Indonesian Economic crisis is not economic disaster, but as a market correction for Indonesian economic development strategy. This paper present that development of marine sector is one of development strategy as resources based development in Indonesia. Marine sector development will carry Indonesian out of crisis toward better economic development. Development of the marine sector which is basically the utilization of ecosystem diversity contained in each region, means that the development of marine is identical with economic development in each region. Production technology in the marine sector with wide variation (labor-intensive technology to knowledge-intensive technology) will be able to accommodate human resources with variations of education background. Marine based economic development strategy capable of reaching broad problem solving, capable of being implemented by Indonesia and able to lead the Indonesian nation to a better future economy.

The article defines the priorities, principles and main provisions of national forest policy of Ukraine towards European integration. The main objectives and structure of the mechanism of transformation of ecological and economic relations in the forest sector of Ukraine is grounded. The main tasks of transformation of ecological and economic relations in the forest sector should be decentralization of the management system, budget savings and sustainability, sustainable development and ecological security, development of public and private partnership, and welfare of local communities. It justifies priority directions of transformation, which include the system of distribution of powers between central, regional and local levels, the financing system and fiscal regulation in the forest sector, powers and subordination of the organs of ecological control, the organizational forms of companies and associations, the institutionalization of communal and private ownership of forests. Necessary organizational and economic framework for their implementation should ensure the economic mechanisms of transformation of the system of state management of economic processes, financial-credit and fiscal regulation, economic incentives of the deep environmentally friendly forest products, integration of businesses and innovative and investment development of the forest sector, the Institute of ownership of forest land, the property rights of forest users and local communities. The structure of transformation mechanism of ecological and economic relations in the forest sector is developed. It will allow the use of modern economic methods (de-monopolization and transparent competition on the timber market; economic incentives for deep wood processing; the transition to the new organizational forms of integration of economic entities; the empowerment of local communities and their executive bodies) and the instruments (preferential loans; target financing of large-scale projects at the national level; environmental insurance; transfer pricing; export and import duties; the state order; the state guarantees and subsidies), and to form an effective organizational forms of business entities in the forest sector. It is concluded that transformation processes should apply to all spheres of economic activities in the forest sector, especially in the following areas: increased powers of the management bodies of the forest sector at the regional and local levels; simplification of procedures for land allocation by local governments to provide additional reforestation; coordination between the organs of ecological control and forest management to strengthen the relationship between the real state of forestry and the system of rational use of forest resources; the introduction of modern forms of enterprise and associations of enterprises at different stages of the reproductive process.

This research paper explores the impact of sociological perspectives on the relationship between natural resources and conflicts. From these theoretical perspectives, many fundamental sources of conflict over natural resources are identified and defined. This research takes the approach of a case study in which the researchers investigate and analyze the sources of conflict happening in the Darfur region of Sudan. This case study explores the demographic changes, economic development, and social inequality among some factors contributing to conflict over resources in this region. The research findings demonstrated that various factors play a vital role in the availability of natural resources, which is the main reason sides other reasons flaring conflict in the Darfur region in Sudan. These factors are related to climate change, destruction of ecosystems, immigration, demographic change, and political changes. Even though various factors could impact the conflict of resources in the Darfur region in Sudan, these researchers focused in this research paper on the sociological perspective only.

Opis:
This study empirically examines the impact of forests on economic growth in Nigeria for the period of 1990 to 2015. Unit root tests were carried out using the Augmented Dickey Fuller (ADF) test, while the Bounds cointegration test was used to establish a long run relationship between the forests and other independent variables and economic growth. An Error Correction Model (ECM) was also employed to determine the nature of the long run relationship. The findings show that forests have a positive effect on economic growth, however, this is not statistically significant. This study recommends that the government should intensify its efforts in the forestry sector so as to improve the productivity of forest resources in Nigeria. Moreover, the Nigerian government should discourage illegal felling of trees and the importation of timber products, as well as engage and develop the rural communities to reduce the pressure on forest resources and ensure sustainable use. The study also recommends the sustainable use of forest resources through ecotourism and the development of the forestry value chain in Nigeria.

