The article is a continuation of the author’s research, “Compensation model of economic growth of Ukraine”, published in the monograph “Convergence of Economic Models of Poland and Ukraine” (Krakow, 2009). The article explores trends of the economic development of Ukraine in the time of global economic and financial crisis (2008–2011). The influence of the crisis is regarded as a possibility to unveil the weaknesses of national economic system. Author argues that short-term economic recovery of Ukraine in 2010 is built on very uncertain drivers. Therefore economic policies need to be revised. Author comprehends a number of key drawbacks in order to work out strategic priorities of modernization of Ukrainian economy in after-crisis period.
Artykuł stanowi kontynuację badań autora „Model kompensacji wzrostu gospodarczego Ukrainy”, które zostały opublikowane w monografii „Konwergencja modeli ekonomicznych. Polska i Ukraina” (Kraków, 2009). W artykule podjęto badania nad trendami rozwoju gospodarczego Ukrainy w czasie globalnego, ekonomiczno-finansowego kryzysu (2008–2011). Oddziaływanie kryzysu uznawane jest za czynnik odsłaniający słabości narodowego systemu ekonomicznego. Autor dowodzi, że krótkookresowa poprawa sytuacji gospodarczej Ukrainy w 2010 r. oparta jest na bardzo niepewnych podstawach. Stąd polityka gospodarcza powinna zostać zrewidowana. Autor wskazuje na liczne kluczowe bariery w celu wypracowania strategicznych priorytetów modernizacji gospodarki Ukrainy w okresie pokryzysowym.

Theoretical background: Talent management refers to how organizations attract, select, develop and manage talented employees. Thus, talent development is an important part of the overall process. It can be observed that there are relatively few papers focusing primarily on talent development. Meanwhile, it is a more complex and fraught activity than many HR specialist recognize, thus, it is worth paying more attention and research. Even less papers covers talent development during COVID-19 as it is a relatively new problem and research is still ongoing.Purpose of the article: The aim of the article is to present the results of research on the conduct of development processes by companies for talented employees during the COVID-19 pandemic.Research methods: For the analysis, literature studies were carried out and the quantitative study with the use of the author’s questionnaire and CATI interview was organized in October–November 2020. The research sample included 102 purposefully selected organizations.Main findings: Research indicates that organizations have been affected by the pandemic in terms of their personnel policies. They decided to take restrictions, but their degree was different for talents and other employees. The biggest restrictions affected training budgets, foreign trips and postgraduate/MBA studies. Organizations continued to run talent development programs in the pandemic, but their scope decreased. Changes in priorities were also noted – the importance of talent development before the pandemic was greater for respondents. During the pandemic, retaining talent and building their commitment came to the fore. The analysis also made comparisons with the results of author’s own studies on subprime crisis, which show that the organization’s actions in these two crisis situations have converged in many areas. In particular, it was decided to maintain developmental activities, but in exchange for more costly forms of development, talents were offered cheaper internal training, projects or job rotation. The differences include the inclusion of talent in strategic projects, “crisis headquarters”, which was observed to a large extent during the subprime crisis, but did not appear in the pandemic results. It should be emphasised that the research was carried out in two different groups, which does not authorise clear conclusions, but only allows for very preliminary reflections on the behaviour of the organization in these two situations. Research results contribute to reducing the research gap in the talent development process during pandemic or crisis.

Efficient control of the consumer foodstuff market can be considered a key direction of economic development of Irkutsk region. This market is strategically important for forming human capital of the region, as food is a basis for preservation and maintenance of population’s health.The economic crisis has been negatively reflected in functioning of the market of foodstuff that is caused by the factors having both internal and external character. Increasing the cost of some kinds of food has negatively affected consumers’ demands, as the incomes of the population in the conditions of crisis are decreasing. The structure of production and sells of foodstuff has changed. While retail prices are growing, the wholesale ones (for the peasants) are decreasing. The lack of coordinated communication between manufacturers and consumers interfered with the process of replacing imported goods with domestic products. Due to long procedures of registration for credits and insufficiency or absence of pledge, the possibilities of small businesses were limited in subsidizing programs. In the conditions of economic crisis, the primary task of the enterprises of food-processing industry should be aspiring to innovative development as well as decreasing the expenses for manufacturing and selling competitive products.

