The banking system is one of the most important components of the financial systems on which modern economies are largely based. The occurrence of instability in this area may lead to serious economic problems. Therefore, the interest of researchers in this area has been focused mainly on assessing the effectiveness and efficiency of the banking sector, which will allow for identifying possible areas for improvement. In this paper, we discuss the use of efficiency as one of the basic measures used to assess the functioning of the banking sector. The aim of this study is to examine the efficiency of the banking sector in Poland, and then to compare the obtained results with selected countries of the region in 2014–2018. The paper presents theoretical considerations in the field of the financial system, the banking system and the efficiency of entities. In the empirical part of the paper, we conducted our own research on the efficiency of the banking sector in Poland using the DEA (Data Envelopment Analysis) method. The results were compared with those obtained in selected countries in the region. The selected countries of the region are: Bulgaria, the Czech Republic, Estonia, Croatia, Hungary, Lithuania, Latvia, Romania and Slovakia.

In the current literature, many different stochastic extensions of the DEA framework can be found. Such generalized approaches enable one to model the uncertainty inherent to the form of the production possibility set and the value of the technical efficiency measure at any given point of the former. In the paper we provide a detailed discussion of some statistical model and the subsampling algorithm which are used in statistical inference. The methodology is then illustrated with an empirical example using the real-world data from the Polish energy sector.

The development of transport infrastructure and increasing the efficiency of transport services are major factors of economic growth. The concept of transport accessibility can be analysed in various aspects. This article focuses on the accessibility of freight transport by road and rail, measured with infrastructure equipment. The primary objective of this study is to determine the efficiency of selected European countries in 2000, 2005 and 2010 in terms of transport accessibility for given expenditures and results. The efficiency will be measured with the Data Envelopment Analysis, which assesses the efficiency with which a given economy transforms expenditures into results. The hypothesis assumes the existence of differences between the efficiency in terms of transport accessibility in European countries and a possibility to increase this efficiency by using the experience of countries with a high efficiency level.

Research background: Regions that are able to use their resources in the most efficient way could be perceived as valuable benchmarks when shaping socio-economic policy. The concept of efficiency, however, may be related not only to pure economic categories but to social goals as well. The economic and social spheres overlap and often have some common origins, among which, the sectoral structure of employment seems to be an important one. Purpose of the article: The aim of the study was to compare the social efficiency of employment in three sectors in Polish voivodeships. Not only were we evaluating the relative performance of each region, but we were also paying attention to the efficiency of engagement of human resources in the agricultural, industrial and service sectors. Methods: We adopted the DEA method to assess the social efficiency of Polish regions. We have evaluated social cohesion concerning its two output dimensions: positive, which may be described by social activity, and negative, which may be reflected in the form of social exclusion stemming from material sources. We took into account the level of employment in agricultural, industrial and service sectors as inputs in the model and thus focused our attention on the three sectoral structure of the regional economies. Our model assumed non-radial developmental paths and was input oriented (NR-CCR). The data described the 16 Polish voivodeships in the year 2015, and were extracted from the Central Statistical Office of Poland?s databases. Findings & value added: The research conducted indicates that Polish regions which were the most efficient in terms of social integration were simultaneously those with the best economic results in terms of GDP per capita. The highest social efficiency level was characteristic for employment in the service sector, while agriculture was placed at the lowest level. The same pattern was revealed when social activity and the danger of poverty were considered separately. Thus, structural development appears to be favourable for regional economies also in terms of social cohesion, which is a factor often neglected in the literature.

In the paper the author considered estimation of efficiency, which measures the ability of the company to obtain the maximum output from given inputs. The comparison of results obtained by using two approaches: parametric (on the example of the SFA method, Stochastic Frontier Analysis) and non-parametric (on the example of the DEA method, Data Envelopment Analysis) has been carried out. In the paper the data from the companies of a key food processing sector in Poland, namely the meat processing sector, was used. The analysis covered the period 2006–2011, the sample covered from 195 up to 210 enterprises (depending on the analyzed year).

