Opis:
Social security is an element of the broadly understood state security system. A centralized approach to managing social needs does not take into account the local and regional differentiation of a population’s preferences, and, as a result, does not allocate resources in an optimal fashion. Decentralisation contributes to improving efficiency by way of more effective adaptation of public services to social needs, which is achieved by gaining a wider and deeper knowledge about the needs of local communities. Greater power of local authority bodies inspires innovative solutions and stimulates activity and competition between territorial units. It contributes to the rational allocation of resources at the disposal of local authorities, which leads to the conclusion that they are dominant with regard to exercising the social function of the state.

The following paper employs a normative approach and focuses on the problem of the current state of the local self-government in the South Caucasus countries: Georgia, Armenia, and Azerbaijan. Since all these countries are members of the Council of Europe, a reference point for decentralisation is the European Charter of Local Self-Government. The paper's main thesis is that despite showing some similarities, the countries have introduced different models of decentralisation that do not fully meet the Council of Europe’s criteria. Such variation is in line with the different political systems of these states and their level of democratisation. The more democratic the state is, the stronger the decentralisation it has adopted. Thus, decentralisation in Georgia follows the European model of public policy, while Azerbaijan is preserving the former Soviet model of weak self-government, with central authorities playing the leading role in public services. The current changes in Armenia’s model resemble the Georgian track of reforms. The findings of this paper may be applicable both in further theoretical research and in implementing reforms of local self-government in various post-Soviet states.

Objective: Since 1990, Poland has become one of the most decentralised states in Europe. Local governments now control a third of all public expenditures. They have also delivered the goods, modernising the country’s infrastructure and restructuring its schools. This article attempts to explain why local government reform was so successful in Poland, and what it tells us about “decentralisation” elsewhere. Research Design & Methods: Historical research, practitioner experience, comparative analysis. Findings: The success of Polish local government reform was not due to “bottom up” accountability arising from either civic engagement or local taxation. Instead, “decentralisation” was largely a technocratic revolution from above. But accountability was created through an array of mezzo level institutions that trained and professionalised newly elected local elites, while also embedding them in the regulatory structure of the state and forcing them to monitor themselves. Implications / Recommendations: “Decentralisation” is less dependent on “getting the rules right” or mobilising popular engagement than it is on creating institutions that encourage public officials to learn from, and monitor, each other. Contribution: Reappraisal of what needs to be done to make “decentralisation” work. History of local government reform in Poland.

In the context of the COVID-19 pandemic, many public entities have been forced to reorganise their activities, on the one hand to preserve the continuity of public task performance and, on the other hand, to observe all restrictions to ensure health security. The same applies to the local government as the basic form of decentralisation of public administration which, in the time of the pandemic, has to seek new solutions to preserve the continuity of task performance and compliance with the required standards, as well as measures to survive in the new realities. The considerable changes in the functioning of the local government in the time of the pandemic caused by human SARS-CoV-2 infections involve the structure of public funds, including those of local governments, which are discussed in this paper.

World experience shows that public participation in the budget process and openness in the public sector are the necessary conditions for a proper economic strategy of the State. Financial openness contributes to the efficient collection and distribution of public resources. It expands the responsibility of governments, strengthens the trust of citizens and prevents opportunities for corruption. Researchers around the world (Alt, Lassen, Skilling, Bernick, Gandía, Yannacopoulos, Darbyshire, Slukhai and others) and international organisations such as the International Monetary Fund, OECD, the World Bank, the International Budget Partnership (IBP), the Global Initiative for Financial Transparency and the Open Government Partnership have shown growing interest in financial openness issues in recent years. This paper attempts to develop and test a methodology for the operational analysis of online information openness and transparency of the budget process at the local level. The developed methodology used two criteria: (1) the level of transparency of the local budget and (2) an assessment of authority's efforts in ensuring transparency of local budgets. It is based on expert assessments of the informational significance of particular elements of websites of local authorities in issues of local finance and budget. We interpret the resulting assessment of the information content of the site with the local budget and finances data as the online openness and transparency of local budgets Online Local Budget Index of Transparency (OLBIT).

