The study evaluates the effectiveness of monetary policy regimes that can serve as the basis for economic policy strategies in emerging economies. Based on the macroeconomic gap model for Belarus, simulations of the strong shock impact on the economy using different monetary policy regimes have been implemented. The effects of capital flow restrictions on the stabilization capacity of monetary policy regimes have been examined. Given the existing sanctions and internal capital controls, the most preferable regime for Belarus is a flexible inflation targeting. In transforming the economy and political system towards the inclusivity of political and economic institutions, applying a flexible price-level targeting can be considered.

The aim of this study was to simulate transformation of species composition, biomass and number of treesin spruce stands depending on a possible combination of cutting and planting scenarios as well as climate changes. The FORDRY computer model was used to predict the dynamics of Norway spruce (Picea abies (L.) Karst.) stands in Nadsyansky Regional Landscape Park in the Ukrainian Carpathians. Potential changes in species composition, biomass and number of trees were forecasted for the next 50 years. Four scenarios, first – warm-dry, second – cutting dead spruce trees, third – cutting all trees andfourth – planting, were compared to the control one. The analysis revealed a rapid decrease of stand biomass in the first decade as a result of spruce decline. The model predicts an increase in beech biomass before the 50th year of simulation in all scenarios. In the planting scenario, the biomass of beech increased up to 199.9 ± 6.9 t·ha-1 in the 50th year. Correlation analysis showed weak autocorrelations of spruce and negative cross-correlations of spruce with the total stand in control and other scenarios. The output of performed simulations is supported with field and literature data. Results of this study can be applied in the long-term planning of the management and conservation activities in this region. The application of FORDRY model was found useful for analysing the potential scenarios of spruce stand transformation in Nadsyansky Regional Landscape Park.

Purpose of the text is to study a concept of development capability and possibility to express it quantitatively. Concept of organization’s development is shown as process of eliminating gaps encountered by organization. A mathematical model of “problem cleaning” is used. It is shown that: There is a mathematical model of closing development gap, which involves characteristics of gap, of resources and parameters of development process. There are four quantities that determine performance of development process. They refer to organization’s characteristics that are set by the strategic management. Model illustrates impact of strategic decisions on effectiveness of development and shows that “time to gap” is one of key factors that determine development capability.

Research background: Tax evasion is an urgent challenge for governments, as reaching sufficient level of tax revenues enable adequate sustainable economic development. The motivation for the research was thus the identification of the situation in the EU countries.  Purpose of the article: The main research objective was to identify the extent of tax evasion in the EU countries, with a subsequent specific focus on the econometric predictive models and a forecast of their future development in the case of Slovakia as the poorest performing country of the V4 in this area.  Methods: The research was primarily based on testing selected statistical indicators in the field of tax evasions expressed on the basis of the VAT gap. The data for the research was obtained from the EUROSTAT database and the international system VIES for the period between 2000 and 2017. In addition to panel graphs, the research hypotheses were tested primarily using a cluster analysis, t-test, time series analysis, and an analysis of the time series trend with 4 basic models: linear trend, quadratic trend, growth curve model, and S-curve model. On the basis of the Mean Absolute Percentage Error (MAPE), the S-Curve model was selected as the determining model of predicting tax evasion.  Findings & value added: Based on the results of the cluster analysis, the EU countries were divided into five reference groups by the VAT gap value, using the VAT gap percentage share on the overall GDP value. The research also provides a unique methodological framework and a unique econometric model for predicting the future VAT gap in Slovakia as the poorest performing country of the V4 in this area, which is applicable to other V4 and EU countries. The research results also enable policy-makers in the EU countries and specifically also in Slovakia and other V4 countries to compare themselves explicitly with the reference countries of the EU in terms of tax evasion and subsequently adopt adequate measures to improve the effectiveness and performance in this field.

Opis:
Transmission lines’ live working is one of an effective means to ensure the reliable operation of transmission lines. In order to solve the unsafe problems existing in the implementation of traditional live working, the paper uses ground-based lidar to collect point cloud data. A tile based on the pyramid data structure is proposed to complete the storage and calling of point cloud data. The improved bidirectional filtering algorithm is used to distinguish surface features quickly and obtain a 3D model of the site. Considering the characteristics of live working, the speed of data reading and querying, the nearest point search algorithm based on octree is used to acquire a real- time calculation of the safe distance of each point in the planned path, and the safety of the operation mode is obtained by comparing with the value specified in the regulation, and assist in making decisions of the operation plan. In the paper, the simulation of the actual working condition is carried out by taking the “the electric lifting device ascending” as an example. The experimental results show that the established three-dimensional model can meet the whole process control of the operation, and has achieved practical effect.

