Opis:
The problem of road safety is an important problem that accompanies mankind from the very beginning of the development of communication. Based on the statistics, the article presents the analysis of road traffic safety in our country over the past few years and shows how it shapes compared to other European Union countries. The main reasons, which lie behind the situation, are also identified as well as the ways and directions of actions that are taken to minimize the effects of road accidents. The pace of reduction of the number of fatalities and injured on Polish roads is still unsatisfactory and therefore far-reaching measures to counteract such a situation have to be taken. These steps are based on normative provisions and long-term actions supported by the media and various types of advertising campaigns. The article also presents the issues related to the road transport of dangerous goods, which, due to the specific nature of the cargo carried, is subjected to special treatment and governed by international regulations and arrangements under the ADR Agreement.

The paper refers to threat assessment of dangerous goods (DG) in transportation of the European Union and the Republic of Poland. Dangerous goods in the European Union are carried by inland waterways, rail and road. In Poland 87.5% of DG have been carried by road and 12.5% by rail in 2014. DG can cause an accident and lead to fires, explosions and chemical poisoning or burning with considerable harm to people and the environment. There is not monitoring system in Poland to control in real time road transportation of dangerous goods. Proposition of National System of Monitoring Dangerous Goods in Poland was presented. Realization of mentioned kind of system may significantly contribute to improving safety of people and environment.

The material contained in this study is a signal of the key issues of transport safety in the area of planning, organization and implementation of the transport of dangerous and oversized cargo. The material was created mainly on the basis of available publications as well as conclusions and opinions of experts. Both in the text and at the end of the article, there are numerous references to source materials and similar (partial) studies on selected issues in the area of organization and management theory. It will allow, among others, students to individually analyse the characteristic cases of this class of transport, constituting in a sense an extended outline of the necessary knowledge allowing the student to prepare for lectures, exercises and laboratories. However, this does not exclude the purposefulness of using specialized (directional) literature items containing scientific foundations analytically describing the logistic processes under consideration.

The paper is an introduction into the area of hazardous materials transportation. It includes the description of hazardous materials, classification of hazardous materials, and the list of documents necessary for organizing transport of such materials, as well as the advantages and disadvantages of air transport of hazardous materials, and identification and resolution of problems. The aim of the article is to present the up-to-date information on air transport of explosives in the Polish Army, to identify the problems encountered during the transport preparation process, and to discuss the solution that may improve the current state of affairs. The improvements proposed by the authors include: improvement of dangerous goods labeling, introduction of Polish instructions and transport documents in the Polish Armed Forces, and training of the personnel handling transport in Poland. The proposed solution, when implemented, would help to reduce mistakes in labeling goods, enhance the training process of personnel handling transport, as well as to facilitate the preparation of transport documentation. The starting point for the proposed results came from own research, interviews with specialists dealing with the transport of hazardous materials, including explosives, as well as international transport manuals and instructions.

According to ADR rules certain self-reactive materials of the class 4.1 as well as organie peroxides of the class 5.2 require to be transported in so called controlled temperatures, with the use of cooled means of transport, for which the particular stipulations have been formulated. This paper is an attempt to answer the ąuestion whether the mentioned stipulations can be met by vehicles applied in other specialist transport domains (for example, for cooled food transportation) and an attempt to formulate assumptions for design (and equipment) of universal categories of isothermal cooled vehicles designed only for transportation of materials of the class 4.1 and 5.2 in controlled temperatures. The paper presents as follows: a concept of controlled and emergency temperatures being derivatives ofso called self-accelerating decomposition temperature(TSR) of materials of the class 4.1 and 5.2, requirements concerning vehicles for transport in controlled temperature(including methods designated from R l to R5), technical requirements concerning realization ofcooling in methods from Rl to R5 (referring to transport chamber controlled temperature). The summary presents ready and final technical solutions concerning transport of dangerous materials in controlled temperatures.

Transport plays an important role in national economies and impacts on economic development. The scale of the transportation of goods that may be dangerous to humans and the environment is expanding every year. Overall, transport is dangerous for the environment and road users, causing the increased emission of pollutants, accidents and traffic collisions. The rise in demand of basic materials, such as petrol and diesel, has led to a growth in the transport of dangerous goods, which in turn has increased the risk of road accidents. The research method used in this article involves an analysis of the inspection rates regarding the transport of dangerous goods by road in the EU and related legal documents.

