The Kingdom of Serbs, Croats, and Slovenes was created on December 1, 1918 by proclamation of Regent Alexander I Karadjordjevic. The most important step regarding the organization of the newly formed state was the adoption of the constitution. The first constitution of the newly formed state was adopted on June 28, 1921, and in science it is usually called the Vidovdan Constitution. Due to a series of internal problems, on January 6, 1929, the king suspended the Vidovdan Constitution, dissolved the assembly and banned the work of political parties, and justified the coup by the highest national and state interests. The transition to an open dictatorship did not solve any of the political, economic, or national problems that led to the crisis. Despite the fact that the king announced his return to the constitutional order as soon as possible, this would happen only after two years. With the enactment of the constitution on September 3, 1931, there was no democratization of Yugoslav society, but the king’s open dictatorship was replaced by a constitutional one. The existence of the Kingdom of Serbs, Croats, and Slovenes/Yugoslavia in the period 1918–1941 in a political sense, was marked by the changes of a covert and open dictatorship, whereby the proclaimed democratic rights and freedoms represented only a show for the public. Through the paper, the author will analyze those constitutional provisions and the king’s actions that indicate this.

Summary: According to Gabriella Elgenius, the societal significance of holidays lies in the preservation of collective memory. Annually repeated shared rituals reinforce the memory of those events and personalities that are expected to be familiar to all the members of the community, in effect pushing all other ones into the shadow of collective forgetting. What is more, the emotionally charged commemorations remind members of the community about their social ties and shared history, reinforcing their national identity. The same process occurred in the newly-formed Kingdom of Serbs, Croats and Slovenes, where the key players exploited national ceremony to implement their (re)interpretations of the past (as the dark age of national dispersion and slavery to foreign masters) and their new agenda for the future. The Unification Day, celebrated on 1 December, as well as the other state holidays, were supposed to contribute to the formation and reinforcement of the narrative image of a community that defined itself as Us and feels like One. The purpose of the Unification Day was to stage national unity and collectively express the will to belong to a firm and lasting community, in order to make sense of the death of past martyrs who gave their lives for Vidovdan ideals. A nation-state cannot exist without national unity. Regretfully, the ruling elites in the Kingdom of Serbs, Croats and Slovenes failed, for various reasons, to nationalise the collective memory of the past and construct an efficient, internalised nationalist ideology. Thus, the Kingdom entered history as the single nation-state without its own nationalism, which meant it was missing the greatest mobilisation force, one that in the modern period has proved itself stronger than geography or religion and more stable than political and economic interests. Even though at the end of the war the citizens of the newly established kingdom were all rooting for Yugoslavia, the new nationstate failed to create the Yugoslavians as a people. It would seem that up until King Alexander’s declaration of dictatorship it had channelled its powers, and even its violence, mostly into the creation of the Serbs.

In the first years of the Kingdom of Serbs, Croats, and Slovenes, the foundations were laid for a political crisis that later marked its entire existence until its collapse at the outset of World War II. One of the basic causes for this situation was the centralist policy implemented by the dominant political actors, despite the complexities and heterogeneity of the new state. This study analyses the direction and tempo with which this centralist system was built from 1918 to 1923, with a focus on the western regions which had been a part of the Austro‑Hungarian Empire until 1918, and whose political representatives most strongly opposed centralisation.

The economic and social provisions of the Vidovdan constitution represent its most advanced part. Its introduction was a step forward towards the creation of a socially responsible state. However, their basic goal, increasing the cultural and economic well-being of the people, was not achieved and the economic crisis deepened. In the post-war state, burdened with cultural, religious, and national differences, the democratic constitution did not last long. The author tries to explain the factors that influenced the adoption of these provisions and their (non) implementation. Whether the failure of economic and social provisions was determined by the fate of the constitution or by objective facts is difficult to say. The author seeks to prove that the collapse of the constitution and its economic and social provisions was influenced by a number of unfavorable circumstances, such as the economic underdevelopment of the state, the remnants of feudal relations, political disunity, resistance to the new state, and Serbian hegemony. Using the historical-legal method of research, combined with economic and sociological methods, the socio-economic provisions of the Vidovdan Constitution and their implementation will be analyzed.
