    Opis:
    The article deals with the assets of building broad-gauge lines in Europe. The delivery time for international transport of goods affects international business in terms of the capital put into goods and subsequently affects its turnover rate. The current disproportion of different line gauges in Europe causes significant problems in the transport of goods especially in commodity streams in the East - West direction. Based on previous research of commodity streams in international trade and a comprehensive analysis of all performed studies for building broad gauge lines, the assets of building these lines included the development of employment, increasing the transport capacity and the building of transshipment stations in Slovakia. The current geopolitical developments have also a significant impact on international transport and important transport links, therefore diversifying these risks is a logical consideration to ensure the smooth delivery of goods and thus the development of international trade.
    Artykuł omawia koszty budowy kolei szerokotorowej w Europie. Czas dostawy w międzynarodowym transporcie towarów wpływa na prowadzenie międzynarodowej działalności gospodarczej, a także na obrót kapitałem. Występujące obecnie różnice w szerokości linii kolejowych w Europie powodują znaczne problemy podczas transportu towarów, zwłaszcza ze Wschodu na Zachód. Dotychczasowe badania przewozów towarowych w handlu międzynarodowym i kompleksowe analizy kosztów budowy szerokotorowych linii kolejowych wskazują na wzrost zdolności przewozowych, ale także na budowę nowych stacji przeładunkowych, a tym samym na zwiększenie się zatrudnienia na Słowacji. Bieżące wydarzenia geopolityczne mają istotny wpływ na połączenia w transporcie międzynarodowy, w związku z tym zróżnicowanie i analiza zagrożeń są ważne z punktu widzenia zapewnienia sprawnych dostaw towarów, a tym samym rozwoju handlu międzynarodowego.

    This paper presents issues related to the current development needs in rail cargo transport. These needs are mainly driven by market trends, and they are often enforced by competition on the freight market and the need to protect the environment and climate. Today's requirements are related to design changes in freight wagons as well as the stationary and operational research discussed in this paper. The design intentions described below can be treated as a test run prior to the launch of cross-border transport via dedicated corridors.

    The article represents the next part of the periodical publications of the Department of Economic Research in the field of cost analysis of the Polish international freight transport companies. It summarises and makes comparative assessments of the average unit costs of these companies for 2019 in relation to the results of the previous period. The survey involved both, the carriers operating on the eastern markets and in the European Union countries. The article presents statistical characteristics of the companies surveyed, taking into account their size, determined, based on the number of the fleet’s heavy goods vehicles being operated. It also shows how the average costs of a single vehicle-kilometre (veh-km) of mileage, for a truck above 12.0 Mg GVW are shaped, according to the size of the companies and taking into account the direction of transport (EU countries). The generic structure of the costs of the companies examined has been analysed. The evolution of unit costs for both 2019 and the whole period 2009-2018 were presented in tabular and graphic form.

Dokonano w nim zestawienia i oceny porównawczej średnich kosztów jednostkowych przewoźników za 2019 rok w odniesieniu do ich wyników z lat ubiegłych. Badaniem objęto zarówno przedsiębiorstwa obsługujące rynki wschodnie, jak i państw Unii Europejskiej. Przedstawiono charakterystykę statystyczną badanych podmiotów, z uwzględnieniem ich wielkości, określonej na podstawie liczebności eksploatowanej floty pojazdów ciężarowych. Pokazano również, jak kształtują się średnie koszty jednego wozokilometra (wozokm) przebiegu dla samochodu ciężarowego powyżej 12 Mg dmc, według wielkości przedsiębiorstw oraz z uwzględnieniem kierunku przewozu (rynki UE). Analizie poddano również strukturę rodzajową kosztów badanych przedsiębiorstw. Przedstawiono w formie tabelarycznej i graficznej kształtowanie się kosztów jednostkowych w 2019 roku w odniesieniu do okresu 2009-2018.

    The article represents next part of the cyclical publications of the Department of Economic Research and Transport accessibility in the field of cost analysis of the Polish international freight transport companies. It made a comparative assessment of the average unit costs of international carriers incurred in 2021 in relation to the results from previous years. The study covered enterprises serving Eastern markets and the European Union (EU). The statistical characteristics of the surveyed entities are presented, taking into account their size, determined based on the size of the fleet of trucks operated. It also shows the average costs of one vehicle-kilometre (vehicle-km) of mileage for a truck over 12 Mg GVM, depending on the size of the enterprise and taking into account the direction of transport. The generic cost structure of the surveyed carriers was also analysed. The development of unit costs in 2021 in relation to the period 2009-2020 is presented in tabular and graphic form. A summary of the evaluation of the impact of external factors on the functioning of the sector, from the carriers’ perspective, was also presented. The study was conducted based on the questionnaires completed by carriers associated with (ZMPD) Association of International Road Carriers.

