John B. Lacson Foundation Maritime University (Arevalo), Inc. is mandated to offer aquatic-sports courses such as paddling, rowing, sailing, and swimming to equip students with needed skills essential for survival in case of emergencies. Since, there is a dearth of instructional materials in Physical Education 2 (Advanced Swimming and Life-saving Techniques), the JBLFMU-Arevalo was given a research grant by the CHED (Commission on Higher Education) known as DARE TO (Discovery Applied Research and Extension Trans/Inter-Disciplinary Opportunities) to address the problem. This DARE TO grant aimed to develop instructional materials in PE 2 that will enhance the swimming performance and life-saving techniques of students. That is why the researchers would like to test for the effectiveness of this instructional material in the form of modules over the traditional approach which is lecture in improving the students’ swimming performance and life-saving techniques in terms of their knowledge and skills. This non-equivalent control group under quasi-experimental study was utilized among the BSMT (Bachelor of Science in Marine Transportation) students. A pretest was used to determine swimming performance of the experimental and control groups. An intervention through the use of instructional materials was employed in the experimental group for the whole semester (five months) while the control group was exposed to lecture as a traditional method of instruction. After a semester, the posttest was administered. The statistical tools used were mean, standard deviation, Mann-Whitney test, and Wilcoxon-signed ranks test. The findings of the study revealed that the instructional material is effective in enhancing the swimming performance and life-saving techniques of students both in the aspects of knowledge and skills. Both the experimental and control groups were “Fair” in their knowledge pretest scores but during the posttest, the experimental group was “Good” and the control group was “Fair”. On the other hand, both the experimental and control groups were “Fair” in their skills’ pretest scores but during their posttest, the control group was “Good” while the experimental group was “Excellent”. The experimental group who used the module showed significantly better performance during the posttest both for knowledge and skills compared to the control group who did not use the module (lecture only). The study further showed significant differences in the mean gains between the experimental and control groups after the conduct of pretest and posttest in favor of the experimental group. It can be gleaned from the results that the module can enhance the knowledge and skills in swimming performance and life-saving techniques of the experimental group. It is highly recommended that this module be utilized among maritime schools offering swimming and life-saving courses.

The equations were numerically integrated. The computer software elaborated on their basis makes it possible to trace instantaneous positions of the lowered lifeboat, calculate velocities and accelerations of its elements, as well as determine forces acting on the boat and persons accommodated in it.

The decision maker can buy a number of death-averting devices or services which increase his safety S at the expense of the discounted future consumption R. The safety and consumption depend parametrically on the death probability p and the probability reducing strategy x, i.e. S(p/x); R(p/x). The two-factors utility function U(S, R) is used to find the optimum strategy x = [...]. which maximizes U(x). One can show that the unique strategy [...] exists and can be effectively derived. Many applications of proposed methodology are indicated.

This paper presents a computational model which describes motion of an object of six degrees of freedom (DoF), intended for simulation of spatial motion of one- or two- rope-sling lifeboat or rescue boat during its launching from ship in rough sea. This is a complex model which accounts for sea conditions as well as elasticity and damping properties of davit’s elements and mechanisms, rope and boat hull. Also, are presented results of example calculations for an assumed set of technical parameters of davit and boat as well as sea conditions.

Presented are regulations concerning the operation of passenger ships (with particular emphasis on Polish ferries) designed to increase maritime safety the SOLAS Convention, established in 1974 and codified in 2002, codifies these regulations, and the International Maritime Organization mandates additional regulations, created in response to a rapidly increasing number of maritime disasters. The analyses described herein were based on restrictions established for the “Jan Śniadecki” and “Mikołaj Kopernik” ferries. Safety of ro-ro units, which also typically have a significant number of people on board, was also analyzed. Also included in the study were ship operational- limitation characteristics with respect to structure, unsinkability, and stability of machinery and electrical equipment, fire protection, operational requirements, and rescue measures and devices, along with their purpuroses. Safety management consists of taking appropriate actions to prevent or minimize the effects of an accident or a disaster and is assessed on the basis of calculations and experience gleaned from analogous cases. Safety management can proceed if a problem has been thoroughly assessed. The potential risk of negative consequences with respect to the safety of the transport process as a whole must be considered, and the safety of the whole must not be risked for that of a particular part of it. A safety management decision can be made when its necessity is not in doubt. A problem is assumed to have only one solution. The effectiveness of the previously used method should be carefully assessed before proceeding to the next method. Security management is not easy and requires much professional knowledge and experience.

