The article presents an analysis of offenses in inland navigation in 2013-2017, based on the number and reasons for issuing fines by Offices of Inland Navigation in Poland. In the investigated period, in Poland, over 1,300 fines were issued on the basis of five articles of the Act of 21st of December 2000 on Inland Navigation. Based on the collected data, the most common reasons for punishing crews of inland vessels were determined and the impact of these offenses on the safety of inland navigation in Poland was identified. In addition, recommendations for changes in the classification of offenses were presented due to the too wide spectrum of individual articles, which adversely affects the ability to interpret the most common offenses and makes it difficult to assess the causes and effects of their occurrence.

This article presents the activities of the European Union (EU) and Poland to develop inland waterways as an environmentally-friendly transport method. The paper presents positive aspects of transferring part of the load from other methods of transport, such as railways or cars, to inland vessels. It shows the level of development of inland navigation in the EU and indicates favorable natural conditions for doing so. The article addresses the issues of the insufficient state of waterway infrastructure in Poland and presents measures to improve it. It also identifies the main EU and government programs seeking to standardize a common transport space of the EU by developing inland navigation.

The purpose of the present paper is to present the most important aspects for competency-based education and training for both maritime and the Inland Waterways sector, to ensure that every student/trainee in the EU possesses the same competencies on operational level (OL) and management level (ML) after graduating from their study or training. To reach these goals, trainers need to be able to educate and train students in the competency based system, which serves two purposes: defining minimum key competencies needed for crew members on board maritime and IWT vessels throughout the EU or worldwide, and thereby improving safety of navigation at sea and on the European interconnected waterways, and an increased level of labour mobility for crew members educated with the competencies as laid down in STCW 2010 and the new European directive.

The aim of this paper is to identify and quantify the direct economic effects resulting from navigational restoration of the Dąbie Lake inland fairway, a part of the West Pomeranian region (PL) transport system that runs across the Dąbie Lake. This narrow and shallow inland fairway constitutes the bottleneck for inland waterway freight transport, which must therefore use the sea fairway and thereby incur extended time, increased cost, and reduced efficiency of inland waterway transport. The paper’s second section presents the transport and microeconomic effects that restoring the fairway’s navigability across Lake Dąbie would have on the inland navigation system, thereby increasing the capacity, effectiveness, and safety of inland waterways freight traffic. Restoration of the inland fairway would significantly reduce generalized and external costs of inland waterways transport.

The dynamic development of road transport has caused an imbalance in transport systems. For the balance of the transport system, an increasingly important role should be played by networks such as railways and inland waterways, which, due to ecological aspects and minimal participation in the generation of external costs, are the most socially friendly. The layout and length of inland waterways in Poland has remained at a similar level for years. The specificity of the waterway infrastructure influences the factors that shape the demand for transportation by inland waterways. The navigation conditions impact directly the main design parameters of the ships used for transportation on inland waterways, including the relatively small carrying capacity of the barges, as well as the volume of traffic. An inadequate development of navigable waterways in Poland, concerning both natural elements (channeled rivers, free-flowing channels) and shipping parameters (discharge dimensions, depth and width of the trail, height of bridges), affects the specificity of inland navigation and relegates it to a marginal role in the Polish transport system. The share of inland waterway transport for total freight decreased from 0.8% to 0.4% between the years 2000 and 2014. The aim of this article is to draw attention to the fact that inland shipping services, in the transport market, are sufficient to determine the existence of waterways. All other factors only stimulate or restrict its place in the transport system. The preferential use of natural waterways is the essential limitation which restricts their adaptation to the changing transport needs. Thus, the density of waterways is much lower compared to other transport networks and the development of potential inland waterway transport is primarily determined by the quality and spatial arrangement of the existing waterways.

Inland ports in Europe, having undergone transformation for several decades, have become multifunctional economic spaces. Currently, these are not only transport nodes in land-water traditional transport chains but today also supply the locations of intermodal terminals, distribution centers, service and production companies, or technology parks. Multifunctional inland ports also form part of the economic systems of cities and regions, contributing to their development. The aim of this article is to present the best practices in managing inland ports in Europe. In the article, using the results of research on inland waterway transport, it is pointed out what practices in managing inland ports have led, in many cases, to their increased importance in both multi-branch transport systems and the economic development of cities and regions. The study used literature on the subject, specific information on selected European inland ports, and development strategies for selected regions in Europe, including inland waterway transport. On the basis of the above, best practices leading to the long-term development of inland ports and maximizing the added value arising in their areas were determined.

The article presents a selection of topics concerning inland freight transport. It is part of the European transport system that holds different places in the transport system of every country. At the same time it is an element of their water management system. Therefore, the development of inland shipping is influenced by two key factors. The first one is the adjusted natural water system, which as a linear system, enables freight transport. The second factor is water management policy, which takes into account inland shipping in the water resources management. In many European countries, especially in the Netherlands, Belgium, Germany and Rumania, barge freight transport is a part of these two systems. Inland shipping in the European overland transport engages in approximately 6.5% of the transport activity by carrying dry, liquid, general and containerized bulk cargo. It is of significant importance to the international cargo transport in many European countries – adjusting techniques and organization of transport to constantly changing requirements of the shippers, which results from the shift in the industry structure in Europe. It is no longer associated with transport of coal and iron are only, although they still make the primary freight in inland shipping. The ro-ro barges carry containerized and palletized cargo and are components of the multimodal transport chains.