One of the most serious problems of fiscal character is the issue of the tax gap. The tax gap is defined as the amount of tax liability faced by taxpayers that is not paid on time. The tax gap comes from three main areas of non-compliance with the tax law – firstly, from underreporting of income, secondly, from underpayment of taxes, and thirdly, from non-filing of returns. The tax evasions in the area of value added tax create one of the largest groups of tax gaps. This article describes the current situation in the field of tax gap in selected countries of the European Union. The aim of this paper is to determine the dependence of the VAT gap on three variables: the Corruption Perception Index CPI, GDP growth rate and the basic VAT rate. The method of regression analysis was used, which was performed on data in the years 2000–2011. Although it could be assumed that tax burden will affect the VAT gap the most, the highest dependence was shown in the case of Corruption Perception Index.

In this article we worked on the result and process of calculation of the gap heat transfer coefficient for a hot fuel pin in accordance with burn-up changes in the VVER-1000 reactor at the Bushehr nuclear power plant (Iran). With regard to the fact that in calculating the fuel gap heat transfer coefficient, various parameters are effective and the need for designing a model is being felt, therefore, in this article we used Ross and Stoute gap model to study impacts of different effective parameters such as thermal expansion and gaseous fission products on the hgap change rate. Over time and with changes in fuel burn-up some gaseous fission products such as xenon, argon and krypton gases are released to the gas mixture in the gap, which originally contained helium. In this study, the composition of gaseous elements in the gap volume during different times of reactor operation was found using ORIGEN code [3]. Considering that the thermal conduction of these gases is lower than that of helium, and by using the Ross and Stoute gap model, we find first that the changes in gaseous compounds in the gap reduce the values of gap thermal conductivity coefficient, but considering thermal expansion (due to burn-up alterations) of fuel and clad resulting in the reduction of gap thickness we find that the gap heat transfer coefficient will augment in a broad range of burn-up changes. These changes result in a higher rate of gap thickness reduction than the low rate of decrease of heat conduction coefficient of the gas in the gap during burn-up. Once these changes have been defined, we can proceed with the analysis of the results of calculations based on the Ross and Stoute model and compare the results obtained with the experimental results for a hot fuel pin as presented in the final safety analysis report of the VVER-1000 reactor at Bushehr [2]. It is noteworthy that the results of accomplished calculations based on the Ross and Stoute model correspond well with the existing experimental results for this reactor.

The objective of this paper is to develop feasible gait patterns that could be used to control a real hexapod walking robot. These gaits should enable the fastest movement that is possible with the given robot's mechanics and drives on a flat terrain. Biological inspirations are commonly used in the design of walking robots and their control algorithms. However, legged robots differ significantly from their biological counterparts. Hence we believe that gait patterns should be learned using the robot or its simulation model rather than copied from insect behaviour. However, as we have found tahula rasa learning ineffective in this case due to the large and complicated search space, we adopt a different strategy: in a series of simulations we show how a progressive reduction of the permissible search space for the leg movements leads to the evolution of effective gait patterns. This strategy enables the evolutionary algorithm to discover proper leg co-ordination rules for a hexapod robot, using only simple dependencies between the states of the legs and a simple fitness function. The dependencies used are inspired by typical insect behaviour, although we show that all the introduced rules emerge also naturally in the evolved gait patterns. Finally, the gaits evolved in simulations are shown to be effective in experiments on a real walking robot.

We present a description of the effects of thermal interactions, which take into account formation of a shrinkage gap, that affect the level of stresses in a system casting – mold. Calculations were carried out in our own computer program which is an implementation of the finite element method used to solve the equations describing a thermo-elastic-plastic model of material and the heat conduction, including solidification. In the computing algorithm we use our own criteria for mechanical interaction between the casting and mold domains. Our model of mechanical interactions between the casting and the mold allows efficient modeling of stresses occurring in the casting and an impact of development of the shrinkage gap on cooling course.
W artykule przedstawiamy opis oddziaływań cieplnych, uwzględniający tworzącą się szczelinę skurczową, które wpływają na poziom naprężeń w układzie odlew – forma odlewnicza. Obliczenia przeprowadzono we własnym programie komputerowym będącym implementacją metody elementów skończonych użytej do rozwiązania równań opisujących termosprężysto–plastyczny model materiału oraz przewodzenia ciepła z uwzględnieniem krzepnięcia. W algorytmie obliczeniowym wykorzystujemy własne kryteria wzajemnego oddziaływania mechanicznego obszarów odlewu i formy odlewniczej. Opracowany model oddziaływań mechanicznych między odlewem a formą odlewniczą pozwala na efektywne modelowanie naprężeń powstających w odlewie oraz wpływ rozwoju szczeliny skurczowej na przebieg stygnięcia.