Municipalities in Poland are important makers of local cultural life. Municipalities organise and fund public cultural entities: libraries, houses of culture and so on. They decide on 70% of public spending on culture. The local spending on culture was grown in the past years. But the level of this spending varies between municipalities. The aim of this study is to find determinants of these differences. Public spending on culture is important in less-developed or peripheral regions where citizens do not have access to private cultural institutions. That is why this study focuses on rural municipalities. In econometric panel model, 1,565 units and their operational spending on culture in the years 2002–2014 is analysed. Four groups of potential determinants of spending are analysed: characteristics of local society, the financial condition of local government, characteristics of local politicians and the factors that influence the costs of cultural services. Such an approach has roots in the median voter model and is widely used in the analysis of decentralised spending, but the studies related to cultural spending are rare. To my knowledge, there is no such analysis for Poland or other East European countries. This study proved that an expenditure demand model is good for the analysis of local spending. This kind of analysis can help to understand local spending’s variation. It also helps to design the proper revenues equalisation system.

After the post-communist transition, decentralisation and subsidiarity have become one of Poland's major principles of political organisation. Moreover, especially the original 1990 reform and establishment of self-governing communes are regarded as a success story, not only in improving the quality of governance and public service provision but also in the civil society and citizen participation, as evidenced by the development of modern urban movements. The article explores legal possibilities for further decentralisation of municipalities, analysing the role of ancillary units in regional capitals. Ancillary units in Poland have developed differently in the countryside and urban communes. Relying on publicly available information and data provided by the respective municipal offices, the article describes the ancillary units' statutory role, competencies, and actual activities. The findings enable the assessment of the application of the sublocal decentralisation solution in Polish cities and the identification of its benefits and shortcomings.

The article is devoted to the reform of local self-government and territorial organisation of power in Ukraine, which took place in 2014–2020, combining three important tasks: improving the system of public authority, strengthening local self-government, and streamlining the administrative-territorial system in the state. The analysis conducted in the study concerns: the main problems to be addressed by the relevant reform; the chronology of the adoption of key regulations and their role in this process; the results of the amalgamation of territorial communities; and the communities’ ability to ensure the sustainable development of territories. As a result, the article highlights the stages of the implementation of the reform of local self-government and territorial organisation of power in Ukraine, as well as outlines several unresolved issues in this area.

The article discusses three decentralisation designs considered by either of the parties to the conflict in the east of Ukraine as instrumental in resolving the crisis: the devolution of power to local territorial communities, territorial autonomy of Donbas, and the federalisation of the state. While each of the decentralisation projects bears risks for territorial integrity and long-term development given the current level of state capacity, only the devolution of power to local territorial communities, if properly implemented, will delegitimise claims of the rebel groups in the Donbas region, prevent any secession attempts in the future, and strengthen the state.

