Some remarks on the place of quantitative research in Polish economic history. The state and prospects (Summary)The article is a polemic on the text by Piotr Guzowski and Radosław Poniat entitled: The place of quantitative research in modern Polish historiography, which appeared in 2013 in the 73 volume of Roczniki Dziejów Społecznych i Gospodarczych [The Yearbook of Social and Economic History]. The article refers to a number of hypotheses and opinions presented by scholars who offered a critical analysis of the state of Polish economic history, the methods it uses and the scholarly potential it has. The article aims to present dilemmas faced by scholars specializing in economic history – one which rests on two pillars: history and economy. The author posits that economic history (not only in Poland), in exploring new ways of development, continues to rely both on a traditional history, known for its adherence to idiographic methods (which does not rule out the selection and juxtaposition of different data), and on contemporary economics, concerned mainly with model-building. The author argues for adopting a methodologically open approach to economic history, discussing a number of significant, both western and Polish, publications on this issue. The article also contains a review of the use of quantitative methods in Polish economic history.

“That in the age of numbers, numbers only can be turned to for supporting one’s propositions” – once more on the Polish studies of economic history (Summary)The authors, in referring to the paper written by Rafał Matera and published in this issue, argue that good studies from the field of economic history should 1) offer analyses informed by a social and economic theory; 2) make use of comparative methods, including as an advisable option the quantification of a series of data; 3) create or rely on specialized databases. Through the analysis of a number of works, the authors show that present-day Polish economic historians often fail to meet the requirements outlined above, thus making Polish historiography lag increasingly behind the historiography of other countries.

Ewa Domańska, a distinguished historian of historiography and the methodologist of history, has provided an insightful commentary on the state of humanities and social sciences. The development of interdisciplinary research in social sciences and humanities has resulted in varying outcomes and interpenetrations. Interdisciplinary research helps the development of science. However, studies undertaken with less rigor may pose some threats into the long term. According to Domańska, the lack of qualifications and care (especially with respect to theory and methodology) may undermine the autonomy of a disciplines and the credibility of research in the given field. This timely warning prompted the author to create the project with the aim to assert the independence of the threatened disciplines and to “re-professionalize” these areas of study. This is to be achieved by emphasizing the role of theory in science-a strong embeddedness of a discipline in the theory. Domańska’s concept, in the form of a dichotomous project, seems to be a recipe for achieving this goal. It presupposes, on the one hand, a “practical methodology”, i.e. constructing the theory basing on empirical research material, and on the other hand the so-called “virtue epistemology”, which stresses an ethical aspect of the researcher’s attitude and labour. The aim of the paper is to discuss Domańska’s project and to draw attention to the originality of her concept in the context of economic and social sciences. The economic history is a peculiar discipline founded at the intersection of history and economics. Thus, it is possible to put forward the thesis that Domańska’s suggestions are relevant to the research of economic history. The author will seek to determine what cognitive opportunities arise from the ontology of economic history and their potential threats to the main disciplines of history and economics. The article will also examine if Domańska’s project is appropriate for the economic history research as it is deeply embedded in “practical methodology”, and so in theory. Next, the author aims to consider the role of new theoretical approaches in this field, and whether it is possible to formulate novel concepts within the scope of the economic history. Finally, the author will attempt to assess the significance of “virtue epistemology” or the ethical aspect of an economic historian’s work.

The article aims to verify whether, in the 1980s, there was a significant decrease in the involvement of the regional communist party structures in charge of economic affairs in Poland. The analysis is made on the case of the Warsaw Committee (KW) of the Polish United Workers’ Party (PUWP). Archival documents gathered in the State Archive in Warsaw were used to perform the analysis. The protocols of the meetings of the Executive and Secretariat 1970–1989 were collected, described and analysed. Moreover, the analysis was supplemented by the Statistical Yearbooks of Warsaw (GUS, 1957–1974), the Statistical Yearbooks of the Capital City of Warsaw (GUS, 1976–1981) and the Journal of Laws of the People's Republic of Poland 1970–1989. A statistical analysis of economic activity of the KW of the PUWP in the context of macroeconomic variables and economic activity of central authorities was performed. The correlation coefficient between macroeconomic performance and Party activity indicates the convergence of both trends in the 1970s and the lack of correlation in the 1980s. The decline in engagement after 1978 was unprecedented. In this period, there was a discrepancy between the activities of the central government and the Party apparatus, which remained in place until the end of the system. Institutional mechanisms in the Principal–Agent relation weakened significantly in 1980s.

