Opis:
The paper deals with selected subjects in the European EUREKA "Baltecologicalship" 'E!2772 project. Within the project, preliminary designs offour feeder (short shipping) ships have been developed based on the market trend research, design knowledge and experimental investigations. The following tasks were to be performed for one of the ships: defi ning optimum building conditions (timescale, production technologies, ecological aspect), selecting shipyards meeting the minimum production capacity requirement. For that purpose an index method was developed (based on the design and production indices). Then an index analysis was performed of the production capacities of selected shipyards (and also different configurations of cooperation between them) and results were presented in a form of the Gantt diagrams. Final conclusions were drawn.

Opis:
Thus far, the majority of studies have focused on international student migration. Less attention has been paid to internal migration for tertiary education and even less to local effects caused by this category of migration. To redress this limitation, the paper determines the most important consequences of internal migration for university enrolment in the local labour market of a university city. This is shown through the example of the Polish university city with one of the highest student-to-population ratios – Opole. The study is based on the literature review and the result of qualitative and quantitative research conducted in Opole. The first was conducted among students and the second among owners and employees of local enterprises. Findings of the research suggest that the inflow of students to the university city can lead to short-run and long-run effects on the local economy. Findings of the research suggest that in the short run the inflow of students to the university city leads to structurally important changes in the labour supply and creates new jobs. In the long run, it leads to permanent changes in labour resources, attracts investors to the city and causes permanent changes in the labour demand. The analysed outcomes of migration for tertiary education are only a small but vital part of the consequences of education migration. The global spread of the coronavirus has also stressed the importance of educational migrants in university cities. The impact of pandemic COVID-19 on university cities should be the subject of future research.
Do tej pory większość badań koncentrowała się na międzynarodowej migracji studentów. Mniej uwagi poświęcono migracjom wewnętrznym związanym z podejmowaniem studiów wyższych, a jeszcze mniej – lokalnym skutkom tej kategorii migracji. W związku z tym w artykule określono najważniejsze konsekwencje migracji wewnętrznych związanych z podejmowaniem studiów wyższych dla lokalnego rynku pracy w mieście akademickim. Ukazano to na przykładzie Opola – jedno z miast o najwyższym wskaźniku studentyfikacji mierzonego liczbą studentów do liczby mieszkańców. Opracowanie opiera się na przeglądzie literatury oraz wynikach badań jakościowych i ilościowych przeprowadzonych w Opolu. Pierwsze z nich przeprowadzono wśród studentów, a drugie wśród właścicieli i pracowników lokalnych przedsiębiorstw. Wyniki badań sugerują, że napływ studentów do miasta uniwersyteckiego powoduje krótko- i długookresowe konsekwencje dla lokalnej gospodarki. W krótkim okresie napływ studentów do miast uniwersyteckich prowadzi do strukturalnie istotnych zmian w podaży pracy, a także do powstania nowych miejsc pracy. W długim okresie napływ studentów prowadzi do trwałych zmian w zasobach pracy, przyciąga inwestorów do miasta i powoduje trwałe zmiany w popycie na pracę. Analizowane w artykule skutki migracji stanowią niewielką, ale istotną część zidentyfikowanych w trakcie badań konsekwencji migracji edukacyjnych. Wagę tego zagadnienia ukazała także pandemia COVID-19, która ograniczyła mobilność za wykształceniem i dostępność w miastach akademickich studentów stanowiących ważną część lokalnych zasobów pracy.

Research background: One of the principal contributions of Maynard Keynes?s General Theory was identification of the phenomenon of involuntary unemployment, due (on account of adverse expectations and confidence on the part of potential buyers) to a want of demand for the quantity of output which a fully-employed labour force was capable of producing.  Such unemployment, he insisted ? contrary to conventional opinion ? was not due to workers pricing themselves out of work by demanding wages higher than employers could afford.  Far from unemployed workers being themselves responsible for their plight, they were, in reality, victims of circumstances beyond their control. Keynes?s understanding was, for many years, widely accepted by academics, policy-makers and the general public. In recent times, however, mainstream macroeconomic theory has shown a regrettable tendency to return to old modes of thinking. Blame for unemployment is again put on the workforce, whose alleged misunderstanding or slow response to change are said to imply seeking employment on unrealistic terms. A more extreme view is that worklessness may reflect a deliberate choice of leisure. To anyone sceptical of the validity of such analyses there is a clear need to recover the Keynesian understanding of the possibility not just of frictional or voluntary, but also of involuntary unemployment.  Purpose of the article:  Ezra Davar, recognising that it is important not to lose sight of the idea of involuntary unemployment, has recently attempted in this Journal to explain Keynes?s concept. Unfortunately, however, he fails to recognise that Keynes accounted for involuntary unemployment as resulting from deficiency of aggregate demand for output, not as  the consequence of any supply-side factor. In attributing involuntary unemployment to a peculiarity in the labour supply function Davar quite misses Keynes?s point, and in fact identifies as involuntary unemployment a situation of what Keynes would have described as ?voluntary? employment. The objective of the present note is to clear up this misunderstanding.

The purpose of the article is to use the Gini index to indicate supply gaps in the labour market at sea. In order to determine the size of imbalance in the labour market at sea, a measure of concentration (unevenness) of distribution of a random variable was used. To determine in which positions the largest deficit of employees occurs (and probably will occur in future), positions from the deck and the engine room were selected, both among officers and ratings. Wages received on dry ships and on tankers were analysed separately. The next step was to select nations that to the greatest extent join crews of sea-going vessels (China, Croatia, India, Latvia, Philippines, Poland, Romania, Russia, Ukraine, the United Kingdom). First, the GDP per capita was compared for individual economies, from which seafarers were selected for the analysis. Then, salary levels were compared for each selected position. Differences in the GDP per capita calculated using the Gini coefficient were in line with differences in positions among ratings - mostly among cooks, ordinary seamen, wipers and messmen, regardless in which ship (dry or tanker) they were employed. Among the positions on which nationality had little impact on the amount of remuneration were: chief engineer on tankers and on bulk carriers: master, chief officer and 2nd engineer. Knowledge of the level of market imbalance and market trends may be helpful for crew departments/ crew agencies, while developing a policy of hiring people to work at sea. Additionally, it may indicate areas in which education and training of seafarers should be activated.

Therefore, the measures that filter this information are the desired solution.  One of these measures is information demand analysis, which can be easily used for defining problems on the labour market, where the term of talent import is becoming increasingly important. The main contribution of this study is the analysis of the challenges facing the foreign labour market from the point of view of an employee and an employer and a proposal of an information demand model for strengthening the foreign labour market information system. The information demand model is one of the stages of the development of an information-logistics engine, which ensures that the right information is available in the right location, time and quality.

The platform economy-a phenomenon attracting public and academic attention alike-is perceived as a tremendous novelty. The Internet and other IT technologies that bring such platforms alive are said to determine their innovative and modern label. This paper argues otherwise. The role of information infrastructure cannot be properly analysed without discovering the content of labour relations behind it. From the perspective of this paper, the latter is similar to the historical putting-out system. The system that arose in the 18th century and whose participants came from the ranks of formally free, home base labour was strikingly congruous with the modern work-on-demand system. The paper analyzes the features of the contemporary gig economy and points out similarities and differences between the historical putting-out system and its digital incarnation. In conclusion, the paper makes some predictions regarding work on platforms.