Chociaż technologia łańcuchów blokowych, od czasu jej pierwszej prezentacji w Bitcoin Whitepaper, spotkała się z dużym zainteresowaniem zarówno osób prywatnych jak i publicznych organizacji międzynarodowych, jej rozwój nie zawsze był entuzjastycznie przyjmowany i często powodował więcej zamieszania niż się spodziewano. Chociaż obecnie prawie wszyscy zgadzają się, że łańcuch blokowy jest (technologicznie) wielkim następcą Internetu, jego ogromny potencjał jest również dużym wyzwaniem. Stworzyły one złożony ekosystem, a wiele inicjatyw jest dalekich od pierwotnej propozycji łańcucha blokowego. W rezultacie kluczowe stało się zrozumienie, co technologia łańcuchów blokowych ma do zaoferowania, jaki wpływ może mieć na istniejące przedsiębiorstwa oraz czy łańcuch blokowy pozwala na tworzenie nowych modeli biznesowych. Celem opracowania jest omówienie i ocena zarówno potencjału łańcucha blokowego, jak i jego ograniczeń oraz implikacji dla rozwoju i tworzenia modeli biznesowych.
Even though blockchain technology, since its first presentation in the Bitcoin whitepaper, has received lots of attention from both individuals, or private and public international organizations, its development has not always been enthusiastically welcomed and often created more confusion than expected. Albeit currently almost everyone agrees that blockchain is (technology-wise) the great successor of the Internet, its tremendous potential is also highly challenging. Growing number of various constructs utilizing blockchain technology in a very innovative manner have emerged. However, they have also created a complex ecosystem with many initiatives being far away from the original blockchain proposition. As a result, it has become crucial to understand what blockchain technology has to offer, what kind of impact it could have on existing businesses, and whether blockchain allows new business models to be created. The aim of this paper is to discuss and evaluate both the blockchain’s potential, as well as its limitations and its implications for development and generation of business models.

Decentralisation in Ukraine is an important factor in the development of a democratic system of government. The reform of local self-government aims to create new relations between citizens, local authorities, and the state. The aim of the article is to conduct a comprehensive analysis of the local government reform in Ukraine and other countries in order to identify its main advantages and disadvantages as well as indicate ways to overcome the existing shortcomings in this area. The study determined that decentralisation in the country leads to democratic transformations of society based on civic initiative and responsibility, as well as provides a decent standard of living and quality services at the local level. The introduction of decentralisation can be observed in almost all areas, including administrative, political, financial, and social. This significantly affects the potential of the population and increases the responsibility of public authorities to the population. There is an increase in the level of public services with regard to economic, legal, political, social, and ethnic issues. Finally, proposals were made to make changes in the field of local self-government in order to overcome the existing problems in this area.

In the last decade, Ukraine has significantly strengthened its aspirations of integration with the European Union and implemented reforms designed to transform its political and economic system in line with EU principles and rules. One of the pillars of these changes is building a new model of regional policy. This paper discusses the evolution and status of Ukrainian regional policy in the context of the country’s integration aspirations. Based on an analysis of legal regulations and casual interviews, it also indicates the desired directions of transformation aimed at creating a policy model consistent with the EU approach. According to the authors, even though some actions have already been undertaken by the Ukrainian authorities, various adjustments are still needed. Efforts in this area should focus on developing a coherent strategic planning system and building a bottom-up and partnership approach to regional policy.
W ostatniej dekadzie Ukraina podjęła wiele istotnych działań związanych z dążeniem do przystąpienia do Unii Europejskiej i przeprowadziła reformy mające na celu przekształcenie systemu politycznego oraz gospodarczego zgodnie z unijnymi zasadami i regułami. Jednym z filarów tych zmian jest budowa nowego modelu polityki regionalnej. W artykule omówiono ewolucję, status i luki w ukraińskiej polityce regionalnej w kontekście aspiracji integracyjnych tego kraju. Na podstawie analizy aktów prawnych i wywiadów swobodnych wskazano również pożądane kierunki jej przeobrażeń, prowadzące do stworzenia modelu polityki zgodnego z podejściem przyjętym w Unii Europejskiej. Zdaniem autorów – mimo że pewne działania zostały już podjęte przez władze ukraińskie – wciąż są konieczne liczne modyfikacje systemu politycznego i prawnego Ukrainy, a wysiłki w tym zakresie powinny być skoncentrowane m.in. na opracowaniu spójnego systemu planowania strategicznego.