There are significant hints of a strong relationship between the dynamics of real estate markets and financial crises from the second half of the 19th century until today. In spite of research accumulation, it is seemingly ignored that since the late 19th century several financial crises were caused by real estate bubbles, depending on the distinct characteristics of real estate markets. The paper supports the idea that real estate and financial crises show indeed similar and congruent characteristics since the 19th century. This concerns (1) the inherent tendency towards speculative bubbles, (2) the growing significance of globalized finance, (3) credit practices, (4) the close relationship between the banking system and real estate markets and (5) between the real estate business and the stock market. However, the investigation into real estate markets is not only interesting for understanding and explaining the genesis of modern economic crises, but also contributes to the understanding of the emergence of practices of speculation, the indebtedness of private households and social inequalities. Further research on real estate markets promises the contribution towards a better understanding of actors, practices and institutions in modern market society.

Maria Bogucka (1929–2020) is one of Poland’s most outstanding representatives of historiography in the period after the Second World War. She dealt with a myriad of areas, such as the history of trade, everyday life, the problem of the position of the bourgeoisie in the social structure of pre-partitioned Poland and various aspects of the history of early modern culture. In the earliest period of her academic career (the 1950s and 1960s), under the guidance of Marian Małowist, she took up the subject of the development of crafts in the late Middle Ages and early modern times, with her research focusing primarily on Gdańsk, the largest city in pre-partition Poland. In her research, she sought to isolate the features of early capitalism in the relations of production of the city’s craftsmen, and she also focused her interest on artisans operating outside the guild system. Bogucka explained the changes in the economic situation in crafts, examining the relationship between this form of production and agricultural production and trade development.

The article presents the concept of the economic history of Witold Kula. He understands economic history as historical and comparative anthropology. However, he does not see the need to change the name of the discipline because he understands anthropology in a traditional way. This name refers to a separate discipline of knowledge which is primarily interested in primitive societies. Taking account of the existence of different research styles in anthropology, it must be stated that Kula’s research on the economy represents the scientistic style of researching culture.

India is one of the most populated countries in the world and was famously known as the golden bird. It was known for its rich cultural heritage and some of the world’s most significant educational institutions. Over the countless decades and centuries, the invaders exploited the resources for their advantage. At the decline of the independence in 1947, it was left backward with one of the poorest economies of the world of that time. The richness of erstwhile India, the status of the golden bird, the sacred intellectual space that India occupied has only textual value for the present generation. Through this academic paper, an attempt has been made to address the following questions: what was the state of the economy of India during the pre- and post-independence period, how has India transformed herself from one of the most impoverished economies in 1947 to currently the third-largest economy in the world, and how is the current economic and non-economic status of India.

The article compares the characteristics of state and market-driven coordination. It derives from them the need to return to capitalism. The author describes the role of the state in the process of market liberalization of the centrally planned economy, the dilemmas of state modernization, the problems emerging from the overstressed dynamics of the transition to the market. Against this background, the main features of Polish transformation have been described and the mistakes made have been identified. The author also answers the question of whether the choice of an alternative model of capitalism was possible than that proposed by the Washington consensus. The author postulates the use of the conclusions of the critical analysis of the Polish way of transformation in the new wave of reform of the economy and the functioning of the public sector in Poland.
W artykule porównano cechy koordynacji kierowanej przez państwo i rynkowej. Wywodzi się z nich konieczność powrotu do kapitalizmu. Autor opisuje rolę państwa w procesie urynkowienia nieprywatnej gospodarki centralnie planowanej, dylematy modernizacji państwa, problemy wyłaniające się ze zbyt forsownej dynamiki przejścia do rynku. Na tym tle wskazuje na główne cechy polskiej transformacji oraz popełnione błędy. Podjął również próbę odpowiedzi na pytanie czy możliwy był wybór alternatywnego wzorca kapitalizmu niż postulowany przez konsensus waszyngtoński. Autor postuluje wykorzystanie wniosków płynących z krytycznej analizy polskiej drogi transformacji w nowej fali reformowania gospodarki i funkcjonowania sektora publicznego w Polsce.

