A paper concerns the problems of information ordering in intelligent transport systems accordingly their role and meaning for various transport processes. There is given an attempt to rules of classification of information, their standardisation questions, reduction of redundancy and false specimens necessary for proper information management. Also are discussed problems of the information selection, it's protection, and it's evaluation as a factors influencing possible improvement of the transport decisions making. The aim of the article is to analyse the importance of social capital as a key factor in transforming information resources into knowledge and the process of commercialization. The study is based on the case study method used to present the Institute of Electronic Materials Technology. The authors analyse the role of social capital in creating innovation in the organization’s environment. Social capital plays a significant role in the context of the necessary information resources, its typology, where informal information turns out to be important in creating innovation. The credibility of information sources is determined primarily by the knowledge of the subject and the reliability and intentions shown by the information source. Innovative enterprises, but also research institutes (ITME type), make advanced use of all types of information sources regardless of the type of innovations they introduce. Scientific institutions with low levels of social capital, with sporadic and difficult interactions with external partners, cease to understand the needs of the market and may misdirect scientific development, therefore making poor decisions related to the management of other components of their capital resources.

Opis:
An example of knowledge transfer from academic research to industry was presented in the paper. IT Integration Platform called TechLink Bridge based on the three pillars of innovation was introduced. TechLink Bridge system as the result of cooperation of the Poznan University of Technology and Emtel System company was designed as the answer for the market demands. A spatial structure of the proposed main board in terms of external wire and wireless interfaces was shown. The software structure and its particular characteristics as the description of selected communication protocols were introduced. The influence of the development of critical information management to the functionality of the platform was described as the flexibility to manage the information flow was. The future development of TechLink Bridge was presented in the end.

In many authoritarian countries, the Internet is an oasis of freedom of speech and the free transfer of knowledge – thus, if not completely free, then at least a more free space for transferring content than traditional information providers. Nevertheless, the total freedom of this medium has passed irretrievably. Use of social media and other websites to post material that cannot be posted on traditional media, and even online newspapers tend to be affected by less stringent censorship laws. However, this does not change the fact that contemporary authoritarian regimes are going so far as to interfere with social media, either by blocking access to content or by promoting false information. The conducted analysis is to show the mechanisms of top-down information management in order to lead to widespread disinformation and distortion of reality. In this respect, it is worth bringing up the actions of the Russian authorities in the context of the conflict in Ukraine and the possible opposition of the Russian society to the ongoing military operations.

The paper presents the results of research on differentiation of the ad- vancement level of solutions and logistics management systems based on ICT (Information and Communication Technologies) used in the Polish food industry. The research was conducted in terms of industry, employment size and three market characteristics of the surveyed enterprises: investment level, financial situation and market position. The study used the IAI (Information Advancement Index) synthe- tic indicator and two methods for categorizing its values: uniform across the range of values and based on mean values and standard deviation. The paper also presents the reference of the obtained research results to the productivity paradox of Solow and the results of similar research previously carried out on the level of advance- ment of logistics solutions and systems in the Polish food industry.

The paper focuses on information dimension in the structure of Information and Communication Technology architecture and searches for better models to describe the structure of blue force information, especially from Enterprise Architecture (EA) approach. Enterprise Architecture has been developed better to communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF, NAF) recognize the layer of information between business and technology. Nevertheless, in practice, the focus tends to turn more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) or Enterprise Resource Management (ERM) programs. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organization and in defining the possible paths of evolution in information management available for military. The outcome is a roadmap that describes the evolution of past and probable future for military information management and explains different drivers and constraints on roads. The roadmap is tested against experiences gained from several C4ISR, and ERM focused military transformations. The overall research approach is following the hypothetico-deductive model, and the roadmap part is applying the theory of evolution in sociotechnical systems. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help the analysing of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers.

