The aim of this study is to answer on the question about the role of public consultations in the immigration policy of the Hungarian government in the 21st century. Under the constitution of 2011, the procedure has gained completely different legislative character in relation to the legal principles adapted in the years 1989-2010. In particular, the subject of our interest are two examples of national consultations. Both were controversially used  for political purposes by the ruling Fidesz - Hungarian Civic Alliance party. The first will be "the national consultation on immigration and terrorism" conducted between April and July of 2015, the second – a questionable  "national referendum on migrant quotas", organized on October 2, 2016.

This article seeks to present the development od public participation in local spatial planning in Poland. An assessment was made of the procedure of preparing planning documents and forms of their consultation with residents. To achieve this goal, use was made of the results of a survey research conducted among participants of public consultations in Poznań in the years 2012-2014. It is stressed that it is necessary to improve the decision-making process in urban spatial planning by accommodating not only traditional but also new forms and instruments of public participation.

This paper deals with public consultations, which are a form of direct democracy. The assumptions of such consultations were discussed from the theoretical and legal perspective. In the theoretical approach, an attempt was made to determine the direct democracy features and its relationship with the idea of local government well as understanding public consultations. Provisions of the local government l and by-laws were analysed from the legal perspective. Public consultations also h a wider context, which is determined by public participation and a new philosophy of government. The object, consultation involves not only consulting the public about a specific document, but also a comprehensive approach to cooperation with citizens.

Geoweb methods offer an alternative to commonly used public participation methods in spatial planning. This paper discusses two such geoweb methods – geo-questionnaire and geo-discussion in the context of their initial applications within the spatial planning processes in Poland. The paper presents legal and organizational framework for the implementation of methods, provides their development details, and assesses insights gained from their deployment in the context of spatial planning in Poland. The analysed case studies encompass different spatial scales ranging from major cities in Poland (Poznań and Łódź) to suburban municipalities (Rokietnica and Swarzędz in Poznań Agglomeration). The studies have been substantiated by interviews with urban planners and local authorities on the use and value of Geoweb methods in public consultations.

Opis:
Main role of this article is presentation, in a very short way, most important results of over two years of work board of experts from two universities, two clinical hospitals, city hall and also medical software and hardware suppliers. As a main purpose of strategy improvement of health care level in region was set. This aim will be achieved by telemedical infrastructure development, creation and implementation of procedures and instant training of staff. Strategy is focused on three main aspects. First one groups medical projects, second infrastructure project and third one is regional centre of coordination. In medical area proposed changes are mainly focused on telemedical support for emergency services, remote medical consultations and complex home monitoring of patients. Main solution for infrastructure assumes creation of integrated information system for hospitals and emergency units. I this part of the strategy selection of the proper standards for data storing and exchange. Probably one of the best choices is OpenEHR. Last part is centre of cooperation which consists of coordination centre of telemedical services, telemedical projects management unit, and training facility.

The realization of citizens (participatory) budgets became one of the fixed duties incumbent upon the authorities of Polish cities. Local governments still more willingly engage their respective citizens and enable them to make decisions related not only to local finances. Social consultations are an exceptionally important process allowing the administration to get acquainted with the public opinion or proposals put forward by the citizens who are – directly or indirectly – affected by the problems in question. Until 2019, Polish participatory budgets were realized based on the provisions of The Gmina Self-Government Act of 8 March 1990; or, to put it more precisely, based on Article 5a, which provided that when it comes to the issues which are important for a gmina, social consultations with citizens may be conducted. However, social consultations are not binding. On the other hand, as for participatory budgets, a different solution was adopted. The authorities of gminas declared that the decisions made by citizens will be recognized as binding by the former (Kraszewski, Mojkowski, 2014). The amendment of the wording of the relevant acts hitherto operative urges the author of the present paper to pose at this point the question about the necessity of legal regulations pertinent to the mechanism of a participatory budget. Did Polish budgets actually call for such wordings? And, will particular solutions included in the Act lead in the near future to diminishing the budget’s role in shaping broadly understood participation among citizens? Taking heed of the imperfections of the said wordings, the present paper constitutes an attempt at pointing to the problems posed by the Act itself that local governments are facing.The main research method applied by the author to the subject matter contained herein is an analysis of sources; and in particular, an analysis of the wordings of the Act of 11 January 2018 on amending certain acts to increase the participation of citizens in the process of electing, operating and controlling certain public bodies (Journal of Laws 2018.130).

