The article presents and evaluates the technical and operational possibilities of the maritime radio communications systems to be used especially for the exchange of information between the land users and ships. The basic functional requirements and regulations for Global Maritime Distress and Safety System (GMDSS) referring to the maritime radio information systems, resulting from the provisions of the International Convention for the Safety of Life at Sea (SOLAS) and Radio Regulations have been described. The article presents the role of information systems in the shipping and GMDSS as well. A current status of the maritime radio communication systems responsible for the exchange of information between the land users and ships has been presented. Operational and technical characteristics of the maritime radio systems used for the exchange of safety information and ships’ operating information have been described. The analysis of the systems responsible for broadcasting to the vessels the Maritime Safety Information (MSI) has been made. In this context, the operation, methods and ranges of broadcast of the Maritime Safety Information by the NAVTEX system and Inmarsat SafetyNet system have been discussed. The analysis of the systems responsible for the ships’ operating communications has been made too. The article also outlines the future of maritime radio information systems. In this context, two projects currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications, Search, and Rescue (NCSR) have been presented. The first of these projects under the name of e-Navigation refers to the use of the latest information and communication technologies in shipping. The second one concerns the modernization of the GMDSS. It is expected that as the outcome of these project works, among others, new maritime radio information systems presented here will be adopted.

Opis:
Communication infrastructure of vehicles sub-assemblies has undergone three phases of development. The first phase was initiated by the need to reduce emission levels. The function of vehicle sub-assemblies health monitoring was introduced simultaneously. This phase took place in the 70s and 80s of the 20th century. The second phase was focused on the elimination of redundant sensors and implementation of new functions of the vehicle. This phase has been particularly noticeable since the beginning of the 21st century. At the moment, there are 2 directions of development. On the one hand, the works are being continued in the scope of autonomous movement of vehicle and, on the otherhand multimedia solutions are being introduced in order to make the time spent in a vehicle more attractive (multimedia, the Internet, …). The present study is focused on the mechanisms of protection applied in communication protocols used in vehicles. Furthermore, it contains the classification of communication methods, characteristics of the basic methods of protection incorporated in the described protocols and the practical cases of security breach. Therefore, it is possible to answer the question why it is possible for third persons to interfere into the communication network of a vehicle and to indicate potential methods of protection against the functioning disturbance in such communication networks.

The article describes the transport process and the drivers’ approach with regard to respecting the applicable driver's working time standards. This paper presents and discusses the results of a survey conducted among professional drivers, the primary purpose of which was to obtain the response to the question whether drivers actually rest during the break. Legal regulations strictly determine the minimum daily and weekly rest periods and the maximum daily and weekly driving times. Appropriate advanced technologies represented by measuring tools to the great extent oblige drivers to take a rest at the right time. Nevertheless, on the basis of the research it was stated that drivers frequently execute other activities, thus trying to increase their profits during break time, and therefore they commit for a rest shorter time than this resulting from the current working time regulations. The introduction of newer and more advanced solutions in the recording equipment substantially limits the possibility of performing other activities related to the vehicle during a break, and forces drivers to have a rest, thereby they pose less risk on the roads.

In this context, the operation, methods and ranges of broadcast of the Maritime Safety Information by the NAVTEX system and Inmarsat SafetyNet system have been described. The systems performing the function of ships security have also been discussed. The operation, application and basic properties of the Ship Security Alert System (SSAS) and Long Range Identification and Tracking system (LRIT) have been presented. In the subsequent part, the article outlines the future of maritime communications systems used to ensure the safety and security of ships. In this context, two projects currently being implemented in the framework of the International Maritime Organization (IMO) by the Sub-Committee on Navigation, Communications, Search, and Rescue (NCSR) have been presented. The first of these projects under the name of e-navigation refers to the use of the latest information and communication technologies in shipping. The second one concerns the modernization of the Global Maritime Distress and Safety System (GMDSS).

Opis:
Among the many ways in which workers can get safety information, the role of equipment warning labels has not been well articulated. Presumably, warning labels help prevent accidents, but questions remain about how well those labels can be expected to work. This essay describes how contextual analysis can assist our understanding of warning label effectiveness. A contextual approach was conceptualized in terms of underlying communication variables and an exploratory study was conducted in which workers were asked if they noticed and remembered warning labels on an industrial table saw that they used over a 3-month period. Results showed that equipment warning labels had a limited impact on workers. The contextual approach explained the relative effectiveness of multiple sources of information. Implications for safety training and accident liability are discussed.

