This paper discusses the role that financial innovations play in the modern financial system, aiming at identifying and systematizing the core problems and definitions related to this issue. The paper first describes the importance of the financial system and financial markets in the economy, explaining their functions and presenting their particular characteristics, focusing on their innovativeness. Then, based on the theoretical studies, the broad definition of the financial innovations is developed, stating that any new developments in any elements of the financial system, including: markets, institutions, instruments and regulations, can be regarded as financial innovations if they are perceived as new by the end-user of innovation. Next, the systematization of the most important types of financial innovations is presented regarding different classification criteria, such as: sources of innovations, motives for innovations, their effects or functions. As financial innovations are not a homogenous group of financial developments, their implications for the financial system can be ambiguous, thus the final assessment of their role can not be generalized and should be made on a case-by-case basis. The information presented in this paper can be regarded as an introduction, encouraging to do further research, as the complexity of the financial innovations makes them an interesting and important subject for this.

Before the financial crisis securitization was commonly considered an efficient way of replacing illiquid assets with liquid securities (ABS), in which the risk was supposed to be adequately compensated by the tranching techniques. However, with the emergence of the crisis investors became more risk aversive and reluctant to incur ABS due to the rapidly deteriorating quality of the underlying assets caused by poor macroeconomic fundamentals. The limited adverse effects of the poor collateral performance is the main reason why chances for recovery of the ABS market in the EU are estimated more highly than in the USA. The analysis indicates that, driven by the ECB repo operations, the securitization market has almost lost the pre-crisis motives behind the issuance of ABS. Banks’ attitudes toward securitization as a refinancing tool and a mechanism to extract additional profit underwent a shift. As the findings of the article suggest, after the crisis securitization is widely seen by banks as a liquidity tool within the frame of repo deals with the ECB, and to a lesser extent as a refinancing tool. Market regulation contributed considerably to this shift.

An introduction of mortgage currency loans to the banks offers, particularly the indexed to a foreign currency and denominated in a foreign currency loans, based on agreements containing abusive clauses which lead, in the consumer/borrower's individual relations, to the violation of his legal and economic interest and on the financial system level to the creation the risk of its instability (systemic risk). In many European countries, in Hungary for instance, the problem was solved ex post on the statutory level by the legislator’s interference. In others, for example in Romania, such statutory solutions were contested by the constitutional courts. In the remaining ones, such as Poland, Spain or Austria, the problem was left to be solved within the individual cases by the civil or arbitration courts. The latter solution requires however the development of lines of jurisprudence solving the contentious legal issues resulting from the complicated legal relations that occurred between the banks and the consumers/borrowers. Given the above, the author undertook to analyse the judicial decisions of the European Court of Justice, Polish common courts and the Supreme Court in order to indicate these nodal issues which often evoke the discrepancies in jurisprudence, as well as to present the possible solutions. The importance of the issue is crucial not only to the economic condition of the households and financial results of particular banks, but also to the stability of the whole financial sector. The implementation of the research goal adopted in this article requires the application of legal research methods, such as in particular the general theoretical method and the formal-dogmatic method.

Goal – The authors undertake to assess the scale and form of anti-crisis state assistance in the context of restoring the stability of the financial system in the EU. Such assistance is a form of intervention undertaken independently by EU Member States under the conditions of admissibility applicable in the EU. The applied instruments include: state aid (discussed in detail in this paper) and financial assistance on general terms applied in the form of unconventional instruments. The authors attempt to answer two basic questions: Was anti-crisis assistance necessary in the EU in order to maintain the stability of the financial system? What are the long-term consequences of implementing such measures at the EU level and in individual EU Member States? Research methodology – The study uses the method of analysis of partial phenomena and identification of causal changes occurring in the financial system. On this basis, theoretical inference is carried out allowing to determine whether the anti-crisis measures used by EU financial policy have brought tangible results for the financial system and the real economy. In order to formulate final conclusions, available statistical data and the results of research conducted on an international level are analyzed. Next, the current value of financial aid is estimated and the adopted assumptions and efficiency of the implemented instruments of state financial policy are analyzed and assessed. Score – In view of the objective and scope of the conducted research, it is expected that the obtained results will allow the authors to identify the scale of public aid and the assistance provided in the form of unconventional financial policy instruments implemented during the global financial crisis. This approach will make it possible to perform an appraisal of the use of selected mechanisms for stabilizing the financial system. The conducted research should enable the authors to assess the impact of anti-crisis aid on the state of public finances and the stability of the market financial system.

The banking system is one of the most important components of the financial systems on which modern economies are largely based. The occurrence of instability in this area may lead to serious economic problems. Therefore, the interest of researchers in this area has been focused mainly on assessing the effectiveness and efficiency of the banking sector, which will allow for identifying possible areas for improvement. In this paper, we discuss the use of efficiency as one of the basic measures used to assess the functioning of the banking sector. The aim of this study is to examine the efficiency of the banking sector in Poland, and then to compare the obtained results with selected countries of the region in 2014–2018. The paper presents theoretical considerations in the field of the financial system, the banking system and the efficiency of entities. In the empirical part of the paper, we conducted our own research on the efficiency of the banking sector in Poland using the DEA (Data Envelopment Analysis) method. The results were compared with those obtained in selected countries in the region. The selected countries of the region are: Bulgaria, the Czech Republic, Estonia, Croatia, Hungary, Lithuania, Latvia, Romania and Slovakia.