Research background: This paper researches the relationship between financial depth (private credit to GDP ratio) and the subsequent response of GDP to the 2007+ financial crisis.  The prevailing view in the finance-volatility of growth nexus literature is that financial depth reduces production volatility, but this holds true only up to a certain level of financial depth. Another stream of research documents that rapid growth in credit is a financial crisis predictor. Purpose of the article: We ask: did financial depth or its change have any impact on the post-crisis response of the real sector? Methods: Cross-sectional regression, 144 countries. Findings & value added: The post-crisis GDP response corresponds to a change of financial depth prior to the crisis, rather than to the financial depth itself. The increase of financial depth prior to the crisis is statistically significant to the extent of GDP drop; in countries where the credit-to-GDP ratio surged prior to the crisis, the post-crisis response of the real sector was more pronounced. There is no evidence that financial depth negatively affected the extent of the GDP drop after the 2007+ financial crisis; some calculations suggest that the effect is slightly positive (i.e. the collapse was less severe in the countries with higher financial depth). The variables relating to financial depth affected the response of GDP mainly in countries where financial depth is relatively high.

Resilience of any area in question is linked with its structure, which is being built and rebuilt over the years. For instance, Košice city reinforces for most sector of Information, communication and as well its sector of Art, entertainment and recreation. After implementing strategy of reinforcement the city can be better up to the task to cope with shocks. Similarly other areas, this paper was trying to shed light on this topic by implementing methodology of localization quotient and using data for seven cities in Eastern Slovak Republic. The analysis provides comparison in structure and resilience potential of cities in terms of employment.

Abstract Aim: Millions of people are displaced globally, as refugees, asylum seekers or migrants. Although, at a first glance, crisis and conflicts are considered the main trigger for these movements, the migration challenge may have different roots: demographic trends, poverty, the globalization of communication, etc. The present article is an introduction to the main concepts and terminology regarding migration and it links the migration with actual labor problems within the EU. Design: The article shows how migration terminology is reflected in the EU migration policy and how migration policy affects labor policy and vice versa. The article is to be considered a state of the art or methanalysis and explains the concepts: in-migration, out-migration, refugees, asylum-seekers. In addition, it draws attention to controversies regarding the use of concepts: illegal migration, irregular migration and return migration. Conclusions: The article presents eight main economic theories of migration. Five of them have as subject of analysis the determinants of migration and the other three have the subject of analysis the perpetuation of migration. Some of the main theories analyzed here are the neoclassical theory of migration, the human capital theory of migration, the new economics theory of migration, world system theory, network theory, migration systems theory. Originality: The article demonstrates the fact that neither of these economic theories/models explain adequately the actual determinants of migration and it proposes a new model focused more on the transdisciplinary effects of human movements.   Keywords: migration, crisis, development, asylum seekers, labor market policies JEL: J015, J61, J15

French population has been growing very fast since 1945, due to immigration and to natural growth. According to the demographic prospects, population will be constantly growing during the next fifty years and the part of elderly people is also going to be growing. The state has obviously to take this tendency in consideration for reforming the pension system. Economic situation has worsened in France since the start of the crisis in 2008, like in the most European countries. In the last six years, the situation on the labour market and public finances have deteriorated. Young and unskilled workers are the most vulnerable people on the labour market in France now. The pension system as it exists today in French was built progressively since World War II. The organisation of the pension system is relatively complex and is divided between basic and supplemental schemes. There were many reforms since 1945, which didn't solve the main problem of the system which is the deficit, and for this reason an increase of the retirement age seems the only possible solution.

North Korea often tries to hide the results of decades of communist authoritarian leadership and economic mismanagement. The military-first policy has caused a lack of economic development and half of the population is living in miserable conditions, suffering an acute humanitarian crisis. The UN has called for urgent aid, but to avoid it from being diverted into the military sector and the elite, it should be channeled directly to the vulnerable population and flow independently of the denuclearisation talks. There is a need of active diplomacy, international cooperation and engagement to enhance the standard of living of the North Korean people.

Housing markets can be understood as indicators of the spatial pattern of capital investment under contemporary financial capitalism. We take this point of entry in order to analyze core-periphery relations around the turning point of the global financial crisis of 2007–2008 on the Hungarian housing market. The instance of crisis sheds light on patterns of homogenization and differentiation; the effects of which can be understood by exploring housing market activity on various scales from the European to the local/regional. We argue that these two patterns of uneven development are inextricably linked and result in deepening sociospatial polarization.