From the point of view of social policy, the need of security is considered as the indispensable part of functioning and development of every society. Citizens’ participation avers that the inhabitants will have the possibility of taking part in making decisions about their own surrounding, which results in development of the sense of security. The actions taken in the social space initiate the existence of the selfaware civil society. This article’s main aim is to discuss the possibilities of assuring the social security through civil commitment and their active participation in the public life. The formal instruments that occur in the system of Polish law (i.e. a participation in the open debate, a participation in the elections, a legislative initiative) have been analyzed. Those instruments enable to the residents the participation and codecision making and, what follows, they contribute towards forming broadly defined security.

The author of the paper presents the argument that the widespread implementation of a new healthcare service called “independent nursing consultation” will not only improve the functioning of the healthcare system, but also enhance the quality of medical services. Implementing this new service requires modifying the traditional way of organizing healthcare, which assumes that the involvement of a doctor is necessary in every case, limiting the possibilities of promptly initiating and managing treatment. By advocating the broad implementation of nursing consultations, the author first reviews the training of nurses in Poland and two other countries. Then she attempts to identify the areas of healthcare where providing nursing consultations is highly justified and beneficial. The procedure for independent nursing consultations is illustrated through the example of the activity of a large medical company, such as LUX MED Medical Center. The methods of ensuring the appropriate quality of the provided nursing consultations – by the exemplary institution – are also described. The paper justifies why the extensive introduction of nursing consultations will increase access to healthcare services, improve their quality, and have a positive impact on the size and development of the nursing workforce.
Autorka pracy przedstawia argumentację, iż rozpowszechnienie nowej usługi zdrowotnej, jaką jest „samodzielna konsultacja pielęgniarska”, przyczyni się nie tylko do usprawnienia funkcjonowania systemu służby zdrowia, lecz także poprawi jakość usług medycznych. Wdrażanie tej usługi wymaga zmodyfikowania tradycyjnego sposobu organizowania służby zdrowia, który zakłada, że rozpoczęcie leczenia wymaga w każdym przypadku udziału lekarza, co ogranicza możliwości szybkiego podejmowania leczenia i jego prowadzenia. Autorka, postulując szerokie wdrażanie konsultacji pielęgniarskich, dokonuje najpierw przeglądu metod kształcenia pielęgniarek w Polsce oraz dwóch innych krajach. Stara się następnie wskazać te obszary opieki zdrowotnej, w których udzielanie konsultacji pielęgniarskiej jest wysoce uzasadnione i użyteczne. Procedura samodzielnych konsultacji pielęgniarskich jest tu przedstawiona na przykładzie działalności dużej firmy medycznej, jaką jest Centrum Medyczne LUX MED Sp. z o.o. Opisano także sposoby zapewniania – przez przykładową instytucję – właściwej jakości udzielanych konsultacji pielęgniarskich. W pracy uzasadniono, dlaczego rozpowszechnienie konsultacji pielęgniarskich zwiększy dostępność do usług opieki zdrowotnej, poprawi ich jakość oraz korzystnie wpłynie na liczebność i rozwój kadry pielęgniarskiej.

