The world economic environment of the turn of the century produced many new challenges to civil aviation in expectation of a continued growth in the transportation of passengers and cargo. To meet this growing demand, it will be necessary to increase the fleet and to modernise infrastructure – a process hampered by finances and capacity constraints. Such constraints are especially pressing with regard to the acquisition of new types of large aircraft such as the Airbus A380 and the Boeing 787 and 747-8. Future dominance of the market is, however, difficult to predict, as this will be the outcome of a combination of uncertain parameters.
Rozwój ekonomiczny świata na przełomie wieku, który spowodował możliwość intensyfikacji wielu dziedzin życia gospodarczego, zaowocował nowymi wyzwaniami w lotnictwie cywilnym, zarówno pasażerskim jak i ładunków. Aby zaspokoić stale rosnący popyt, warunkiem koniecznym dalszego rozwoju branży lotniczej będzie zwiększenie ilości floty i modernizacja infrastruktury. Procesy te były dotychczas hamowane zarówno przez ograniczenia finansowe jak i bariery konstrukcyjne. Takie ograniczenia są szczególnie związane z wymaganiami dotyczącymi zakupu nowych typów dużych samolotów takich jak Airbus 380 oraz Boeing 787 i 747 – 8. Przyszła dominacja na rynku konkretnej firmy jest trudna do przewidzenia, gdyż będzie wynikiem kombinacji wielu różnorodnych parametrów.

The predicted tripling of regional air carriage before the year 2027 sets extremely high requirements on future aircraft choice. The main competitors for a share of this market are Bombardier from Canada and Embraer from Brazil, followed by the French-Italian combination ATR. Having gone through a series of important changes since 1989, PLL LOT S.A. must also compete in this highly dynamic market. Its choices in equipment will have an important effect on its future market position.
Przewidywany, trzykrotny wzrost przewozów regionalnych do roku 2027, stawia wyjątkowo wysokie wymagania dotyczące wyboru floty. W tym segmencie przedsiębiorstwami konkurującymi o zdobycie udziałów w rynku są: kanadyjski Bombardier, brazylijski Embraer, a przede wszystkim francusko - włoskie konsorcjum ATR. Podążając za serią istotnych zmian, zapoczątkowanych w 1989 roku, PLL LOT S.A. również musi konkurować na bardzo dynamicznie zmieniającym się rynku. Jego wybór dotyczący taboru będzie miał istotny wpływ na przyszłą pozycję rynkową.

The problem of cyberterrorism is global and critical issue in today's information society. Leading world states are increasingly focused on critical infrastructures. In civil aviation criticality level is amplified by communication and interaction between ground systems and aircrafts. Modern information and communication technology implementation in one hand increases civil aviation operation efficiency and in the other hand generates a set of new vulnerabilities and potential threats. Existed solutions aren’t according to civil aviation specific and modern requirements from regulatory aviation security documents generally. Accordingly, basic model for cybersecurity requirements definition based on regulatory international aviation security documents were proposed.
Problem cyberterroryzmu jest globalnym problem w dzisiejszym społeczeństwie informacyjnym. W lotnictwie cywilnym poziom cyberzagrożeń jest wzmacniany poprzez komunikację i współdziałanie systemów naziemnych i powietrznych. Nowoczesne technologie informacyjne i komunikacyjne z jednej strony zwiększają wydajność pracy w lotnictwie cywilnym, ale z drugiej generują szereg nowych luk w zabezpieczeniach. W związku z powyższym, zaproponowano podstawowy model definicji wymagań cyberbezpieczeństwa opartych na międzynarodowych dokumentach prawnych w zakresie ochrony lotnictwa.

Improvement and increase of safeguarding civil aviation against acts of unlawful interference can be achieved at airports and on board aircraft, through the implementation of appropriate systems and devices. In addition to improving safeguarding civil aviation against such acts, solutions described as operational may be used; these usually are directly aimed at ensuring the safety and security of civil aviation. This research focuses on operational solutions that are used for safeguarding civil aviation against acts of unlawful interference. As a clue, safeguarding civil aviation is understood to be the whole organisational and legal, as well as operational and technical framework, undertaken to prevent acts of unlawful interference endangering the safety and security of civil aviation. The purpose of this study was to characterise operational solutions affecting the provision of civil aviation safeguarding against acts of unlawful interference. The research question was defined thus: What are the existing and potential operational solutions implemented at airports, and on board aircraft; do they improve and increase safeguarding civil aviation against acts of unlawful interference? As a hypothesis, it was assumed that there are many solutions, devices, activities, etc. used to safeguard civil aviation against acts of unlawful interference. All of them may be implemented within airports, on board aircraft, as well as can be taken in the forms of the operational solutions. Operational solutions are implemented through the provision and use of personal, organisational and procedural forces and resources and through the establishment of appropriate services. The existence and mutual correlations of these elements have an impact on improving the safeguarding of civil aviation against acts of unlawful interference.

