Achieving the interoperability of the European rail system in each Member State requires many measures to standardise the adopted technical solutions and relevant regulations. However, it is likely that there may be some incompatibilities between individual subsystems, even if these subsystems are designed in accordance with standardised requirements. Interoperable rolling stock may be unable to move freely over an interoperable railway line due to some incompatibilities and differences in the versions of the installed firmware in the ETCS system devices. The article discusses the compliance tests of the proper integration of the on-board subsystem with the trackside subsystem, carried out by the Railway Research Institute.

Opis:
A significant factor related to investment processes, particularly with reference to railway traffic control systems, is risk. Taking any investment-related decision entails a risk. For this reason, it is necessary to assess the gravity of risk related to the investment process. The article presents selected risks in investment processes which encompass the development of railway traffic control systems. The survey results which show risks at various stages of the investment process are discussed. Additionally, actions aimed at eliminating such risks are suggested.

There is no doubt, that railway has to be safe. More precisely safety, security and cybersecurity have to be ensured. However, it was always a question how safe railway system has to be to be accepted as safe. Paper starts from ‘failsafe’ principle and ‘safety integrity levels’ which were introduced respectively for traditional and electronic signalling equipment. It describes then three most representative explicit risk estimation methods, which are used for assessing influence on safety caused by significant changes being introduced or planned to be introduced in the railway system (not only for signalling). It also presents how overall railway related risk is calculated for individual countries in the European Union. All that however, does not support safety, security and cybersecurity related decisions, which have to be taken in case of planning, constructing and reconstructing of modern railway systems utilising control command and other communication based systems supporting safety and security. Paper proposes matrix based approach defined by author on the basis of the ‘communication based train control and management enhanced safety and security impact reference model’ (e-SSIRM model), which was defined by author and presented during Transport Systems Telematics TST’2018 conference.

The current political-military situation enforces verification of existing structural and procedural arrangements relating to the functioning of Polish defense system. According to a number of conceptual documents (including National Security Strategy of 2014) the system consists of two kinds of subsystems: the controlling and the executive. The latter kind of subsystems includes operational and supporting sorts. The Polish Armed Forces (PAF) are the key element of the national defence system and are subject to civilian supervision of the democratic authorities. With regard to this kind of supervision there are two primary (fundamental) notions that deserve particular attention: headship and control. Both forms of supervision are reserved for civilian authorities during peacetime, respectively for the President of Poland and the Minister of National Defence. During the war time, the Council of Ministers gains greater importance in controlling the state defence. In this context, the category that invariably remains in the PAF domain is command understood as a specific form of control. Noteworthy, however, is the fact that the war-time PAF command structure, considering existing legal regulations, does not seem fully optimized. Therefore the reform of PAF control and command system, initiated in 2014, requires continuation and completion.
Bieżąca sytuacja polityczno-militarna wymusza weryfikację obowiązujących rozwiązań strukturalnych i proceduralnych odnoszących się do funkcjonowania systemu obronnego Rzeczypospolitej Polskiej. Zgodnie z zawartymi w wielu dokumentach koncepcyjnych (w tym w Strategii Bezpieczeństwa Narodowego z 2014 r.) ustaleniami wspomniany system obejmuje podsystemy kierowania i wykonawcze, w tym podsystemy operacyjne i podsystemy wsparcia. Kluczowym elementem systemu obronnego państwa polskiego są Siły Zbrojne Rzeczypospolitej Polskiej, które podlegają cywilnej kontroli demokratycznych władz. W odniesieniu do tego rodzaju kontroli na uwagę zasługują podstawowe (fundamentalne) pojęcia: „zwierzchnictwo” i „kierowanie”. Obie formy nadzoru są w czasie pokoju zarezerwowane dla organów władzy cywilnej, odpowiednio dla prezydenta RP i ministra obrony narodowej. W czasie wojny istotnego znaczenia w kierowaniu obroną państwa nabiera Rada Ministrów. W tym kontekście kategorią pozostającą niezmiennie w gestii sił zbrojnych jest „dowodzenie” rozumiane jako szczególna forma kierowania. Na uwagę zasługuje jednakże fakt, że struktura dowodzenia siłami zbrojnymi w czasie wojny, z punktu widzenia obowiązujących regulacji prawnych, nie wydaje się w pełni zoptymalizowana, co wymaga kontynuowania zainicjowanej w 2014 roku reformy systemu kierowania i dowodzenia SZ RP.

