The conflicts, linked to the contradictory interests, are intensified in the management of operations. Once they are identified, they become an intervention privileged base for logistics. (JEL: J53, D30, Q01).
Konflikty, w połączeniu ze sprzecznymi interesami, nasilają się w przypadku zarządzania operacjami. Kiedy zostaną jednak zidentyfikowane, stają się podstawą uprzywilejowanych interwencji dla logistyki. Logistyka ingeruje w te podstawowe działania, aby wstępnie zapobiegać potencjalnym konfliktom, oraz aby prowadzić arbitraż w celu osiągnięcia rozwiązania, które w przypadku codziennego zastosowania, zapewni najlepszą obsługę przy najniższych cenach. Obszary i przyczyny konfliktów są nieograniczone. Aby osiągnąć maksymalną wydajność, osoba odpowiedzialna za działania logistyczne podejmuje ingerencję względem działań określonych przez logistykę przedsiębiorstwa.

The priority of the maritime transport operation is a high level of security, which must be constantly monitored by shipowners with a security management system. The origin of the International Code for the Management of Safe Ship Operations and Pollution Prevention and the revised guidelines for the administration of the ISM Code by administrations, the first formal mandatory standard for safety management and pollution prevention goes back to the early 1980s. Arrangement of safe ship management and operation and consequent minimization of errors human being by far the most common cause of marine disasters is its main. The shipowner's and ship's certification procedure for the Safety Management System (SMS) is in line with Regulation (EC) No 336/2006 [1] of the European Parliament and the Council of Europe of 15 February 2006 on the implementation of the ISM Code in the Community, together with the Commission's amendment European Union of June 16, 2008. The documentation contains a developed Safety Management System adapted to the conditions of a given shipowner. All elements of the system must be documented, and, above all, the duties must be described in the organizational structures. Documentation must indicate how management supervises activities at various levels, employee participation and individual management representatives in individual processes, and how the safety management system is constantly improved. The shipowner maintains a security management system in line with the requirements of the Code and complies with the requirements of the certification system. The amount of information and the speed of changes taking place in the environment makes it necessary to introduce a system of information management and channels of their flow not only within the organization, but also in communication with third parties. Proper management of information resources increases the efficiency and effectiveness of the system. In the publication, the possibility of a formalized description of information flow in a well-functioning shipowner's safety management system.

As the maritime transport of containers continues to grow and container ships change in terms of design and construction, it is important to ensure the appropriate level of safety for this type of transport. Over the decades, the size and cargo capacity of container ships have been changing, and so have their manoeuvring restrictions and required stability criteria. It seems that changes in the regulations, technological development and increased stability requirements are not yielding satisfactory results – the causes of container ship accidents continue to show similar patterns. The present article refers to the problem of ensuring safety in sea container transport, with a particular focus on cargo processes. Its purpose is to determine cause-and-effect relations leading to the loss of containers at sea, and to develop a model of loading that could significantly raise the level of safety of container transport. The article provides a general description of threats to ships related to weather conditions, loading methods or stability limitations. A statistical analysis of the occurrence of damage and/or loss of cargo from container ships was carried out and the risk of cargo loss was assessed on the basis of data from 2015‒2019. A Pareto diagram was used for this purpose. The authors present the concept of the container ship loading model, which may contribute to increasing the safety of shipping in the future.

Opis:
Many European airports are located in close proximity to residential or protected areas. Aircraft noise emissions caused by the landing and taking off of aircraft are a big problem in these areas. From an operational point of view, the method for reducing noise is to reduce traffic volume or change its organization, especially during the night. Some procedures and tools have been developed to support air traffic management in the implementation of operational constraints necessary to maintain noise at an acceptable level. The objective of this paper is to analyse the effectiveness of these tools. For this purpose, we have analysed existing methods of operational noise reduction, taking into account their influence on the structure, smoothness, punctuality and, especially, the safety of air traffic. As a result, existing risks have been identified, while methods have been proposed to combine two important air traffic service tasks: ensuring safety, while taking into account the environmental constraints, especially in relation to the acoustic climate.

