Knowledge-based economy (KBE) has been recently the subject of many analyses and academic research. Methods of its assessment have been worked out by a few international institutions such as the World Bank. Their experts has estimated knowledge index for 128 countries in knowledge assessment methodology (KAM 2005), by normalizing each variables. The author of the article used KAM to calculate knowledge index for Polish provinces, through making modification from macro level to mezo level. All variables are divided into five pillars: variables of economic regime, governance, innovation systems, education, and 1CT (information and communication technology). All provinces received own knowledge index, that is the arithmetic average of normalized variables. Mazovia province achieved the highest result (7.07) of knowledge index but Podlasie province the lowest (3.65), according to calculation based on KAM from the World Bank.
Gospodarka oparta na wiedzy (GOW) jest od kilku lat tematem wielu analiz i badań naukowych. Próby jej pomiaru i diagnozy w ujęciu skali makro dokonało kilka międzynarodowych instytucji, w tym zespół z Banku Światowego. W swej metodologii knowledge assessment methodology (KAM) eksperci z Banku Światowego jako wynik analiz dla każdego ze 128 krajów podają wskaźnik wiedzy, który jest obliczony na podstawie znormalizowanych wcześniej zmiennych. Na podstawie zaktualizowanej metody pomiaru wiedzy KAM 2005 autor artykułu przeprowadził analizę gospodarki opartej na wiedzy dla województw Polski. Po zmodyfikowaniu zmiennych dla poziomu skali mezo ujęto je w następujące filary GOW: infrastruktura instytucjonalna, polityka regulacyjna, edukacja, infrastruktura teleinformacyjna i innowacyjność. Dla każdego województwa dokonano obliczenia wskaźnika wiedzy, będącego średnią poszczególnych zmiennych, uprzednio poddanych normalizacji. Bazując na metodzie KAM z Banku Światowego, najwyższa wartość indeksu wiedzy wyniosła w województwie mazowieckim (7.07), a najniższa w podlaskim (3.65).

The author distinguishes three fields of research concerning knowledge and the so-called knowledge-based economy: – definitions and general reflections based on theory; – international comparative analyses of general character; – international comparisons and analysis based on statistical and econometric methods. Then, the results of research within the three afore-mentioned disciplines are discussed. The conclusion states that knowledge is the main determinant of growth in the long run, but in the short and medium perspective, it is only one of a number of other determinants affecting the growth rates. In the final part, the author emphasizes the role of the quality of education and intellectual capital in the long-term economic growth of the country.

Technological e-foresight on the subject of "Foresight of surface properties formation leading technologies of engineering materials and biomaterials. FORSURF" aims to identify the priority innovative technologies and strategic research trends concerning the materials surface engineering. For the purposes of conducting e-foresight, the methodology of computer aided foresight integrated researches management has been used. Conducted foresight research makes an effort to meet the market expectations and its implementation will facilitate the formulation of development strategy for small and medium-sized enterprises. The identification of leading technologies and presenting them in the form of information sheets will allow the economic representatives to be presented with those of them which have the greatest chance of contributing to the country's sustainable development. It will also provide the possibility to determin the scale of the described phenomena and select those technologies which are best for the effective implementation in the industry in respect of their advancement and "quality-price" relationship. The achievement of foresight objectives will contribute, in the long-term, to the development of knowledge-based economy, statistical increase in the quality of technologies implemented in the industry, and sustainable development.

The goal of the article is to determine the role played by observance of human rights in shaping the position of the European enterprise in the knowledge-based economy. It has been assumed that the condition most expected by an entrepreneur is to achieve a competitive advantage. The concept of observance of human rights in conducting business activities is connected with business ethics and the idea of corporate social responsibility, while economic well-being can be achieved in the conditions of a knowledge-based economy.  One of the conditions for the survival and development of the employer conducting business activities in the knowledge-based economy is to effectively motivate employees to reveal their knowledge and use it in practice. Non-financial motivation may involve the feeling of identification with the employer.

Schumpeter’s growth theory (based on innovations, entrepreneurs, long waves and “creative destruction”) seems to be most adequate to discuss principles of the Knowledge Based Economy. In the paper, the author discussed the assumptions of Schumpeter’s theory in three subsections: “Long waves” leading to the Knowledge Based Economy, Innovation as a core of Schumpeter’s economy, and Neo-Schumpeterian “growth” as a pillar of Knowledge Based Economy. The purpose of this paper is to show the Neo-Schumpeterian paradigms versus Knowledge Based Economy. Conclusions drawn from the study allow to state that definitions and concepts created by Schumpeter nearly over half of the century ago and Neo-Schumpeterians nowadays are perfectly in tune with the objectives of the functioning of Knowledge Based Economy in XXI century.

