Questions asked above are in fact questions about theoretical identity, explanative efficiency and scope of researches in the international relations science, undertaken attempts of answering them decide on particular complexity of the subject of researches, controversies around subjective scope of researches and research methods. Starting from the first serious, inter-paradigmatic debate at the turn of nineteen fiftiies and sixties, conducted by representatives of the realistic trend and new behavioural approach to the last debate from nineteen eighties and nineties, there has been lasting discussion on ontological and epistemological problems of the international relations science. However, it does not discourage researchers from continuing careful and considerable reflection on the condition of discipline and its place in the Pantheon of Science, and for sure it does not discourage them from deepening theoretical discourse on explanative efficiency of various theoretical approaches and their methodological correctness in the process of getting to know, as well as explaining world complexity at the turn of the 20th and 21st century and new gauntlets thrown down by the 21st century.

After the collapse of the bipolar international system, a new line of “soft” division in Europe has been established in East-Central Europe. The article seeks to verify the hypothesis that Central and Eastern Europe is an international relations area but is not a cohesive, tightly-knit region united by common institutions, historical experience and the resulting awareness of a separate identity and a sense of community vis-à-vis the external world whereas the international order herein is a dynamic process undergoing evolution. Despite the passage of over twenty years since the collapse of the bipolar system, this process has not yet been completed.

Generally idea of united Europe has to guarantee peace and stabilization on it territory. At what there is dispute in aspect of stated of this territory. It notices itself, that borders of Europe wasn’t definite; it treats this particularly it concerns eastern border, which was movable. Trying to show borders of Europe usually it calls itself three conceptions. First from cancellation oneself to empire of Charles Great. Ruler that created monarchy in conditions of threat expansion of Arabs. That notion came into being European also, which fighting knights with Arabias invasions on Pyrenean Peninsula were defined. Heirs of Great Charles, Ottons, divided own territory on four large regions: Italy, Germany, Gaul and Sclavinia. Eastern border came to river Elbe: with run of years Otton’s territory included Hungary, Czech Republic, Poland. Second conception was built on so-called eastern schisms from 16th July of 1054 year. Christian world divided (orthodox) and western (roman catholic onto eastern order, called also catholic). Line of division ran resource from Adriatic to Danube, existing in XX century called state Yugoslavia; on Balkans they be shaped then Slavic communities; Serbians as well as Bulgarians tied with Orthodox Church, Slovenians and Croats with Catholicism. Alongside with Christianization civilization border shifted beyond Danube reaching for Arctic borders of continent. In Catholic circle there were Hungarians, western Slavs (Czechs, Slovaks, poles), Balts, Estonians and Finns; meanwhile in circle of order orthodox church found themselves Romanians and eastern Slavs (Ukrainians, Byelorussian).2 Russian diplomatist Wasilij Tatiszew on beginning XVIII age advanced third conception, recognizing mountains and river Ural for eastern border of Europe; he showed, that one should Russia to Europe.

RESEARCH OBJECTIVE: The aim of the paper is twofold: (1) polemics with Alexander Wendt’s thesis that state is a person and (2) innovative approach to the problem of anthropomorphism of state in general theories of International Relations. THE RESEARCH PROBLEM AND METHODS: How is anthropomor‑ phism of the state present in the language of grand theories of IR? How the language as a system shapes the phenomenon of anthropomorphism of the state in those?”. Research methods: qualitative content analysis and close reading research technique. THE PROCESS OF ARGUMENTATION: Using these research method and techniques, the author analyses theories of Hans Morgenthau, Raymond Aron, Headley Bull, Morton Kaplan, and Kenneth Waltz seeking the presence of anthropomorphism as a feature of their language. He summarises his find‑ ings that enable him to critically engage with Alexander Wendt’s thesis, hence fulfilling the scientific objective of the paper. RESEARCH RESULTS: On the basis of the conducted research, the anthro‑ pomorphism of state is a fact of language of the analysed theories. CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: The author problematizes Alexander Wendt’s thesis that state is a person by pointing out that anthropomorphism of state is not predicated upon the ontological reality of state as person, but on the linguistic rule that language seeks the economy of utterances. Pointing out to this fact is novel, since the literature referred in the article largely omits it. It is an important contribution for all the scholars for whom the problem of the state is a major research interest.
CEL NAUKOWY: Artukół ma dwa zasadnicze cele: 1) Polemikę z tezą Aleksanda Wendta, że państwo jest osobą; 2) Innowacyjne podejście do problemu antropomorfizowania państwa w ogólnych teoriach nauki o stosunkach międzynarodowych. PROBLEM I METODY BADAWCZE: W jaki sposób antropomorfizacjia obecna jest w języku ogólnych teorii nauki o stosunkach międzynarodowych? W jaki sposób język jako system kształtuje i warunkuje fenomen antropomorfizacji w ogólnych teoriach nauki o stosunkach międzynarodowych  Metody badawcze: jakościowa analiza treści i technika bliskiego czytania ARGUMENT: Używając powyższych metod autor analizuje teorie Hansa Morgenthaua, Raymonda Arona, Hedleya Bulla, Mortona Kaplana i Kennetha Waltza poszukując obecności antropomorfizacji jako fenomenu językowego obecnego w treści tych teorii. Podsumowuje swe wnoski, że antropomorfiazacja jest obecna w języku tych teorii i wynika z zasady dążenia języka do ekonomii wypowiedzi. To z kolei pozwala, krytycznie odnieść się do tezy Aleksandra Wendta, że państwo to osoba.  WYNIK ANALIZY NAUKOWEJ: Na podstawie przeprowadzonych badań autor stwierdz, że natropomorfizacjia jest fenomenem językowym występującym w treści wybranych ogólnych teorii nauki o stosunkach międzynarodowych, który wywodłany jest dążeniem języka jako systemu do ekonomii wypowiedzi. WNIOSKI, INNOWACJE, REKOMENDACJE: Autor problematyzuje tezę Aleksandra Wendta, że państwo jest osobą, poprzez wskazanie, że antropomorfizowanie państwa nie wynika z ontologicznej realności państwa jako osoby, ale z zasady lingwistycznej, że system językowy dąży do ekonomii wypowiedzi. Podkreslenie tego faktu ma charakter innowacyjny, ponieważ cytowana w artukule literatura w zasadzie kwestię tę pomija. Wynik maukowy przeprowadzonych badań jest istotnym wkładem w reflekcję metateoretyczną w nauce o stosunkach międzynarodowych ważną dla wszystkich tych badaczy, dla których państwo jest znaczącym problemem badawczym.

