Opis:
Bezpośrednią przyczyną opracowania Międzynarodowego kodeksu zarządzania bezpieczną eksploatacją statków i zapobieganiem zanieczyszczaniu (Kodeks ISM) była seria tragicznych wypadków morskich u schyłku XX wieku spowodowanych błędami człowieka. Kodeks ten wprowadził do zbioru międzynarodowych mechanizmów prawnych, mających zapewnić bezpieczeństwo podczas eksploatacji statku, zupełnie nowy instrument w postaci systemu zarządzania bezpieczeństwem (SMS — safety management system). Właściwie zastosowany i wdrożony przez armatora SMS, w jego przedsiębiorstwie żeglugowym, może być walorem, który nie tylko wpłynie na wymierne podniesienie poziomu bezpieczeństwa, lecz także będzie procentował optymalizacją kosztów i wzrostem renomy przedsiębiorstwa. Jednak, jeśli SMS zostanie stworzony bez zaangażowania i przekonania ze strony kadry zarządzającej, będzie jedynie pustą i fasadową, biurokratyczną procedurą, która nie tylko nie spełni swojego celu, ale będzie też jedynie dodatkowym obciążeniem dla całego personelu. W niniejszym artykule przedstawiono specyfikę SMS i jego wpływ na szeroko rozumiane bezpieczeństwo w przedsiębiorstwie prowadzonym przez armatora, a w tym bezpieczeństwo statków w jego flocie, oraz podkreślony został warunek skuteczności procedur SMS określonych w każdym shipboard manual (manualu statkowym) dla statku, czyli konieczność ukształtowania nowej kultury bezpieczeństwa.
The main reason behind the development of the International Safety Management Code was a series of tragic maritime accidents at the end of the twentieth century caused by human error. The ISM Code has introduced a brand new instrument, the safety management system (SMS), to the set of already existing legal devices, established to ensure safety during ship operation. Properly applied and implemented within the shipping company, SMS can be an advantage that will not only result in a measurable increase in the level of safety, but will also result in cost optimization and an increase in the company’s reputation. However, if an SMS is conceived without commitment and conviction on the part of the management, it will be only an empty and façade, bureaucratic procedure that will not only fail its purpose, but will also only be an additional burden for all staff. The following article will present the characteristics of SMS and its impact both on the broadly understood safety in the shipping company, and including vessels in its fleet, moreover the requirement of the efficiency of SMS procedures specified in shipboard manual for each vessel will be emphasized, which is the need to create a new safety culture.

The aim of the article is to explain interconnectivity between corporate culture and safety culture, which aim to utilize motivation to prevent work accidents and other unwanted events in an enterprise. The article deals with ways how to improve approaches to Occupational Health & Safety, OH&S, at work place through proper direction of corporate culture. It introduces internal and external determinants of corporate culture, which have a significant effect. The article introduces common features of corporate culture and safety culture as an element of the OH&S management system with emphasis on system effectiveness. The final portion of the article presents the hierarchy of needs model, which may serve as a basis motivating employees to follow safety and health rules at work place.
Celem artykułu jest wyjaśnienie wzajemnych połączeń między kulturą korporacyjną i kulturą bezpieczeństwa, które mają na celu wykorzystanie motywacji w celu zapobiegania wypadkom przy pracy i innych niepożądanych zdarzeń w przedsiębiorstwie. W artykule wskazano na sposoby poprawy podejścia do bezpieczeństwa i higieny pracy, BHP w miejscu pracy, poprzez właściwą stronę kultury korporacyjnej. Wprowadzono wewnętrzne i zewnętrzne determinanty kultury korporacyjnej, które mają znaczący wpływ. W artykule wskazano na wspólne cechy kultury organizacyjnej i kultury bezpieczeństwa, jako element systemu zarządzania BHP z uwzględnieniem efektywności systemu. Końcowa część artykułu przedstawia hierarchię modelu potrzeb, które mogą służyć jako podstawa motywowania pracowników do przestrzegania zasad bezpieczeństwa i ochrony zdrowia w miejscu pracy.

