Taking as an example the very interesting and moti vating paper by Sousa Ribeiro et al. (2021) an attempt is made of providing a couple of insights into the decision making process from the point of view of the potentially helpful aspects of data analysis and OR-related modelling. These are just hints and suggestions, meant primarily to emphasise the multifaceted character of the decision making situations and processes, especially when concerning more complex issues. While the course of the procedure proposed and exemplified in Sousa Ribeiro et al. (2021) is treated as fully correctly and successfully carried out to the end, we wish to show the potential use of information, constituting in a sense a “by-product” of such a procedure, or, actually, of any similar procedure, aimed at supporting decision making.

We consider the problem of justifying vertex weights of a tree under uncertain costs so that a prespecified vertex become optimal and the total cost should be optimal in the uncertainty scenario. We propose a model which delivers the information about the optimal cost which respect to each confidence level α ∈ [0,1]. To obtain this goal, we first define an uncertain variable with respect to the minimum cost in each confidence level. If all costs are independently linear distributed, we present the inverse distribution function of this uncertain variable in [formula]time, where n is the number of vertices in the tree.

In economic research very often the location problem in the single sample or estimation  of the difference in two samples location is commonly tested by experimental economists. Usually the used tests are Wilcoxon test for single sample location or Wilcoxon – Mann – Whitney for two samples location problem. Unfortunately those tests have some disadvantages such as robustness against assumptions or week efficiency. In the paper, some less known procedures, which allow avoid those problems, will be presented. Considered methods will be illustrated on the example of the data  analysis from real-estate market.

This paper examines the possibility of locating electric vehicle charging stations using multi-criteria decision analysis (MCDA) and GIS. The study presents an integrated approach, which can be helpful in spatial planning. Recent years have witnessed a growing interest in using alternative power sources for motor vehicles. It is stimulated by top-down factors, such as regulations introduced by the European Commission or the introduction of the so-called “clean transport zones” by some local governments, as well as the bottom-up ones, including the increase in the cost of maintaining fossil fuel-powered cars. Local governments can employ the analysis presented in the paper to find a coherent development strategy for using electric vehicles (EVs) in cities. Based on the verified hypothesis, the Łódź city area has diverse suitability for EV charging stations, with predominant unfavourable regions for such investments. The research aims to find the methodology for performing the suitability analysis to locate new infrastructure elements in an urban space.
W artykule zbadano możliwość lokalizacji stacji ładowania pojazdów elektrycznych pod kątem wykorzystania wielokryterialnej analizy decyzyjnej (ang. Multicriteria Decision Analysis - MCDA) oraz GIS (ang. Geographic Information Systems–systemy informacji geograficznej). W ostatnich latach obserwuje się wzrost zainteresowania wykorzystaniem alternatywnych źródeł napędu pojazdów mechanicznych. Stymulują go zarówno czynniki odgórne jak przepisy wprowadzane przez Komisję Europejską czy wprowadzanie tzw. stref czystego transportu przez niektóre samorządy, ale i oddolne. Te ostatnie obejmują wzrost kosztów utrzymania samochodów napędzanych paliwami ropopochodnymi, co skłania właścicieli samochodów do poszukiwania sposobów ich ograniczenia. Tego typu badania mogą być dalej wykorzystywane przez samorządy w celu znalezienia spójnej strategii rozwoju wykorzystania aut elektrycznych w miastach. W pracy weryfikowana jest hipoteza mówiąca, że obszar miasta Łodzi jest zróżnicowany pod względem przydatności do lokalizacji stacji ładowania samochodów elektrycznych, z przewagą obszarów niekorzystnych dla tego typu inwestycji. Ponadto badania mają na celu znalezienie metodyki umożliwiającej przeprowadzenie analizy przydatności pod kątem lokalizacji nowych elementów infrastruktury w przestrzeni miejskiej.

Underestimating facility location decisions may penalize business performance over the time. These penalties have usually been studied from the economic point of view, analyzing its impact on profitability. Additionally, the concern about obtaining sustainability is gaining importance, leading to a search for renewable energy sources to reduce greenhouse gas emissions. However, little attention has been paid to choosing a location considering environmental criteria. Thus, this work aims at determining a biorefinery location considering its impacts on natural resources. Therefore, a mixed integer linear programming (MILP) model has been developed, taking into account crop location and biomass production seasonality to obtain a proper location that minimizes environmental impact.

Opis:
Location planning of logistics depots and customer allocation are important decisions in supply chain network design. A carefully planned network design positively impacts the economics of business organizations and their competitivity in national and international markets. In this paper, we present a genetic algorithm based approach for solving location allocation planning problem of logistics depots. The problem is solved considering multiple criteria such as minimal distance, travel cost, travel time etc. A numerical application is provided to demonstrate the proposed approach.

Opis:
The problem of aggregating multiple outcomes to form overall objective functions is of considerable importance in many applications. The ordered weighted averaging (OWA) aggregation uses the weights assigned to the ordered values (i.e., to the largest value, the second largest and so on) rather than to the specific coordinates. It allows to evaluate solutions impartially, when distribution of outcomes is more important than assignments these outcomes to the specific criteria. This applies to systems with multiple independent users or agents, whose objectives correspond to the criteria. The ordering operator causes that the OWA optimization problem is nonlinear. Several MILP models have been developed for the OWA optimization. They are built with different numbers of binary variables and auxiliary constraints. In this paper we analyze and compare computational performances of the different MILP model formulations.

