In recent years nearly 5000 seafarers have been hijacked and detained for months often in appalling conditions, while thousands of others have been the victims of a pirate attack. Given these numerous concerns, a pan-industry alliance of ship owners, unions, managers, manning agents, insurers and shipping- and welfare associations (maritime, labour, faith or secular) has come together to establish the "Maritime Piracy: a Humanitarian Response Programme" (MPHRP). The objectives of this Programme address the three phases of "pre-, during and post-incident", with the aim of implementing a model of assisting seafarers and their families with the humanitarian aspects of a traumatic incident caused by a piracy attack, armed robbery or being taken hostage.

Contemporary maritime shipping is subject to a large number of constraints given by tight shipping schedules and very low margins. Additionally, problematic areas with increased security needs dynamically changing in time, combined with seasonal oceanographic and meteorological conditions pose a challenging voyage planning problem. In this work we present a risk-aware voyage planner taking into account spatio-temporal environmental conditions. The planner is based on a graph-based search algorithm A* . We discretize the required area into a graph, we store various layers of information into the edges of the graph (such as risk and weather conditions) in a form of numeric weights and we define a bi-objective planning problem with a tradeoff between security and duration of the voyage. The nature of the algorithm guarantees a complete and optimal solution in a form of an optimized voyage with respect to the criterion function composed of the two weighted components, i.e, duration and security of the voyage. We demonstrate the approach on our area of interest: Indian Ocean. We use NATO piracy activity risk surface as the risk layer and we compute all transit voyages between relevant routing points in the area. Finally, thanks to the discretization of the problem, we are able to integrate corridors imposed by the shipping authorities and evaluate additional what-if scenarios with extended corridor systems. The resulting planner is exposed to the public using a web service with an easy interface requiring start time of the voyage and the origin and the destination point of voyage. Combined with an expressive visualization, this tool demonstrates the capabilities of the proposed solution.

The primary aim of this paper is to analyse the legal definition of piracy stipulated in Article 101 of the United Nations Convention on the Law of the Sea. As the title of the paper itself suggests, the phenomenon of maritime piracy is examined only from the perspective of international law of the sea, which means that state municipal laws remain beyond the scope of the analysis. The authors attempt to interpret and critically assess relevant legal provisions, rather than recount in detail facts related to cases of maritime piracy or present statistics describing the scale of this phenomenon. The article is divided into six relatively short sections. Key considerations are contained within sections 3–5, which cover the relevant provisions of the Montego Bay Convention. These sections deal, respectively, with the definition of piracy, the “private ends” requirement, and the “two-vessel” requirement. The remainder of the article is divided into introduction, historical background and conclusions.

Nowadays it is obvious that maritime transport is the core element of word economy so each disturbance in the world shipping can create more or less serious problems for world economy, especially now when the world crises appeared. The piracy activities showed that shipping safety in the Gulf of Aden and waters around the Somalia should be considered as an international problem. The Somali piracy has complex reasons, so it is not easy to provide safety of shipping in this region without wide spectrum of action and international cooperation. The paper presents analyze of piracy root in Somalia, the development of piracy activities and steps of international community which should be taken to provide safety and secure shipping in this region.

The author of the article made an attempt to thoroughly analyze prohibited acts aimed at penalization of the criminal actions closely connected with piracy. Perpetrators of maritime offences committed on both open and inland sea – in case when they will be under the jurisdiction of the Polish law – can commit prohibited acts included in chapters XIX, XX, XXXII and XXXV of the Polish Penal Code of 1997, which are respectively aimed against health and life, common security, public order and property, of course this set of acts is not completed. It is not possible to predict all of the pirates’ actions. However, especially perpetrators (pirates), can – by their actions – fulfill such characteristic features of offences as: taking a ship into possession (art. 166 of the Penal Code), placement on the ship dangerous device or substance (art. 167 of the Penal Code), piracy (art. 170 of the Penal Code), participation in an organized crime or gang (art. 258 of the Penal Code). Summing up, taking into account the author’s aim of the description of offences in terms of piracy in Polish criminal law, only the problems connected with maritime aspects of prohibited acts were described.