Opis:
One of the most important ways to prevent accidents is to consider safety climate or culture. Moreover, some studies suggest that behavior contributes to 86%–96% of all injuries. This cross-sectional study took place in an Iranian petrochemical company in 2010. Vinodkumar and Bhasi's safety climate questionnaire and an ergonomic behavior sampling checklist were the data collection tools. Cronbach’s α for questionnaire reliability was .928. With reference to the results of a pilot study, a sample of 1755 was determined for behavior sampling. We used principal component analysis (PCA) to derive the coefficient of paths in the path model and the Anderson–Rabin method to calculate factor scores. The results showed that safety climate was an effective predictor of ergonomic behavior (p < .01). They also showed the importance of decreasing the number of workers with negative safety climate. Moreover, it is necessary to promote workers’ ergonomic behaviors in the workplace.

This paper addresses the question of whether adopting safety culture improves hazard prevention in enterprises characterized by high primary risk. To answer this question, sample underground coal mines were examined to investigate the basic elements of the safety culture of employees. This paper presents the results of a diagnosis of the basic elements of the safety culture of supervisors (midlevel managers) and blue-collar workers in 3 underground coal mines. The study used 2 techniques: a Likert-type scale and a questionnaire. The results indicate the need to introduce changes in the safety culture of underground coal mine employees. This study also presents the conditions for improvement. Special attention was paid to (a) the conditions for improving safety culture and (b) a programme for modifying risky behaviours.

The article presents a discussion on the essence and scope of the concept of work safety culture and indicates the importance of this phenomenon in the process of increasing work safety and security in a company. Selected classifications of safety culture factors are described, and the more important ones are characterized. In particular, attention is paid to the issues of analyzing and developing work safety culture. The aim of the article is to present the concept of diagnosing work safety culture in a modern company and the conditions for its implementation. The results of empirical research obtained with the use of the abovementioned analysis methodology are also presented. In the process of diagnosing the culture of occupational safety, the case study method and the technique of document analysis as well as discussions and interviews with management and employees were used. The article concludes with general substantive recommendations and methodological guidelines for companies.
W artykule przedstawiono dyskusję wokół istoty i zakresu pojęcia kultury bezpieczeństwa pracy oraz wskazano na znaczenie tego zjawiska w procesie zwiększania ochrony i bezpieczeństwa pracy w przedsiębiorstwie. Opisano wybrane klasyfikacje czynników kultury bezpieczeństwa oraz scharakteryzowano ważniejsze z nich. W szczególności zwrócono uwagę na kwestie analizy i rozwoju kultury bezpieczeństwa pracy. Celem artykułu jest przedstawienie koncepcji diagnozowania kultury bezpieczeństwa pracy we współczesnym przedsiębiorstwie oraz warunki jej implementacji. Zaprezentowano również wyniki badań empirycznych uzyskanych za pomocą wspomnianej metodyki analizy. W procesie diagnozowania kultury bezpieczeństwa pracy zastosowano metodę studium przypadku oraz technikę analizy dokumentów, rozmowy i wywiady z kadrą kierowniczą i pracownikami. W zakończeniu artykułu podano ogólne rekomendacje merytoryczne oraz wskazania metodyczne dla przedsiębiorstw.

The publication focuses on issues related to the culture of safety and the culture of quality. The aim of the publication is to analyze the literature on the subject of these two concepts and to present the relationship between the culture of quality and culture of safety. The integrated system should include the culture of an integrated management system, which will include issues related to individual partial cultures, for example the cultures of quality and safety presented in this publication. This concept includes all elements of the culture of quality and culture of occupational safety. This opens up new, interesting research fields, consistent with contemporary trends in both theory and practice of management sciences. Considering the practical dimension of management sciences, it is difficult to consider separately the "culture" of individual subsystems, where in most enterprises, especially industrial ones, these systems do not appear separately and are implemented in the form of an integrated system.