This paper presents a continuation of the projects [5, 6] dealing with the novel concepts of evacuating people from large passenger ships. A novel integrated drive and control system for chain lift with lifeboats fastened on it as well as for stern port- ramp, is presented. Additional novel elements is the application of the stern port - ramp fitted with a buoyancy element, and its increased capability of automatic adjusting its operational deflection in the case of a large forward trim of ship. It increases safety and comfort of evacuation in the difficult conditions, but to obtain it a more complex drive and control system has been required to be designed.

Today, a significant number of quite advanced technology applications support safety at sea. To the dismay of the maritime industry, the manifestation of passengers during an evacuation scenario/case has not followed a similar path of improvement, when compared to the counterpart Life Saving Appliances (LSA) Code. Embarkation and muster proceedings are still following the similar approaches that were established during the early 1900s. There have been relatively few advances in these procedures; most often, they include manually checking-in the passengers on electronic systems, along with “on the spot” completion of check-off lists and passenger counts, allowing for an influx of potential error by the concerned personnel. Furthermore, the rely and transmission of the manifest to a Maritime Rescue Coordination Centre (MRCC) is often associated with a considerable amount of time, or even involving secondary passenger counts, after the disembarkation event has been concluded. It is understandable that a vessel with limited people on-board (tankers, bulk carriers, container vessels, etc.) can effectively be abandoned in a matter of minutes, but what happens with vessels carrying a large number of passengers and more specifically those heavily engaged with cruising activities? This paper examines the creation of an electronic manifestation system that will be able to automatically record the passengers during lifeboat embarkation. This proposed system will employ the use of Near-Field Communication (NFC) and/or (Radio-frequency identification) RFID bracelets, that are already utilized within the cruise industry. It will record relevant passenger and crew data, upon their boarding on the designated lifeboat, through readers installed on the parallel sides of the entryway. The data will be displayed in electronic tablet devices to the lifeboat leaders, as well as to the Master of the vessel in real-time. This will allow for an accurate representation of the evacuation process in any given moment. Furthermore, a complete “snapshot” of that information can also be directly transmitted to the MRCC via an automated message and without any further human intervention, or even stored locally aboard the lifeboats used for the evacuation and the ship’s Vessel Data Recorder (VDR).

Research background: The paper investigates the impact of bequest taxation on saving and transfers when parents and children make decisions consistently. It complements the predictions of Gale and Perozek's life-cycle modeling (2001) when decisions of parents and children are set independently and can be time-inconsistent. Purpose of the article: The paper strives to answer the question of whether taxation of bequest harms savings and inter vivos transfers. The previous results indicated that this is possible for some bequest motives. Our results show that this is not likely for the most typical values of parameters. Methods: The analysis involves economic modeling of four bequest motives: altruistic, paternalistic, accidental, and exchange. The method is based on the overlapping generation approach and life-cycle approach in the case of a paternalistic bequest. The results are supplemented with numerical simulations. Findings & value added: For the altruistic motive, savings are smaller if interest rates are low relative to the tax rate and the utility of one's consumption is more valuable than the utility of the next generations. For the accidental motive, savings decrease with small interest rates, high taxation and long-life expectancy. For the paternalistic motive, savings decrease when the interest rate and the value of future utility are low. For the exchange motive, savings are higher after a tax increase, but it depends on the value of attention and life expectancy. The general conclusion is that higher bequest taxation hamper saving behavior and may disturb the intergenerational exchange process. The bequest tax should, therefore, be set low, especially for aging populations, in order to induce higher savings and force the young to provide the elderly with higher attention.