Climate change poses special challenges for decision makers in Indonesia related to inherent uncertainties in future climate projections and the intricate relations between climate change, physical and biological systems, and food security. At present, however, coastal and marine subregions do not have the adaptive capacity needed to overcome this challenge. This paper examines the impact of climate change on food security in coastal and marine Indonesia. It aims to inform decision makers with up-to-date information about vulnerability to climate change, and to facilitate the development of adaptation strategies informed by the experience and knowledge of experts. Climate and extreme weather hazards associated with the coastal and marine sectors cover different factors but are related to sea level rise, rising coastal water temperatures, and tropical storms and hurricanes. Potential vulnerabilities for coastal zones include increased coastal erosion which causes changes in coastline, loss of coastal wetlands, and changes in fish profiles and other marine life populations. Adapting to climate change will ultimately require more systematic integration of governance strategies, science, regulatory systems, policy, and economics at an international level to deal effectively with the wide range of impacts projected for Indonesia. This integration will be shaped through formal mechanisms such as the development or modification of laws, regulations, and policies.

Their dynamics for the last five-year period outlines primarily unfavorable changes, which have had a limiting impact on economic growth. Goal – the aim of the article is to present the Bulgarian economic situation and development for the last 20 years. The observed trends reasons are indicated, the factors are derived and the socio‑economic consequences for the country are determined by statistical data analysis on manufacturing, labor resources, education, healthcare, employment, unemployment and income of the Bulgarian population. Research methodology – standard research methods are used for the article’s purposes such as: analysis and synthesis, critical analysis, comparative analysis, inductive and deductive method. Score/results – as a result of the analysis of the main macroeconomic indicators for Bulgaria, conclusions are reached about the vulnerability of the small economy and the existing risks in its development. At the same time, the available internal reserves are presented, which can be used to balance risks and increase the potential for economic growth. Originality/value – the article presents the author’s vision for the economic development of Bulgaria along with the related problems and opportunities, based on the official statistical information.

The subject of the article is a legal conflict between Norway and other countries on the possibility of running extractions of oil and gas on waters around Svalbard. The essence of the conflict is reduced to the discrepancies between the non-discriminating signatories of the Spitsbergen Treaty provisions of this Treaty (called also the Svalbard Treaty) of 1920 and new legal regulations connected with the development of exclusive economic zones EEZ and the extension of the range of continental shelves treated as areas adjacent to the main land.
Przedmiotem artykułu jest spór prawny pomiędzy Norwegią a innymi państwami o możliwość prowadzenia wydobycia ropy i gazu na wodach wokół wysp archipelagu Svalbardzkiego. Istota sporu sprowadza się do rozbieżności pomiędzy niedyskryminującymi sygnatariuszy traktatu spitzbergeńskiego ustaleniami tegoż traktatu (nazwanego również svalbardzkim) z 1920 r. a nowymi regulacjami prawnymi związanymi z rozwojem morskich stref ekonomicznych EEZ oraz rozszerzaniem zasięgu szelfów kontynentalnych traktowanych jako przylegle do głównego lądu obszary.

The relation and dialectical unity of such categories as quality of education and economic security of higher education institutionsare scientifically proven in the paper. Among such institutions the following two groups are distinguished: state (i.e.,all-Ukrainian) and regional. The operation state of the latter is investigated on an example of the Kharkiv oblast. The main components of the management cycle of education sector in Ukraine and such elements of quality of education as quality of the educational process, quality of students training, quality of educational services and quality (state) of education economics in whole country, region, or a single educational institution are determined. Current study proves that the education quality issues need regular state and public monitoring, as they are caused by the requirements of today’s market and by increasing competition for students between higher education institutions.

Objective. To examine disparities in access to the public in Poland, in association of the resources of health care, socioeconomic development of Provinces and their level of urbanization. Materials and method. The Provinces were divided into four groups, using the quartile method, according to the urbanization and level of socio-economic development. The socio-economic development level was identified by the Human Development Index (HDI) for each Province. The urbanization level of each Province was determined by the Index of Urbanization (URBI). Disparities level to access to public health care was identified by taxonomic measure of accessibility (TMA), calculated using resources of health care data. TMA index was compared in the different regions, depending on the level of HDI and URBI. Results. There was no linear relationship between accessibility to public healthcare and socio-economic development of each tested region, nor between accessibility to public health care in the Provinces and their urbanization level. During the study, the correlation between the TMA and HDI and URBI alsdo produced a negative result. Conclusions. An insufficient number of physicians and the limited value of contracts within the public health service may cause a drop in the availability of the public medical service sector, regardless of regional level of urbanization and socioeconomic development.

