As an international organization the European Union pursues a range of purposes including improvement of public health, prevention of human illness and diseases as well as elimination of the sources of danger to physical and mental health. To enable effective health policies supporting actions of the member states, the data and materials which are fundamental to public health assessments are collected at the Community level. They underpin a variety of analyses necessary to evaluate changes in medical systems and determine the degree of similarity between the EU member states. This article analyses public health in Poland in relation to selected European countries. The study is based on the medical, economic and social indicators available from the EUROSTAT database. The taxonomic methods used in the study allowed ranking the sampled countries and identifying those with the highest level of public health. A more detailed assessment was based on the general presentation of health care systems in each country. In addition to Poland, the other post-socialist countries in the sample are Bulgaria, Estonia, Lithuania, Romania, Slovenia, Hungary and the Czech Republic. Importantly, the study covers the years 2004-2009, after most of the countries joined the European Union. The reason why other former Eastern bloc countries were omitted from the study was the unavailability of appropriate data in the EUROSTAT database. The paper discusses a group of developed European countries too. However, because the complicated historical past of the post-socialist countries and the socio-economic difficulties that result from it make their analysis more interesting from a comparative point of view, they are the primary group explored in this article. This article is divided into theoretical and empirical section. It begins with a short introduction. Part two presents the concept of health and public health. The third part describes key factors differentiating health systems. It briefly presents the main healthcare models, that is: the Bismarck’s, Beveridge’s, Siemaszko’s and the residual model. The fourth section refers to a grouping method based on Hellwig’s taxonomic measure of development. Part five with its scope includes a comparative analysis of public health status of selected European countries. The sixth part presents major determinants of cluster formation. The paper ends with a conclusion that summarizes the obtained results.

The object of the study is to monitor the economic development of territories. As a result, a detailed analysis revealed the absence of a single action algorithm for diagnosing the economic development of territories. As a result of the analysis of the terminological apparatus, the essence of monitoring the economic development of territories is clarified, by which is meant the process of measuring, fixing, evaluating, con-trolling, analyzing and forecasting key characteristics based on information technologies and intended for current and strategic goals of managing the country’s territory. The paper proposes a model for the formation of an information-analytical system for monitoring the economic development of territories, based on the use of IDEF0 functional modeling and includes a specific set of stages, each of which solves a set of tasks with an indication of mechanisms and tools. The practical implementation of a functional model for the formation of an information-analytical system for monitoring the economic development of territories will effectively organize the collection of information, objectively assess the dynamics of changes in the regions, and also forecast the development of economic processes in the country.

Today, almost 80% of cargo is transported by sea. Most of the global maritime shipping operations are performed in the direction East – West, through the southern routes, e.g. Singapore – Suez Canal – Gibraltar – Europe. The total fuel cost is the major concern and the main drawback of these routes. According to the latest statistics and analyses, the price of fuel is growing and such a trend will cause a great impact on the economies of developing countries. For these reasons, new alternative maritime routes, in which the optimisation of transportation in the maritime transport network can be achieved, are to be found. There is a possibility of establishing such routes in the areas of high latitudes where climatological changes and diminishing ice open up entirely new possibilities for shipping and present completely new challenges in the global shipping industry. Through the comparative analysis of the main routes and the SWOT (Strengths, Weaknesses, Opportunities and Threats) method, this paper discusses the advantages, potential and importance, as well as the level of reliability, threats and disadvantages of using the areas of high latitude in maritime transport.

The sustainable implementation of highway projects requires a sensitivity analysis of the terrain and all of its components that have a direct influence on road design, construction and operation. The result of this inquiry involving GIS techniques and methods regarding environmental and economic factors helps in choosing the optimal road route, in order to meet the real-world connectivity requirements. The sensitivity analysis can be applied to road and rail infrastructure projects, aiming to develop a decision-making tool that can be employed by their potential beneficiaries, according to their purposes and interests. This paper aims to create an objective decision-making tool for transport infrastructure development in correlation with the current needs of society regarding the development of transport infrastructure in an economic sustainable manner with low environmental impact. Furthermore, the study tries to identify the best highway corridor in an area with environmental constraints (especially geomorphological), that is in balance with both environment and financial resources.