One of the features determining the strength of troops is command and control. The quality of command and control is determined by the quality of the command and control systems (C2S). The Czech Armed Forces are developing tactical command and control systems (TC2S) for the Ground and Air Forces. The TC2S were a little bit separately developed. Now, we want to use the benefit of shared situation awareness. The concept of Network Centric Warfare is a solution of this problem. The integration of both TC2S's is its main objective. To apply this concept, separate C2S's of different units are integrated into one logical system, into one joint C2S. Thus it is possible to create the common operation picture for all units of the task force.

The study considers the basic trends of development of modern mechanical transmissions of trucks and buses. It provides the developed various series of multispeed transmissions with automatic control and a number of transmissions from 6 to 16 for trucks and buses. The paper shows the basic parameters of the standard series of new transmissions received on the basis of innovative technical solutions. It provides the results of experimental studies of 16-speed transmissions on a special test stand and on the road as part of a truck transmission. Theoretical and experimental data on the gear change time are compared.

The implementation of many railway investments indicates as the main goal increasing the efficiency of the railway system, and thanks to its features it becomes easier to integrate it in the competitive transport market. Increasing the integration of the transport sector is one of the cornerstones of the completion of the internal market and rail is an important part of the transport sector moving towards sustainable mobility. Th e modernized railway lines, which are part of the Trans-European Transport Network (TEN-T) or European Rail Traffic Management System (ERTMS) corridors, also constitute the network of rail freight corridors (RFC). Pursuant to the requirements of European law, setting the dates for implementing interoperability, the infrastructure of comprehensive networks will be forced to adapt to these requirements. Using the example of the control-command and signalling subsystem, this article outlines the scale of the problem related to the implementation of interoperability in relation to rail-road terminals constituting the comprehensive network of the RFC network.

The aim of this paper is to discuss changes in the spatial distribution of cities that perform the command and control function created by the largest corporations, based on the method of gravity centres. The analysis was performed both for individual sectors of the economy as well as for the global scale. A shift occurred in an easterly direction. This also pertains to sector indices, although the centroids of knowledge-based sectors, such as information technology and healthcare, shifted the most in the direction of Asia. At the same time, information technology was the only sector whose centroid shifted to the west in the study period. Moreover, the magnitude of the shift of the centre of gravity of the number of corporate headquarters in the studied cities does not converge to the shift of the centroid based on the value of the financial potential of the companies.

The article presents conclusions (theses) from research in the area of crisis management systems. In the following part, the concept of a control and command system in crisis management is defined as a project for further discussion among scientists dealing with crisis management. The principles of coordination, synchronization and cooperation in crisis management are also discussed. The aim of the research was to define the elements (subsystems) of the control and command system in crisis management. The following question was posed as the main research problem: ‘What elements (subsystems) should form a control and command system in crisis management to ensure its efficient functioning?’ The article presents the results of the research.

Due to different reasons a significant modal shift from railway to road transport took place over last decades. The basic reasons are pointed in the paper introduction together with contradicting transport policy taking into account environmental and economical challenges. Political vision to stimulate modal shift from road and air to railway cannot become true without achieving railway technical and operational interoperability. Paper describes wide range of technical barriers between individual intraoperable railway systems in civil engineering structures, traction power supply, control command and signalling and the ways, which are being applied to ensure stepwise converging of the technical solutions taking into account safety and technical compatibility, as well as other essential requirements, namely: reliability, accessibility, health and environment.
Europejska polityka transportowa od dwudziestu już lat zakłada secesję kolei jako ekonomicznie i środowiskowo cennego środka transportu. Tak się jednak nie dzieje, więc pytanie o przyczyny jest jak najbardziej zasadne. Artykuł wychodzi od powodów i uwarunkowań szybkiego rozwoju kolei w pierwszej połowie dwudziestego wieku by pokazać praprzyczyny dzisiejszego braku konkurencyjności kolei oraz wyzwania i rozwiązania proponowane i stosowane dla właściwego uwzględnienia kolei w zrównoważonym systemie transportu w Unii Europejskiej.