The subject of this publication concerns the assessment of the environmental impact of the construction of the bypass road in Waksmund, Ostrowsko and Łopuszna, in the municipality of Nowy Targ. In addition, the article presents the results of the evaluation of public consultation in the procedure for assessing the environmental impact of the discussed project. In order to assess the impact of the planned investment on the environment, the report on the environmental impact of the project and selected legal acts were analysed. It was demonstrated that the report on the environmental impact of the project entitled: “Construction of the Waksmund–Ostrowsko–Łopuszna bypass along regional road No. 969” was implemented correctly. The proposed solutions contained in the report on the environmental impact of the project will eliminate the negative impact of the planned bypass road on the environment, and they will also increase the attractiveness of the pertinent areas from the point of view of residents and prospective investors. The technical solutions adopted along the new road, including roundabouts, will serve to calm the traffic, and improve the safety of drivers and pedestrians. In order to obtain reliable information about public consultation meetings, an evaluation survey was developed. The survey was conducted in May 2019, and 43 respondents took part in it. The survey results have shown that the public consultation was not properly prepared, which was reflected in the respondents’ opinion. The main reason for the negative reviews was the lack of publicly available information about the consultation. In addition, the low attendance at consultation meetings was noted as a significant problem.
Tematyka publikacji dotyczy oceny wpływu budowy obwodnicy w miejscowościach Waksmund, Ostrowsko i Łopuszna, w gminie Nowy Targ, na środowisko. Ponadto artykuł przedstawia wyniki ewaluacji konsultacji społecznych w procedurze oceny oddziaływania przedmiotowego przedsięwzięcia na środowisko. Aby ocenić wpływ planowanej inwestycji na środowisko analizie poddano raport o oddziaływaniu przedsięwzięcia na środowisko oraz wybrane akty prawne. Wykazano, że raport o oddziaływaniu na środowisko przedsięwzięcia pn.: „Budowa obwodnicy miejscowości Waksmund – Ostrowsko – Łopuszna, w ciągu drogi wojewódzkiej nr 969,” został wykonany poprawnie. Zaproponowane rozwiązania zawarte w raporcie o oddziaływaniu przedsięwzięcia na środowisko zniwelują negatywne oddziaływanie planowanej obwodnicy na środowisko, a także zwiększą atrakcyjność terenów dla mieszkańców i inwestorów. Przyjęte rozwiązania techniczne w ciągu nowej drogi, między innymi ronda spowodują uspokojenie ruchu, poprawią bezpieczeństwo kierowców i pieszych. W celu uzyskania rzetelnych informacji dotyczących spotkań konsultacyjnych opracowano ankietę ewaluacyjną. Badania ankietowe przeprowadzono w maju 2019 roku, w których wzięło udział 43 respondentów. Badania ankietowe wykazały, że przeprowadzone konsultacje nie były odpowiednio przygotowane, co znalazło odzwierciedlenie w opiniach respondentów. Główną przyczyną negatywnych ocen był brak powszechnie dostępnej informacji o konsultacjach. Ponadto istotnym problemem, który odnotowano była niska frekwencja w spotkaniach konsultacyjnych.

The article presents the results of a research, which aimed was to verify the hypothesis about potential of the online public consultations, conducted by Polish local selfgovernment representatives in order to strength the citizens’ sense of political empowerment. The attitude that emerged from the respondents’ answers, despite various shortcomings in implementation of the process, allows assuming that online consultations presage the improvement of participatory democracy. Implementation of interactive form of communication with citizens is a challenge for public administration.
W artykule zaprezentowano wyniki badania, którego celem była weryfikacja hipotezy na temat potencjału tkwiącego w internetowych konsultacjach społecznych, prowadzonych przez przedstawicieli polskich miast samorządowych, do wzmacniania poczucia podmiotowości politycznej obywateli biorących w nich udział. Można sądzić, że konsultacje internetowe, pomimo wad w zakresie realizacji, mogą być uznane za rokujące dla poprawy jakości demokracji partycypacyjnej. Wdrożenie interaktywnych form komunikacji z obywatelami stanowi wyzwanie dla administracji publicznej.