Subject and purpose of work: The paper focuses on identification and assessment of regional disparities in development of Poland in regard to demographic potential, economic development, social development and technical infrastructure in 2006, 2010 and 2015. Materials and methods: Research was conducted with the use of Central Statistical Office’s statistical information with the application of Hellwig’s taxonomic measure of development and standard deviation method of linearly ordered objects’ grouping. Results: Mazovian province was a leader in regard to demographic potential and economic development, while Silesian province took the first position in case of social development and technical infrastructure. The highest levels of synthetic measure of development were noted in Mazovian and Silesian provinces, while the lowest ones were observed in: Warmińsko-Mazurskie and Lubelskie provinces. Conclusions: Pro-development activities should be intensified in the regions with significantly lower level of socioeconomic development, worse equipment in technical infrastructure and weaker demographic potential.
Przedmiot i cel pracy: Podstawowym problemem publikacji jest identyfikacja i ocena dysproporcji w rozwoju polskich województw z uwzględnieniem potencjału demograficznego, rozwoju gospodarczego, rozwoju społecznego oraz infrastruktury technicznej w latach 2006, 2010 i 2015. Materiały i metody: Badania prowadzono w oparciu o materiał statystyczny GUS z Rocznika Statystycznego Województw z wykorzystaniem metody taksonomicznej miary rozwoju Z. Hellwiga oraz metody grupowania obiektów uporządkowanych liniowo za pomocą metody odchyleń standardowych. Wyniki: Województwo mazowieckie pozostaje liderem pod względem potencjału demograficznego oraz rozwoju gospodarczego, natomiast województwo śląskie zajmuje pierwsze miejsce w zakresie rozwoju społecznego oraz infrastruktury technicznej. Najwyższy poziom syntetycznego miernika rozwoju odnotowano w województwach: mazowieckim i śląskim, natomiast najniższy poziom tego miernika zaobserwowano w województwach: warmińsko-mazurskim oraz lubelskim. Wnioski: Utrzymujące się dysproporcje między województwami wskazują na konieczność intensyfikacji działań prorozwojowych w tych regionach Polski, które charakteryzują się niższym poziomem rozwoju gospodarczego i społecznego, gorszym wyposażeniem w infrastrukturę techniczną oraz słabszym potencjałem demograficznego.

Political discourse typically focuses on public oratory comments by politicians which are meticulously prepared and framed in advance, representing their political platforms. In the international development sector, there are few opportunities for conventional political discourse. Instead development organizations reach public audiences through manicured “success stories” which detail their programmatic interventions around the world. The focus of this study is on how publicly available documentation from international development organizations subtly reinforces a historicist understanding of global difference, with material consequences for which development agendas are able to garner legitimacy. Utilizing critical discourse analysis as a methodology, I use the case of the seven publicly available “profiles of progress” of African agricultural development projects funded by a recent large private foundation. As political discourse, these re-presentations of farmers serve political aims for promoting a particular version of agricultural development. I identify two strategies by which these profiles build epistemic legitimacy: (1) “scientizing” the profiles with the inclusion of quantified metrics and (2) using the voices of smallholder farmers to “authenticate” the narratives. I demonstrate that African smallholder farmers are presented in three possible roles: farmer-as-stagnant, farmer-in-modernity, and farmer-as-businessman. These re-presentations normalize the idea of Western superiority, ultimately serving the political needs of development donors to appear as legitimate benefactors. I argue that these profiles are not benign but serve as organizational contributions to an episteme concretizing around a particular political agenda: agribusiness as the solution to 21st century food security.

Policies that aim at bringing about a digital transformation (seek to) create the conditions for particular spatial development trajectories. Yet, the understandings, explicit and implicit, of space advanced by digital agendas have remained rather underexposed to date. This paper addresses this gap by developing a Foucauldian-inspired discourse-analytical framework and applies it to the programme of ‘Digital Hungary’. It is argued that policies of digitalisation in Hungary only to a minor extent consider the spatial dimension, and their impact potentially undermines the declared aims of spatial development at different scales.

Research background: Composite indicators are commonly used as an approximation tool to measure economic development, the standard of living, competitiveness, fairness, effectiveness, and many others being willingly implemented into many different research disciplines. However, it seems that in most cases, the variable weighting procedure is avoided or erroneous since, in most cases, the so-called ?weights by belief? are applied. As research show, it can be frequently observed that weights do not equal importance in composite indicators. As a result, biased rankings or grouping of objects are obtained. Purpose of the article: The primary purpose of this article is to optimise and improve the Human Development Index, which is the most commonly used composite indicator to rank countries in terms of their socio-economic development. The optimisation will be done by re-scaling the current weights, so they will express the real impact of every single component taken into consideration during HDI?s calculation process. Methods: In order to achieve the purpose mentioned above, the sensitivity analysis tools (mainly the first-order sensitivity index) were used to determine the appropriate weights in the Human Development Index. In the HDI?s resilience evaluation process, the Monte Carlo simulations and full-Bayesian Gaussian processes were applied. Based on the adjusted weights, a new ranking of countries was established and compiled with the initial ranking using, among others, Kendall tau correlation coefficient. Findings & Value added: Based on the data published by UNDP for 2017, it has been shown that the Human Development Index is built incorrectly by putting equal weights for all of its components. The weights proposed by the sensitivity analysis better reflect the actual contribution of individual factors to HDI variability. Re-scaled Human Development Index constructed based on proposed weights allow for better differentiation of countries due to their socio-economic development.

