Corruption is a complex phenomenon which can appear in various forms and political corruption remains one of the most common forms. Political corruption further encompasses many forms, one of which is ethnic corruption. Ethnic corruption is one of form of corruption that involves giving certain ethnic groups privileges that other groups do not have. The purpose of these privileges is for the ruling political structure to stay in power. This type of corruption was common practice in the former Yugoslavia and the former Soviet Union, and continues in its successor, the Russian Federation.. Pronounced ethnic corruption remains prevalent in many countries across Asia and Africa. With an increasingly polarized voting base in the United States, new forms of ethnic corruption have started to appear. Because of its characteristics, ethnic corruption is one of the most challenging types of corruption to address. Keyword: ethnic identity; corruption; political corruption; ethnic corruption Corruption is a complex political phenomenon, whose framework oeftn consists of several interconnected elements. These include, but are not limited to (Šumah, 2024): - the work and tasks performed by politicians, - the transparency of their actions, - the powers granted to politicians, 1 - the responsibilities and morals of individuals in exposed positions, 2 - public control, including public opinion, and - the technical monopoly over decision-making that politicians hold due to the nature of their work.

The aim of this paper is an analysis of the formation and functioning of the anti-corruption system of Ukraine: National Agency on Corruption Prevention, National Anti-Corruption Bureau of Ukraine, Specialized Anti-Corruption Prosecutor’s Office, National Bureau of Investigation and National Agency of Ukraine for finding, tracing and management of assets derived from corruption and other crimes. The study stresses that despite the strong regulatory framework created to prevent and combat it, corruption remains a systemic problem that exists at all levels of government in Ukraine. The above-mentioned bodies have been created taking into account the European experience in the formation of anti-corruption bodies in the system of government, their activities are aimed at overcoming corruption in the country. The article highlights the feasibility of the existence and functioning of anti-corruption bodies and substantiates the importance of all their powers in the field of preventing and combating corruption. It has been concluded that these bodies need further improvement to combat corruption more effectively.

Corruption is not just a problem of developing countries, corruption scandals arise and develop also in Western democracies, what differ are the perception and assessment of corruption. As scientists state, corruption is a phenomenon that is determined by the country's democratic (state) traditions and culture, dominant values and behaviour standards, etc. Most of the time corruption is analysed in the context of political, business, health care and media systems that are interrelated. By far, talking about the understanding and reaction to corruption in politics, are based on public perception of corruption. Corruption in political arena is related not only to actions of politicians, or public officers, but depends on the understanding and its tolerance in society. The cases of political corruption are rare, but they still happen, and it does not matter whether it is a developing county, a newly established democracy, or a so called western democracy. The phenomenon of political corruption is based on political culture, or even more broadly speaking, on national culture, traditions. And because of that cases of political corruption and their evaluation and reaction to them of the participants of political system (political actors, media and citizens) in general demonstrates the level of tolerance of such actions. Results of political election campaign can be considered as the mirror of perception of political corruption in political system, because they demonstrate the activities of all participants of political system and their attitude toward the case. This article aims to analyze the concept of political corruption in order to identify its main determinants and to investigate the potential influence of the case of corruption of political actor on the outcome of the political elections. In this paper the quantitative media content analysis is presented to show the coverage of the political party in relation to political election campaign during the political election period and political corruption event. It is done in search for the factors that determine the presentation and possible impact of political corruption event on the results of political elections. In the research the media content of the political actor, that was accused of corruptive activities (bribery) was analysed. The article also discusses whether the political corruption of political party leader and its presentation in the media may affect the political election results.

The paper analyses the Guidelines issued in 2020 by the Central Anti-Corruption Bureau in Poland on the establishment and implementation of effective compliance programmes in the public sector. These guidelines constitute the very first Polish official document referring to compliance in the public sector. Its detailed critical analysis is therefore useful for the construction of compliance policies by public institutions, in order to prevent and possibly detect irregularities, including corruption, within these organisations.

The Polish-Lithuanian state was at the summit of its power in the 16th century. It was fully entitled to be proud of a flourishing development of culture, of its military achievements and a successful economic development. Nevertheless, it was then that predictions of the state’s decline began to appear. The Catholic Church, too, felt itself endangered, its representatives resenting the toleration of numerous heresies. Complaints about corruption, which was quite frequent in judicature, were widespread. These black visions of the future multiplied in the second half of the 17th century. They materialised a hundred years later when after the three partitions the state lost its independence for 123 years (1795-1918).

This paper examines the measures and means used to fight against corruption in public procurement in Albania. Because public procurement is one of the key areas where the public sector and the private sector interact financially and this interaction is based on public money, it is a prime candidate for corrupt activity, cronyism and favoritism as well as outright bribery. The question marks that this paper raises are: what are the means used in the war against corruption in the public procurement field in Albania? Did they had any real impact or they just reshaped the ways of doing corruption? The main finding of this paper is that introduction of e-procurement system was one of the most appropriate means to fight corruption in Albania, because this system fixed one of the biggest problems of the Albanian Public Procurement system; lack of transparency. The electronic system is transparent, since it provides the increasing of information passing through it, and the most important, it enhances the responsibility in relations between the contracting authorities and economic operators, enabling a more effective and efficient use of the tax payers’ money.

Corruption is a factor that affects a company severely either directly or indirectly. It may have a positive or negative impact on the economic situation of the company. This article verifies the hypothesis about the corporate perception of corruption as an obstacle to business performance. It also identifies which factors do have a substantial effect on the perception of corruption by companies. The study was carried out using the logit model. The data used were obtained from the Business Environment and Enterprise Performance Survey (BEEPS) database for 2016.