The purpose of the considerations offered in this article is to determine how the term “dangerous food” should be understood in the light of the applicable law. The food safety system includes general and specific criteria for assessing whether a product is safe or not. Sometimes the concepts of defective product within the meaning of Directive No. 85/374/ EEC, and dangerous food within the meaning of Regulation No. 178/2002 coincide. Food safety requirements include both health quality and commercial quality. Responsibility for unsafe food in individual areas must be determined separately, as they are based on divergent legal foundations. The legislation includes sub-categories of unsafe food, such as product harmful to health, adulterated product or spoiled product.

In this study the focus is on the Enactment of Law No.17 of 2008, concerning shipping has experienced a lot of improvements in the function of Harbor Harbor Safety and Security. Safety and security issues in shipping are a big responsibility in port. Syahbandar (Harbourmaster) has the highest authority to carry out and supervise the fulfillment of the provisions in the legislation to ensure the safety and comfort of the voyage. The aim of this research is to examined the supervision system of port authority on the activities of loading and unloading dangerous goods in the port of tanjung perak surabaya. This type of research carried out in this research is to use descriptive research. The results of the study show that the application of work standards in the field is not yet optimal in accordance with the Standard Operating Procedures so that the task in supervising dangerous goods has not been carried out properly, inadequate facilities and infrastructures at the Port thus reducing the function of the Port in the supervision of dangerous goods and the limited number of personnel at the Port of Tanjung Perak so that services in the supervision of dangerous goods are less than optimal. This paper presents stipulation of cooperation intensifying operations on the supranational, public and private level as in Opticities project, which is a cooperation of 6 European cities implementing ITS systems. Namely: Madrid, Lyon, Birmingham, Turin, Gothenburg, Wroclaw and research and development units. The main task and goal for Wroclaw will be a supervision over a realization of comprehensive vehicle’s identification project and a research verifying systems’ efficiency made by Neurosoft and Volvo France. One of crucial elements of the subsystem will be the technology of ADR boards video-identification – informing about dangerous substances or goods transported as a freight load.

Safety is one of the most important aspects of the railway sector. The issue is of particular significance in the transportation of hazardous goods that pose a threat to human health and life and have a damaging effect on the natural environment. Modern structures of freight wagons meet the requirements specified mainly in the International Carriage of Dangerous Goods by Rail (RID), enabling safe transportation of these goods by rail. Equipping them in appropriate passive safety mechanisms makes it possible to limit the negative effects of any potential adverse events. These mechanisms feature sub-assemblies that make it possible to absorb impact energy, eliminate the wheel climbing phenomenon, detect instances of derailment, and reduce the damage caused to wagon filling valves.

Pharmacological waste, particularly dangerous for human and animals, makes considerable environmental stress after it gets in treatment facilities. The given article is devoted to the research in the sphere of evaluation of the toxical effect of waste pharmaceutical products having the solid form. For the discussion we have used the names of pharmaceutical products taken from the nomenclature used in Russia.
Odpady farmakologiczne, szczególnie te, które są niebezpieczne dla ludzi i zwierząt, powodują znaczne obciążenie dla środowiska i problemy w oczyszczalni ścieków. Artykuł został poświęcony badaniom w dziedzinie oceny wpływu toksyczności stałych produktów farmaceutycznych. Do dyskusji wykorzystano nazwy produktów farmaceutycznych zgodnie z nomenklaturą używaną w Rosji.

The chief aim of the report is to bring closer the subject of dangerous goods in the aspect of their transport by vessels of inland navigation. There have been presented: the main features of latest regulations concerning transport of these goods by vessels of inland navigation - ADN; the degree of harmonisation with respective regulations in other transport branches; also the possibilities of applying ADN for transport of dangerous goods packaged and in solid and liquid state in bulk.
Przybliżono temat transportu materiałów niebezpiecznych statkami żeglugi śródlądowej. Scharakteryzowano przepisy prawne dotyczące transportu tych materiałów zawarte w porozumieniu ADN, stopień harmonizacji tych przepisów z odpowiednimi przepisami odnoszącymi się do innych gałęzi transportu, a także możliwość zastosowania tych przepisów do transportu materiałów niebezpiecznych w opakowaniach oraz w postaci suchych i ciekłych ładunków masowych.