For over two decades now, Zimbabwe has been rocked by socio-political and economic crises, which, together, project a troubling scenario of state failure. The solution to these multiple crises, which have retarded peacebuilding and development, is not yet in sight since the country is still struggling to recover and reclaim its glory of yester-year within Southern Africa. Religion is a bedrock of principles, values and norms that can be used in nation-building in Zimbabwe. The essential notions from religious belief systems of honesty, transparency, accountability and forgiveness, can be utilised to reconfigure and reconceptualise Zimbabwean humanity. Similarly, communication is one of the main pillars of nation-building; hence, the fundamental role of language in peacebuilding and development cannot be relegated or overstated. The key purpose of this study hinges on the imperative to rethink the role of both religion and language in nation-building discourse in Zimbabwe. This study is informed by insights from Critical Discourse Analysis (CDA), which views discourse as socio-political and cultural practice. Thus, the study takes cognisance of the complex nature of language and discourse as sites of struggle, contradictions and projection of socio-political power relations hence, contextual factors that inform Zimbabwe’s present political realm are useful in debating the present subject. Although language and religion have always been contested and considered divisive aspects, if accorded careful attention, these two can be instrumental in bringing peace, unity and nation-building. Religion and language are of paramount importance in the discourses of peacebuilding, unity and development in contemporary Zimbabwe.

The growing position of the Polish yacht industry in international markets is the result of many years of innovative activity by enterprises in terms of product, process, organisation and marketing. The competitive advantage achieved has led to a gradual increase in domestic production, in the number of entities involved in construction, as well as in the production and sales of yachting equipment. The following study aims to define the determinants and prospects for the development of the Polish yacht industry against a background of market processes and socio-cultural phenomena. With further exploitation of the market niche, Polish producers can be competitive in international markets thanks to material, technology, design, project, organisation and marketing innovativeness. Having good brands, no need for relocation of production, a favourable price-quality ratio, but above all, the quality and quantity of the products allow for optimism concerning the production and sales of yachts in the future. It is also indicated by demand, including an increasing domestic component which significantly exceeds supply. Its fundamental determinant is the growing wealth level and the fashion for spending free time on the water, and this includes the fashion forwater houses.

Opis:
Changes in land use and land cover are a result of urban growth. Human activity has a vital role in city development since it helps to increase people's living standards, property values, accessibility, and safety. This study looked into the importance of legal procedures in accordance with the country's long-term development goals. It was also used to reveal the area's strengths, weaknesses, opportunities, and risks to the environment and people due to urban development. The study gathered data from both primary and secondary sources. The SWOT analysis was used to highlight the implications of urban growth in the research area. Maps analysis has been done using Geographic Information Systems (GIS). The statistical data on unauthorized filling was analyzed using Microsoft Excel. The findings show that, rather than being a source of strength and opportunity, urban expansion is also a source of weakness and risks. Threats to natural resources and humans, in particular, are disproportionately significant. Due to land demand, 62% of the land has been developed, jeopardizing the available marsh and paddy area. The growth of Kolonnawa urban council, which is located below mean sea level (MSL), causes flooding in the area every year. Based on a 50 year flood inundation, the grama niladari divisions of Wadulla, Orugodawatta, Meethotamulla, Gajabapura, Wijayapura, and Salamulla have been declared as high impacted locations.

Purpose: The purpose of the article is to analyze the strengths and weaknesses as well as opportunities and threats of the scientific unit (Faculty) and assess the development possibilities of this unit. Design/methodology/approach: The main research problem undertaken concerns the analysis of the Faculty's Development Strategy based on the main source document which is the Faculty's Development Strategy for 2012-2020. Findings: The analysis of strengths, weaknesses, opportunities and threats has allowed us to verify hypotheses and identify problems that the Unit may face in the future. Research limitations/implications: Based on the analysis of the Faculty's interior and surroundings, it should be stated that the Faculty's Development Strategy should be evaluated in the near future. A strategy monitoring system should also be developed taking into account the results obtained. Practical implications: The recommendation is to develop a staff development strategy, which may contribute to accelerating the independence of the Faculty and, consequently, to obtain doctoral rights. Originality/value: The article can be used by the Faculty authorities as a recommendation regarding the implementation of the Strategy and in making key strategic decisions.