The paper shows, that the hopes associated with globalisation, which were also supposed to overcome the effects of the ecological crisis, have not been fulfilled. This situation is associated with the fact that nowadays the biggest influence on the functioning of the global ecosystem is by man himself, who exists simultaneously in two environments: social and cultural. According to the author, all crises are global and furthermore embrace both environments in which man functions. Therefore, people are most at risk to pay for every crisis, including the ecological one. Human communities would be able to function in any environment, if they accept and implement sustainable development, which includes the functioning of the anthroposphere and the biosphere at the same time. Communities which were unable to do so, collapsed and even disappeared. In conclusion, the author claims that even today there is such a requirement. Today’s advocated sustainable development ensues from our species’ historical experiences. The implementation of sustainable development could provide the best optimal develop-ment conditions for both mankind and the natural environment.
Autor wskazuje, że nadzieje związane z globalizacją, która miała doprowadzić także do przezwyciężenia skutków kryzysu ekologicznego, nie spełniły się. Taki stan rzeczy wiąże z faktem, że współcześnie największy wpływ na funkcjonowanie ziemskiego ekosystemu ma sam człowiek egzystujący równoległe w dwóch środowiskach: społecznym i kulturowym. Zdaniem autora wszystkie zjawiska kryzysowe mają zasięg globalny, a ponadto obejmują oba środowiska, w których funkcjonuje człowiek. Dlatego każdy kryzys, w tym i ekologiczny, jest dotkliwie odczuwalny zwłaszcza przez ludzi. Społeczności ludzkie potrafiły funkcjonować w każdym środowisku, jeśli były w stanie przyjąć i realizować jakąś postać zasady zrównoważonego rozwoju, która obejmowała zarazem funkcjonowanie antroposfery i biosfery. Społeczności, które tego nie potrafiły, upadały a nawet ginęły. Autor w konkluzji stwierdza, że również obecnie istnieje taki wymóg, a zatem propagowana współcześnie zasada zrównoważonego rozwoju jest konsekwencją doświadczeń historycznych naszego gatunku i najlepszą drogą dla zapewnienia optymalnych warunków rozwoju zarówno dla ludzkości jak i środowiska naturalnego.

Purpose: Paying attention to the determinants of the growing role of people and their knowledge as factors supporting the development of entities in the period of recovery from the crisis. Design/methodology/approach: the study is based on a critical analysis of the literature, and due to the topicality of the analyzed issues, also on the basis of press publications and internet sources. The subject area includes issues related to human capital in the situation of recovering from the crisis and changing the strategy. Findings: The considerations presented in this study show that appropriate human capital management is a factor supporting the change of strategy towards development in the period of recovery from crisis. Practical implications: Theoretical considerations are supplemented with the results of world research in the field of human capital management. As a result, the current trends recommended in this area of management are indicated. They constitute the guidelines for managers on how to deal with human capital so that it supports the development of the enterprise. Social implications: Recognizing effective ways of managing human capital may have multifaceted beneficial socio-economic consequences. Overcoming the crisis and entering the phase of redevelopment is important both for the state and for society. Originality/value: The study shows a specific approach to human capital, which not only determines the effective management of a company in a crisis situation, but when properly managed it supports the transition from crisis-related stagnation to the strategy of re-development after the crisis.

The economic crisis of 1957–1958 brought to an end the first and started the second post-war business cycle in the West Germany’s economy. The long-term growth trend of the 1958–1970 period was interlaced with two downturns in the economic development, in the 1962–1963 and 1965–1967 periods, respectively. As in the entire period following the World War II, the downturn in economic activity did not lead to an absolute decline in industrial production and gross domestic product (GDP) on the year to year basis, but only to a reduction in the economic growth rate, or in other words – negative deviation of the growth rate from the long-term development trend.

The cities of the Donetsk region are in the center of an armed conflict in Eastern Ukraine. The aim of this paper is to determining the need to implement crisis management in the cities of the Donetsk region. The method of economic and statistical analysis was used to examine the problems of urban development in the Donetsk region. Using the methods of statistical and economic analysis, the author analyzes the consequences of military operations in Eastern Ukraine on the socio-economic development of the cities, and the state of the infrastructure. The results of the study indicate the need for crisis management to reconstruct of the cities in Eastern Ukraine. The necessity for crisis management in the current economic conditions for the cities of the Donetsk region is examined. Anti-crisis management of the development of cities in the Donetsk region should be aimed at optimizing the mechanisms for regulating urban systems in an armed conflict. The author proposes to develop a strategy for the reconstruction of cities in the Donetsk region, taking into consideration their classification. To renew the cities, it is essential to implement a neo-industrialization policy based on a program-oriented approach.