In this paper was characterized the fragment of the east-west waterway from Płock to Terespol, composed of the section of the Vistula measured from 633rd kilometer (the backwater end of Włocławek Reservoir) to 520th km (Warsaw), Żerań Canal including a fragment of Zegrze Reservoir and the lower part of the Bug up to 282nd km (Terespol). Hydrological and geomorphologic conditions of both sections of the river-beds and the state of their regulation infrastructure were presented in the aspect of existing navigation conditions and causes of their limitations. It was stated that both the river-beds, i.e of the Vistula and the Bug over their analyzed sections, have not fulfilled the requirements determined by the waterway classification standards.

Although the International Maritime Organization (IMO) introduced the energy efficiency requirements for ships more than a decade ago, to date, inland navigation has not been affected by corresponding regulations at all. Therefore, inland waterway vessels are left with no mandatory requirements that could push their technology into more energy efficient design. Fortunately, there are certain pioneering attempts to define energy efficiency criteria for inland vessels. This paper tries to gather and provide a review of such methods. Moreover, a typical Danube cargo inland vessel’s data are used to evaluate their current energy efficiency levels with respect to provisional criteria. Consequently, two methods are found and used here. They are both based on IMO’s energy efficiency concept but modified for the inland waterway vessels. The methods delivered a significant difference in applicability and were difficult to compare. Moreover, shallow and deep-water effects are explored in the same regard but provided unsound conclusions. The final results displayed discrepancies in energy efficiency levels for the same vessels and so the methodology should be improved and harmonised, if it is to be introduced as mandatory for inland waterway vessels. The analysis provided a glimpse into the current condition of the traditional design of the Danube inland fleet, with respect to the emerging energy efficiency policies.

This article presents the concepts of inland passenger transport: tourist and cruise in the basin of the Oder river. The first part describes the operating and technical parameters of the Oder and the present trends and directions in the development of inland waterway passenger services. Another part of the article contains an analysis of the results of the surveys carried out among respondents living in agglomerations lying on the Oder River. These studies have enabled the creation of two passenger transport concepts that enhance the competitiveness and attractiveness of inland waterway transport with respect to other modes of transport.

The European Commission adopted a comprehensive strategy for a competitive transport system that will increase mobility, remove major barriers in key areas and fuel growth and employment. At the same time, the proposals will dramatically reduce Europe's dependence on imported oil and cut carbon emissions in transport by 60% by 2050 [1]. Inland waterway transport offers an environment friendly alternative in terms of both energy consumption and noise and gas emissions. Financing of inland waterway transport infrastructure is one of the most important barriers that prevent its increased use. The investment in inland waterways in Poland and Germany does not reflect the real needs. Experience of the countries in the implementation of transport policies shows that a clear specification of investment priorities and consistency in their implementation promotes economic efficiency.

Socio-economic development creates a lot of problems and challenges. At various levels, these problems are different, for example: • globalisation, generating increased demand for transport, presents new challenges for transport, especially international; • increasing disparities in regional development, as a source of social problems, make it necessary to look for more effective ways of eliminating these disparities; • problems of towns and large cities, associated amongst other things with the growing needs of transport and insufficient infrastructure, reduce the standard of living and require an urgent solution. Contemporary socio-economic problems have significant impact on transport, but on the other hand through changes in transport, many of them can be partly solved. This article aims to analyze the possibilities of developing inland waterways to solve today’s social and economic problems.

In the paper selected approximate methods for calculation of inland waterways ship resistance and their verification by towing tests, compared on the example of a small urban ferry, are presented. The test results are made for both the bare hull and the hull with appendages (skeg, azimuthal propeller). Significant differences between results of the theoretical methods and experimental ones, especially in the case of the model with skegs and propulsion, are pointed out. The purposefulness of using several parametric methods and the use of average results at the preliminary design stage were also discussed.

Despite the assumption of government documents to support inland waterways, degradation of the technical condition of waterways and depreciation of fleet ship-owners is actually occurring. At the marginal importance of inland waterway transport policy, the government also shows a negligible share of the transport sector in the use of EU funds. The Sectoral Operational Programme Transport 2004–2006 does not provide for EU funds to co-finance investments for inland waterway transport. Small funds for this purpose were obtained only in the framework of the Operational Programme Infrastructure and Environment 2007–2013. It should be noted, however, that during the control of the Ministry of Transport, Construction and Maritime Economy – in cooperation with the National Water Management – efforts were led to ensure that the new 2014–2020 financial perspective for the tasks related to the improvement of infrastructure of inland water transport were granted before aid. Against the background of European trends in developed countries of the European Union (EU), the Polish inland waterways are not important in the transport of goods, but instead the transport of persons confined to tourism and local – to supplement the motor transport infrastructure (river ferries). For many years Poland has experienced a decrease in both freight and inland waterways, as well as in their participation in all transport modes. The aim of this article is to assess the activities of government administration in the performance of statutory tasks related to the development and operation of inland waterway transport in Poland.
