    The marketing concept of the functioning of territorial units is well-known today, both in the literature of the subject and in practice, although the activities undertaken vary in their intensity and scope. The expressions of marketing thinking and actions are, among other things, activities undertaken by local governments in the area of shaping the offer of a territorial unit. In our research, we focused on the territorial investment offer of the Polish local regions (NUTS 5), as well as actions taken by local governments as the entities with the most real opportunities for shaping this offer. The main goal of our research was the exploration of market orientation (MO) and investment offer (IO) in the practice of local governments, and then an attempt to link the undertaken actions with their potential investment attractiveness (PAI). The conclusions contained in this article are based on research conducted on a random sample of 277 Polish local regions with the use of three research methods: electronic audit of the official web portals of local regions, the mystery stakeholder, and an electronic survey sent to the official administrative representatives of the local regions in the sample.The conducted research shows that Polish local governments are slowly adopting MO, increasingly identifying their customers (including investors) and knowingly providing the expected benefits. As part of the conducted research a wide collection of good practices was developed in the area of shaping the investment offer and marketing approach which should be promoted and discussed.

    Reintroduction of local government in 1990 was one of the main pillars of the post-socialist transformation in Poland. Municipalities assumed several tasks previously performed by the central administration and its territorial agencies. This paper presents the results of mass surveys conducted among Polish municipalities and compares the findings with similar surveys conducted almost 20 years earlier. The results prove that the learning process among representatives of local governments in Poland is regionally differentiated, and that the differences can be attributed to the historical trajectories of particular macro-regions of Poland.

    Social innovation entered the academic discourse several decades ago and has since been seen as a way of tackling existing problems in various contexts. Although an extensive body of research has been conducted into the role of social innovation in urban context, there is still a gap when it comes to studying the role of social innovation in the development of rural areas. In this paper, an attempt is made to look at the role of Local Action Groups (LAGs) and Local Development Associations (LDAs) as promoters of social innovation in rural areas in Austria and Portugal, aiming to understand the role of such organisations and the challenges faced by the latter in promoting social innovation.

    Local innovation systems (LIS) constitute a relatively new term as usually the discussion about the systemic approach to innovation has focused on the level of countries, and most of all - regions. In this article an attempt was made to assess Polish municipalities from the perspective of their potential for development of local innovative systems. The performed factor analysis allowed characterization of five types of institution networks which may impact creation and development of LIS. The study was completed with case studies in selected voivodeship cities as centres of the highest concentration of institutions usually building local innovation systems, three of which were capitals of the poorest regions in Poland.

    In 2020, we celebrate the 25th anniversary of the Committee of the Regions - the representative body of the European Union's local and regional authorities. Its main goal was to represent the interests of local governments at the level of this international organization, to increase the democratic mandate of the European Union, as well as to increase the transparency of public debate between European institutions.A quarter of a century is a good time to try to evaluate the actions taken by this body of the European Union. The purpose of this article is to conduct a legal analysis of the evolution of primary law of the European Union in the functioning of this body, to summarize the functioning of this body, as well as its impact on the legislative process of the European Union. The article will also present a proposal for the development direction of this body in the coming years.

    W niniejszym artykule naukowym zainteresowania badawcze koncentrują się na analizie porównawczej, której celem jest zrozumienie zróżnicowań przestrzennych w zakresie kosztów świadczenia usług publicznych w krajach Europy Centralnej. Szczególnie istotnym wyzwaniem jest identyfikacja powiązań zachodzących pomiędzy kosztami i czynnikami demograficznymi oraz gospodarczymi przedstawionych w wymiarze terytorialnym. W wyniku przeprowadzonego badania naukowego wypracowano propozycję modelowej analizy kosztów usług publicznych. Ponadto ważnym elementem prac była próba przezwyciężenia technicznych i metodologicznych przeszkód związanych z dostępnością danych na poziomie europejskim. Badanie oferuje wskazówki zarówno w sferze koncepcyjnej, jak i praktycznej możliwe do wykorzystania przez instytucje gromadzące dane statystyczne oraz podmioty wspierające procesy decyzyjne. Chcąc uzyskać bardziej wiarygodne dane wykorzystano bazy biznesowe (ang. business intelligence data). Dane finansowe dostawców usług publicznych z krajów Europy Centralnej zostały zagregowane na poziomie NUTS3 umożliwiając uzyskanie informacji niedostępnych przy wykorzystaniu innych źródeł. Analiza oparta jest na kalkulacji wskaźników kosztów (ang. proxy cost ratios – PCR) dla usług i infrastruktury społecznej (opieka społeczna, zdrowie i mieszkalnictwo publiczne) oraz usług i infrastruktury sieciowej (transport publiczny, drogownictwo, sektor wodno-kanalizacyjny). W drugim etapie zbadano korelację wskaźnika PCR z czynnikami demograficznymi oraz GDP per capita. W badaniu wykorzystano współczynnik korelacji rang Spearmana, który w porównaniu do współczynnika korelacji Pearsona pozwala na lepszy opis relacji pomiędzy zmiennymi w sytuacji występowania wielu anomalii. W ostatnim etapie pracy zidentyfikowano skupienia terytoriów podobnych ze względu na analizowane zmienne. Taksonomia oparta została na metodzie Warda oraz algorytmie k-średnich. Przedstawione zostały również dalsze możliwości interpretacyjnych badania przestrzennego.
    A multi-dimensional approach to understanding spatial differences of public service costs in Central Europe is at the heart of the study. It has become especially challenging to identify the linkages to demographic, economic and other territorial aspects. The paper provides an implemented investigative model on service costs. It proves the success of overcoming local data technical and methodological bottlenecks; yet, unavailable across the European territory. The research is offered as a conceptual and empirical solution especially targeted at national and international statistical agencies supporting the policy-making processes. Business intelligence data has been obtained in pursuit of reliable estimations. Financial records of local service providers originating from private and public sectors across Central Europe have been analysed, allowing for the NUTS-3 aggregation of micro-data unavailable elsewhere. The analysis is based upon the calculation of proxy cost ratios (PCR) for social services and infrastructure (social care, health care and public housing) as well as network services and infrastructure (public transportation, roads, water and sewage). Consequently, the PCRs are tested against the correlation with demographic change, population density, GDP per capita and other socio-economic variables. Spearman's rank correlation coefficient has been used to test the dependence between variables. Compared to Pearson’s correlation coefficient, it allows better description of relationship between two variables in a situation when there are many anomalies (outlying observations). The final step allows identification of clusters of similar territories regarding tested variables. The taxonomy has been based upon Ward’s method and k-means algorithm. Further possibilities of interpretative spatial research have been offered.