Dokonano w nim oceny porównawczej średnich kosztów jednostkowych przewoźników międzynarodowych poniesionych w 2021 roku w odniesieniu do wyników z poprzednich lat. Badaniem objęto przedsiębiorstwa obsługujące rynki wschodnie, jak i Unii Europejskiej (UE). Przedstawiono charakterystykę statystyczną badanych podmiotów, z uwzględnieniem ich wielkości, określonej na podstawie liczebności eksploatowanej floty pojazdów ciężarowych. Pokazano również, jak kształtują się średnie koszty jednego wozokilometra (wozokm) przebiegu dla samochodu ciężarowego powyżej 12 Mg DMC, w zależności od wielkości przedsiębiorstwa oraz z uwzględnieniem kierunku przewozu. Analizie poddano również strukturę rodzajową kosztów badanych przewoźników. Przedstawiono w formie tabelarycznej i graficznej kształtowanie się kosztów jednostkowych w 2021 roku w odniesieniu do okresu 2009-2020. Przedstawiono również podsumowanie oceny wpływu czynników zewnętrznych na funkcjonowanie sektora, z perspektywy przewoźników. Badanie prowadzono na podstawie ankiet wypełnionych przez przewoźników zrzeszonych w ZMPD.

    This article is about the integration idea of rail and road long-distance transport to increase the efficiency of the transport chain. The article compared two transport models - conventional (using road transport) and intermodal transport (using road and rail transport). The proposed intermodal model uses the Container Transport System for freight transport in relation: consolidation point (company) – container terminal – rail transport – container terminal – deconsolidation point and radial transport system of road transport to ensure door-to-door delivery. The model was examined to optimize cost, time, capacity and environmental factors. Moreover, in the article the main features of both models were identified and compared. Freight rates and the prices given in the article are consistent with the actual rates charged by carriers, but they are not an offer.

    In the article, the authors presented the technical, technological, legal, and business conditions of the functioning of rail freight transport in the international transport market. The authors analyzed the literature, considering this area's most important national and international normative documents. An essential element of the considerations is the presented schematic concepts of models for various forms of rail freight transport. The main ways of organizing freight transport at the eastern border were also indicated. The reasons for barriers that negatively affect the competitiveness of rail transport with other modes of transportation, especially in international transport, were shown. The rail transport market has undergone many changes recently, including investments in railway infrastructure, the growing importance of intermodal transport, and support for a more sustainable transport system. The article indicates the reasons for the occurrence of barriers that negatively affect the possibilities of further development of railways and the competitiveness of rail transport with other modes of transportation, especially in international transport.

    Public and private stakeholders that operate land border crossings are increasingly concerned about long wait times for trucks crossing from Mexico into the United States. Long wait times are detrimental to the regional competiveness, supply chain operations, the environment in the region adjacent to the border crossings, and to the overall economic development. In order to have reliable and systematic information on border crossing time and delay, a system to measure travel time through the border is required. This paper describes the basic border crossing operations at the Texas/Mexico border that serves as the foundation to identify a technology that could be used to collect border crossing information. The design and deployment processes that were used for the implementation of the border crossing time measurement system for U.S.-bound commercial vehicles are described. The paper also presents the results of the system that was developed to disseminate border crossing and wait time data. Benefits to supply chain operators at land border crossings and next steps in the development of more border-related performance measures are described.

    The main research issue refers to the identification and analysis of the key features and trends revealed on the global maritime container transport market in the years 2020-2022, as well as its general assessment in terms of the effects that such a highly concentrated market's supply side can cause for shippers and container shipping operators. The research is aimed at determining the main premises and factors stimulating the consolidation processes of the container shipping operators and ongoing market vertical and horizontal integration, as well as assessing the risks and effects resulting from maintaining the current system of regulation of this oligopolistic market. While conducting this research, the following methods were applied: factor analysis (FA), market analysis (MA) based on statistical data concerning the supply side, as well as desk research (DR), i.e. in-depth analysis of many reports, opinions, bulletins and data issued by international maritime organisations as well as research institutes. The obtained research results indicate that:1. the very advanced consolidation processes among the leading container shipping operators and, consequently, further integration of the container market, radically changes the balance of power in favour of shipping operators and creates the potential to generate serious disruptions in this market and other links in the global supply chains, 2/ regulatory antitrust authorities need to take appropriate regulatory action to limit their market power via legal measures regarding competition.
