The purpose of the article is to establish and research the features of space state information policy, which requires the following research tasks to be revealed: to determine the place and role of information policy in the structure of state policy and to establish the dependence of the state's information policy on the development of the space industry and to determine the features of the information policy of the USA as a space state. The USA forms its information policy based on knowledge of the use of advanced technologies, including information technologies, in the space industry. Knowing about the threats of their use, the state warns the population by regulating information activities. Therefore, the information policy of a space state is more developed than that of non-space states. An analysis of the relationship between the state of information policy and the state of the US space industry indicates that the development of one area aects the other. Therefore, in order to implement an eective information policy, both areas should be developed.

The article conducts a comprehensive study of public information and communication space in Ukraine, analyzes its current state considering regulatory and organizational features, identifies key challenges for quality development and modernization of the industry, and identifies key dysfunctional problems that prevent high performance in domestic development of information and communication technologies. It is argued that an important role in the constructive formation of the public information and communication sector is played by the state information policy, which should be based on such principles as openness, system, equality of interests, priority of domestic producers, social orientation. It turns out that the formation of a quality public information space contributes to the development of civil society, information society and information democracy. Comprehensive digitalization of public communication will promote openness, transparency and accessibility of public information, the formation of partnerships between the public, business, and civil sectors. Three basic stages of formation of information and communication space have been identified: strategic, organizational and control ones.

The research covers the early years of Ukraine’s and Poland’s cooperation in their bilateral relations in the context of building up security policies between the NATO and the CSTO in 1991–1994. Various information influences from state and non-state actors, internal and external, made it so the processes of the search for security guarantees ended up quite different between the two neighboring countries. Covering sources and literature that provide evidence for influences from sources such as the Kremlin, the non-lustrated “old guard” former Communist party functionaries in Ukraine, and the former opposition in Poland, the research shows how the two countries’ relations with the NATO differed, and why, though both countries joined the Partnership for Peace program at roughly the same time, Poland managed to start active Euro-Atlantic integration much earlier than Ukraine did. Using sources such as the text of the treaties, the establishing documents and legislature guidebooks of organization, public writings of diplomats and former policy makers, the research shows what exactly were the risks that the NATO assessed in the joining of former Eastern Bloc countries (with the unstated reasons for the small number of contacts of those countries with NATO in the 1991–1994 relevant to the West’s suspicion of post-Soviet intelligence and military), and which points of the first Ukraine-NATO proved “too much” for the former. Furthermore, Ukraine’s early success with the number of NATO exercises it partook in during the first years of the Partnership for Peace became an example to other Eastern Europe countries seeking better relations with NATO and defense sector reforms, including the Republic of Poland. The paper also highlights the tendencies of cooperation between Ukraine and the Republic of Poland in the context of NATO enlargement and the various aspects of Atlantic integration. The most important among them was cooperation in security and defense, both bilateral and within the framework of the NATO Partnership for Peace Program.

The purpose of the article is to explore the basic principles of information policy formation in Ukraine in the context of hybrid information warfare; identification of features and problems of information policy and its impact on the public administration system. The results of the study show that since the beginning of Russia’s armed aggression against Ukraine and the widespread hybrid information war, the state’s information policy has changed its vectors and priorities. Confirmation of this was the adoption of a number of legislative documents, which identified the external enemy of the aggressor and outlined directions for the protection of national interests. It is analyzed that one of the main tasks in the information confrontation of the hybrid war is the formation of appropriate information policy and information security. It was pointed out that in the conditions of a hybrid war, a systematic approach should be devised to adequately respond to the state’s power structures to the challenges related to information confrontation. In order to minimize the spread of manipulative influences in the national information space, the formation of practical mechanisms for implementing the country’s information policy, establishing communication with civil society and raising the overall level of media literacy of society is a necessary question.

Opis:
Purpose: The presentation of measures taken within the Polish city with poviat rights, which is Zabrze, to mitigate the spread of SARS-CoV-2 coronavirus, secure the functioning of local administration structures and ensure the work of institutions and companies subordinate to local government in the light of the pandemic in 2020. Methodology: The process of involvement of municipal entities in the activities of government anti-crisis services, the specificity of performing tasks for the benefit of the local community and taking initiatives to mitigate the effects of the pandemic in particular segments of the inhabitants' life activity was shown. Findings: The implemented management procedures for the planning and coordination of measures to reduce the negative social and economic effects caused by coronavirus were presented. Practical implications: The record and analysis of the measures taken by the local government administration together with its subordinate entities in the event of a crisis may serve to optimise planning activities in case of a similar threat. Exceptionality: The activity of individual entities, institutions and services was a reaction to an exceptional epidemic situation, which affected all spheres of social and economic life, and therefore required a conscious crisis management.