The article presented possible ways of engaging social scientists as agents of revival. Their expert knowledge may be used in the process of preparing the diagnosis in conducting social consultations, evaluating the revival projects and also in interventions aimed at local social changes. A new approach to revival in Poland (described in the first part of the text) underlines that the revival should be of participative character. The same expectations are formulated in a new formal requirements in the 2015 Act on revival. The Act defines methods which can be used as a source of information to know the needs of inhabitants and to plan changes in public spaces. A concise description of research methods and techniques used in diagnosing, consulting and evaluating was presented in the second part of the article. The paper delineated the ways of modifying and adapting these methods to be used on different stages of revival. Revival projects can benefit from creative ways of working. Ideas may be generated by means of: brainstorming, preparing individual or group drawings, mock-ups andor collages. Two methods were especially pointed out in the text as useful in case of revival. First one is STEEPVL analysis, related to the group interview. The second one is mapping as a method more and more frequently used during consultations. It consists in using maps (paper ones or more often on-line versions) to mark information and suggestions on places. The text was focused on the increasing scope of actions a social scientist may conduct participating in the revival, due to new social needs and formal requirements.
W artykule przedstawiono możliwości angażowania badaczy społecznych w działania dotyczące rewitalizacji. Ich ekspercka wiedza może być wykorzystana podczas przygotowania diagnozy, ale także podczas realizacji konsultacji, ewaluacji projektów rewitalizacji a także działań interwencyjnych w społecznościach lokalnych. W nowym w Polsce podejściu do rewitalizacji (przedstawionym w pierwszej części tekstu) podkreśla się, że powinna mieć charakter partycypacyjny. Podobne wymogi są zapisane w Ustawie o rewitalizacji z 2015 roku. Ustawa ta dookreśla także metody, które można wykorzystywać jako źródła informacji na temat potrzeb mieszkańców do planowania zmian w przestrzeniach publicznych. W drugiej części tekstu zawarto krótki opis metod badawczych, które mogą być wykorzystywane w przygotowaniu diagnozy a także w ramach konsultacji i ewaluacji. W artykule wskazano także sposoby modyfikacji tych metod, tak aby były adekwatne do potrzeb rewitalizacyjnych na różnych etapach. Wskazano także na użyteczność kreatywnych metod pracy. Nowe pomysły mogą być generowane za pomocą: burzy mózgów, ale także w ramach przygotowywanych przez mieszkańców (indywidualnie bądź grupowo) rysunków, makiet bądź kolaży. W artykule wskazano na dwie metody, które mogą być szczególnie użyteczne w przypadku rewitalizacji. Pierwszą z nich jest analiza STEEPVL, która opiera się na technice wywiadu grupowego. Drugą metodą jest mapowanie, coraz częściej stosowane w ramach konsultacji. Polega na wykorzystywaniu map (papierowych lub w wersji on-line), na których można zaznaczać informacje i sugestie dotyczące miejsc. W artykule skoncentrowano się na poszerzającym się zakresie działań, które mogą podejmować badacze społeczni w ramach rewitalizacji w związku z nowymi potrzebami społecznymi i wymaganiami formalnymi.

Opis:
The goal of the work is the presentation of a method of design whose effect is an architectural and urban concept that creatively utilises the results of public consultations. The analysis includes a case study with particular emphasis on trailing the train of thought used during the analysis and conceptual work. The work argues that a public consultations report can be a significant source of knowledge and a valuable inspiration for the designers of public spaces and the urban landscape. The concept that has been presented shows a model of an innovative approach to public participation, understood as involvement in design, as well as participation in the creation and transformation of one's own place.
Celem pracy jest prezentacja metody projektowania, której efektem jest koncept architektoniczno- urbanistyczny twórczo wykorzystujący wyniki konsultacji społecznych. Analiza obejmuje studium przypadku ze szczególnym naciskiem na śledzenie ciągu myśli wykorzystywanego podczas analizy i prac koncepcyjnych. Praca dowodzi, że raport z konsultacji publicznych może być znaczącym źródłem wiedzy i cenną inspiracją dla projektantów przestrzeni publicznych i miejskiego krajobrazu. Przedstawiona koncepcja pokazuje model innowacyjnego podejścia do partycypacji społecznej, rozumianej nie jako uczestnictwo w projektowaniu, ale jako uczestnictwo w tworzeniu i przekształcaniu własnego miejsca.