Introduction and aim: The paper presents the problem of accident rate at work with taking into consideration the particular safety at electrical equipment. They point out, that the main cause of accidents at work is the human being. On the grounds of examples they present the manner of shaping the safe behaviours of employees at the operation of electrical equipment. Material and methods: The material is selected issues from the literature. The method of theoretical analysis has been shown in the paper. Results: In the paper was defined, that about 85% of all accidents are a result of human errors, of which 85% constitute a violation of safety rules, and the remaining 15% are a result of errors committed on account of inattention, forgetfulness or ignorance. Therefore a prophylactic success to a considerable extent depends on an efficient influencing the motivation to a safe conduct at the operation of electrical equipment. Conclusion: The problematique of training Polish electricians within the scope of work safety in relation to the process of changes, which take place on the educational market and labour market, is entangled in a chain of diversified personality, social, and material-technical factors. The consequence of the changing attitudes is an improvement of the conditions of work and reduction of the frequency of adopting dangerous conducts.
Wstęp i cele: W artykule przedstawiono problem wypadkowości w pracy w szczególności z uwzględnieniem bezpieczeństwa w urządzeniach elektrycznych. Zwrócono uwagę, że główną przyczyną wypadków przy pracy jest człowiek. Na podstawie przykładów zilustrowano sposób kształtowania bezpiecznych zachowań pracowników w pracy urządzeń elektrycznych. Materiał i metody: Materiałem są wybrane zagadnienia z literatury przedmiotu. Zastosowano metodę analizy teoretycznej. Wyniki: W pracy określono, iż około 85% wszystkich wypadków są wynikiem błędów ludzkich, z czego 85% stanowią naruszenie zasad bezpieczeństwa, a pozostałe 15% są wynikiem błędów popełnionych z powodu nieuwagi, zapomnienia i niewiedzy. Dlatego też profilaktyczne sukces w znacznym stopniu zależy od skutecznego wpływu na motywację do bezpiecznego prowadzenia w pracy urządzeń elektrycznych. Wniosek: Problematyka treningu elektryków polskich w zakresie bezpieczeństwa pracy w odniesieniu do procesu zmian, które odbywają się na rynku edukacyjnym i rynku pracy, jest zaplątana w sieć zróżnicowanej osobowości, społeczne i techniczne czynniki materialne. Konsekwencją zmieniających się postaw jest poprawa warunków pracy i zmniejszenie częstotliwości przyjmowania niebezpiecznych przepustek.

The article presents a survey conducted in one of the branches of ZG Rudna and in Fabryka Maszyn i Urządzeń Gastronomicznych (Machinery and Catering Appliances Plant) “Kromet.” The questionnaires were conducted with the use of the author’s survey. The level of safety culture in two different industrial plants was compared. The comparison of questionnaire results regarding the safety climate allows to assess whether any general tendencies and regularities exist in the reception of various forms of safety management. Two categories were chosen for the comparison: education and professional experience in the workplace. The level of safety culture in both workplaces is comparable, despite utterly different production profiles and employment structures. It can be assumed that cultural and social matters have an effect on the level of safety.
W artykule przedstawiono badania ankietowe przeprowadzone na jednym z oddziałów w ZG Rudna oraz w Fabryce Maszyn i Urządzeń Gastronomicznych „Kromet” Badania przeprowadzono za pomocą autorskiego kwestionariusza ankietowego. Porównano poziom kultury bezpieczeństwa w dwóch różnych zakładach przemysłowych. Porównanie wyników ankiety dotyczącej klimatu bezpieczeństwa pozwoliło ocenić, czy istnieją jakieś ogólne tendencje (prawidłowości) w odbiorze różnych form zarządzania bezpieczeństwem. Do porównania wybrano dwie kategorie: wykształcenie i staż pracy w danym zakładzie pracy. Poziom kultury bezpieczeństwa w obu zakładach pracy jest bardzo do siebie zbliżony, pomimo zupełnie odmiennego profilu produkcji i struktury zatrudnienia. Można przypuszczać, że wpływ na poziom bezpieczeństwa mają kwestie kulturowe lub społeczne.

The article presents the results of a survey study on the level of organizational culture in the area of occupational health and safety. Culture defined in the area of occupational health and safety is one of the components of an organizational culture; consequently, it must be appraised and responded to in order to improve the quality of the culture. The results of the study enabled the authors to draw the occupational health and safety culture net that assists in direct management of this problem and contributes to raising of the OHS level in companies.
W artykule przestawiono wyniki badań ankietowych dotyczących badania poziomu kultury organizacji w zakresie bezpieczeństwa i higieny pracy. Kultura definiowania w zakresie bezpieczeństwa i higieny pracy jest jednym z elementów składowych kultury organizacji, zatem trzeba ją wyceniać i reagować w celu poprawy jakości kultury. Wyniki badań pozwoliły Autorom wykreślić siatkę kultury bezpieczeństwa i higieny pracy, która pomaga w bezpośrednim zarządzaniu tym zagadnieniem i przyczynia się do podnoszenia poziomu bhp w firmach.

