The main purpose of this paper is to analyse the interdependence between labour productivity and the occupational structure of human capital in a spatial cross-section. Research indicates (see Fischer 2009) the possibility to assess the impact of the quality of human capital (measured by means of the level of education) on labour productivity in a spatial cross-section. This study attempts to thoroughly analyse the issue, assuming that apart from the level of education, the course of education (occupation) can also be a significant factor determining labour productivity in a spatial cross-section. The data used in this paper concerning labour force structure in major occupational groups in a regional cross-section comes from a Labour Force Survey. The data source specificity enables the assessment of labour force occupational specialisation at the regional level and the estimation of this specialisation at the subregional or county level. An in-depth analysis of the occupational structure of the labour market in a spatial cross-section is an important theoretical and practical area of study necessary for the development of effective labour market policies and the education system.

Motivation: The academic debate on whether the relationship between factor mobility and international trade is one of complementarity or substitution is inconclusive. In general, the relationship between the two can vary depending on the specific research methodology and the object of study. Moreover, there are fewer empirical analyses with China and the European Union as subjects, so studying the relationship between labour mobility and trade in the case of China and Europe is worthwhile. Aim: The purpose of this paper is to determine, through empirical analysis, the relationship between labour mobility in the form of dispatched labour and bilateral trade between China and the European Union in the period of 2005-2021. Materials and methods: This paper utilises quantitative analysis to investigate the relationship between labour movements and trade (imports and exports) based on data from 2005 to 2021, primarily through co-integration analysis and Granger causality testing. Results: The study found that there is a substitution relationship between the number of dispatched labour from China and the trade in goods between China and the European Union in the research period. Additionally, Granger causality tests show that China's dispatched labour to the EU is the Granger cause of China-EU export trade, and vice versa. However, China's dispatched labour to the EU is not a Granger cause of China-EU import trade.

The paper focuses on methodological aspects of labour market research on the basis of Labour Force Survey (LFS) in Poland. The analysis shows that methodology covers both the subject of research (the scope of research as well as aspects of researched reality) and applied scientific methods. Scientific methods should be adjusted to the scope of research and the aim of research. Labour Force Survey conducted in Poland since 1992 constitutes an important source of information about labour market. It enables to conduct research on labour demand, labour supply, structural imbalances and, moreover, on basic relationships which exist on labour market. Knowledge of basic labour market theories facilitates such research. Mathematical approach and quantitative methods, especially econometric methods, are of great importance for explanation of relationships existing on labour market (thus, when research is conducted within the scope of positive economics); nevertheless, they are insufficient when labour market research is conducted within the scope of normative economics or economics as art.
Przedmiotem artykułu są metodologiczne aspekty badań rynku pracy na przykładzie badań aktywności ekonomicznej ludności w Polsce. Z analizy wynika, że metodologia badań obejmuje zarówno przedmiot badań (zakres badań i rodzaj aspektów badanej rzeczywistości), jak i stosowane metody badawcze. Metody badawcze winny być dostosowane do przedmiotu i celu badań. Badania aktywności ekonomicznej ludności prowadzone w Polsce od 1992 r. są ważnym źródłem informacji o rynku pracy. Umożliwiają podejmowanie badań na temat podaży pracy, popytu na pracę, niedopasowań strukturalnych, a także podstawowych zależności występujących na rynku pracy. W badaniach tych pomocna jest znajomość głównych teorii rynku pracy. Podejście matematyczne oraz metody ilościowe, zwłaszcza ekonometryczne mają zasadnicze znaczenie dla objaśnienia zależności występujących na rynku pracy (a więc, gdy prowadzone są badania w kategoriach ekonomii pozytywnej); są one jednak niewystarczające gdy badania prowadzone są w kategoriach ekonomii normatywnej i ekonomii jako sztuki.

There are numerous pathologies in the labour market. However, until now, no effort has been made to approach this subject from the perspective of criminology. In this study, I use the conceptual apparatus of criminology to create a model describing negative phenomena on the labour market. The key element of this model is referred to as a labour market delict (violation), a term which denotes any behaviour by a participant in this market which may lead to infringement of the rights of or damages to the possessions of another market participant, or which may create a threat to the common good, such as social order or justice, or which puts into question the economic and social meaning of work. Delicts of the labour market can be recognized in several areas, such as those involving wages, partner obligations, safety, or duties towards the workplace. The article also contains a theoretical model of labour market delicts and an analysis of preliminary empirical survey of this issue.