The air gaps underneath clothing have a great influence on the thermal regulation of the human body. The distribution of the air gaps depends on the shape of the human body as well as on clothing style, fit, and deformation properties. This paper reports on the influence of clothing fit on thermophysiological parameters of the human body through thermal simulation. Four different fits of jacket and a test person were considered for the investigation and for simulation purposes. The results of the simulation concluded that different thermal regulations of the human body were exhibited for different fits of the jacket, which is due to distinct air gaps between the human body and clothing for each fit of the jacket. This research work presents a fast method to predict the influence of clothing fit on thermal comfort, which is usually studied by a time-consuming, laborious method – the wear trial.

The compilation involved an analysis of the level of socioeconomic development at the NUTS-3 subregion level in Poland, based on 60 indicators classified within 4 subcomponents (factors) of regional development: material capital, human capital, natural environment and both innovativeness and entrepreneurship. The purpose of the article is to present the varied nature of the socio-economic level of development in Poland based on the NUTS-3 subregion concept. The level of socioeconomic development, as well as the level of its shaping factors, is presented based on a synthetic gap exhibiting the taxonomic distance of a particular subregion in terms of the established pattern of development. The examination was carried out in the static dimension (based on the values of the indicators in 2019) as well as in parallel with the dynamic dimension (based on changes in the values of the gaps in the years 2010–2019). In the compilation, a hypothesis which was tested according to which the socio-economic development of the subregions in Poland is highly varied, and its highest level is registered in the largest provincial cities: Warsaw, Cracow, Wrocław and Poznań, and the lowest in the subregions far away from these major cities, which constitute the centers of development.
W opracowaniu dokonano analizy poziomu rozwoju społeczno-gospodarczego subregionów (NUTS-3) w Polsce na podstawie 60 wskaźników ujętych w ramach czterech składowych (czynników) rozwoju regionalnego: kapitału materialnego, kapitału ludzkiego, środowiska naturalnego oraz innowacyjności i przedsiębiorczości. Celem artykułu jest określenie zróżnicowania poziomu rozwoju społeczno-gospodarczego Polski w układzie jednostek NUTS-3. Poziom rozwoju społeczno-gospodarczego, a także poziom rozwoju jego czynników przedstawiono na podstawie syntetycznego miernika ukazującego odległość taksonomiczną danego subregionu od ustalonego wzorca rozwoju. Badanie równolegle przeprowadzono w ujęciu statycznym (na podstawie wartości wskaźników w 2019 roku) oraz w ujęciu dynamicznym (na podstawie zmian wartości wskaźników w latach 2010–2019). W opracowaniu weryfikacji poddano hipotezę, według której rozwój społeczno-gospodarczy subregionów w Polsce jest mocno zróżnicowany, a najwyższy jego poziom odnotowuje się w największych miastach wojewódzkich: Warszawie, Krakowie, Wrocławiu, czy Poznaniu, natomiast najniższy – w subregionach oddalonych od wskazanych dużych miast stanowiących centra rozwoju. Na podstawie przeprowadzonych badań można stwierdzić, iż – z jednej strony – o bieżącym poziomie rozwoju poszczególnych subregionów w Polsce w znacznej mierze decydują działania podejmowane w ostatnim dziesięcioleciu, czyli w okresie pełnego uczestnictwa w polityce spójności Unii Europejskiej, a z drugiej strony – obserwuje się coraz większe dysproporcje rozwojowe na poziomie jednostek NUTS-3, gdyż w największym stopniu zwiększył się poziom rozwoju społeczno-gospodarczego w najsilniejszych gospodarczo subregionach, a w najmniejszym stopniu – w relatywnie słabiej rozwiniętych subregionach (np. w tych, które położone są przy północnej, północno-wschodniej i południowo-zachodniej granicy Polski).