Introduction: In Poland, the security of the State and its citizens is the responsibility of the national security system. One if its major parts is civil protection (public security). The framework used to ensure civil security is the civil protection system, with life-saving as its primary concern. Aim: The primary goal of this study was to identify the civil protection system within the domain of Poland’s national security, to describe its mission and range of responsibilities, and to suggest what should be changed. The main research problem, as addressed by this study, was expressed as the following questions: What function does the civil protection system currently serve within Poland’s national security? What are its core focus and responsibilities, and what are its development needs and priorities? Results: For this study, it was assumed that the core focus of civil protection were actions designed to reduce any possible risks to human life or health (prevention and counter measures), and once such risks materialise, to provide efficient response to ensure effective security. In a broader sense, civil protection within national security can be considered as a set of nationwide measures intended to ensure the safety of all citizens, property and the environment. In view of the above, civil protection can be understood as the set of measures implemented by government and local-government administration, plus any security-related capabilities and measures (national resources), allocated or set up to prevent, prepare for or respond to any security risks, or to restore any victim population to normal functioning. It was assumed that a civil protection system is an internally coordinated system of capabilities, measures and resources designed to prevent any risks to civil security, and to provide expeditious response to situations that might put citizens’ lives or health at risk. Today, this system is significantly fragmented, and civil protection is often intermingled with such areas as crisis management, public security, safe and secure public environment, and national defence. An effective civil protection system should be an interdisciplinary and well-integrated system capable of responding to any current and expected civil security challenges and threats across various national circumstances.
Wprowadzenie: W Polsce za bezpieczeństwo państwa i jego obywateli odpowiedzialny jest system bezpieczeństwa narodowego. W jego strukturze możemy wyróżnić bardzo istotny element, jakim jest ochrona ludności (bezpieczeństwo powszechne). Organizacyjną postacią zapewnienia bezpieczeństwa ludności jest system ochrony ludności, a jego wiodącą dziedziną – ratownictwo. Cel: Zasadniczy cel badań prezentowanych w artykule zawierał się w identyfikacji systemu ochrony ludności w obszarze bezpieczeństwa narodowego RP, przedstawieniu jego misji i zakresu działań oraz określeniu pożądanych kierunków zmian. Główny problem badawczy wyrażono w postaci pytań: Jaką funkcję spełnia obecnie system ochrony ludności w bezpieczeństwie narodowym Polski? Co stanowi jego przedmiot działań oraz jakie istnieją potrzeby i priorytety rozwoju? Wyniki: W rozważaniach przyjęto założenie, że istotą ochrony ludności jest działalność mająca na celu obniżanie ryzyka zagrożeń dla życia i zdrowia człowieka (profilaktyka i prewencja), a w przypadku ich wystąpienia sprawne reagowanie, które powinno objawiać się skuteczną ochroną. W ujęciu szerokim ochronę ludności w bezpieczeństwie narodowym można traktować jako zespół przedsięwzięć państwa, których celem jest zapewnienie bezpieczeństwa obywateli, mienia i środowiska. Wobec tego ochronę ludności możemy interpretować jako zestaw działań administracji rządowej i samorządowej oraz działalność sił i środków (zasobów państwa) w zakresie bezpieczeństwa, wykonywanych z zamiarem zapobiegania, przygotowania, reagowania i odtworzeniu równowagi funkcjonowania poszkodowanej ludności. Przyjęto, że system ochrony ludności to skoordynowany wewnętrznie układ wydzielanych przez państwo sił i środków oraz zasobów ukierunkowanych na zapobieganie powstawaniu zagrożeń bezpieczeństwa ludności, a także sprawnym reagowaniu na sytuacje zagrażające zdrowiu i życiu obywateli. Współcześnie ów system jest bardzo rozproszony i często problematyka ochrony ludności przeplata się z zagadnieniami z zakresu zarządzania kryzysowego, bezpieczeństwa publicznego, bezpieczeństwa społecznego i obronności państwa. Można przyjąć, że poprawnie funkcjonujący system ochrony ludności powinien mieć charakter interdyscyplinarny, zintegrowany, a także być zdolny do odpowiedzi na aktualne oraz prognozowane wyzwania i zagrożenia bezpieczeństwa ludności w różnych stanach funkcjonowania państwa.

The article proposes the manner of determining ecological benefits, which result from thermo insulation of the external walls of the building. In order to assign environment load the technique of life cycle assessment LCA was used, including the division into three damage categories: human health, ecosystem quality and raw materials. The production of thermo insulating materials causes the increase of the environment load, but in the thermal phase of the building usage the negative impact on the environment is reduced due to the reduction of energy demand necessary to heat. A few dozen of thermo insulation variants were examined, depending on the kind of wall, heat source and thermo insulating material. For all cases the analyzed investment turned out to be cost effective in terms of ecological aspects. In each damage category the reduction of the environment load was obtained. The ecological payback period was obtained within 0–5 years.

Opis:
Energy is an important factor for the social and economic development of communities. The energy performance of insulation systems is an important factor in today's increasing consumption of energy. Insulation in hot water pipelines is done to reduce heat losses caused by building elements. In this study, optimum insulation thickness, annual costs, energy saving and repayment times were evaluated in district heating systems. The evaluations were made for various pipe sizes, various fuel types and various insulation materials considering the heating loads of the regions. In addition, the formulas used for the heat loss and insulation economy are given in the study. As a result, the choice of an optimum insulation thickness in pipelines of district heating systems provides economic and environmental advantages.