The aim of the study was to determine the technical efficiency of farms specialising in milk production (type 45) using the DEA method. The research covered the period 2008- 2017. Data for calculations were collected using the indirect observation method based the data from the Polish FADN Cfor2008-2017 as the source of actual data. 11055 dairy farms were included in the study. Dairy farms with fewer than 15 cows were excluded from the study. The DEA method uses an approach that minimizes inputs and the CCR and BCC models. In the description of the results, the surveyed farms were divided into three groups: effective farms for which the technical efficiency coefficient was 100%, farms close to effective, in which the technical efficiency coefficient was within <90<100% and ineffective farms, in which the analysed coefficient was smaller than 90%. In the analysis of the results of the given dairy farms, the farms were divided according to their economic size, cow herd size and milk yield.
Celem badań było określenie efektywności technicznej gospodarstw wyspecjalizowanych w produkcji mleka (typ 45) z zastosowaniem metody DEA. Badania obejmowały lata 2008-2017. Dane do obliczeń zebrano, posługując się metodą obserwacji pośredniej i wykorzystując jako źródło danych aktualnych dane z polskiego FADN za lata 2008-2017. Z badań wyłączono gospodarstwa mleczne, które posiadały poniżej 15 krów. W metodzie DEA zastosowano podejście minimalizujące nakłady i modele CCR i BCC. W opisie wyników badane gospodarstwa podzielono na trzy grupy: gospodarstwa efektywne, dla których współczynnik efektywności technicznej wynosił 100%, gospodarstwa zbliżone do efektywnych, w których współczynnik efektywności technicznej mieścił się w granicach <90<100%, i gospodarstwa nieefektywne, w których analizowany współczynnik był mniejszy niż 90%. W analizie wyników danych gospodarstw mlecznych dokonano podziałów gospodarstw według ich wielkości ekonomicznej, wielkości stada krów, wydajności mlecznej.

The machinery sector plays an important role in the economy of each country providing the technology, machinery, equipment and production lines for other manufacturing sectors. Nowadays, these companies often introduce also services to their portfolio, thus exceeding the boundary between the manufacturing sector and the service sector. These actions are caused by the global trend of shifting towards a service economy and harsh competitive conditions in the market place. The aim of this article is to assess the condition of the selected group of companies operating in the sector of machinery and industrial equipment manufacturing in terms of technical efficiency, and to examine whether the number of services offered by them correlates with the efficiency score. The analysis was made using DEA (Data Envelopment Analysis), which as a non-parametric method, is widely used for studding the efficiency of both business institutions and public organizations, for which the relationship between inputs and achieved outputs (i.e. the production function) is unknown. Data for the study were drawn from the EMIS (Emerging Market Information Service) database, and the sampling was made in accordance with the DEA methodology taking into account factual and statistical methods. Both, companies that offer a wide range of services and those that limit the range of services to warranty support, were analyzed, and then the results were compared and discussed.

The main goal of this paper is an attempt to assess condition of polish couriers and messengers sector in terms of technical efficiency. The sector in Poland, in comparison to the Western Europe countries, is still under development. The research was conducted using Data Envelopment Analysis method, which is successfully applied worldwide both in public and private sector organizations. DEA allows to identify the best performers in analyzed group and build a ranking in terms of efficient resources utilization. Malmquist index was also calculated to assess changes in relative productivity over time and to detect which factors (“frontier shift” or “catch-up”) affects them.

Purpose – Measurement and evaluation of the effectiveness of R&D expenditure in Poland and comparison of this amount to selected European countries.Research method – The effectiveness of R&D expenditure was measured using the non-parametric DEA (Data Envelopment Analysis) method, which is result-oriented, since the goal of the R&D sector is to maximize the effects. In this paper, a model was created to determine the effectiveness of R&D expenditure in relation to the effects in the form of: the number of scientific publications, the number of patent applications submitted to the EPO and the export of high-tech products per 1 million euros of R&D expenditure.Results – The overall efficiency index for Poland was 0.6925 and was slightly higher than the average for the countries in the study group (0.682). In the efficiency ranking Poland was ranked 12th. The only country that was fully efficient was Germany. Second place was taken by France (0.815), and third place by Italy (0.7825).Originality / value / implications / recommendations– The paper presents a comprehensive analysis, evaluation and comparison of the effectiveness of R&D expenditure in Poland in relation to European countries using the DEA method, taking into account three effects, i.e.: the number of publications, the number of patent applications and exports of high-tech products.