Research background: Corruption is a phenomenon that has no borders, thus hindering the proper functioning of the social, economic, and legal systems of a given state. As the rankings assessing the level of corruption in various countries show, transition economies are more vulnerable to corruption than countries that have not undergone changes in the political and economic order. The Visegrad group is an example of such countries. Despite their efforts, these countries? governments have yet to match the evaluation of corruption indices for developed European countries. Purpose of the article: This study analyses the determinants of corruption in Visegrad countries to identify which determinants are the most impactful and thus should be the focus of Visegrad countries?governments when creating anti-corruption policies. Methods: Data for the period 1996?2019 from the databases of the World Bank, Transparency International, and the European Central Bank were used for panel data analysis. The study uses a comprehensive set of economic, socio-cultural, and political determinants that can influence corruption. The purpose of this large set of variables is to prevent possible distortion owing to omitted variables. Findings & value added: The results of the analysis of panel data show the main determinants of corruption in Visegrad countries are economic, political, and socio-cultural (phase of economic development, openness of the economy, size of the public sector, degree of urbanization, and women's share in the labour force). A significant effect was also demonstrated in the case of regulatory quality and public sector wages. The findings can serve as a valuable resource for policymakers to develop government policies in individual countries and to implement effective anti-corruption tools.

Objectives: The aim of this article is to identify the main weaknesses in Poland in combating corruption in the context of the World Bank’s experiences. Research Design & Methods: Various notions of corruption will be presented. This article will also indicate the most important conclusions from a number of previous scientific studies in the field of corruption conducted under the aegis of the World Bank. Findings: Reducing motivation to accept or provide undue benefits is directly related to an increased effectiveness in detecting corruption. The World Bank also points out that one of the most effective tools in fighting corruption is counteracting the legalisation of benefits obtained through corrupt activities. Contribution: In the Polish perspective, a positive correlation between a weaker, less operational state apparatus and the frequency of corruption will be shown.

The aim of the work was to present the relationship between the development of social capital and corruption on the basis of new growth and knowledge management theories. Corruption was regarded in this work as a brake on the country’s productivity growth through its impact on the rate and quality of structural changes in an economy, and therefore its welfare. The article discussed possible damages caused by corruption to the efforts in the development of social capital, especially in public administration, which could include, for example, fall in different types of standards and mutual trust of social life participants. Based on the studies of international institutions as World Bank, World Economic Forum and Legatum Institute was also analyzed the relationship between selected indicators of corruption and social capital levels on a group of 104 countries by means of statistical methods in 2009–2010. The results confirmed the presence of co-dependence between an increase in social capital level and a decline of corruption scale in the surveyed countries.

Corruption in the Arab world in general and in the “Arab spring” countries in particular is one of the most important hidden elements led to revolutions and uprisings. The accumulated different types of corruption made the Arab societies hopeless and pushed them to lose faith in the capabilities of their regimes/governments to achieve the economic and social justice, as those regimes and the small category benefiting from them are the main cause of corruption. Therefore, fighting corruption requires the willingness of the state with clear structural systems and regulations in the states’ institutions. In addition, is needed a comprehensive plan at the short, medium and long term.

Abstract: The article presents anti-corruption activities in Poland undertaken in relation to behaviours of a corrupt nature, as well as selected issues related to activities undertaken by the state aimed at limiting and counteracting them within the framework of the System for Combatting Corruption Crime. The text presents the state entities established for this purpose and presents the most important elements which are indispensable for carrying out effective preventive and detection activities against such behaviours. The article indicates what tasks are performed, inter alia, by the Police in the system of combatting corruption and what requirements are imposed on law enforcement bodies in this respect. Attention is also drawn to the necessity of strengthening the possibilities of cooperation between individual services in order to increase the effectiveness of counteracting this phenomenon.

The study focuses on two Slovak corruption cases, both well-documented and of similar social relevance, of which one did not receive any cross-media coverage. Moreover, the case of large-scale bribery was rather under-hyped in comparison to other major corruption scandals occurring in the country. The case of cronyism formed a typical example of extremely poor inter-media coverage of highly unfair and politicised cronyism. Through these cases, especially in the one in which the media failed to stimulate the creation of a full-blown scandal, the study further analyses the criteria and circumstances that determine the worthiness of a case for wide media coverage. The study on Slovakia is framed within theories of scandalous reporting and the theory of agenda setting and inter-media agenda setting role of the media, and supported by quantitative analysis of actual media coverage of the bribery case.

Theoretical background: The article explores the relationship between corruption and innovation in an economy and between corruption and economic growth. The multi-faceted and complex nature of corruption means that the impact of corruption on innovation and economic growth is unidirectional. There are arguments in the literature for both positive and negative effects of corruption on macroeconomic figures. Most empirical research confirms the linear negative impact of corruption on economic growth. These results are the opposite of theoretical arguments that there may be both positive and negative consequences of corruption.Purpose of the article: The research aim is to analyse the theoretical aspects of the impact of corruption on selected macroeconomic variables. This goal was achieved by analysing the most significant arguments describing the relationships between chosen variables. Based on the literature analysis, research hypotheses were developed, and they were verified in an empirical study. The results were analysed in the discussion section.Research methods: The study is based on a set of data on economically developed countries in Europe from 1996 to 2017. The empirical study was conducted using basic statistical measures – descriptive statistics and correlation coefficient, whereas econometric models were based on the GMM system (Generalized Method of Moments).Main findings: The results of this research show that the relationships between corruption and the measure of innovation, and corruption and economic growth are not linear. They take the form of a parabola. This means that the influence of corruption on innovation and economic growth is not the same for all levels of the corruption indicator. The relationship between corruption and economic growth is specific enough to show that a low level of corruption is economically justified from the point of view of empirical research. This is possible because corruption solves other economic problems, such as bureaucracy, which limits development. Corruption will support economic growth if the state does not work properly.