The causes of the global financial crisis are observed in the various aspects of the functioning of the financial system. It is pointed out that this was excessive bank lending, the development of modern financial instruments - derivatives, increasing role of securitization process, incorrect ratings of the financial instruments of the credit rating agencies, inadequate macroeconomic policies, in particular monetary and fiscal policies, development of the shadow banking market, increase in systemic risk or changes in the management of financial institutions. However, there is one more problem in the global economy. This is the growing importance of the financial sphere, which has started to affect and determine the real economy. This process, known as financialization also increases the risk of instability in the financial system and the role of banking institutions in maintaining the stability of the whole economy. The main aim of the study is to analyze the importance of the financialization process, which is observed in the global economy, in destabilizing the banking sector. The aim of the article is to analyze the opportunities and risks for Poland related to the banking union. Opting in would allow Poland to strengthen integration with the European Union. Its participation in the SSM as a host country could translate into enhancing the positive image of the Polish banking market for foreign investors. Considered as a response to the global financial crisis and a mechanism to tighten the integration of the euro area, the banking union is still an incomplete project that does not include all EU Member States. Its third pillar, i.e. the Single Deposit Guarantee Scheme (SDGS), is yet to start operating. Therefore, in the case of Poland, the so-called close cooperation should be preceded bya balance of benefits and costs.

The subject of the analysis is the relationship between the development of crowdfunding and the model and development of the financial system. The research goal is an attempt to answer the question: does the dynamic development of crowdfunding as a radical financial innovation result from the model of the financial system and its structure, or the level of its innovation and digitization, or do these factors not play a significant role. Literature analysis, statistical and descriptive analysis and ranking method were used as the research method. Based on the results, it should be stated that there is no clear division of financial systems into a market or bank-based model among Western European countries, while financial systems are increasingly divided into those innovative and traditional. The development of the financial market, combined with a high level of innovation and digitization of the economy, favours the development of financial innovation in the form of crowdfunding.
Przedmiotem analizy jest zależność między rozwojem crowdfundingu a modelem i rozwojem systemu finansowego. Cel badania stanowi próba odpowiedzi na pytanie, czy dynamiczny rozwój crowdfundingu, jako radyklanej innowacji finansowej, w wybranych krajach europejskich wynika z przyjętego modelu systemu finansowego i jego struktury, poziomu innowacyjności, czy też wskazane czynniki nie odgrywają istotnej roli, a crowdfunding należy analizować w perspektywie zmian społecznych. Jako metody badawcze zastosowano analizę literatury, analizę statystyczno-opisową oraz metodę rangowania. Na podstawie otrzymanych wyników należy stwierdzić, że nie ma wyraźnego podziału systemów finansowych na model rynkowy lub bankowy wśród krajów Europy Zachodniej, natomiast systemy finansowe dzielą się na te innowacyjne i tradycyjne. Rozwój rynku finansowego, połączony z wysokim poziomem innowacji i cyfryzacji gospodarki, sprzyja rozwojowi alternatywnych źródeł finansowania, jakim jest crowdfunding.

The macroprudential regulatory framework of Basel III imposes the same minimum capital and liquidity requirements on all banks around the world to ensure global competitiveness of banks. Using an agent-based model of the financial system, we find that this is not a robust framework to achieve (inter)national financial stability, because efficient regulation has to embrace the economic structure and behaviour of financial market participants, which differ from country to country. Market-based financial systems do not profit from capital and liquidity regulations, but from a ban on proprietary trading (Volcker rule). In homogeneous or bank-based financial systems, the most effective regulatory policy to ensure financial stability depends on the stability measure used. Irrespective of financial system architecture, direct restrictions of banks’ investment portfolios are more effective than indirect restrictions through capital, leverage and liquidity regulations. Applying the model to the Swiss financial system, we find that increasing regulatory complexity excessively has destabilizing effects.These results highlight for the first time a necessary change in the regulatory paradigm to ensure the effectiveness and efficiency of financial regulations with regards to fostering the resilience of the financial system.