The list of organisational factors that may constitute accident premises represents a good analysis instrument, equally preventive, but also retrospective, in investigation situations. Forming an effective safety culture is a vital element of acquiring and maintaining an appropriate level of safety and implicitly limiting aviation events. The safety culture “growth” process starts by successfully choosing the right model for the organisation, evaluating the safety culture with the help of the right tools and capitalising the results by taking improvement measures. Once acquired, the safety culture gives the organisation an increased level of security and confidence, thus: low accident rate, active involvement and responsibility from all members, initiative in operations, safety procedures, direct and effective feedback, careful and constant research of procedures, continuous and intense training, setting performance standards both indoors and outdoors, planning several scenarios to create the required variety, the desire to try new ideas, accepting the risk, the failure.

Opis:
The subject of the research conducted for the purpose of this article was the crisis generated by the COVID 19 pandemic, which continues to spread around the world. An attempt was made to define the current and anticipated consequences of the pandemic in terms of several areas of the broadly understood concept of safety. Purpose: The purpose of the article was to present one of the possible methods for examination of the multidimensional safety problems generated by the pandemic at a national and international level. Method: The article was prepared using a problem based approach and elements of the heuristic method: the new look method and the analogue method The research part was, in turn, based on critical document analysis. Results: The article demonstrates the possibilities offered by a holistic research perspective and the need for an inter and transdisciplinary approach. On the basis of the current experience with the pandemic, several theoretical models were suggested for examining the consequences of COVID 19 and prepare for similar challenges in the future The applicability of these models was previously tested empirically in relation to the crisis management system in Poland. Conclusions: The conclusions may have cognitive and practical value, especially in relation to safety systems and the related subsystem of health safety, as well as for education.

Opis:
One of the most important aims of this paper is to identify the current idea of safety culture, and to present authors’ understanding of safety culture, how it may be comprehended and perceived, and what benefit it can bring for improving safety at sea. This article discusses the human role in this aspect, namely, who fulfils their responsibilities (work, service, duty) which are connected in a wide understanding of maritime Industry (both at sea and on land). The preliminary analysis of the concepts of safety culture, which has been carried out, points clearly to the human factor (which has a direct impact on the shape and meaning of safety culture) as one of the main links which connects multidimensional maritime safety, environmental protection and safety of life at sea.
Jednym z najważniejszych celów artykułu jest ustalenie obecnego poglądu na kulturę bezpieczeństwa, przedstawienie stanowiska autorów na ten temat, a także korzyści, jakie ta kultura może przynieść dla bezpieczeństwa na morzu. W artykule rozważana jest rola człowieka realizującego zadania (praca, służba) związane z szeroko rozumianym przemysłem morskim (na morzu i na lądzie). Wstępna analiza koncepcji kultury bezpieczeństwa wyraźnie wskazuje na czynnik ludzki (który ma bezpośredni wpływ na kształt i znaczenie kultury bezpieczeństwa) jako jeden z elementów łączących wielowymiarowe bezpieczeństwo morskie, ochronę środowiska oraz bezpieczeństwo życia na morzu.

The COVID-19 pandemic has had a significant impact on personal and professional lives of people around the whole world. Numerous enterprises were forced to limit their activities. However, the employees of certain industries, performing work necessary for the normal functioning of the society, have been constantly exposed to epidemiological threats. The construction industry is an example of this. The ongoing threat of the pandemic could have had a significant impact on the workers’ behaviour and perceptions of safety. The work safety culture could have undergone such a change. The main purpose of the article was to determine whether the pandemic influenced the work safety culture in the construction industry. The methodological tool applied was a questionnaire addressed to people who directly supervised work on construction sites. The survey was conducted among 49 Polish enterprises operating in the Silesian Province. The results of the research indicate that the COVID-19 pandemic has caused changes in the work safety culture, most of which were positive. An analysis of the litera-ture on the impact of the COVID-19 pandemic on the safety of workers indicates that publications in this area are primarily aimed at representatives of healthcare, while there are few publications on changes in the area of health and safety in the construction industry. This paper is an attempt to fill this research gap.