The Bulgarian strategy for international crisis management is not limited by national boundaries after Bulgaria’s accession to NATO and the European Union. It appears as part of the efforts of all allies. Risks and threats to the security of the Republic of Bulgaria and its citizens largely match or are similar to those that threaten other countries in the EU and NATO. The dynamics of the existing and emerging threats is expressed in the processes of improving international political and military security environment, in reducing the probability of military aggression against the Republic of Bulgaria, and in the appearance of new risks and threats to citizens and society such as transnational crime. It requires a new approach to international crisis management. The article analyzes the place of the army in the operations of international crisis management as part of the security and defense policy of the Republic of Bulgaria, characteristics of the participation of the armed forces in international crisis-management operations and financial resources and financing units within international crisis management operation.
Po akcesji do NATO i UE bułgarska strategia zarządzania kryzysowego nie jest ograniczona narodowymi granicami. Przejawia się to jako część wysiłku całego sojuszu. Zagrożenia i ryzyko dla bezpieczeństwa Republiki Bułgarskiej są silnie dopasowane i podobne do tych, jakie dotykają pozostałe państwa UE i NATO. Dynamika istniejących i powstających zagrożeń wyraża się w procesie poprawy polityki międzynarodowej i międzynarodowego środowiska bezpieczeństwa, w redukcji prawdopodobieństwa militarnej agresji przeciw Republice Bułgarii oraz pojawieniem się nowych rodzajów ryzyka i zagrożeń dla obywateli i społeczeństwa, takich jak przestępczość międzynarodowa. Niniejszy artykuł poddaje analizie miejsce wojska w międzynarodowych operacjach zarządzania kryzysowego jako elementu bezpieczeństwa i obronności Republiki Bułgarskiej, charakteryzuje udział armii, zasobów finansowych oraz jednostek finansowych w międzynarodowych operacjach zarządzania kryzysowego.

Modern ship bridges are highly-automated man-machine systems. Safe and efficient ship operations are dependent on the communication between humans and machines. This paper is dedicated to the general subject of integrated navigation and the specific field of the alert management on a ship's navigational bridge. It deals with investigations into the present situation on board of ships regarding the frequency and type of triggered alarms under real conditions. The conduction of empirical field studies is introduced and some of the gained results are presented and discussed. Finally the alert management concept of the performance standards for Integrated Navigation Systems (INS) is introduced and an approach for the reduction of CPA/TCPA alarm frequencies within INS/IBS is described.

The choice of the operator involves taking risks, especially when changing the way logistics is handled (e.g. from your own warehouse and distribution network to external – outsourced). The aim of the article is to present the most important factors that directly and indirectly influence purchasing decisions made by customers of logistics operators. In order to correctly determine the parameters of the selection of a logistics service provider in terms of quality, it is necessary to define quality requirements criteria that allow to meet specific KPIs (Key Performance Indicators) to measure the satisfaction of the final recipient of the goods. The main goal of the article is to answer the question of how to define criteria to be relevant to customer expectations and how they affect final purchasing decisions in the context of choosing the operator to provide logistics services. In order to illustrate the full picture of the studied environment, as well as to maximally facilitate and encourage respondents to participate in the study, surveys were used mainly in the form of Internet, mostly containing closed and several open questions. The research was based on three research groups: logistics operators, customers of logistics operators and final recipients of services of logistics operators. In the individual groups, the survey invited: 1) about 80 companies from European logistics operators; 2) approx. 150 companies from Central and Western Europe dealing in production and trade according to the classification of economic activity; 3) over 2,000 people who have declared to buy various goods with delivery to the address indicated.

Using a progressive information technologies for development of web-based courses and their administration brings a lot of practical and theoretical problems. We know web course problem is only small solution concerning construction of a large entire web-based e-learning environment. One of a practical problem is how to construct web-based electronic courses that have to meet international AICC standards. Implementation of such strict statements resulted in a lot of small or larger difficulties if we had used an elementary HTML editor. Using a special web course oriented editors can absolutely solve this problem. The second problem is construction of the web-based e-learning application that can administrate such web courses and takes into consideration AICC regulations. Development of such web applications is founded on the latest web technologies. This article introduces one approach to the modeling of the two most important components (web-based course, web-based application) of the web-based e-learning environment, convenient for Military Academy in Brno and Czech army. The article outlines the structure of web subject, e-learning environment and their implementation. The LMS's structure and its functionality, based on a snaps algebra, belong to important results of the article.