This paper investigates the relationship between the financial system and economic growth. Understanding this nexus is important in order to draft and implement policy measures that safeguard economic welfare based on sound financial markets. In spite of the growing number of scholars who research in this area, there is a substantial amount of unanswered questions and a lively debate with contrasting views on basic processes. The main research question that will be answered in this paper is: What is the relationship between the financial system and economic growth? This question also answers which variables of the financial system have an impact on the real economy, which variables are most relevant contributors to economic growth and if differences between different groups of countries can be identified. The analysis is executed using the Arellano‐ Bond generalized method of moments (GMM) estimator based on panel data. The dataset consists of macroeconomic control variables and financial stock market and banking system variables from 74 countries over the time period 1988–2014. The results vary substantially between the panels under analysis. At the same time it can be said, that market capitalisation is the strongest predictor of economic growth. The analysis further shows that the banking system variables are largely negatively correlated with economic growth.
W artykule badana jest relacja zachodząca między systemem finansowym a wzrostem gospodarczym. Zrozumienie tej relacji jest bardzo ważne przy opracowywaniu i wdrażaniu programów politycznych, mających na celu rozwój ekonomiczny oparty na solidnej bazie rynków finansowych. Mimo coraz większej liczby naukowców, którzy badają tę dziedzinę, znaczna ilość pytań pozostaje bez odpowiedzi, a ożywiona debata uwypukla przeciwstawne poglądy na temat podstawowych procesów. Główne pytanie badawcze brzmi: Jaki związek występuje pomiędzy systemem finansowym a wzrostem gospodarczym? To pytanie pozwala udzielić odpowiedzi także na to, jakie zmienne systemu finansowego wpływają na realną gospodarkę, które zmienne uchodzą za najistotniejsze czynniki wzrostu gospodarczego, oraz czy można zidentyfikować różnice pomiędzy różnymi grupami krajów. Analiza została przeprowadzona za pomocą uogólnionej metody momentów (GMM) Arellano‐Bonda na podstawie danych panelowych. Zestaw danych składa się ze zmiennych kontrolnych gospodarki oraz ze zmiennych finansowych z 76 krajów w okresie 1988–2014 r. Wyniki analizy różnią się znacznie pomiędzy panelami. Jednocześnie można stwierdzić, że kapitalizacja giełdowa jest najsilniejszym czynnikiem wzrostu gospodarczego. Analiza pokazuje ponadto, że zmienne systemu bankowego są negatywnie skorelowane ze wzrostem gospodarczym.

The aim of the paper was to formulate a theoretical basis to justify the role of a specific financial institution, i.e. the Regional Development Fund (RDF), in the regional economy, and to establish the actual role of Regional Development Funds (RDFs) in Poland. The concept of comparative finance was used. Based on the principle of inference per analogiam in terms of the RDFs' belonging to the market financial sector, the classical paradigm of financial intermediation and the paradigm transpositions of the bank's role in the economy were used, and, complementarily, paradigms specific to public finance. In terms of establishing the actual role in the Polish reality, a descriptive method was used, after desk research analysis of RDFs financial reports, Investment Strategy documents, reports of the Association of Regional Development Funds. Theoretical paradigms appropriate to the specifics of the Regional Development Fund were obtained to explain its position in the region's economy, moreover, the true role of such institutions in the Polish economy was established. The multidimensionality of the RDF's role in the economy and its dual nature should be explained on the basis of paradigms of financial intermediation in their fusion with paradigms of the role of public finance. There are no arguments strong enough to undermine the legitimacy of the existence of current RDFs in Poland, yet it cannot be stated unequivocally that Polish RDFs perform sufficiently well in the assigned dual role. There are areas for improvement (the incentive system and the operational criteria in the Investment Strategies), which could significantly improve the usefulness of RDFs in the economy of the regions.
Cel artykułu to sformułowanie teoretycznej podstawy uzasadniającej rolę specyficznej instytucji finansowej, tj. Regionalnego Funduszu Rozwoju (RDF), w gospodarce regionu oraz ustalenie roli regionalnych funduszy rozwoju (RDFs) w realiach polskich. Wykorzystano klasyczny paradygmat pośrednictwa finansowego, transpozycje paradygmatów roli banku w gospodarce oraz dopełniająco paradygmaty właściwe dla finansów publicznych. Uzyskano właściwe dla specyfiki Regionalnego Funduszu Rozwoju paradygmaty teoretyczne wyjaśniające jego rolę w gospodarce regionu. Została także ustalona prawdziwa rola takich instytucji w gospodarce polskiej. Stwierdzono, że nie ma wystarczająco mocnych argumentów, aby podważyć zasadność istnienia RDFs w Polsce. W kontekście dualnej roli polskich RDFs ustalono kluczowe obszary wymagające poprawy, takie jak system motywacyjny RDFs i kryteria operacyjne w udokumentowanych strategiach inwestycyjnych.

Accounting is treated as an organized system of collecting and processing information affecting the enterprise. The aim of the paper is to indicate the important elements that support the organization of financial and accounting work in the company. The analyses were based on the data and research of IT financial and accounting systems. The analysis of the collected literature on the subject and the synthesis of knowledge included there was helpful in implementing this method. It has been hypothesized that the implemented IT systems in enterprises significantly support accounting and finance and bring potential benefits from the use of such software by enterprises. The paper shows that the role of financial and accounting systems in modern enterprises is becoming more and more important and irreplaceable. Thanks to computer systems it is possible to perform the tasks entrusted to employees quickly and efficiently.
