prawnej ochrony zatrudnienia oraz udziałem zatrudnienia na czas określony. Uzyskane wyniki wskazują, iż najmniejszych spadków zatrudnienia w okresie kryzysu możemy się spodziewać w krajach, w których poziom EPL jest bliski 2, a udział umów o pracę na czas określony w liczbie umów ogółem jest bliski 18%.

This paper aims at analysing the utilisation and implementation of the rules of marketing within banking activities. It includes an analysis of the essence of the provision of services and that of the financial services market, the rules of bank marketing, and the shaping of marketing instruments in banks. In addition, it provides examples of the implementation and utilisation of marketing principles in selected banks. The necessity of applying the rules of marketing in the activities of banks is a result of the changes which have occurred during the last several-dozen years within the banking services market and inside the financial institutions’ environment. Financial markets constitute an inseparable element of each and every economy, along with the consumer goods, manufactured goods and resource markets. They engage in the process of fund and product flow.
Niniejszy artykuł ma na celu analizę wykorzystania i wdrożenia zasad marketingu w działalności bankowej. Obejmuje analizę istoty świadczenia usług i rynku usług finansowych, zasad marketingu bankowego oraz kształtowania instrumentów marketingowych w bankach. Ponadto zawiera przykłady wdrożenia i wykorzystania zasad marketingowych w wybranych bankach. Konieczność stosowania zasad marketingu w działalności banków wynika ze zmian, które zaszły w ciągu ostatnich kilkudziesięciu lat na rynku usług bankowych i w otoczeniu instytucji finansowych. Rynki finansowe stanowią nieodłączny element każdej gospodarki, a także rynki towarów konsumpcyjnych, towarów wytwarzanych i zasobów. Angażują się w proces przepływu funduszy i produktów.
Целью данной статьи является анализ использования и реализации принципов маркетинга в банковской сфере. В нем анализируются сущность предоставления услуг и рынок финансовых услуг, принципы банковского маркетинга и разработка маркетинговых инструмен- тов в банках. Кроме того, он содержит примеры реализации и использования принципов марке- тинга в отдельных банках. Необходимость применения принципов маркетинга в деятельности банков обусловлена изменениями, которые произошли на рынке банковских услуг и в среде финансовых учреждений за последние несколько десятилетий. Финансовые рынки являются неотъемлемой частью любой экономики, а также рынков потребительских товаров, промыш- ленных товаров и ресурсов. Они участвуют в потоке средств и продуктов.

Motivation: Labor market in Poland has been affected by many institutional factors. One of them is social capital, which can be an advantage for its development It influences the ability among the market entities to cooperate with each other and to create their competitiveness on the market. The lack of social capital causes many disadvantages like the lack of ability to cooperate between different actors. That is why strong social capital is a challenge to build long term relations on the labor market. Low social capital or its lack is a barrier in country?s development, weakens the markets, makes the markets impossible to improve in quality. On the basis of the above premises the main hypothesis of the paper claims, that the main barrier which limits the ability among different actors to create social capital on labor market in Poland is low level of trust to each other. Aim: The main cognitive aim of this article is to describe the conducted primary research and identify determinants, especially threats and barriers on labor market in Poland in the points of views of different participants who take part in interactions with the other actors on the labor market (entrepreneurs, employees, employers). Materials and methods: The research had a character of preliminary study. The main research methods used in this article include desk research and primary research with Individual In-Depth Interviews (IDI method) which were conducted among Polish entrepreneurs from March till June 2018 and from October till January 2019. Results: The Respondents, who took part in the research underlined the importance of cooperation and social capital, but they also mentioned about barriers which reduce the level of cooperation and ability to create social capital.

The COVID-19 pandemic has significantly influenced the functioning and organisation of financial institutions in Poland and the cybersecurity mechanisms associated with it, due to the change in the model of functioning of these institutions. Changes to the way institutions function have been introduced under the influence of evolving restrictions and regulations, often in a manner which went beyond previously planned scenarios of action. The experience gained in this way should be included in the business continuity plans and procedures of financial institutions. It is also worth considering what changes should be permanently implemented by financial institutions, and what adaptations in the field of cybersecurity will be required. These adjustments should take place in interaction with the Polish Financial Supervision Authority, to maintain an appropriate level of security and quality of services rendered.

Nowadays, the fact that a participant of any product market conducts marketing activities comes as no surprise. In fact it's surprising only if a participant doesn't use any tools from the rich array of marketing instruments. However, what is very important and requires great knowledge and experience from a market participant is the preparation of a set of market values defining clearly the goals of his activities on the market. These values should be accompanied by a properly matched company strategy (including marketing strategy) allowing the achievement of these values, as well as implementation of the strategy appropriate for the defined market mechanism. Achieving and implementing these values in practice are not easy and what makes this even harder are the processes of globalization, dynamic development of information technology and the dynamics and complexity of market conditions, relations between stakeholders/participants of the market and permanent crises on micro and macro scales. This is what poses great challenges for the participants of any product market who want to implement their marketing strategies efficiently. In this respect the participants of the market of research and scientific institutions have to face exceptional challenges and requirements.The market values they offer (mainly innovations) need an exceptional approach due to the fact that they have to satisfy unknown, often new needs of their clients, which have to be precisely described and explained in a comprehensive way (misconceptions concerning GMO or nanotechnology). Sometimes, it is necessary to educate the participant of the target market in a thought-out and intensive way. This very often requires a different approach to the marketing of research and scientific institution, which starting out from traditional 4P or 4C tools will concentrate mainly on the identification of the formed infrastructure of the target market, applying efficient and effective marketing instruments and forming market/marketing relations among stakeholders of innovation processes.