    The aim of the article is to show to what extent local tourist organizations in Poland use their Facebook accounts for marketing communication. 84 out of 121 on the list published on the Polish Tourist Organization website participated in the study which was carried out using a diagnostic survey method. The results show that Facebook profiles are largely not run in accordance with the guidelines formulated in the literature and many organizations do not have their own account at all. Representatives of organizations declare that they are aware of the need for the greater involvement of social media in promotional activities but find such obstacles as a lack of financial resources and a lack of personnel who could professionally run them.
    Celem artykułu jest ukazanie, w jakim stopniu lokalne organizacje turystyczne w Polsce wykorzystują swoje konta na Facebooku do komunikacji marketingowej. W badaniu, które przeprowadzono z zastosowaniem metody sondażu diagnostycznego, wzięło udział 84 ze 121 organizacji znajdujących się na liście opublikowanej na stronie internetowej Polskiej Organizacji Turystycznej. Wyniki świadczą o tym, że profile na Facebooku w dużej mierze nie są prowadzone zgodnie ze sformułowanymi w literaturze wytycznymi, a wiele organizacji w ogóle nie ma własnego konta. Przedstawiciele stowarzyszeń deklarują, że zdają sobie sprawę z konieczności większego zaangażowania mediów społecznościowych w działania promocyjne, ale jednocześnie zwracają uwagę na takie przeszkody, jak brak środków finansowych i osób, które mogłyby zająć się profesjonalnym prowadzeniem tego typu profili.

    This paper deals with the activity of the public administration of the Czech Republic. It analyses the structure and mechanisms of the functioning of the institutions of public administration and self-government of the Czech Republic. It appeared not so long ago that responsible persons were held accountable for wrong decisions – of both technical and political nature. In some cases, these decisions were also used against responsible persons at all levels. This research is based on the analysis of the present Czech legal norms and their application in the decisions made by local administration.
    W niniejszej pracy podjęto kwestię funkcjonowania administracji publicznej w Republice Czeskiej. Praca przedstawia analizę struktury i mechanizmów działania instytucji czeskiej administracji publicznej i czeskich samorządów. Nie tak dawno okazało się, że osoby, które podjęły szereg niewłaściwych decyzji – o charakterze i technicznym, i politycznym – zostały pociągnięte do odpowiedzialności. W pewnych przypadkach decyzje te zastosowano także wobec osób pełniących funkcje publiczne na wszystkich szczeblach. Badanie zawarte w pracy obejmuje przegląd norm obowiązujących obecnie w Republice Czeskiej oraz analizę ich zastosowania w praktyce decyzyjnej jednostek administracji terenowej.

    Opis:
    W artykule przedstawiono problematykę roli samorządów w kwestii rewitalizacji i zarządzania zasobami naturalnymi w sektorze rolnictwa. Opisano kwestie dotyczące podziału kompetencji między państwem a regionem. Autor wykazał, że samorządy mają znacznie mniejsze uprawnienia do zarządzania i kontrolowania wykorzystania zasobów naturalnych, w tym odnawialnych, rolnych i regulacji środowiska niż centralna administracja państwowa. Wskazano na wyzwania, jakim należy sprostać w celu rozwiązania tych problemów administracyjnych w zarządzaniu odnawialnymi zasobami naturalnymi.
    The paper is dedicated to peculiarities of activating local self-government bodies in management of the processes of use of agricultural natural resources. Urgent problems concerning share of powers between the state and the region are substantiated. It was determined that bodies of local self-government have much less powers in management and control of the use of natural resources including agricultural renewable resources and in the sphere of environmental regulation than local administrations. Perspective tasks are described, which have to be solved by local self-government bodies in the process of managing use of renewable natural resources.
    В статье рассмотрены особенности активизации органов местного самоуправления в управлении процессом использования природных ресурсов сельского хозяйства. Обоснованы проблемные вопросы распределения полномочий между государством и регионом. Выявлено, что органы местного самоуправления имеют гораздо меньше полномочий по управлению и контролю за использованием природных ресурсов, в том числе и сельскохозяйственных возобновляемых, а также в сфере регулирования окружающей среды, чем местные органы государственной власти. Определены перспективные задачи по их решению органами местного самоуправления в процессе управления использованием возобновляемых природных ресурсов.