Considerations devoted to postmodern diplomacy should be preceded by reflection on the phenomenon of postmodernity, because everything, what it expresses, creates some kind of depth of causative powers of changes, which affect diplomacy, traditionally connected with state, its foreign policy, raison d’état, reasons and interests, to realisation of which it should serve. The diplomat’s mandate is still a mandate coming from state, which they represent and on behalf of which they act. However, on the other hand, diplomatic functions are more and more often attributed to non-state subjects, which have different objectives and tasks to accomplish.

In this article the author is going to answer the question, that intrigues many researchers of international relations and political science – is it possible to build a grand theory explaining actions and behaviours of political, and international, entities? International relations are distinguished from other disciplines of science by its special character: they are polyarchic, plural, complex and impulsive. This is why we find here, exceptional in contrary to other, more mature disciplines, diversity of opinions and answers to the question – in what way international relations shall be build? Searching for the right answer the researchers of international relations have to cross borders of many disciplines, also using research methods of sociologists, historians, economists, lawyers, psychologists and anthropologists. There is a similar problem with political science, as the political matter is widely interpreted and, depending on the researcher and the analysed political system, its scope is wide as when using so called largo sense in the totalitarian states, where even the choice of school for a child has a political character or as when using so called strict sense in the democratic systems.

At the turn of the 21st century, under the influence of “quick transformation” undergone by the international relations, we have rather to do with “a carnival” of theoretical approaches competing with each other. Undoubtedly, it hampers the discourse about the research area within the scope of what is usually de" ned as international relations, and about epistemological condition of the discipline with over 100 years of tradition. In this theoretical chaos there are being posed questions if the international relations are “clearly de" ned domain of intellectual reflection, if they have specific features distinguishing” them against other social sciences, or if it is possible to create universal mega-theory in the international, dynamic, diverse and energetic environment, and if yes, then further questions are appearing. They concern two issues: ontological beings around which the international relations, seen as “autonomous,” scientifically clear discipline, would consolidate, and methods of acquiring knowledge about it. Those who doubt, especially philosophers and sociologists, pose also questions if and how much it is possible to get objective knowledge, that is not burdened with the reflex of subjective system of values, ideas and experiences of a researcher.

The research goal of this paper is to develop a two-dimensional catalogue of security threats related to areas beyond national jurisdiction, taking into account specific features of each area and its legal regime. The catalogue of threats will take the form of a matrix where each area beyond national jurisdiction will be juxtaposed with five categories of threats: political, military, ecological, economic and human security. The matrix will visualize which threats are of relevance to the security of a particular area beyond national jurisdiction as well as which threats originating in a particular area beyond national jurisdiction are of relevance to the security of States and the whole international community.

On February 17, 2008 the Assembly of Kosovo adopted the text of unilateral declaration that proclaimed Kosovo as “an independent, sovereign and democratic country” 1. The declaration of independence enacted by Kosovo has instantaneously gained its numerous supporters, as well as opponents. The problem of Kosovo's final status is a crucial issue for the stability on the Balkan Peninsula. Other entities claim that the legitimacy of recognition or nonrecognition pf an independent Kosovar state is motivated, on the one hand, by compliance with international law standards and on the other hand by states’ own individual interests in the international arena.

Tourism management is a significant mean for realization of various political objectives, such as development of a given country’s image abroad, or a character and the zone of relations with other states. It is also a phenomenon of sizable and diversified contents. The tourism itself plays a significant role as one of the components of international economic relations. Currently, tourism and/or tourism management is a reason for numerous scientific studies. Tourism is continuously accompanied by such phenomena and notions as: migration of persons, transfer of money and capital, exchange of goods and services, currency exchange rates, international cooperation or balance of payments. The problems associated with foreign tourism occupies an important position in the scope of international economic relations. Purpose of the article is to analyze the significance of international cooperation in tourism, and identification of its basic forms, recognition of main entities of international tourist policy and their initiatives undertaken to the benefit of tourism development. The article is focused on cooperation of governmental organizations. The performed analysis proved that the significance of various form of international cooperation in tourism remain on the increase. Its scope and role in shaping contemporary tourism policy are expanding constantly.