Officially, the European Neighbourhood Policy was born in 2004. After the eastern enlargement of the European Union, it became necessary to come up with a coherent strategy with regard to the neighbouring states of the EU. However, although the problem seems to have been caused by the fall of the Iron Curtain, the underlying issue is in fact much older. Already during the 19th century European economists wondered how Europe’s position could be ensured in a world where players like the Russian Empire and the USA made their appearance. Establishing a safe environment and international market European countries have access to has preoccupied economists for more than 160 years. Evidently, Europe has been – and still is – an international player active in security and peace – just not a successful one.

Recent events in the world economy, such as the pandemic and the war in Ukraine, have special implications for the countries that are part of the most advanced integration group in the world – the European Union (EU). In order to face new challenges, the EU must constantly evolve, because leaving the structure unchanged could mean stagnation and collapse. The paper aims to assess the functioning of the European Union in the conditions of the new ‘post-pandemic’ reality and the consequences of the war in Ukraine, and to review the prospects for further integration. The paper uses a diagnostic approach that involves establishing the actual state of affairs, assessing it, and considering the possibility of its improvement. As a result of the considerations undertaken, it can be assumed that the stability (and even the survival) of the EU seem to be favoured more by integration initiatives referring to the neo-functional theory and federal approach rather than the confederal approach. It is justified to increase the role of the political spill-over effect and the assumptions of heterodox economics. Historical experience leads to the conclusion that failure to take appropriate initiatives may trigger the disintegration mechanism and, consequently, the collapse of the European integration project.
Ostatnie wydarzenia w gospodarce światowej, tj. pandemia oraz wojna w Ukrainie, mają szczególne implikacje dla krajów wchodzących w skład najbardziej zaawansowanego ugrupowania integracyjnego na świecie – Unii Europejskiej (UE). Aby sprostać nowym trudnościom, UE musi podlegać ciągłym przemianom, gdyż pozostawienie niezmiennej struktury może oznaczać w konsekwencji zastój i upadek. Celem artykułu jest ocena uwarunkowań funkcjonowania Unii Europejskiej w obliczu nowej „popandemicznej” rzeczywistości i konsekwencji wojny w Ukrainie oraz przegląd perspektyw jej dalszej integracji. W pracy wykorzystano podejście diagnostyczne, które polega na ustaleniu stanu faktycznego, jego ocenie oraz rozważeniu możliwości udoskonalenia. Wyniki podjętych rozważań pozwalają przypuszczać, iż stabilności (a nawet przetrwaniu UE) bardziej wydają się sprzyjać inicjatywy integracyjne nawiązujące do koncepcji neofunkcjonalnej i federacyjnej aniżeli konfederacyjnej. Uzasadnione jest zwiększenie roli politycznego efektu spill-over oraz założeń ekonomii heterodoksyjnej. Doświadczenia historyczne skłaniają do wniosku, iż brak podjęcia odpowiednich inicjatyw grozi uruchomieniem mechanizmu dezintegracji, a w konsekwencji – upadkiem projektu integracji europejskiej.

The article presents a framework for integrating historical sources with elements of the geographical space recorded in unique cartographic materials. The aim of the project was to elaborate a method of integrating spatial data sources that would facilitate studying and presenting the phenomena of economic history. The proposed methodology for multimedia integration of old materials made it possible to demonstrate the successive stages of the transformation which was characteristic of the 19th-century space. The point of reference for this process of integrating information was topographic maps from the first half of the 19th century, while the research area comprised the castle complex in Kórnik together with the small town – the pre-industrial landscape in Wielkopolska (Greater Poland). On the basis of map and plan transformation, graphic processing of the scans of old drawings, texture mapping of the facades of historic buildings, and a 360° panorama, the source material collected was integrated. The final product was a few-minute-long video, composed of nine sequences. It captures the changing form of the castle building together with its facades, the castle park, and its further topographic and urban surroundings, since the beginning of the 19th century till the present day. For a topographic map sheet dating back to the first half of the 19th century, in which the hachuring method had been used to present land relief, a terrain model was generated. The transition from parallel to bird’s-eye-view perspective served to demonstrate the distinctive character of the pre-industrial landscape.