Information and Communications Technology (ICT) has made major advances in linking physical dimension through information to cognitive dimension as described by John Perry et al. (2004) in their model for Information Superiority. The information technology linkage between the physical and cognitive dimensions has created new ways of effect both for the red and blue force. The paper focuses on the information dimension and searches for better models to describe the structure of blue force information, especially from the Enterprise Architecture (EA) approach. Enterprise Architecture has been developed to better communicate the complex structures of military capabilities. Major EA frameworks (TOGAF, DODAF) recognise the layer of information between business and technology, but in practice, the focus turns more to the technology as has happened in several Command, Control, Communications, Computing, Information, Surveillance, and Reconnaissance (C4ISR) and Enterprise Resource Management (ERM) programmes. The paper develops a tool for architects to use in measuring the maturity of information management in the current military organisation and in defining the possible paths of evolution in information management available for the military. The outcome of this paper is a roadmap picturing the evolution of military information management. Enterprise Architects may use the roadmap in analysing and developing both C4ISR and ERM capabilities in military organisations. The primary research question for this paper is: What may cause so many failures in defining Enterprise Architecture at information management level and then in implementing C4ISR and ERM tools? The paper first defines six stages for management of unstructured information from various former studies and information architecture models (Cook, 1996). The basic stages of evolution of unstructured information are defined as print, file, page, social media content, semantic content, and intelligent content. These six stages and a generic military structure are processed through an evolutionary model derived from evolutionary theory for technical development described by Joel Mokyr (1998). The Mokyr model helps to recognise the paths of evolution, the forces that may influence the development and the ways that have been taken in achieving goals. The outcome is a roadmap that describes the evolution of past and possible future for military information management and explains different drivers and constraints on roads. The roadmap is aligned with other similar roadmap tools Enterprise Architects are using. The roadmap is further tested against experiences gained from several C4ISR and ERM focused military transformations. The overall research approach follows the hypothetico- deductive model (Brody, 1993) and the roadmap part applies the theory of evolution in sociotechnical systems (Bertalanffy, 1969). Military organisations have followed the general evolutionary path (print – file – page – social media content – semantic – intelligent content) in developing their management of unstructured information. The general path includes two definite leaps that require more effort: 1) from files to pages, and 2) from unstructured content to more structured content. There have also been more discrete shortcuts together with downgrades defined by cultural and doctrinal powers of the force. Meanwhile, it is possible to accelerate evolution by taking shortcuts. A consistent effort to change technology, processes, and people at the same time is needed when, for example, taking force from publish-pull pages to semantic information management. It might be easier to start with structured information and then, gradually, include unstructured information. Strong forces may also pull back already achieved development if the change has not been made to stick properly. Losing the thin trust for shared information management early in implementation may prevent individuals from sharing for a long time. Not providing the expected level of availability of the service for the knowledge base may lose the confidence of process owners. Since information is essential for cognitive level sense making, decision making, and learning, Enterprise Architects should include information maturity in their roadmaps of technical and business process development. The roadmap for military information management is to help analysis of the current situation and provide possible paths towards future stages aligned through business, information, and technical layers. The research in this paper only covers the approach of evolution. The systems and business strategy approached are studied in other papers. This article does not illustrate the integrated roadmap of business, information, and technology, which can be found in further papers by the writers. The research is based mainly on qualitative data in proving the roadmap. There is room for further assurance when the information sharing cultures of the military are enabling it.