Purpose – The aim of this paper is to present the indicators of labour productivity and dilemmas related to their interpretation. The paper examines the level of this phenomenon in the enterprise sector within the Polish economy. Research method – The measurement of labour productivity in the enterprise sector will be made using the indicators calculated on the basis of available data from the national statistics of the Central Statistical Office in the years 2005-2017 and the unpublished data from the years 2005-2013. Results – The theoretical considerations on labour productivity have shown that a set of available indicators should be used and complemented with the index of technical equipment. The labour productivity in the enterprise sector was varied. In the years 2005-2017 it grew quite dynamically until 2013, however after this year it clearly decreased. Since 2014 there has been a more rapid increase in the labour costs (including wages) than in terms of the labour productivity. Implications /originality /value – The majority of the previous research available focuses on one of the measures of labour productivity, which is the relation of sales revenue (or gross added value) to the number of employees. The paper includes those indicators that contributed to an ambiguously positive image of the studied phenomenon and confirmed the legitimacy of using at least several different measures. In addition, this productivity was tested at the level of the PKD 2007 sections

The aim of this paper is to present the differentiation of the situation in regional labour markets in Ukraine in the years 2004-2017. The analyses carried out for this purpose concern the diversity and dynamics of macroeconomic variables, such as labour productivity (measured by GDP per worker), wages, and unemployment rates. Moreover, using panel data from the Statistical Office of Ukraine, the authors estimate the parameters of a set of equations based on increments and levels by means of the system estimator of the generalized Blundell and Bond moments method from 1998. The estimates concern the parameters of equations describing the main determinants of the increase in unemployment rates and wages for the entire Ukrainian economy - both Left- and Right-Bank Ukraine.

The article presents an analysis of the real role of the complementarity principle and the reasons why immigration law is still based on this principle. The basic assumptions of the state’s attitude towards labour immigration were set out in a period when this kind of immigration to Poland was at a much smaller scale than currently. First and foremost, one of the basic premises is the complementarity of labour immigration (complementarity principle) with the labour market test as an element of the procedures, although with some exceptions. The mechanism of controlling the complementarity is obligatory and preventive. The current economic situation in Poland, including the conditions for the functioning of immigration law, is very different from the reality of that time. In view of growing shortages of Polish employees on the labour market one can doubt whether preventive enforcement of complementarity by law is needed. The complementarity of labour immigration to Poland is a socio-economic fact and legal guarantees to ensure this result seem obsolete. There are strong arguments to consider that opportunistic political motivations are the main reason against the rationalisation of legal regulations concerning immigration of workers. The complementarity principle has become a facade of restrictive immigration law, while allowing for its use in a way that ensures the access of immigrants to the labour market.

RESEARCH OBJECTIVE: The aim of this paper is to investigate applicability of Adam Smith’s Labour Theory of Value (LTV) and present both: the development of Adam Smith’s LTV as well as the early Anglo-American respond to the thesis that labour is real measure of the exchangeable value of all commodities. THE RESEARCH PROBLEM AND METHODS: Paper analyses premises that led Adam Smith to formulate his thesis that the labour it the only common measure of all value; as well as the reasons for critiques and appraisals of Smith’s thesis. Using analytical methods, as Frederic Beiser defined it, paper will “identify the problem behind a passage, the question the author is attempting to answer, (…) reconstruct the arguments the author gives for its solution, i.e., formulate them into premises and conclusion [and] (…) appraise these arguments, determining their formal validity and the quality of the evidence for them.” THE PROCESS OF ARGUMENTATION: After taking preliminary considerations on development of Smith’s theory the paper examines the earliest critique by the Anglo-American thinker Thomas Pownall. Finally, to investigate shortcomings of Pownall’s criticism, the paper explores various British and American attempts to implement LTV in utopian experiments and validate accuracy of Smith’s assumptions in practice. RESEARCH RESULTS: The result of the study is to clarify the Smith’s LTV concept and present it in new light, without the Marxist distortion given to it by both: Karl Marx itself and Marxists supporters. CONCLUSSIONS, INNOVATIONS AND RECOMMENDATIONS: This proves that no matter how disputable and undefined the LTV concept might be, and besides all imperfections of LTV theory emphasised by Pownall, under specific circumstances it might be implemented into practice. The paper focusses on pre-Ricardian economy and utopian social experiment and therefore it provides new context of analysis does not intend to present the Marxist variations on LTV.

The article reviews the situation in the Lithuanian labour market and changes which took place in it from the restoration of state independence to the post-crisis period. Based on the analysis of statistical data and legislation, development stages characteristic of the Lithuanian labour market are identified and decisions related to labour market management are overviewed. The article also provides the analysis of legal regulation of Lithuanian labour relations and reveals the fundamental legal features of labour relations, which may be useful in order to achieve greater flexibility and security in the labour market. The article reveals that the Lithuanian labour market was subjected to a few distinct development stages, which determined the measures of the labour market policy. The changing economic situation resulted in changes in the labour market policy, which are indicators of the relevance of labour market issues and the need for their solution.
W artykule dokonano krótkiego przeglądu sytuacji rynku pracy na Litwie oraz zachodzących w nim zmian od odzyskania niepodległości Litwy (1990 r.) do okresu po kryzysie gospodarczym (od 2011 r.). Według danych statystycznych i analizy przepisów prawnych na litewskim rynku pracy są zidentyfikowane etapy rozwoju oraz dokonany przegląd odpowiednich decyzji politycznych. Artykuł również zawiera analizę prawnej regulacji stosunków pracy na Litwie, odsłania podstawowe cechy stosunków pracy, które mogą mieć korzystny wpływ na elastyczność i bezpieczeństwo socjalne na rynku pracy. W artykule zauważa się, że Litewski rynek pracy przechodził przez kilka wyraźnych etapów rozwoju, od których była uzależniona stosowana polityka rynku pracy. Zmiany sytuacji gospodarczej wpływają na zmiany polityki rynku pracy, które wskazują na pilność problemów rynku pracy oraz konieczność podjęcia odpowiednich decyzji by zwiększać efektywność funkcjonowania rynku pracy oraz wykorzystywania wciąż kurczących się zasobów kapitału ludzkiego kraju.