The article presents a spatial analysis of the knowledge-based economy in Poland in regional terms in 2003 and 2011. Nowadays, knowledge is regarded as one of the factors of production besides land, labor and capital. The ability to create, collect and effectively use knowledge contributes to the generation of innovation, acquiring long-term competitive advantages and economic success. Polish provinces are the basic territorial units, on which the calculations have been carried out. The period of time was purposely chosen to determine the impact of Polish accession to the European Union and the possibility of using the Structural Funds in the development of local economies based on knowledge. The purpose of this article is to identify disparities in the use of knowledge in socio-economic life in the Polish provinces. The study was conducted using a taxonomic measure of development (one of the tools of multidimensional comparative analysis). Classification of provinces was constructed on the basis of KEI (Knowledge Economy Index) and KI (Knowledge Index) which are used by the World Bank in Knowledge Assessment Methodology (KAM). The division into four pillars (i.e. The Economic Incentive and Institutional Regime, The Innovation System, Education and Human Resources, Information and Communication Technology) attempts to explain the relationship between the factors of development.

Research background: Information infrastructure is a very important pillar within a knowledge-based economy. The widespread use of information and communication technologies facilitates effective communication, dissemination and processing of information and knowledge. It also creates new opportunities for the effective use of knowledge and information in building competitive advantage. Information infrastructure is also a significant determinant in the development of territorial units, and therefore it affects the regional dimension of building the knowledge-based economy in Poland. Purpose of the article: The purpose of the study was to evaluate regional differentiation of the level of information infrastructure in Poland, and changes which occurred in this respect between 2010 and 2015. An attempt was made to provide an answer to the following question: Are regional differences in the level of information infrastructure in Poland increasing or decreasing, i.e. is a regional divergence or a regional convergence process taking place in this respect? Methods: Taxonomic methods were used, including linear ordering based on a synthetic variable and a method of grouping linearly-ordered objects. Findings & Value added: The regional differentiation of the level of information infra-structure in Poland has slightly decreased, which means, that a slow convergence process has taken place in this respect. This fact is confirmed by the value of the variation coefficient, which fell from a level of 17.6% in 2010 to a level of 14.4% in 2015. Convergence processes were observed in twelve provinces. In the case of seven of them, they had the nature of a catching-up effect, and in the case of the remaining five — a lagging-behind effect. Divergence processes were observed in four provinces. The Dolnośląskie and Mazowieckie Provinces distanced themselves from other areas of the country. In the Małopolskie and Opolskie Provinces a marginalisation effect was observed.

ntując aktualne strategie rozwoju ekonomicznego, coraz częściej podkreśla się konieczność odejścia od dotychczasowego modelu gospodarki, jego redefinicję i potrzebę wypracowania nowej koncepcji gospodarki opartej na wiedzy (GOW). Kierunek zmian wyznaczonych rozwojem gospodarki opartej na wiedzy niesie jednak ze sobą szereg wyzwań, którym należy sprostać i które stopniowo uwzględnia się w licznych strategiach zrównoważonego rozwoju. Podobnie, jak realizacja określonych wizji rozwoju zrównoważonego generuje konieczność przyjęcia ściśle określonych założeń, odmiennych od wytycznych stawianych ekonomii głównego nurtu. Artykuł stanowi próbę zbadania zależności pomiędzy GOW a koncepcją zrównoważonego rozwoju, zwłaszcza w odniesieniu do jej ekonomicznych implikacji. Została podjęta także ocena praktycznego funkcjonowania zrównoważonej gospodarki opartej na wiedzy jako ważnej, z punktu widzenia kształtowania społeczeństwa informacyjnego, strategii rozwoju.
Various presentations of the current strategies for economic development increasingly stress the need to abandon the existing model of economy, its redefinition and the necessity to develop a new concept of knowledge-based economy (KBE). Consequently, knowledge is attributed an essential role in stimulating socio-economic development, including also sustainable development. The direction of changes designated by the development of knowledge- -based economy, however, carries with it a number of challenges that must be dealt with and which are gradually being included in numerous sustainable development strategies. Similarly, implementation of certain visions of sustainable development generates the need to make specific assumptions, different from the guidelines defined for the mainstream economy (e.g. taking into account global modelling and system analysis or the law of entropy) (Czaja 2011: 164). Implementation of the preferred directions of development, requires not so much efficient, but proper management, i.e. one which would translate itself onto the plane of decision-making and, subsequently, that of application. Management processes, including management of sustainable development which draws on the principles of a knowledge-based economy, require also taking into account those factors that can really support the sphere of praxis and hence help to shape a knowledge-based society. This article aims at examining the relationship between a knowledge-based economy and the concept of sustainable development, especially in relation to its economic implications. It will, moreover, concentrate on the assessment of practical functioning of a sustainable knowledge-based economy which constitutes an important development strategy in the process of shaping an information society.

