In the context of globalisation processes, the social market economy (SME) is in crisis. A reflection on the features of this model is closely related to the scientific dispute over its designation. It could be perceived as a theory, a political programme, a sort of economic order, a structure, a model or a system of economic and social development. Sometimes it is perceived as an idealistic vision or even a political utopia (Niklas Luhmann). Others (e.g.: Peter Koslowski) argue that this system has come to an end. To support this thesis, they refer to various arguments: a lack of consensus on redistribution, a demographic crisis, the depletion of solidarity resources, an intergenerational imbalance that threatens retirement systems and many others. Despite the range of these arguments, it appears that the SME still has a certain potential that could be freed. Combating difficulties associated with globalisation processes, such as the dominance of the economy over politics, ‘tax starvation’ of the welfare state, marginalisation of trade unions, dispersion of ownership and its detachment from responsibility, “financialisation” of economy, or dominance of ‘casino capitalism’, could help to heal the SME. The crisis in financial markets might be paradoxically an opportunity to return to the ethical foundations of the SME.

When at the beginning of the 90ties the Polish ports, in that the Szczecin Swinoujscie port, started to function in conditions of market economy, they also became subjected to increasing competition, mainly of the German ports. In this situation, the initiative of the Polish and FRG ministries of transport to seek areas of co-operation of the Szczecin-Świnoujście port and the German ports must be looked on as a very needed action. Ordoliberalism is a German economic and legal doctrine, in which ethics occupies a privileged place. The basic premise is the freedom and responsibility of human beings. In contrast, the starting point for considering ordoliberalism as a doctrine is the economic, social and political order. The most prominent representative of ordoliberalism was Walter Eucken. Achievements of this outstanding economist as well as other representatives of this school underlay the concept of the German social market economy and the EU competition policy. The aim of this article is to present the concept of Eucken’s competitive order and describe its philosophical and ethical foundation. The article relies on descriptive analysis and literature studies.

Cambodia suffered dramatically from the Khmer Rouge regime in 1975 to 1979 as well as from Vietnam’s invasion and the following civil war till 1989. Both caused enormous destruction, not only of infrastructure, educational institutions, the financial and health system, but – even more importantly – to its human capital. After 1989 Cambodia’s economic transformation started but is insufficient until now. The conception of a market order – introduced by Walter Eucken (1952/90) - may be a helpful approach to improve the economic and social situation in the country. But before constitutive or regulative principles of a market order can be implemented in Cambodia successfully some basic political problems must be solved. They are defined already by North / Wallis / Weingast (2009) as rule of law for the elite, civil society, and consolidated control of the military. Additionally, there are further obstacles which must be drawn into consideration like cultural differences etc. It is the aim of this paper to describe the political and economic situation in Cambodia briefly. Then the necessary preconditions for sustainable development in the country will be introduced. Subsequently an economic policy in line with the market order conception will be recommended and further obstacles will be discussed, at least.

The core of market economy is misconceived when it is construed purely in economic terms (cf. Breuer 1999: 8). The purpose of this article is to hint at some possible alternative paths of deliberating the concept of capitalism which would not be dominated by classical economic paradigm. While recognising the multiple faces of capitalism stemming amongst others from historical, geo-political, ideological and even economic variables, the author conceives of contemporary capitalism in terms of a sum total of certain macro-features which differentiate this economic model from centrally-planned economies. The point of departure for the developed argumentation is the main trend recognisable in the recent decades (end of the 20th and the beginning of the 21st century) which consists in accumulation of primarily hereditary capital in the hands of the few, which phenomenon is referred to by Thomas Piketty as “patrimonial” capitalism. Since that development results in a limited or no opportunity of the majority of the world population to accrue wealth through their work, a question arises whether such economic system may be regarded as legitimate. In this context the author attempts to shed some light on the potentials and limits of the role of national, transnational and /or international governance to mitigate the negative impact of the unabashed divergence forces observable in the contemporary economy. The overall conclusion of the paper is that, however reluctant the national authorities may be to see further intervention of transnational and international entities in the organisation of global economy, it is necessary if the healthy foundations of the global market are ever to be achieved and as long as long as the states remain idle themselves.

Especially in regions with large social and human capital, among communities with high trust, sensitivity and a sense of common social purpose in business, people discover that together we can do more, especially in our small homelands that constitute the microcosm of economic life. The aim of the article is to show that in the era of rapid technological progress, social innovations are a boundary condition for the survival of not only social enterprises, but also commercial ones, which to a smaller or larger extent also realize or can achieve social goals.