Opis:
Information and communication policy aims to build effective, harmonious communication between all actors of the democratic process with extensive use of ICTs and direct communication. The war creates an aggressive environment, which also affects the communication processes in the information sphere of the state, in particular, there is more emphasis on information, less – on deliberation. The article examines the tools used by Ukraine’s state and non-state structures to: 1) objectively inform the citizens and avoid panic, 2) inform the world community about the war and intensify international support for Ukraine, 3) fight Kremlin fakes and convey reality to the RF citizens. The specifics of TV broadcasting in Ukraine during the war, media activity of officials, social pages and Telegram channels of ministries, the Armed Forces, the Office of the President, the Verkhovna Rada of Ukraine, public organizations fighting against disinformation and fakes are analyzed. It is found out that the chosen information and communication policy is efficient at the national level (mobilized citizens to fight for victory, reduced panic, increased awareness and criticism of fakes) and at the “western” level (international moral, financial and military support to Ukraine, sanctions against Russia). However, the work in the information space of the Russian Federation is problematic because it is exposed to fierce opposition by the objects of Russian propaganda.

The article is devoted to the analysis of the influence of Russian propaganda on relations between the European Union member states and its eastern neighbors in the case of Poland and Ukraine. The analysis is related to an issue that can be formulated as the following research question: how exactly does propaganda affect domestic and foreign policy processes in countries? A multidisciplinary approach to the study of the impact of political propaganda enabled the use of such methods as: systemic, institutional, structural-functional, content analysis, and descriptive. The article gives definition and main characteristics of the concept of propaganda in political context. Special attention is paid to reasons for the successful use of propaganda by Russia in fanning the conflict in Ukraine, which is presented in the article. The complex of means and methods used in Russia’s information policy to influence Western countries is denoted. The author presents the main narratives of Russian propaganda, and identifies the features of its pressure on interstate relations between Ukraine and Poland by analysing articles in pro-Russian periodicals of Poland and Ukraine. Conclusions are drawn on the need for strong international resistance to Russian propaganda, and to define the shortcomings of the system for countering Russian information aggression in general and propaganda in particular.
Artykuł jest poświęcony analizie wpływu propagandy rosyjskiej na relacje państw członkowskich Unii Europejskiej z sąsiadami na Wschodzie na przykładzie Polski i Ukrainy. Przeprowadzona analiza dotyczy problemu, który może być zdefiniowany w formie zapytania: w jaki sposób może mieć wpływ propaganda na wewnętrzne oraz zewnętrzno-polityczne procesy państw. Wielodyscyplinarne podejście do poznania wpływu propagandy politycznej pozwolił zwrócić się do następujących metod: systemowa, instytucjonalna, strukturalno-funkcjonalna, analiza treści oraz deskryptywna. Artykuł wyznacza pojęcia oraz podstawowe charakterystyki pojęcia propagandy w kontekście politycznym. Szczegółową uwagę przydzielono ujawnieniu przyczyn powodzenia wykorzystania propagandy przez Rosję w celu eskalacji konfliktu na terenie Ukrainy oraz podane są przykłady. Na podstawie analizy artykułów w prorosyjskich publikacjach Polski i Ukrainy, autorka podaje podstawowe narracje propagandy rosyjskiej oraz wyznacza właściwości jej nacisku na międzypaństwowe relacje między Ukrainą a Polską. Wyciąga wnioski o konieczności mocnego międzynarodowego stawiania oporu propagandzie rosyjskiej oraz wyznaczenia wad systemu przeciwdziałania rosyjskiej agresji informacyjnej ogólnie i propagandzie w szczególności.

There is a controversy: while information literacy (IL) has been recognized to have a central role in operating efficiently in the information society, previous studies have noted that in the European political agenda, the actual wording of IL is rarely used. This study pays a close visit to 15 Estonian information policy–related national strategic documents from 1998 to 2014 to understand the emerging role of IL in these documents. Qualitative text analysis and critical discourse analysis are employed to analyse both explicit representations and implicit conceptualizations of IL, linked to social determinants, ideologies, and effects from the dominating discourse. Considering the different “faces” of IL (Bruce, 1997), one can see that while the dominant approach to IL is technologically oriented, few other concepts of IL can be detected. Discursively, the information society is defined through economic and technological fields, on the wave of technological determinism and neoliberalism, with some social equality.

Russian hybrid approach is based on their understanding of threats; Russians feel themselves as victims of Western policies, sanctions and information policy. According to Russian military doctrine and theory, information warfare is conducted continuously in peacetime and wartime alike. The Russian elite consider comprehensive hybrid approach as one of the most important elements in foreign affairs. It uses a combination of tools, such as wide-ranging political and diplomatic commitment, the leverage of the energy, economic retaliation, strengthening of the military capabilities, development assistance, propaganda, intelligence and cyber activities. The priorities of Russian information operations are promoting special bilateral relations with EU member states while exploiting the different interests and contradictions within EU. The goal of mediacampaigns and propaganda is to undermine dominant Western media sources and narratives. As part of information operations Russia has begun to cooperate with and support radical and anti-establishment groups in the EU. The effectiveness of Russian information policy abroad comes at high costs but it is still limited in its outcomes. Russian policy in the EU will be increasingly directed towards polarization of different institutions, countries, parties and particular interest groups.
