Elections are a procedure typical for democratic systems, but also systems which do not respect the principles of democracy often employ them. However, due to their different functional positioning, they fulfill various functions. The presented text is an attempt to present the most important functions performed by the elections in democratic systems. The adopted model of generalization has allowed for separation of seven basic functions, present in all elections: delegation of political representation; selection of the political elite; legitimisation of those in power; control over authorities; political accountability; creation of political programmes; recreation of public opinion image. The presented typology allows for its use both in different types of elections (parliamentary, presidential, local, regional and European Parliament) as well as in relation to different electoral systems. The general nature of the described types of functions allows the separation of specific categories within its framework, but the objective of the present study has determined that the focus remains on the description and analysis of the presented types.

Numerous public opinion polls conducted in Poland since the 1990s have tried to answer questions linked with the processes of installing, and later stabilizing the new democratic order. Theoretical considerations were conducted on the basis of political science, sociology, and communications studies dealing with the democratic system, tended to concentrate on procedural questions as well as in institutional frameworks dealing with the functioning of the democratic system. Analyses dealing with the social reception of the political transformations and their reflection in the state of social awareness most often were in reference to the situation concerning successive political elections. It would appear the linking of these research approaches, of the so-called theoretical studies of the democratic process in the political system as well as empirical findings, and also perceived social signals resulting from public opinion research, may lead to the creation of more valuable results, as well as the posing of new research questions.

The objective of this paper is to analyse the political activity of the local community of the Opolskie Province in the local government elections in 2018 and to identify the characteristic features determining its specificity. The attempt to identify the electoral specificity of the region will consist in presenting a characterization of the region in terms of its size and population as well as its administrative and social aspects. An analysis of the elements inseparably connected with the election process, such as geography, voting turnout, the number of electoral registers and candidates, the types of electoral committees, is equally important. And finally, comments on the election results are significant as well. The local government elections of 2018 were held in a specific atmosphere, largely related to the amendment of the election law. Undoubtedly, the most characteristic aspect for the Opolskie Region is its last position among other provinces with regard to size and population, but it should not be forgotten that it is a borderland region inhabited by a high percentage of the German national minority, which actively shapes the image of not only the local communities at every level, but also the entire Opolskie Region as such.

After the local government elections in Poland in 2018, the adopted solutions aimed at increasing the security of the elections were reviewed. Some of the solutions adopted so far have been abandoned, such as transmissions from the polling station, while others have been minimized (the division of the precinct electoral commissions in the precinct electoral commission for voting in the region and the precinct electoral commission for determining the results of voting in the region). In public opinion polls, the National Electoral Commission achieved record of confidence.

A study of the Euro-barometer performed at the end of January and beginning of February 2009 showed that not even 34% of the surveyed in all the 27 countries of the European Union declares the desire to cast their vote in the approaching election to the Euro-community. 15% of the respondents answered that they would de! nitely not vote in the coming election. The participation in the European Parliament Elections has fallen from election to election. This tendency persists and no signs of improvement of the situation can be seen. In 1994, 56.8% of the entitled to vote participated in the elections in all the member countries. Ten years later, only 45.6% of voters cast their votes. New member countries with low level of interest in European matters have considerably contributed to the fall in the level of legitimisation of the European Parliament.

In the first half of 2001 the US Department of State, following a request from the National Security Archive (a US non-governmental organisation), declassified documents relating to the Round Table negotiations, the presidential elections, the crisis over choice of a prime minister and the creation of government (coalition) in Poland in 1989. Those documents, highly confidential until their release, allow us to look at the most important events in the transformation in Poland from a different perspective, which has not yet been extensively analysed. In essence, they indicate the role of external factors which have influenced the political situation of Poland – the transformation and actual decomposition of communism. They include cables detailing the US embassy’s participation in, and its analysis of the events during Poland’s ‘revolution’.

Subcarpathian voivodeship that was formed in 1999 as a result of the administrative reform preserved voting traditions from all former voivodeships that comprise the current territorial unit of the country. It is noteworthy that the most important factors that significantly influenced electoral preferences of the Subcarpathia voivodeship were dominating electoral habits after 1989; electoral system elements, selected socio-economic indicators, as well as historical and religious determinants. The abovementioned factors are also supported by the positively verified partitions hypothesis, according to which it is assumed that in each partition area different patterns of political culture as well as various dominating political and ideological orientations were formed. This process was determined by policies of partitioning powers towards Polish citizens in the annexed areas, as well as the character and way of organising state by the partitioning powers, the level of their economic and cultural development. It is by means of following tradition that the above patterns are passed from generation to generation, which firstly confirms its timelessness, and secondly finds its reflection in election results in Subcarpathia.