Research background: Economic crisis hit all the European Union Member States hard, with the impact of crisis varying considerably. The low growth performance in the EU has increased concerns regarding an increasing wage dispersion, income inequality at large, and social exclusion in line with poverty. Inequality should be seen as a cornerstone of both sustainable and inclusive growth under the Europe 2020 Strategy. Social inequality in the EU is a real problem, which hampers sustainable economic growth. Purpose of the article: The purpose of this study is to introduce evaluation of social development convergence and divergence trends between the EU Member States in the context of the Europe 2020 Strategy. The study gives an outline of the issues of the labour market and income disparities and poverty. Policymakers must be clear about what social objectives they are aiming to achieve, therefore special attention is paid to headline national goals of the Europe 2020 Strategy. Methods: The main task of this study is to assess social dimension and inequalities problems in the EU27 by applying Data Envelopment Analysis method, resp. time-series dynamic efficiency analysis in the form of output-oriented Malmquist Productivity Index. This study contains changes of key social equality indicators related to the Europe 2020 Strategy and compares objectives and general outlines of period 2010-2015, as well as the impact on national economics and living conditions. Findings & value added: Results contain elements of typology premises of the EU28 and point to a large diversity in inequality patterns, as the Author observes both increases and decreases in inequality at the EU level. Recent changes in social inequality have been associated with the business cycle, particularly with the accessibility of the labour market and, of course, with income inequality. Additionally, the development challenges are discussed for improvement of the socioeconomic well-being of the EU and to avoid social disparities.

This article presents evaluation of effi ciency of the production scale of Polish milk processing companies in 1999–2010 performed basing on non-parametric methods. The non-parametric approach stemmed from linear programming method known as the Data Envelopment Analysis (DEA) method. The study involving a sample of 743 objects revealed increasing returns to scale observable in the Polish dairy sector. Further concentration of the dairy sector in Poland should lead to the better results of dairies. This analysis confi rmed earlier conclusions of relevant literature.
W artykule, bazując na metodzie nieparametrycznej, dokonano oceny efektywności skali produkcji polskich przedsiębiorstw przetwórstwa mleka w latach 1999–2010. Podejście nieparametryczne bazowało na metodzie programowania liniowego określanej jako metoda Data Envelopment Analysis (DEA). Przeprowadzone badania na próbie 743 obiektów wskazały na występowanie rosnących korzyści skali w polskim sektorze mleczarskim. Dalsza konsolidacja polskich przedsiębiorstw przetwórstwa mleka powinna zatem sprzyjać poprawie efektywności tych podmiotów. Badania te potwierdzają wcześniejsze wskazania literatury.

Evaluation of efficiency of the DMUs (Decision Making Units) in a company can be carried out with the help of DEA (Data Envelopment Analysis). The efficiency calculated for a DMUo with the help of DEA is, however, higher than the maximum efficiency among the single object-single output results. It can be postulated that total efficiency is constrained between the limits thus obtained. Within this context we introduce the concepts of fuzzy goal and fuzzy constraints into the DEA formulation, propose the satisficing method following the precepts of the maximizing decision introduced by Bellman and Zadeh, and the improvement procedure for the satisficing solution using the dialogue with the DM over the tradeoff rate for two inputs, developed by Sakawa.

One of the objectives of performance auditing is to examine and assess the efficiency of the audited processes, programmes and organisations. To this end, the ratio method is usually used (the relation between output and input). However, it is faulty and has several significant limitations. Simultaneously, more advanced analytical methods are often considered as too complicated. The author, apart from discussing the basic issues, including the definition of efficiency, focuses on the application of the so called non-parametric methods for assessing efficiency, especially the Data Envelopment Analysis (DEA) method. This method is known in academic circles, but it is also frequently applied in evaluation and benchmarking in business and in the public sector, and is recommended by various institutions and government agencies in many countries. Although the DEA is used by some audit institutions, it still seems to be not very common in auditing. In his article the author presents, in the most accessible manner possible, the idea of the DEA method, simple tools for its application and case studies.