The article considers the peculiarities of local government reform based on the examples of Ukraine, Poland, and Latvia. It is substantiated that the Ukrainian vector of European integration requires the implementation of the principles of deconcentration, decentralisation, and subsidiarity in the local governance systems. It is indicated that regional disproportions in the development of the territory of Ukraine, the inability to implement the reform on the ground in specific administrative-territorial units, the spread of corruption schemes – all these are the consequences of an ineffective model of local self-government and public administration of regional development, inherited from the Soviet system, which requires fundamental changes. Broad powers for sub-regional units characterise the Polish model of the administrative-territorial structure. However, this model is underpinned by a high level of political activity and community self-awareness. The Latvian experience of decentralisation of power emphasises the basic principle of success: the volunteer approach to the reform’s implementation. In conclusion, it is proved that for the successful implementation of the Ukrainian local self-government reform, the following factors are necessary: firstly, the victory of Ukrainian armed forces against the military aggression of Russia; secondly, the elaboration of a legal framework for the development of local self-government and the support of society; thirdly, qualified personnel capable of continuing the implementation of the local self-government reform.

The political changes in Poland after 1989 affected the formation of a self-reliant society. One of the results was the decentralisation of public tasks in the field of education, with the relevant competences transmitted to local governments. Since then, communes have been responsible for ensuring equal access to public education, but at the same time a non-public education market has been developing. Important for changes in the Polish educational system was also a reform started in 1999 which led to the transformation of the two-level system of education existing since 1968 into a three-level structure. The first non-public schools began to form as an alternative to public ones. Currently, non-public schools are mainly run by non-governmental organisations, religious institutions or social associations. In the general opinion, the quality of education in non-public schools is higher than in public ones (smaller classes, better contact between student and teacher, an individual approach to each student). In the face of education-model changes it is important to create a wide range of learning opportunities for everyone. It is also not about competition, but cooperation among all institutions involved in education provision. In this article, the progressive diversification of the educational market is presented on the example of the Poznań agglomeration.A diversified educational system, its commercialisation, and the creation of new educational opportunities for children and young people beyond the basic programme of education are undoubtedly benefits for the Polish society. The growing competition among the wide range of educational institutions (also taking into account institutions organising extra-curricular classes), from a theoretical point of view, should help to improve the quality of education in the entire market of educational services. As a consequence, these trends, together with demographic changes, may invite the question about the prospects of public schools in their present form in the future.

This paper analyses the shifts in the system of governance of Kyiv in 2008–2014 as a crucial element of the resilience capacity of the region. The consequences of the economic crisis and the ongoing security crisis demand new approaches and solutions from the city’s leadership and community. For years Kyiv suffered from poor municipal leadership and unprecedented control by the central government, which undermined the resilience of its socio-economic system in the aftermath of the global economic crisis. However, new forms of community initiatives that bring together private and non-governmental actors are becoming widespread, and are becoming critical knowledge networks that are essential for successful long-term development. Changing institutional frameworks, and the firm commitment to decentralisation proclaimed by the country’s current leadership, open new avenues for harnessing the city’s potential. The challenge is in finding ways for constructive collaboration between formal and informal leaders of the city while building a new base for sustainable and competitive economic growth.
Artykuł analizuje zmiany w systemie zarządzania Kijowem w latach 2008–2014. Konsekwencje kryzysu gospodarczego i bieżący kryzys we wschodniej Ukrainie wymagają nowego podejścia i nowych rozwiązań w dziedzinie przywództwa i zarządzania lokalną społecznością. Przez wiele lat słabość lokalnych władz w Kijowie w połączeniu z niezwykle silną kontrolą rządu centralnego uniemożliwiała wykształcenie przez gospodarkę miasta odporności na negatywne zjawiska związane z globalnym kryzysem gospodarczym. Nie przeszkodziło to jednak w upowszechnieniu się nowych form inicjatyw społecznych, które łączą podmioty prywatne i pozarządowe. Obrany przez władze krajowe na Ukrainie kierunek rozwoju zakładający decentralizację państwa tworzy nowe możliwości wykorzystania społecznego potencjału miasta. Wyzwaniem jest znalezienie sposobu na konstruktywną współpracę między formalnymi i nieformalnymi liderami, która powinna stworzyć podstawę trwałego i konkurencyjnego wzrostu gospodarczego.