RESEARCH OBJECTIVE: The goal of the article is to identify the most significant factors that influence the general trends towards the new dimension of university-business partnerships. THE RESEARCH PROBLEM AND METHODS: The authors state that modernization processes are essential for social development based on two paradigms: the new paradigm of development policy and the knowledge-based economy paradigm. Authors based their assumptions on the rational choice theory, as well as network institutionalism. The preliminary results of the research were based on 23 individual in-depth interviews with representatives of research institutions, universities and entrepreneurs’ associations, in four cities in Poland (Cracow, Poznan, Warsaw, Wroclaw). THE PROCESS OF ARGUMENTATION: The new goal of development policy is not only the growth of GDP per capita, but also the raise of living standards. Many of the premises are planted in the modern understanding of global economy, based on knowledge-based economy paradigm, according to which the key ability is to implement research into service and production processes (Błaszczyk et al., p. 70), and university-business partnerships might be the right instrument to achieve that to a greater extent. RESEARCH RESULTS: On the basis of the preliminary research results presented in the article the authors have come to the conclusions that there are three specific levels, within which processes of social change take place, in case of university-business partnerships: 1. culture/customs, 2. legal regulations, 3. access to financial support. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: The processes of social change in the context of the new paradigm of development policy have already started – there is a significant need of each of the actors to undertake cooperation, as it is a prerequisite of innovative growth. However, the conditions to start it are not yet sufficiently developed. Hence, there is a strong recommendation that the course of development policy was strongly based on the creation of improved conditions for cooperation.

Subject and purpose of work: This paper analyzes the level of knowledge-based economy (KBE) in terms of sustainable development across the provinces (voivodships) of Poland in 2020. The underlying assumption of this study is that knowledge and skills are one of the fundamental preconditions for successfully implementing the concept of sustainable development. Materials and methods: In order to calculate the rankings of Polish voivodships a synthetic indicator developed on the basis of the zeroed unitarization method was used. Results: There are vast disproportions in the levels of KBE across the voivodeships of Poland. The most advanced KBE was identified in the Mazowieckie Voivodship, and the least developed KBE was found in the Lubuskie voivodship. Conclusions: The capacity to develop a knowledge-based economy is inextricably interrelated with the quality of the social capital, which is directly attributable to the levels of education. In order to offset the interregional disproportions spending on research and development needs to be increased and the investments in human capital (e.g. through career planning, training, improving the professional qualifications of employees, discretionary bonuses) and new technologies should be expanded.

The article raises the issue of social capital in the context of building a knowledge-based economy. Globalization, the increasing mobility of factors of production and the development of information technology have all led companies towards a stronger competitive struggle. Competing with factors of production of material nature has become insufficient. Therefore, the interest of economists is now focusing on the role of informal institutions in the process of economic growth. The growth of the designations of social capital such as trust, norms and values, collaboration and relationship building, affects the ease of information flow, creation and transfer of knowledge - all of which translate into a reduction of transaction costs, increased innovativeness and competitiveness. The purpose of this article is to present the importance of social capital in the process of building a knowledge-based economy, and above all, the growth of innovativeness and entrepreneurship on the example of Poland. The study contains a review of literature sources which deal with the role of informal institutions in the fundamental aspects of knowledge economy, and thus, the value of companies, their intellectual capital, ease of business transactions, and above all, innovativeness. The last factor is presented on the canvas of current empirical data derived from institutions analyzing the level of Polish innovativeness. In addition, the article presents the results of empirical research on cross-organizational collaboration of selected companies of the food sector in Greater Poland and the importance of social capital in achieving competitive advantage in the international arena.
