The development of the Fourth Industrial Revolution has caused numerous problems in traditional labour markets, occurring both at the national level and the level of individual regions of the country. However, breakthrough technologies of the recent decade have initiated new forms of labour organisation, mainly digital jobs and the formation of a digital labour market, which contributes to solving the problems mentioned above. The paper’s goal is to assess the readiness of the economy of Ukraine and its regions for forming a digital labour market to determine promising strategic directions for its development. The findings justify the significant prospects for developing the digital labour market in Ukraine at the national and regional levels. Also, they determine the priority types of digital jobs in selected regions as well as form the methodological basis, information, and analytical base of the organisational and economic mechanism for managing its development.

Opis:
The main focus of this article is the reflection upon the contemporary changes (paradigm shift) within labour modalities, both in the context of defining and understanding the contemporary concept of labour, as well as its modes of organisation within new dynamic environment of global ‘digital economy’. The starting point refers to the dynamics of ‘disruptive changes’ evoked by information-communication revolution, that fundamentally change (transform) simultaneously: economic, social and cultural sphere, evoking the effect of interference (unintended consequences) difficult to predict. This results in paradigm change within analysis of the contemporary changes in labour modalities, transition from classical approach focused on the structural changes within the economy (described in terms of transition from fordist to post-fordist modes of labour) to post-modern approach with new paradigm of immaterial labour (2.0) as a result of fundamental changes within technology (digital disruption). This article mainly focus on the emergence of new concepts of ‘immaterial work’ (Lazzarato; Hardt and Negri), ‘digital labour’ (Fuchs; Dyer-Witheford, Scholz) and ‘labour 2.0’ (Cote, Pybus), indicating fundamental changes within the nature of work itself, currently based on digital, social and intellectual competences (transition from physical work based on industrial processing of physical goods and services to digital and cognitive work, processing mainly immaterial goods : information, knowledge, symbols) and its consequences within economy, social relations and culture (contemporary lifestyle/ identity). To start with, first part of the article focus on the broader context of the assumed ‘radical change’, evoked by ITC revolution, described by many scientific disciplines in terms of ‘paradigm change’, bringing the interdisciplinary context necessary to understand this phenomena. Second describes new concept of ‘immaterial work’, fully discussed by M. Lazzarato (1996, 2004) Hardt and Negri (2000, 2004), and more recently by Fuchs (2010), Dyer-Witheford (2010), Scholz (2012), both in the context of defining and understanding notion of immaterial labour, as well as its modes of organisation within dynamic environment of global economy, bringing forth the transition from classical, stable modes of employment to more flexible forms of employment (flexicurity), mainly on the basis of the unstable employment model(s). Third part, brings the conclusion noted within second part, underlying (often unintended) consequences coming from the emergence of ‘immaterial work’, or (digital) ‘labour 2.0’, in form of increasing inequality and asymmetry (enormous disparities), in terms of accumulation of wealth (capital) and power (defined in terms of access to diverse social, cultural and digital experiences or required skills or qualifications), evoking the notion of ‘precarity’: symbol of fragile and precarious existence of constantly increasing number of the world's population (Neilson, Rossiter 2008).

Quick progress in modern technologies resulting in the Internet development causes more and more institutions to offer their services through the network. The problem is the consequences of the division of people into those who can, are able to and want to use informational technologies and those whose awareness in this area is very little or none. The faster and faster development leads to great differences in qualifications between groups who do not have access to the Internet and the remaining part of the society. Both the administration and the business community have already noticed the issue of not using ICT by people as an important social problem. The article presents the analysis on how many people still do not have digital competence, as the situation evolved over the years. As the conclusion the Authors pointed out that in many sectors of the economy the knowledge of ITC is a prerequisite for getting a job.

The article is devoted to researching the Labour Market Digital Ecosystem (LMDES) in terms of its effect on the recruitment process during the remote work outspread. The research aims at analysing remote staff attraction through job portals using the Job board software and determining their impact on recruitment. The LMDES applies automation of the staff searching and selecting, scouring for employment opportunities, and the remote interaction with employers, recruiting agencies, applicants, and job seekers in the digital environment. The creation of a virtual space for such an effective interaction can be realised through a Job board software.

Digital platforms are reshaping the geometry of the world. Their wide adoption by the population worldwide for an increasing number of activities, confer them a dominant position, which challenges established powers. Their control over the global flow of data and their algorithmic treatment leads to new asymmetries of power. New systems emerge, that unlike the Westphalian States do not correspond to territories on a map, but to complex networks controlling sectors of activities at a global scale. It is a real challenge and a necessity to reinvent a grammar of territories, to be able to grasp the new objects and their dependencies, and address the related issues of social justice and sustainable interaction with our planet.

Nowadays, the acquisition of a high level of digital competence has become a real need for professional development in any field. Future graduates in Labour Relations and Human Resources should achieve an advanced level of this skill. The main aim of this research is to determine the level of acquisition of digital competence in Labour Relations and Human Resources students. The second purpose is to check whether there is a link between gender and digital competence achievement. This paper is based on the application of a questionnaire on digital competences which is organized around 5 aspects, and mainly based on the basis of Likert-type scale questions. The data collected belong to 26 undergraduates studying at the third year of Degree in Labour Relations and Human Resources at the University of Extremadura. The results obtained show that a large majority of students (65.4%) have an advanced level of digital competence, nevertheless, it would be advisable for the rest to achieve the same level before they graduate and exercise their profession. The second important conclusion is that the level of acquisition of digital competence is not conditioned by gender aspects.
W dzisiejszych czasach zdobycie wysokiego poziomu kompetencji cyfrowych stało się realną potrzebą rozwoju zawodowego w każdej dziedzinie. Przyszli absolwenci kierunku Stosunki Pracy i Zasoby Ludzkie powinni osiągnąć zaawansowany poziom tej umiejętności. Głównym celem badań jest określenie poziomu nabycia kompetencji cyfrowych u studentów Stosunków Pracy i Zasobów Ludzkich. Drugim celem jest stwierdzenie, czy istnieje związek między płcią a osiąganiem kompetencji cyfrowych. Niniejsza praca opiera się na zastosowaniu kwestionariusza dotyczącego kompetencji cyfrowych, który jest określony na 5 aspektach i głównie zorganizowany wokół podstawy pytań na skali typu Likerta. Zebrane dane należą do 26 studentów studiujących na trzecim roku kierunku Stosunki Pracy i Zasoby Ludzkie na Uniwersytecie Extremadura. Uzyskane wyniki wskazują, że zdecydowana większość studentów (65.4%) posiada zaawansowany poziom kompetencji cyfrowych, niemniej jednak dla pozostałych wskazane byłoby osiągnięcie tego samego poziomu przed ukończeniem studiów i wykonywaniem zawodu. Drugim ważnym wnioskiem jest to, że poziom nabycia kompetencji cyfrowych nie jest uwarunkowany aspektami płci.