In the paper, the social usability of a geoinformation product is defined as an attribute of this product expressing effectiveness, efficiency and satisfaction with which user groups can achieve their goals. It is proposed to evaluate the social usability by means of a report taking into account the following components of its content: 1) general assessment of the usefulness of a product to realize the assumed objectives and tasks which require the use of spatial information and serve the society, 2) characteristics of identified target user groups and their needs, 3) characteristics and evaluation of the product in respect to: theaccessibility of the product (dissemination of information about the product, procedures used, restrictions, costs) , the manner how the product is used (adaptation to the user needs in the respect of functionality, interface, accessibility), the quality of results obtained by means of this product and easiness of their interpretation, 4) characteristics and evaluation of the product as means for dissemination of geospatial information in society, taking into account, if possible, data on the number of uses of the product on annual scale, includingsatisfactory uses. It is suggested that this approach be used when evaluating the results of geoinformation projects and planning the new ones in Poland.
W artykule wprowadza się pojęcie użyteczności społecznej produktu geoinformacyjnego, np. geoportalu, jako właściwości tego produktu wyrażającej zakres, znaczenie i powszechność jego skutecznego i satysfakcjonującego użytkowania w społeczeństwie. Tak zdefiniowaną użyteczność zaproponowano określać uwzględniając: 1) ogólną ocenę przydatności produktu do realizacji przyjętych celów i zadań wymagających stosowania informacji geoprzestrzennej i służących społeczeństwu, 2) charakterystykę i ocenę produktu pod względem: • dostępności produktu (upowszechnienie informacji o produkcie, stosowane procedury, ograniczenia, koszty), • sposobu użytkowania produktu (dostosowanie do potrzeb typowego, nie mającego specjalistycznych kwalifikacji użytkownika pod względem funkcjonalności, interfejsu, przystępności), • jakości wyników uzyskiwanych za pomocą produktu oraz łatwości ich interpretacji, 3) charakterystykę i ocenę produktu jako środka upowszechniania informacji geoprzestrzennej w społeczeństwie, z uwzględnieniem, jeśli jest to możliwe danych określających liczbę użyć produktu w skali rocznej, w tym użyć satysfakcjonujących użytkowników. Na zakończenie stwierdza się, że doświadczenia wynikające z prowadzonych dotychczas w Polsce intensywnych prac w dziedzinie informacji geoprzestrzennej powinny być przeanalizowane, a płynące stąd wnioski należycie spożytkowane w planowaniu dalszych prac. W prowadzonych analizach powinno znaleźć zastosowanie zaproponowane podejście do oceny użyteczności społecznej produktów geoinformacyjnych, w którym uwzględnia się potrzeby i wymagania najważniejszego, zbiorowego użytkownika, jakim jest społeczeństwo.

Companies are facing problems regarding reduction of their logistics costs. Good organization of transport processes can bring a lot of profits both economical and environmental. Companies participating in transport processes more often prefer to create temporary relations and form virtual cooperation networks than to keep traditional long-term contracts. The paper first defined problems of multimodal transport. The obstacles to development of virtual transport clusters are described. The main problems and requirements of the virtual cooperation in the area of transport processes are identified. The aim of the paper is to present the scope of information needed for the coordination of virtual transport clusters. Author describes approach to information management in virtual cluster based on agent technology.

In this study the question of innovation and information management in supply chain is addressed. We assume that innovation and information management are interrelated in supply chains and that the relationship is crucial for their success on the market. Considerable attention was given to the issue of outsourcing which is now a commonplace in supply chain management. In particular, we examined how approaches to managing information and knowledge in the supply chain differ according to ICT outsourcing. The deduction is based on a data set of 426 companies located in Poland, representing a variety of industry sectors. Two stages of the research were realised. The rationale behind this was to identify enterprises that utilise a welldeveloped system of information and knowledge management to determine the scope of possible in-depth analyses. This helped to receive valuable responses. We find what information and knowledge management is mainly driven by. We show the similarities and differences in information and knowledge management between entities that use ICT outsourcing and those that do not. We discuss the research results and draw conclusions.

Information management and information flow is an important element in the strategy of developing and running a company. The need to supervise information makes it necessary to implement numerous innovations that improve the method of information management correlated with the proper reception, selection and analysis - in both external and internal information flow. This paper presents the results of research that allowed for the assessment of barriers that arise during the implementation of innovative solutions in small and medium-sized enterprises (service MSEs). On the basis of the conducted research, it was found that the mental barrier is not always crucial from the point of view of modern technologies implementation. And the determination to implement information management innovations may be forced by the necessity of the document exchange acceleration . The success of innovative solutions e.g. in the financial services industry (in SMEs) is closely related to the technological capabilities of the enterprise - the technological barrier is crucial in this type of enterprises. Especially, taking into account the assumption that employees are highly motivated to implement new products.