Labour migration is discussed here in the context of the transformation of the Russian labour market. Particular attention is paid to the analysis of changes in the labour market and to the way these changes affect the structure of employment for migrant workers, their inclusion in local labour markets, and the prevalence of illegal and informal employment. Of central importance is the analysis of migrants’ vertical occupational mobility. It is concluded that the education, qualifications, and professional knowledge of migrants are not in demand in the Russian labour market; the typical path of migrants in the labour market is downward labour mobility – occupying a position that is worse than the one they previously held in their home country. Upward labour mobility is extremely rare and characteristic almost exclusively of unskilled workers.

In many European countries faced with the population aging problem, immigrant labour is gaining importance as a factor contributing to the development of the labour market. One of these countries is Poland, where the proportion of the retirement age population is predicted to soon become one of the highest in Europe. Questions therefore arise whether the Polish economy needs immigrants and whether foreign citizens are employed as complementary or substitutive labour. In the last several years, the number of work permits granted to immigrants has been rising fast. The total number of work permits and employers’ declarations of intent to employ a foreign national increased between 2007 and 2017 from 34,000 to almost 234,000. As a result, stronger presence of immigrants in different branches of industry, construction and transport can be observed. This article provides an analysis of the scale of labour immigration to Poland based on the statistics on work permits and registered employers’ declarations of intent to employ a foreign citizen. W wielu krajach Europy, dotkniętych problemem starzenia się społeczeństw, coraz większe znaczenie dla rozwoju gospodarczego odgrywa imigracja zarobkowa. Problem starzenia się ludności dotyczy również Polski, która w nieodległej przyszłości będzie krajem charakteryzującym się jednym z najwyższych w Europie udziałem w społeczeństwie osób w wieku emerytalnym. Można zadać sobie pytania, czy polska gospodarka potrzebuje imigrantów? oraz czy w przypadku imigrantów na polskim rynku pracy mamy do czynienia ze zjawiskiem komplementarności czy substytucyjności? W ostatnich kilku latach szybko wzrastała liczba udzielonych zezwoleń na pracę imigrantom w Polsce. W 2007 roku łączna liczba zezwoleń na pracę i oświadczeń pracodawców o zamiarze zatrudniania cudzoziemców wynosiła 34 tys., zaś w 2017 roku sięgała już blisko 234 tys. Ponadto, imigranci coraz częściej są zatrudniani w różnych branżach przemysłu, budownictwie oraz transporcie. Celem niniejszego artykułu jest pokazanie skali zjawiska imigracji zarobkowej do Polski. W niniejszym artykule, główne źródło danych stanowią statystyki dotyczące liczby wydawanych zezwoleń na pracę i rejestrowanych oświadczeń o woli zatrudnienia pracownika cudzoziemca.

The aim of this article is to present the most important issues related to discrimination against women on the Polish labour market. Visible differences between the situation of women and men can be seen when analysing the level of unemployment, which for years has been higher for women. The author put forward a hypothesis that women face discrimination both when looking for a job as well as during their employment relationship. The article consists of an introduction, three parts and a summary. The first part presents the concept and essence of discrimination. The second part presents the situation of women on the Polish labour market. It also presents the difficulties faced by women on their career path. The third part presents the results of research on discrimination against women on the labour market in Częstochowa. The study was conducted between October 2018 and January 2019 among 100 randomly selected women from the city of Częstochowa. The survey used a questionnaire in a paper version. The questions were of a closed nature.

The work presents the results of the preliminary research on the employment of foreigners’ that were conducted among Polish banking institutions being the international corporations with a global reach. The initial results of the analysis shows the potential impact that specific employment policies exert on personal attitudes of foreign executives and operations of the companies in which they are employed. The analysis described in this work identifies the most important elements which hinder the development of those banks whose employment policies are based on the assumption that hiring foreigners is more beneficial than taking on local managers regardless of their familiarity with Polish market mechanisms. The qualitative research that were conducted in the form of the scenario-based interviews, were carried out with both, a group of managers (mainly heads of HR departments and senior executives) cooperating with the foreigners on everyday basis, and the foreigners themselves. The preliminary studies have revealed a number of trends and phenomenon that were described within this work.

The paper examines a situation in which an employee is entitled to terminate the contract of employment without prior notice. The case under examination occurs when the employer commits a serious violation of workers’ rights by failing to provide safe and hygienic working conditions. The paper also presents topic related controversies that have arisen in the doctrine and judicature and tries to establish at which point one may speak of a breach of fundamental labour rights and on the basis of which regulations the employer may be held liable. The authors also try to determine whether certain situations could constitute a basis for termination of the employment contract by the employee, at the same time giving rise to the right to claim damages from the employer.
