Opis:
Development of local self-government institutions, positive dynamics of local development through the level of public capacity. Demographic capacity is part of the overall capacity of the local community. Demographic capacity is seen here as the ability of a local community to demonstrate a positive level of demonstration - one that allows communities to function smoothly, to have a resource program that provides a quality level of services to live in communities. The article presents an analysis of the current state of demographic processes in Ukraine and European countries. Insufficient demographic capacity in Ukrainian territorial communities is a consequence, first of all, of negative transformational societies, state institutions and local self-government institutions. Restoration of the demographic balance in Ukrainian communities depends on the nation of positive changes in the socio-economic and political spheres. Take care of your health, feel positive, give birth to children more than residents of those communities that have managed to achieve such positive changes and improve living standards. Theoretical and methodological basic research is the scientific works of foreign and domestic scientists on selected issues. Dialectical, systemic and structural methods of analysis and generalization are applied. The main goal of the article is to analyze and systematize the theoretical and methodological approaches to defining the concept of demographic capacity of the community. The task of the article is to study the trends and patterns of the current situation and identify opportunities and mechanisms to ensure demographic capacity.

The article considers the peculiarities of local government reform based on the examples of Ukraine, Poland, and Latvia. It is substantiated that the Ukrainian vector of European integration requires the implementation of the principles of deconcentration, decentralisation, and subsidiarity in the local governance systems. It is indicated that regional disproportions in the development of the territory of Ukraine, the inability to implement the reform on the ground in specific administrative-territorial units, the spread of corruption schemes – all these are the consequences of an ineffective model of local self-government and public administration of regional development, inherited from the Soviet system, which requires fundamental changes. Broad powers for sub-regional units characterise the Polish model of the administrative-territorial structure. However, this model is underpinned by a high level of political activity and community self-awareness. The Latvian experience of decentralisation of power emphasises the basic principle of success: the volunteer approach to the reform’s implementation. In conclusion, it is proved that for the successful implementation of the Ukrainian local self-government reform, the following factors are necessary: firstly, the victory of Ukrainian armed forces against the military aggression of Russia; secondly, the elaboration of a legal framework for the development of local self-government and the support of society; thirdly, qualified personnel capable of continuing the implementation of the local self-government reform.

This article is devoted to an analysis of the “hybrid neighborhood” phenomenon. Traditionally, a Soviet residential yard is presented in urban studies as the sphere of a neighbor’s active participation. The post-Soviet changes have significantly weakened the activities of neighbor communities; however, the spread of digital communication tools (social networks and messengers) has led to an increase in civic engagement in cities (new forms of neighboring communities are created, traditions of spending time together with neighbors revived, and individuals are actively involving in the struggle for their “place in the city”). The empirical materials that are analyzed reveal the features of neighbors interacting demonstrate the differences between “neighbor” and “civil” communication modes, define the role of online communities in local self-government, and practically implement the “right to the city.”

The subject of this article is the analysis of one of own tasks, which aims to satisfy the needs of the local community by supporting and disseminating the self-government idea, including creating conditions for the operation and development of auxiliary units and implementation of programmes to stimulate civic activity. The subject matter has been presented on the basis of obligatory, quasi-obligatory and optional forms of satisfying collective needs of the community in the light of article 7 par. 1 point 17 of the Act on municipal self-government together with an indication of the role and significance of municipal bodies in the organizational and functional structure of the mechanisms presented, with the help of which the municipality’s own task is implemented. Discussing this task is important due to the fact that it is a form of implementation of the principle of subsidiarity and deconcentration in the self-government community.

Aside from the single market policy and monetary integration, the cohesion policy is nowadays one of the most vital aspects of EU’s operations. That policy, its projects and financial aims, are the key element of the European integration and the economic development of the European Community, member states, regions and local communities. Regional efforts and horizontal European funds concern pre-eminently the tasks associated with transformation and the development of the modern infrastructure. European funds hold the means for protective activities as well. Their application, in the first place, contributes to the growth of competitiveness among the countries, regions and municipalities, as well as the overall internal progress. These programmes contribute in a significant manner to the development of Polish municipalities and regions, including the municipality of Szczebrzeszyn.
Polityka spójności (strukturalna) jest obecnie jednym z najistotniejszych aspektów funkcjonowania Unii Europejskiej obok jednolitego rynku wewnętrznego i integracji walutowej. Polityka ta jest kluczowym elementem integracji europejskiej i rozwoju gospodarczego Wspólnoty Europejskiej. W jej ramach realizowane są projekty i istotne zadania finansowe Unii Europejskiej, wszystkich członków, a także regionów, samorządów itp. Interwencje regionalne i horyzontalne funduszy unijnych dotyczą przede wszystkim zadań związanych z przekształcaniem i rozwojem nowoczesnej infrastruktury. Fundusze unijne posiadają środki na działania ochronne. Ich zastosowanie ma przede wszystkim przyczynić się do wzrostu konkurencyjności krajów, regionów i gmin, a także ogólnego rozwoju wewnętrznego. Realizowane projekty w sposób znaczący ułatwiają życie mieszkańcom gmin i regionów Polski a w tym mieszkańcom gminy Szczebrzeszyn.