The article is devoted to the early parliamentary elections in Serbia, which took place on 16 March 2014, less than two months after the beginning of negotiations on accession to the EU. The parliament elected in May 2012 was dissolved on 29 January on the strength of a decision by President Tomislav Nikolić. The head of state’s decision to dissolve the Skupština was based on the government motion which stated that painful reforms were in store for Serbia and that new legitimisation from voter was vital in order to implement them. The main initiator of the early elections was the leader of the Serbian Progressive Party (SNS) and the first deputy prime minister, Aleksandar Vučić, who wanted to consolidate his power.
Artykuł jest poświęcony analizie przedterminowych wyborów parlamentarnych w Serbii, które odbyły się 16 marca 2014 roku, czyli niespełna dwa miesiące po rozpoczęciu przez serbski rząd negocjacji w sprawie przystąpienia do Unii Europejskiej. Parlament, wybrany w maju 2012 roku, został rozwiązany 29 stycznia na mocy decyzji prezydenta Tomislava Nikolicia. Tym samym głowa państwa przychyliła się do wniosku zgłoszonego przez rząd, w którym podnoszono, że do przeprowadzenia koniecznych, aczkolwiek bolesnych, reform niezbędne jest uzyskanie nowej legitymacji od wyborców. Głównym inicjatorem przedterminowych wyborów był lider Serbskiej Partii Postępowej (SNS) i pierwszy wicepremier Aleksander Vučić, który liczył na umocnienie w ich następstwie swojej władzy.

The authors present information on holding presidential elections in Poland in 2020 in the context of the COVID-19 pandemic. In democratic legal systems there is a wide variety of instruments which profoundly affect the composition of future parliaments. They can cause significant changes in final results of both the parliamentary and municipal election. Due to them political parties can improve their position in emerging legislatures (gmina councils, poviat councils or sejmiks of the voivodeship), or even, I mean smaller formations in the first place, can guarantee any representatives in the chamber (council, sejmik). Politicians make use of these instruments most frequently in the face of the oncoming election. These mechanisms allow, on the grounds of binding law, to cause a result much worse than expected for the opposition or formations competing for power. In countries with deeply rooted democracy, it is most often a good political habit that makes any changes in the Electoral law take place long from the election. In our political reality, however, it is a rule that the election campaign is accompanied by auctions on legal grounds. Namely, changes in the borders of election districts take place, vote calculation methods are modernised so that they would be naturally beneficial for those who carry out such normative transformations.

The paper deals with specific links between presidential and parliamentary elections in contemporary France. The main goal is to demonstrate that the timing of the two types of political events is a significant factor preserving the configuration of a pro-presidential majority fact as one of the possible variants of French semi-presidentialism. This raises the question of the role of both elections as instruments for controlling the process of setting up a space of political rivalry that could be perceived as optimal from the viewpoint of ruling camps. The author analyses possibilities to provide the convergence of presidential and parliamentary elections under the conditions of a seven-year presidential term as well as after its shortening to five years in 2000. Hence, of particular importance is the impact of some mechanisms used in this field on the institutional logic of the French political system. Specific application of constitutional tools and some normative changes introduced in previous years cause the extent of the aforementioned control to be now much greater than in the first decades of the Fifth Republic. Looking at the convergence of both types of elections from the perspective of the evolution of the existing political system, the author argues that it is legitimate to divide the whole period of the Fifth Republic into three sub-periods: 1. the absence of electoral convergence (1958–1981); 2. partial electoral convergence (1981– –2002); full electoral convergence (since 2002). Due to the acceptance of the pro-presidential paradigm, the latter formula is now definitely preferred and supported by legal regulations, which affects the flexibility of French semi-presidentialism (significantly reduced, but not fully eliminated, probability of cohabitation).

This article analyses the parliamentary elections held in the Republic of Moldova in 2021, as a result of which the right-wing party, formerly in opposition, won, and was able to form its own single-party government with a parliamentary majority, which has not happened in Moldova exactly 20 years – since 2001. In this article the basic positions of the “left” and “right” political camps in the Republic of Moldova before the elections are analysed; as well as the mechanics of the electoral campaign and the voting process in different socio-geographical profiles. In 2021 The Republic of Moldova, for the first time in many years, faced the phenomenon of “overturning elections”; understanding the mechanics of which contributes to the development of a much better political and electoral process in general. At the same time, despite the special nature of the 2021 elections, the electoral political process in the Republic of Moldova continues to show several fixed tendencies, such as the geographical polarization of Moldovan voters residing in the EU or Russia, and the overall objective decrease of interest in the electoral process in general, regardless of the degree of the political and social representation of the political parties represented in the elections.
