In this article, the author will present issues directly related to the security of critical infrastructure, which includes, inter alia, infrastructure ensuring energy security of our country. In view of the geopolitical events that we have witnessed recently, this is one of the key problems to be solved in the legislative and systemic spheres. The problem of legislative, competence and equipment shortages in securing the critical infrastructure of the Republic of Poland at sea has been repeatedly signaled, but very often it was met with some leniency, as no one assumed that a conflict that was so brutal and "classic" in its shape could occur. Russia's aggression against Ukraine has arisen. Critical infrastructure includes not only future offshore wind farms, but also, inter alia, ports, refineries, power plants, mining platforms, etc., the protection of which would require serious revision. In this publication, however, the author will focus primarily on issues related to offshore wind energy and possible investments related to the production of hydrogen in Polish maritime areas.

The 21st century rivalry of the maritime powers took the form of substitute activities. These are military incidents, control, or seizure of a shipping entity, and activities that threaten shipping itself. This determines the state of maritime security of Poland, because the Baltic has become one of the areas of its conduct. The adopted form of importing energy carriers along with the forming an alliance with the US construction of the alliance with the USA creates the possibility of taking hostile actions against it. It is necessary to adapt the form of operation of the Polish Navy to these threats. Based on the analysis of international, and national legal regulations, strategic documents of maritime powers, and applied forms of maritime activity, the scope of changes in Polish maritime policy was determined. Modifications of the definition of terms maritime piracy and unlawful assault at sea in Polish legal regulations were considered necessary, they should also include activities of maritime terrorism, subversion and sabotage of offshore facilities and installations, as well as ships operating. The principle of linking defense tasks against the sea attack, and maintaining navigation continuity was proposed as an element determining the construction method of the Polish Navy and the scope of combat training. On this basis, its combat potential and scope of training were determined. It should cover four areas (preparation for defense operations, combating nontraditional risks, how to respond to provocative, and criminal activities).

The aim of the article is to explore how the European Union (EU) and India have developed their activities in maritime affairs, trying to boost their cooperation. The challenge for both the EU and India has been to acknowledge each other’s role sin maritime affairs in the Indian Ocean Region (IOR) as a facilitator of good practices in maritime governance as well as an important ally in securing the Strategic Lanes of Communication. The main hypothesis of the article is that both the EU and India are normative powers in maritime affairs and have not yet created synergy in their activities. The growing feeling of disappointment among many countries in Asia and Europe with the Belt and Road Initiative might be used to introduce a joint EU-India program covering the same strategic intercontinental maritime lanes similar to the recent India-Japan initiative of the Asia-Africa Growth Corridor. The convergence of strategic interests of the EU and India can be materialized in the most democratic and beneficial way for both.

Nowadays it is obvious that maritime transport is the core element of word economy so each disturbance in the world shipping can create more or less serious problems for world economy, especially now when the world crises appeared. The piracy activities showed that shipping safety in the Gulf of Aden and waters around the Somalia should be considered as an international problem. The Somali piracy has complex reasons, so it is not easy to provide safety of shipping in this region without wide spectrum of action and international cooperation. The paper presents analyze of piracy root in Somalia, the development of piracy activities and steps of international community which should be taken to provide safety and secure shipping in this region.

This article analyses the Polish maritime programme after the Second World War, as expressed in scholarship of two main Polish research institutions: the Baltic Institute and the Western Institute. Given the considerable border changes at the end of the war, which incorporated a long coastline and three major ports on the Baltic Sea (Danzig/Gdańsk, Stettin/Szczecin and Gdynia) into post-war Poland, the maritime programmes gained a new basis for operations in comparison to the interwar period, and thus had to be adapted accordingly. They contained both continuities and modifications: in ideological terms they were based on the prewar premises of Poland’s origins as a Baltic Sea country, and had a strong anti-German dimension. On the other hand, they were more pragmatic and concentrated on the organization of the maritime economy and education. Similarly as in the interwar period, they were also seen as a modernizing project: the maritime economy and education were supposed to connect the Polish nation with the whole world, and thus assure its equal status as part of the Western world.

This article undertakes issues included in the Green Paper project on a future maritime policy of the European Union. Emphasis is put on basic features of this study that indicate the need of a holistic approach to the maritime policy, instead of sectoral approach practiced so far. This author presents and evaluates one of the major problems concerning the human factor in the initiative, namely the role of maritime staff education, proper employment policy and participation in scientific research. Author’s view on and proposals of Poland’s participation in the development and implementation of the Green Paper ideas are presented.

The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). These changes are, namely, an extension of the carrier’s obligations to maintain seaworthy vessel throughout the voyage (Article 14) and a deletion of an exclusion of carrier’s liabilities due to negligent navigation (Article 17). The role of intellectual organizations in the formation of professional competence, social adaptability and volitional qualities of workers of marine industry is actual in terms of growth of natural and man-made emergency situations, unstable socio-economic environment. In the marine industry, except for the education system and research, such organizations have prospects of development as the most competitive in the shipbuilding, fishing industry, port management, the logistics of fishing in the ocean and coastal fisheries, transport and storage prior to further processing. In this article is proposed a holistic resource approach to the formation of intellectual organization as a major maritime educational complex that integrates all stages of maritime specialist training, from a seaman to a master of a large ship including active research and intense maritime practice.