The aim of this research is to study theoretical and practical aspects of the ecological and economic losses from the use of solid domestic waste (SDW) as energy resources in the heat power industry of Ukraine. The methodical approaches to evaluating the ecological and economic losses caused by solid domestic waste (SDW) comprise: the developed algorithm, which evaluates the ecological and economic losses in the SDW use as fuel and energy resources in comparison with basic and project variant; the investigated morphological composition of SDW in the Ukrainian regions, on the basis of which there is proposed a matrix for further calculations of the ecological and economic loss from atmospheric pollution as a result of the energy-intensive SDW combustion at the power plants by the Ukrainian regions. The efficiency of using SDW as secondary energy resources, which essentially depends on the conventional energy resources combustion, is proved. According to the chemical and morphological composition of SDW, the average amount of harmful substances by their element constituents of SDW is determined. The economic loss from the combusting 1 ton of SDW as energy resources is estimated. Reasonability of using SDW as energy resources, based on the optimal ratio between conventional resources and energy-intensive SDW through minimizing total production costs and possible ecological and economic loss, is grounded. It is proved that while estimating the ecological and economic losses, it is necessary to consider the SDW morphological composition and regional specific features regarding the location of heat and power enterprises and organized storage landfills. It is grounded that the obtained estimates of the ecological and economic losses may be used for identifying the ecological and economic evaluation of the SDW efficiency use in the heat power industry at the regional level.

The paper aims to show relational resources as an increasingly significant factor in the competitiveness of territories. The authors argue that regions trying to increase their competitive position should undertake actions to facilitate the creation of a knowledge base and an institutional environment. This elaboration relies on the resource-based theory, used especially for analyzing relations between an organization and its environment. The paper presents theoretical considerations based on the desk research methodology and worldwide literature. Descriptive characterizations of two cases complete the presentations. The paper presents examples of two regions from different socio - economic systems, illustrating the role of relational resources in their development policy. These regions are the Lodz Voivodeship in Poland and the Novosibirsk Oblast of the Russian Federation. In their home countries, both of them had a strong economic position before the 1980's, and in the time of today’s recession are considered as regions with a slightly above-average potential for growth and good prospects for the development of their economy. Their current competitive positions in the investment market, in comparison with other regions in their countries, are also presented. The paper presents evidence that activities aimed at supporting relational resources (innovation policy, cluster development, cooperation between authorities and regional stakeholders) are conducted on a large scale. It also shows the importance given to relational resources in the developmental strategies of both regions. However, determinants resulting from the socioeconomic system and regional qualifications in the area of development management provide different opportunities to use these resources in practice.
Artykuł ma na celu pokazanie zasobów relacyjnych, jako nabierającego na znaczeniu czynnika konkurencyjności terytoriów. Autorzy starają się wykazać, że regiony chcące zwiększyć swoją przewagę konkurencyjną powinny podejmować działania, aby ułatwiać tworzenie bazy wiedzy oraz otoczenia instytucjonalnego. W artykule oparto się na teorii zależności od zasobów, wykorzystywanej zwłaszcza dla analizowania relacji pomiędzy organizacją a jej otoczeniem. Opracowanie ma charakter teoretyczny z wykorzystaniem metody desk research przy użyciu szerokiej, światowej literatury przedmiotu. Rozważania kończy prezentacja dwóch deskryptywnych studiów przypadku. W opracowaniu przedstawiamy przykłady dwóch regionów z różnych systemów społeczno - gospodarczych, ilustrujące rolę zasobów relacyjnych w ich rozwoju. Są to: Województwo Łódzkie z Polski oraz Obwód Novosybirski z Federacji Rosyjskiej. Oba regiony posiadały silne pozycje gospodarcze do lat 90-tych XX w., a obecnie, po okresie recesji, uważane są za jednostki posiadające nieco ponadprzeciętny potencjał rozwojowy w swoich krajach oraz dobre rokowania co do rozwoju gospodarki. Pokazano ich aktualne pozycje konkurencyjne na rynku inwestycyjnym na tle innych regionów z ich macierzystych krajów. Pokazano również, jakie znaczenie nadano zasobom relacyjnym w strategiach rozwoju obu regionów. Natomiast uwarunkowania wynikające z system społecznogospodarczego oraz kompetencje w zakresie zarządzania rozwojem dają różne możliwości wykorzystania tych zasobów w praktyce.
