    Opis:
    The article discusses possibilities of integrating techniques for optical recognition of vehicles, e.g. by automatic numer plate analysis, with data transmission via wireless mobile networks in order to create mobility patterns for objects of interest. The collected data may be interpolated to fill gaps and to prove the coincidence of the observed vehicle’s presence at selected places with other events. Further, course prediction by means of extrapolation may be attempted. Several theoretical and practical aspects of data acquisition, transmission and analysis are studied in this article.
    W artykule omówiono możliwości integracji techniki optycznego rozpoznawania pojazdów, na przykład przez automatyczną analizę znaków znajdujących się na tablicach rejestracyjnych, z przesyłaniem pozyskanych danych za pośrednictwem heterogenicznej sieci telekomunikacyjnej w celu stworzenia modeli mobilności dla obiektów zainteresowania. Zgromadzone dane mogą być interpolowane celem weryfikacji obecności obserwowanego pojazdu w wybranych miejscach. Ponadto możliwe do określenia są dalsze przebiegi badanej trajektorii poprzez ekstrapolację. W artykule przedstawiono wybrane teoretyczne i praktyczne aspekty pozyskiwania danych, ich transmisji i analizy.

    Opis:
    More and more cities implement solution for motorized traffic reduction in separate areas of the cities. These areas include mostly cultural and historic centers, promenades and often all centers of large cities. To achieve traffic reduction, special fees for entrance to the city center are introduced and special bus lanes for emergency vehicles and public transport are isolated. Such solutions with paid or limited entrance to city centers occur in London and Berlin and dedicated bus lanes has also appeared in Poland in the major urban centers. These examples are often referred by the authorities of other cities wishing to introduce similar schemes. In order to effectively enforce the respect for the rules in Limited Traffic Zones automatic monitoring and supervision solutions are introduced. Automatic Number Plate Recognition (ANPR or ALPR – Automatic License Plate Recognition) is one of the elementary and most widely used system for LTZ security and effectiveness. ANPR allows the identification of the vehicles that appear on the entrances to the Limited Traffic Zone or move within the zone (for example, the bus lane). This article presents an implemented and successfully operating automatic Limited Traffic Zone in Katowice.

    Opis:
    The first step in the process of detection a license plate is to determine the location of the plate. The output of this stage should be accurate enough and calculations will be completed within a short time. The reason for this is that the output of this stage is as input in the next steps. If the step to determine the location is encountered error, then the operation of the next steps will also be interrupted. In this paper, a new method is used to improve the contrast of the image, delete non-numeric characters, analysis and clustering of plain characters in order to determine the location of an Iranian car license plate with dark characters, a clear background is provided. The proposed method reduces the overall complexity of the algorithm and in addition to its ease of implementation, the system’s speed and efficiency improve the location of the plate. The proposed algorithm is independent of the number of vehicle plates in the image, image size, complete unread plate and in contrast to brightness variations, it is largely resistant. The results of the test on two different data sets with 67 and 492 images, to an accuracy of 100 and 99.59 percent with an error rate of 1.5 and 1.63 and the runtime of 109 and 17.5 milliseconds averaged, were achieved.
