Liquefied natural gas (LNG), as one of the main sources of clean energy, has witnessed great growth in marine transportation in recent years. Due to the potential catastrophic consequences in case of a vessel traffic accident, the guidelines of the design of an LNG Port and the regulation of traffic management require that a mobile safety zone be set up for the transit of an LNG carrier, that is, a moving safety area around the carrier that excludes other ship traffic. To study the impact of a safety zone on channel capacity, this paper has presented a mathematical model to calculate the impact ratio of a large LNG ship on channel capacity considering different speeds and sailing modes. As a case study, an approach channel to a new LNG port that was developed in Yueqing bay, Zhejiang province, East China, has been analyzed during the concept design of the port with the aim of receiving ships with a capacity of 145,000 m3 . Based on the model, the impact ratio on the whole channel and the segmented channel when a carrier arrives at and leaves the berth has been calculated. The methodology can support the job of port design and vessel traffic management to improve the capacity, efficiency and safety of a waterway.

The aim of the study was to determine the capacity of a selected section of the Sanna river, designated below the lower site of the weir in Zaklików. The capacity calculations included the conditions of flood water discharge, i.e. the reliable flow and the control flow, determined in accordance with the Regulation of the Minister of the Environment on technical conditions that should be ensured for the hydrotechnical structures and their locations. The paper presents the consequences of changes in the regulations regarding the determination of building type, for which reliable flow and control discharges are determined. These modifications in the regulations have an impact on changes in the determination of the probability value for water discharges related to the analysed weir. The calculation of the capacity of the tested section also took into account its technical condition, specifying the variant of calculations for the lack of maintenance works, i.e. for the current state and for the state after maintenance works, consisting in mowing vegetation on slopes and shaping the surface of river bottom, removing pits and shallows. The results of the calculations of capacity of the measured cross-sections showed that the performance of maintenance works will convey the flow of a Q3% reliable flow in the Sanna river, while the Q1% control flow will not fit into the riverbed and will cause inundation of the adjacent areas.

This paper investigates state estimation of linear time-invariant systems where the sensors and controllers are geographically separated and connected over limited capacity, additive white Gaussian noise (AWGN) communication channels. Such channels are viewed as dropout (erasure) channels. In particular, we consider the case with limited data rates, present a necessary and sufficient condition on the data rate for mean square observability over an AWGN channel. The system is mean square observable if the data rate of the channel is larger than the lower bound given. It is shown in our results that there exist the inherent tradeoffs among the limited data rate, dropout probability, and observability. An illustrative example is given to demonstrate the effectiveness of the proposed scheme.

One of the basic elements inseparably connected with air communication is the security control of persons and luggage which is performed by certified OKBs entered on the list of the President of the Polish CAA. An area of interest is the security check of hand baggage passengers take with them on board the aircraft. This control is carried out based on current legal regulations in the field of civil aviation security and is designed to detect prohibited and dangerous items hidden in the passenger's luggage specified in these legal acts. Due to the fact that the catalogue of these items is not included in an enumerative way, the security control operator assesses the possibility of using any item other than that specified in the document in terms of the possibility of making an act of unlawful interference. However, the skills of the security control operator are only one of the elements affecting the effectiveness of the security check being performed. The technical background and degree of technical sophistication are no less important in the control process. This paper aims to indicate possible organizational solutions to be applied in practice, which have a measurable impact not only on the effectiveness of the security control performed but also on the throughput at the security checkpoint, which in turn determines the operational readiness of the entire airport. The authors, through empirical studies carried out at airport security checkpoints equipped with different technical and technological solutions, quantitatively indicate the benefits of using new technologies and the possibility of choosing the organization of work at the security checkpoint, depending on the needs arising from the nature and number of flight operations.

The method for the choice of rational regimes of traffic light control is developed based on the minimization of the number of violations the requirements of traffic light signals by pedestrians depending on the volume-capacity ratio of traffic lanes and control of vehicular queue on the approach to the stop-line. Assessment of rationality is carried out considering the simultaneous impact of such factors as roadway volume-capacity ratio, traffic light restrictive signal duration, the number of violations of the traffic rules by pedestrians, and maximal queue length of vehicles. The model of the change of the number of violations of the rules of crossing the roadway by pedestrians depending on the volume-capacity ratio of different intersection types is developed in this paper. The model of determining the maximal vehicular queue length before intersections depending on the volume-capacity ratio and the share of the restrictive signal on the lane in the control cycle is developed. Recommendations about the choice of rational regimes of traffic light control depending on traffic delay, planning parameters of the road network, and pedestrian behavior are proposed.

Opis:
A systematic fault tolerant control (FTC) scheme based on fault estimation for a quadrotor actuator, which integrates normal control, active and passive FTC and fault parking is proposed in this paper. Firstly, an adaptive Thau observer (ATO) is presented to estimate the quadrotor rotor fault magnitudes, and then faults with different magnitudes and time-varying natures are rated into corresponding fault severity levels based on the pre-defined fault-tolerant boundaries. Secondly, a systematic FTC strategy which can coordinate various FTC methods is designed to compensate for failures depending on the fault types and severity levels. Unlike former stand-alone passive FTC or active FTC, our proposed FTC scheme can compensate for faults in a way of condition-based maintenance (CBM), and especially consider the fatal failures that traditional FTC techniques cannot accommodate to avoid the crashing of UAVs. Finally, various simulations are carried out to show the performance and effectiveness of the proposed method.

In the article, the problems of objectification of the subjective danger estimation for abnormal cases in air traffic control are considered. An overview of currently existing approaches is given. In addition, the article presents the analysis of the statistical results of testing 252 air traffic controllers. This study reveals a subjective danger estimation inadequacy and its connection to air traffic controller’s potential extreme working capacity. A new approach to objectification of the subjunctive danger estimation for abnormal cases in air traffic control is proposed. The method combines the conditional probability collision computation and the method of expert estimations.