Special operations forces (SOF) have a history of integrating with voluntary-based formations (VBF) overseas against a wide variety of threats. Despite the historical record, the current doctrine does not provide any applicable concepts to inform SOF-VBF integration. This study aims to fill this doctrinal gap and explores the concepts of a nation applying its SOF-VBF to its own comprehensive defence or total defence to make any territorial incursion or occupation too costly for an adversary. Using a mixture of qualitative and comparative research methodologies, based on secondary historical resistance sources, this study achieves four goals: defining the purpose behind SOF-VBF integration during resilience and resistance; establishing a seven-option SOF-VBF integration framework at the tactical, operational, and strategic levels; assessing these options based on strengths, weaknesses, opportunities, and risks of each to inform the implementation; and finally addressing overarching risks common to all options to inform broader risk mitigation measures. The result is seven integration options focused specifically on resilience and resistance to invasion and occupation. This paper will assess the strengths, weaknesses, opportunities, and risks of each. Within the structure of the Polish Police, as a formation statutorily responsible for the protection of health, life and property of citizens, there are crowd and riot control squads (Pol. pododdziały zwarte). These are police organisational units , also referred to as riot police units (Pol. OPP - Oddziały Prewencji Policji) and independent riot police subunits (Pol. SPPP - Samodzielne Pododdziały Prewencji Policji). Their main advantage is the possibility of deploying several thousand police officers to respond to various events in a relatively short period of time and, if necessary, to broadly understood threats to the security of citizens. This is achieved by the use of appropriate mechanisms for maintaining readiness to act and achieving higher levels of readiness, as well as due to an organisational structure based on the military model, mobility based on available means of transport, a system of specialist trainings and modularity and compatibility with other police squads. Quite a wide range of opportunities to act in situations of existing threats to people and the environment raises the question of the quality and possibilities for the development of this structure, its strengths, as well as difficulties that emerge, both in terms of a direct involvement in various forms of police action, as well as those relating to the real condition of the structure, in the context of forces and measures available to the squads in question. At this point, it is necessary to mention other police structures referred to as police squads which include officers who daily perform different prevention activities (e.g. they occupy the posts of patrol and responding officers at county and municipal police headquarters). These are so-called irregular riot police units (Pol. NOP - Nieetatowe Oddziały Prewencji) and irregular riot police subunits (Pol. NPP - Nieetatowe Pododdziały Prewencji); however, their role and operational rules are not the subject matter, and the main issue under consideration is so-called regular units, whose officers remain in the structures of riot police units and independent riot police subunits.

Various mechanical systems demand precise positioning control strategies. Cascade control of DC motor driving unit is still one of the most popular structures of automatic positioning. One of the main problems of this structures are the oscillations of the current, speed and position. All of these oscillations negatively effect on the electronics and mechanics live time. The method of input shaping (or in general signal shaping) is used to reduce this problem. The signal shaping was implemented for reference torque, reference speed and reference position signal. The common work of multiple input shapers is also presented. The results were compared with control without of signal shaping. The robustness for parameters change was tested. The research was conducted in MATLAB/Simulink environment.

In this paper the hybrid supervisory control architecture developed by Famularo et al. (2011) for constrained control systems is adopted with the aim to improve safety in aircraft operations when critical events like command saturations or unpredicted anomalies occur. The capabilities of a low-computational demanding predictive scheme for the supervision of non-linear dynamical systems subject to sudden switchings amongst operating conditions and time-varying constraints are exploited in the flight control systems framework. The strategy is based on command governor ideas and is tailored to jointly take into account time-varying set-points/constraints. Unpredictable anomalies in the nominal plant behaviour, whose models fall in the category of time-varying constraints, can also be tolerated by the control scheme. In order to show the effectiveness of the proposed approach, simulations both on a high altitude performance demonstrator unmanned aircraft with redundant control surfaces and the P92 general aviation aircraft are discussed.