Aviation is the youngest of the transport industries, yet despite its short history, it is considered one of the most important spheres of transport, both in terms of passenger and cargo transportation. Civil aviation is used by an increasing number of people, and the number of aircraft used by airlines around the world continues to grow. An inherent element that is a particularly important aspect of this mode of transportation is security. In civil aviation, there are numerous dangers associated with events occurring before the flight, during the flight, as well as those associated with the landing process. The events need to be controlled and their causes actively sought and ultimately prevented. The Polish Civil Aviation Authority, as part of the creation of the National Civil Aviation Safety Program, developed the National Safety Plan 2020-2023. The document covers threats identified in the Systemic, European, and National Areas. They are characterized and classified based on the materiality (significance) of the event. The aim of this article is to characterize and analyze selected factors (e.g. collisions with birds, helicopter events) that affect the number of safety incidents in civil aviation. The background of the study was the analysis and synthesis of the literature on the subject, while the main research method was the statistical analysis of historical data on aviation incidents. The data provided in Poland's National Security Plan 2020-2023 were used to distinguish the factors associated with the threats present and synthetically evaluate their impact. The analyses made it possible to identify areas of particular safety risks and form the basis for further detailed research.

This article discusses civil aviation security, which is understood as a combination of human and material activities and resources to safeguard international civil aviation against acts of unlawful interference. This article presents protection measures applied in the security system of civil airports. Parts of the article focuses on both theoretical and practical solutions concerning the airport security system. The systemic approach observes aviation security as a set of elements and relationships that occur between them in accordance with established principles, through the prism of the aim. The aim of aviation security is to prevent acts of unlawful interference (people, objects, hazardous materials threatening the safety of aviation and the aviation infrastructure). The authors of the article have identified the concept of airport security system and characterised the civil airport as a specific object. This article presents the procedural and technical aspects of the functioning of the civil security airport system.

The main objective of this study was to analyze anomalies voluntarily reported by pilots in civil aviation sector and identify factors leading to such anomalies. Experimental data were obtained from the NASA aviation safety reporting system (ASRS) database. These data contained a range of text records spanning 30 years of civilian aviation, both commercial (airline operations) and general aviation (private aircraft). Narrative data as well as categorical data were used. The associations between incident contributing factors and selfreported anomalies were investigated using data mining and correspondence analysis. The results revealed that a broadly defined human factors category and weather conditions were the main contributors to selfreported civil aviation anomalies. New associations between identified factors and reported anomaly conditions were also reported.

On the 25th of January 2018, the Civil and Military Aeronautical Rescue Coordination Centre (ARCC) commenced operations in the Polish Air Navigation Services Agency (PANSA). PANSA significantly increased its contribution in the domain of coordination of search and rescue activities in ASAR service in the Polish area of responsibility. Before this date, all tasks of ARCC Centre were conducted mainly by the Armed Forces of the Republic of Poland, which performed the coordination function in ASAR (Aeronautical Search and Rescue) service. The bodies responsible were the Aeronautical Search and Rescue Centre located in the Air Operations Centre – Air Component Headquarter in Warsaw and the sub-centre in Gdynia, part of the Naval Operations Centre of Naval Component Headquarter. According to international commitments resulting mainly from the Convention on International Civil Aviation signed on 7th of December 1944 in Chicago and ratified by Poland together with Annex 12 “Search And Rescue”, Poland committed to establishing aeronautical search and rescue service called ASAR within the Polish region to assure its operation. ASAR service is the only service in Poland for rescue purposes and is designated for the search and rescue of aircraft in distress, provision of help for aircraft crews and passengers and other victims of aeronautical accidents (regardless of the nationality of the aircraft and persons). ASAR service tasks include search of the designated area to locate aircraft and victims of aeronautical accidents, determine their status and commence rescue actions at the location using dedicated forces and measures as well as forces and measures of other systems, mainly from the State Medical Rescue and the National Firefighting and Rescue System and the Maritime Search and Rescue Service. ASAR services consists of: commanding element – Civil- Military Aeronautical Rescue and Coordination Centre, executive elements – Aeronautical Search and Rescue Teams (LZPR), and supporting elements – alerting points (air traffic services units operating in the framework of alerting service).

Opis:
Model Predictive Control (MPC) is a model-based control method based on a receding horizon approach and online optimization. A key advantage of MPC is that it can accommodate constraints on the inputs and outputs. This paper proposes a max-plus general modeling framework adapted to the robust optimal control of air traffic flow in the airspace. It is shown that the problem can be posed as the control of queues with safety separation-dependent service rate. We extend MPC to a class of discrete-event system that can be described by models that are linear in the max-plus algebra with noise or modeling errors. Regarding the single aircraft as a batch, the relationships between input variables, state variables and output variable are established. We discuss some key properties of the system model and indicate how these properties can be used to analyze the behavior of air traffic flow. The model predictive control design problems are defined for this type of discrete event system to help prepare the airspace for various robust regulation needs and we give some extensions of the air traffic max-plus linear systems.