The aim of the article is to confirm the thesis that social enterprises have a big impact on maximizing social benefits and reducing disparities and social exclusion in the state with the social market economy, as well as in a country without a social market economy system. To achieve the goal, the assumptions of the social market economy and social enterprises were presented, both in terms of model and practical function-ing in Polish conditions. The authors use the deductive method of selected scientific publications, as well as the comparative method both in the efficiency of legal forms and business models of social enterprises, and the positive feedback phenomenon be-tween the social and micro-social dimension when the social enterprise penetrates complementarily through the order of the social market economy.

Does the presence of institutional hybridization invariably lead to lower rates of economic growth? The absence of tight complementarities between the different spheres of the economy makes it harder for companies to secure market-based or strategic- inspired modes of coordination. I investigate this issue with the case of France - an institutionally hybrid economy whose relative economic performance has declined in the last decade. I highlight that the prominence of state intervention in the first four postwar decades lessened the weaknesses of institutional hybridization. Nonetheless, state dirigisme did not eliminate the shortcomings associated with a hybrid model. If anything, state intervention in France significantly contributed to stifle the development of institutional capacities of actors, most notably labour organisations, which are crucial in coordinated market economies.

At the turn of the 1920s and 1930s, a new economic doctrine called ordoliberalism was born in Germany. The foundations of this doctrine were values such as responsibility, solidarity, justice, and freedom. Classics of ordoliberalism formulated a number of recommendations and requirements for businesses in their writings. One of them was the public responsibility, which had the private-economic and socio-economic nature. In Germany sports’ (football) enterprises functioning in the form of companies and associations are participants in the sports-economic competition in the two professional leagues (1.Bundesliga and 2.Bundesliga). At the same time sports enterprises pursue different aims: among the economic goals, there are also the social goals. In the structures of sports enterprises, there are several departments dealing with CSR and implementation of partnership projects. The article concludes that 1) the constitutive elements of ordoliberalism had an influence on the functioning of sports (football) enterprises in Germany, 2) the projects realized under the social responsibility rule that were undertaken by sports companies were strongly related to sports education, environmental protection, and social exclusion.

In the past decade, the inventory of concepts from the sphere of educational, social and political writings has been enriched with the new concept of the role of education in the post-communist transformation in Poland and other countries of Middle and Eastern Europe. Polish membership in the European Union has contained a long list of various social, cultural, education and/or political problems related to Polish accession to the European Community. In recent years after the events of 1989, until the Polish accession to the EU, a mismatch between the system of education and the system of market economy has become a universal phenomenon in Poland. Unfortunately, there are also signs indicating that the educational expansion does not mean a superior role of the human factor in the socio-economic development of society. As a result, the young generation manifest dissatisfaction and very often frustration generated by their difficulties in fulfilling their social and professional aspirations. This paper discusses selected social aspects and consequences of increased possibilities of transforming educational and economic reality in Post-communist Poland, at the time of the global asymmetry. Constant search for solutions to the problem of young people’s successful preparation for work and life in the market economy of the 21st century, as well as for their proficiency in maintaining contacts with financial institutions constitutes focal interest of this draft. It includes analyses of the possible development of social infrastructure, which is bound to shape ‘the education for tomorrow’.

The article refers to the issue of transformation of the 1990s in Central and Eastern Europe in the face of the problem of implication of the assumptions of the social market economy. The first part of the article compares the paradigms of Keynesian economics, neoliberal economics and social market economy. This part discusses the main assumptions of these trends, their differences and similarities as well as the consequences they have brought to economic systems. In the next part the authors present the problem of the Washington Consensus and the changes introduced to the Polish economy. The discussed content aims to indicate the difficulty of implementing classic principles of the social market economy in Poland.The aim of the article is to verify the thesis that social enterprises can be an alternative to the systemic market economy. In the article, social enterprises were defined as entities that are locally rooted, and are part of the process of endogenous local development.

The social market economy is a conceptual category transposed to the provisions of the Constitution of the Republic of Poland, within which it is defined as a principle. It constitutes an appropriate foundation for the construction and functioning of the system of public economic law. It is a starting point for actions of the state and its bodies and defines the range of influence on the economy, as well as directs state activity in the economy. The premises for the participation and influence of the state on the economy which, according to the assumptions, should be both market-oriented and responsive to social needs, result from the principle of a social market economy. The objective so outlined should be pursued through the rules of public economic law and the legal constructions and institutions introduced in this normative area. They must remain, in terms of their content and nature, in close connection with the essence of the principle in question and its constituent elements.