When dealing with multicriteria problems, the aggregation of multiple outcomes plays an essential role in finding a solution, as it reflects the decision-maker's preference relation. The Ordered Weighted Averaging (OWA) operator provides a exible preference model that generalizes many objective functions. It also ensures the impartiality and allow to obtain equitable solutions, which is vital when the criteria represent evaluations of independent individuals. These features make the OWA operator very useful in many fields, one of which is location analysis. However, in general the OWA aggregation makes the problem nonlinear and hinder its computational complexity. Therefore, problems with the OWA operator need to be devised in an efficient way. The paper introduces new general formulations for OWA optimization and proposes for them some simple valid inequalities to improve efficiency. A hybrid structure of proposed models makes the number of binary variables problem type dependent and may reduce it signicantly. Computational results show that for certain problem types, some of which are very useful in practical applications, the hybrid models perform much better than previous general models from literature.

A zero-one quadratic assignment model has been proposed for dealing with the storage location assignment problem when there are weight constraints. Our analysis shows that operations can be improved using our model. When comparing the strategy currently used in a real-life company with the designed model, we found that the new placement of products allowed a reduction of up to 22% on the picking distance. This saving is higher than that achieved with the creation of density zones, a procedure commonly used to deal with weight constraints, according to the literature.

This paper presents a practical case involving a shopping mall location problem in the northeast countryside of Brazil. In this problem, conflicting objectives have been expressed in terms of seven criteria. Then, ten cities of the northeastern countryside have been selected to compose the space of actions. The problem plays a special role since Brazil is a big country that requires investments in the countryside. Thus, the shopping mall aims to stimulate economic growth in the respective region. In the study, this multi-objective problem is solved using the FITradeoff method. In FITradeoff, the combination of the paradigms of holistic evaluation and elicitation by decomposition in preference modeling are well explored, bringing different perspectives for the decision-maker during the decision process.

Opis:
Reverse logistics has become an important entity in the world economy. Businesses increasingly have to cope with product returns, mandated environmental regulations and increasing costs associated with product disposal. This study presents a cost-minimization model for a multi-time-step, multi-type product waste reverse logistics system. The facility location is a central issue of the logistics networks. In this article we are interested in optimizing of the sites facility location for a reverse logistics network for product end of life. Specifically, we present a Mixed Linear Program model for the strategic problem of collection sites facility location, cannibalization and recycling. This model allows determining to open or to close the sites previously in the reverse logistics network. All of these decisions are to minimize the costs of end of life product returns at various time periods considered in the planning. To solve the mathematical program, we have used the evaluation process and separation implemented in CPLEX commercial solver.
Logistyka odwrotna stała się bardzo ważnym elementem świata ekonomii. Przedsiębiorstwa coraz częściej muszą radzić sobie ze zwrotami produktów, obowiązującymi przepisami dotyczącymi środowiska oraz rosnącymi kosztami usuwania wyrobu. W artykule zaprezentowano model minimalizacji kosztów dla systemu wielu kroków czasowych usuwania wielu typów produktów w logistce odwrotnej. Problem lokalizacji jest główną kwestią sieci logistycznych. W niniejszej pracy skupiono się przede wszystkim na optymalizacji miejsc lokalizacji w sieciach logistyki odwrotnej w przypadku końcowego życia produktu. Zaprezentowano model Liniowego Programowania Mieszanego w strategicznym problemie lokalizacji w miejscu zbierania odpadów, kanibalizacji i recyclingu. Ten model umożliwia określenie wcześniejszego otwarcia lub zamknięcia miejsc zbierania odpadów w sieci logistyki odwrotnej. Celem tych decyzji jest minimalizacja kosztów końcowego życia zwrotu wyrobu w różnych okresach czasu na etapie planowania. Aby rozwiązać ten problem matematyczny zastosowano proces oceny i separacji zaimplementowany w komercyjnym solverze CPLEX.

The location transportation problem is a combination of location, routing and inventory facilities. The problem of transportation locations consists of strategic decisions and operational decisions. Strategy decisions consist of location and facility capacity to meet demand, while operational decisions consist of final production and optimal distribution. However, sometimes there is uncertainty in demand, which influences operational decisions. Robust Optimization is a method for solving problems that are affected by uncertainty in data. This study aims to apply single-stage with an ellipsoid approach to the problem of transportation locations with uncertainty in demand. Robust optimization through the ellipsoidal uncertainty set approach provides costs for strategic and operational decisions that tend to remain for each production period. As for the optimization model, the influence of uncertainty in demand can affect the uncertainty of strategic and operational costs.

Opis:
Points of distribution, sales or service are important elements of the supply chain. These are the final elements which are responsible for proper functioning of the whole cargo distribution process. Proper location of these points in the transport network is essential to ensure the effectiveness and reliability of the supply chain. The location of these points is very important also from the consumers point of view. In this paper developed method of points location was present on the example of urban transport network. The developed approach is based on the Vehicle Routing Problem in the multistage distribution systems. The proposed method uses a genetic algorithm. Article also presents a mathematical model of delivery cost as a criterion function. The article presents an example calculations which illustrating the operation of the developed method.

Opis:
This paper presents an analytic procedure to assist safety practitioners in evaluating the audibility of an existing auditory warning system in their workplaces. Two alarm location models are described: (a) a model with an unknown signal sound level, and (b) a model with a known signal sound level. A heuristic algorithm to determine a minimum number of alarm devices and their locations so that the warning signals can be clearly heard by workers is also proposed. The algorithm considers the ambient noise level, noise levels generated by individual machines, locations where workers are likely to be present, and noise levels at worker locations. From the numerical examples and the computation experiment, both the optimization and heuristic approaches yield solutions that satisfy the 15-dBA constraints. The heuristic approach is efficient in solving large alarm location problems due its capability to find near-optimal solutions within reasonable computation time.