This study examines the cooperation between high-technology firms and institutions aimed at supporting the development of enterprises, such as national agencies and public education institutions, in emerging markets. The research uses qualitative research methods—namely, multiple case studies. An empirical analysis was conducted in 26 high-tech enterprises from emerging market: Poland, including hyper-growth organizations. This study explores the support of the institutions as well as cooperation between firms and public institutions from a managerial perspective. The major problems and obstacles that these firms faced are identified, as are ways of coping with them. The research results extend existing studies by providing empirical insights from high-tech firms in one of the emerging markets in Central Europe.

The diversity of the labour market in the Visegrad Group countries is presented in the article from an institutional perspective. Institutions such as different tax and transfer policies, employment protection legislation, or active and passive labour market policies can affect not only the effectiveness of the economy from a macro perspective, but they can also be crucial in determining the system of rules and incentives for earning money. The institutional conditions of the labour market directly affect the behaviour of labour market participants, their incomes, and therefore income inequalities. To asses and compare the situation between the Visegrad group countries, a synthetic measure of labour market institutions is calculated. A taxonomic analysis is done to group the V4 countries against other selected European Union countries, which enables the assessment and comparison of similarities and differences across the Visegrad countries. Finally, the trade-offs between a synthetic measure of labour market institutions and income inequalities are analysed. The Pearson correlation coefficient and, additionally, the Spearman’s rank correlation coefficient are applied. The analysis is done for 2016, as it was the most recent data available while writing the article. The results from such an analysis can help to answer the question of the state’s role in limiting income inequalities through labour market institutions and to identify the policies which are the most effective in this field.
W artykule przedstawiono różnorodność rynku pracy w krajach Grupy Wyszehradzkiej z perspektywy ekonomii instytucjonalnej. Instytucje takie jak: regulacje w zakresie podatków i transferów, przepisy dotyczące ochrony zatrudnienia lub aktywna i pasywna polityka rynku pracy mogą wpływać nie tylko na efektywność gospodarki z perspektywy makroekonomicznej, ale również odgrywać kluczową rolę w określaniu systemu zasad i zachęt do zarabiania pieniędzy. W tej perspektywie warunki instytucjonalne rynku pracy bezpośrednio wpływają na zachowanie uczestników rynku pracy, ich dochody, a tym samym nierówności dochodowe. W celu dokonania oceny i porównania sytuacji między krajami Grupy Wyszehradzkiej, obliczono syntetyczną miarę instytucji rynku pracy. Ponadto przeprowadzono analizę taksonomiczną, w efekcie której pogrupowano kraje V4 względem wybranych krajów Unii Europejskiej. Takie działanie umożliwiło ocenę i porównanie podobieństw i różnic między krajami wyszehradzkimi. Finalnie podjęto próbę identyfikacji i oceny związków między syntetyczną miarą instytucji rynku pracy a nierównościami dochodowymi. Zastosowano współczynnik korelacji Pearsona i dodatkowo współczynnik korelacji rang Spearmana. Wyniki analizy są próbą odpowiedzi na pytanie o rolę państwa w ograniczaniu nierówności dochodowych za pomocą instytucji rynku pracy i pomagają zidentyfikować te działania, które są najbardziej skuteczne w analizowanej dziedzinie.

In times of increasing significance for national policies which support international economic cooperation, a special role is played by state trade support institutions (TSIs). This paper investigates whether such TSIs can be said to operate effectively, through an analysis of one essential element of the support provided to domestic entrepreneurs, namely export recommendations. The recommendations provided by Polish TSIs in respect of Turkey is employed as a case study. The theory of comparative advantage along with a neo-institutional perspective provide the conceptual framing for this analysis, in conjunction with both desk research, document analysis, and selected economic indices. Factors such as trade potential, comparative advantages, and the competitiveness of selected product groups exported by Polish firms to Turkey were also taken into account. The findings largely indicate that TSI export recommendations are adequate, and the majority of the recommended industries demonstrated considerable sales opportunities. Nevertheless, some discrepancies were also noted, which should be an issue for further investigation by both researchers and TSI analysts. Furthermore, the case study in this paper demonstrates that the choices within economic promotion policy – despite its partition between variously-oriented TSIs - were made on the basis of economic rationality.

The paper has an empirical nature. For the purposes of this article, the research was conducted in accordance with the interpretative research procedure using the interview method (CATI). The research objective was to learn the opinions of respondents on the effectiveness of actions related to marketing mix, used by the cultural entities of Cieszyn and Český Těšín. The produced research result enable a conclusion that marketing instruments used by Polish and Czech cultural institutions can be applicable to the process of shaping long-term relations with the recipients of the cultural offer, located on both sides of the border. It can also be assumed that, by using precisely the same marketing actions a cultural entity may shape long-term relations with recipients from both their own, as well as the other side of the border.
Praca ma charakter empiryczny. Na potrzeby niniejszego artykułu badanie zostało przeprowadzone zgodnie z procedurą badania interpretacyjnego metodą wywiadu (CATI). Celem badania było poznanie opinii respondentów na temat skuteczności działań związanych z marketing mix, stosowanych przez cieszyńskie i czeskie cieszyńskie podmioty kultury. Uzyskane wyniki badań pozwalają na stwierdzenie, że instrumenty marketingowe wykorzystywane przez polskie i czeskie instytucje kultury mogą znaleźć zastosowanie w procesie kształtowania długofalowych relacji z odbiorcami oferty kulturalnej po obu stronach granicy. Można też założyć, że wykorzystując dokładnie te same działania marketingowe podmiot kultury może kształtować długofalowe relacje z odbiorcami zarówno z własnej, jak i z drugiej strony granicy.