Sea accidents are aimed to be prevented with an extensive amount of maritime safety regulation. The purpose of this paper is to present the findings of a questionnaire study that was targeted at Finnish maritime experts and addressed the question: how to prevent an oil accident in the Gulf of Finland. This study also includes a literature study about the problems of the current maritime safety regime. The findings of the questionnaire study are compared to the findings of the literature study. The questionnaire study showed that many kinds of policies have improved maritime safety, and they are needed to ensure maritime safety. For instance, ship construction, fairway maintenance, nautical charts and rules of the road at sea can be considered the cornerstones of maritime safety. However, the results ranked voluntary activities of companies as the most effective way to improve maritime safety in the future. Self-regulative approaches could solve some problems connected to more traditional policy-making.

This article examines the role played by the sea in the policy of the tyrants of Pherae. Although it has often been emphasised that control over the port in Pagasae and the profits from the maritime trade were closely linked to the city’s increasing importance in the late 5th and first half of the 4th century, these issues are yet to be the subject of a more detailed analysis. This article is the first part of a comprehensive study on the maritime activity of the Pheraean tyrants in the period from Jason’s first documented political move to the end of the reigns of Lycophron and Peitholaus. It focuses on political moves, and especially on relations with Athens, as the largest maritime power of the period. One of the most important instruments of maritime policy was maintaining a fleet. The article considers the circumstances of its building, its size and its use.

Treść artykułu wypełnia analiza taktyki, a w efekcie strategii, komunistów z Polskiej Partii Robotniczej (od końca 1948 r. Polskiej Zjednoczonej Partii Robotniczej) stosowanej dla ubezwłasnowolnienia, a następnie likwidacji organizacji społecznych o przedwojennym rodowodzie. Były to struktury o różnym usadowieniu formalnym i ideowym w realiach politycznych II Rzeczypospolitej. Ważną rolę w propagowaniu problematyki tzw. kresów zachodnich, do których zaliczano wówczas Wielkopolskę, polską część Pomorza i polską część Górnego Śląska odgrywał – bliski nacjonalistycznej narodowej demokracji – Pol- ski Związek Zachodni. W okresie międzywojennym funkcjonowała, powiązana z ówczesnym establishmentem, Liga Morska i Kolonialna. Instytucje te, odradzające się stopniowo od 1944 r., w warunkach parcia komunistów do przejęcia władzy w Polsce, z pozoru (formalnie) były niezależne, aczkolwiek już od początku nasycane ludźmi dyspozycyjnymi wobec komunistycznej PPR. PZZ koncentrował się od końca wojny na problematyce Ziem Odzyskanych. LM (już bez słowa “Kolonialna”) skupiała się na zagadnieniach ponad 500 km wybrzeża morskiego i tematyce polskiej floty handlowej. Liga Morska, daleka od implementacji ideałów i praktyki komunizmu, podlegała zatem od momentu swego odrodzenia praktyce infiltrowania od wewnątrz przez ekspozytury nowej władzy politycznej w Polsce. Aczkolwiek komuniści z nią (także i z PZZ-etem) współpracowali. Współpraca ta z ich strony w pierwszych latach powojennych miała li tylko aktualny, pragmatyczny charakter. Nie mogła zatem Liga Morska ostać się po objęciu przez PZPR pełnej władzy w Polsce.
The article analyses the tactics and the strategy communists from the Polish Workers’ Party (and from the end of 1948 – the Polish United Workers’ Party) used to incapacitate and then liquidate social organisations dating back to the pre-war period. These structures had differ- ent formal and ideological positions in the political reality of the Second Polish Republic. An important role in promoting the so-called western borderlands, which at that time included Greater Poland, the Polish part of Pomerania and the Polish part of Upper Silesia, was played by the Polish Western Union which was close to nationalist national democracy. Another important interwar institution was the Maritime and Colonial League, which was associated with the then establishment. These institutions, which had been gradually revived since 1944, were formally independent, but under the pressure of communists, who wanted to take over power in Poland, they were being peopled by individuals who were ready to serve the communist Polish Workers’ Party. After the end of the war, PZZ focused on the so-called Recovered Territories. LM (now without the word “Colonial” in its name), on the other hand, concentrated on the issues associated with the 500 km stretch of the Polish sea coast and the problems related to the Polish merchant fleet. The Maritime League, which was reluctant to implement communist ideals and practices, had been, from the moment of its revival, infiltrated from within by representatives of branches of the new political power in Poland. The communists did collaborate with the League (and also with PZZ) in the first post-war years, but the cooperation on their part was short-lived and pragmatic, and so the Maritime League was doomed to dissolution after PZPR took full power over Poland.