This study’s objective was to determine the level of safety measures used in mobile robot prepared for teleoperation tasks in long distances and harsh environment. The vehicle under test was six-wheeled Mars rover equipped with robotic arm, designed to compete in URC (University Rover Challenge). The analysis has been subjected to the following: communication system, performance of onboard computer and emergency stop system. Communication system has been tested for message exchange speed under various data transmission protocols. Link between base station and mobile robot has immediate influence on onboard computer performance. Emergency stop is an indispensable part of hardware and software, it was tested in different state of the robot to ensure it robustness. This study demonstrates that for the teleoperation control, the UDP protocol is suitable for communication while at the same time allows to maintain low usage of a computing power at the on-board computer.

Opis:
Safety is an essential issue for processes that present high risk for human beings and environment. An acceptable level of risk is obtained both with actions on the process itself (risk reduction) and with the use of special safety systems that switch the process into safe mode when a fault or an abnormal operation mode happens. These safety systems are today based on digital devices that communicate through digital networks. The IEC 61508 series specifies the safety requirements of all the devices that are involved in a safety function, including the communication network. Also electrical generation and distribution systems are processes that may have a significant level of risk, so the criteria stated by the IEC 61508 applies. Starting from this consideration, the paper analyzes the safety requirement for the communication network and compare them with the services of the communication protocol IEC 61850 that represents the most used protocol for automation of electrical plants. The goal of this job is to demonstrate that, from the technical point of view, IEC 61850 can be used for implementing safety-related functions, even if a formal safety certification is still missing.

Many devices and systems, including electronic ones, are used in the operation of sea-going vessels. Fast technological development in the field of electronics, radio communications and computer science inspires the more and more new proposals for the changes of these devices and systems. The rules and scope of sea-going vessels equipment, related to ensuring their safety, are strictly regulated by the International Maritime Organization (IMO). Considering the above, several countries have submitted to the IMO-Maritime Safety Committee (MSC) a proposal to prepare a vision of a broad strategy for incorporating new technologies in a structural manner, ensuring their compatibility with already existing different navigation and communication technologies and services. The overriding goal of this strategy would be to improve the efficiency, safety and reducing the cost of the entire system, providing global coverage and applicable to all types of sea-going vessels. In response to this proposal, the MSC decided to start work on the project "Preparation of e-navigation strategy". The article presents the general concepts and goals of the e-navigation project. Priority needs of e-navigation users were also discussed. The key elements of the project are presented too. The radio communication aspects of the e-navigation project were also considered. Finally, the enavigation Strategy Implementation Plan (SIP) and its progress were presented.

The main objectives of the MarCom project (‘Maritime Communications - broadband at sea’) are to investigate the main user needs and communication technologies requirements to accommodate those needs within the maritime community. The project will carry out several pilots to demonstrate the usability of terrestrial wireless technologies in combination with, and in some areas instead of satellite communication (SatCom). The major benefit to the maritime users are expected to be reduced costs, increased bandwidth, Quality-of-Service (QoS) and improved communication security and versatility. The MarCom approach is characterized by combining thorough investigations of present and future user needs through nine scenarios/user cases along with identification of cost-effective communication platforms to match the application requirements being obtained. The MarCom investigations have revealed the bandwidth needs for a set of application groups, and identified the data integrity requirements for each group. Furthermore this paper is addressing the MarCom work with the IMO/IALA e-Navigation strategic initiative in establishing the bandwidth requirements to obtain the major objectives of the e-Navigation concept.

This paper presents the key assumptions and preliminary research on an integrated system called ESABALT, for enhancing maritime safety, which incorporates the latest technological advances in positioning, e-Navigation, Earth observation systems and multi-channel cooperative communications. The most novel part of the ESABALT concept, however, is a focus on user-driven crowdsourcing techniques for information gathering and integration. The system will consist of a situational awareness solution for real-time maritime traffic monitoring via utilizing various positioning technologies; an observation system of the marine environment relevant to transportation and accidents including assessing the sea ice, oil spread, waves, wind etc.; and a methodology for context-aware maritime communication with cooperative, multi-channel capabilities. The paper presents the intelligent, novel, user-driven solution and associated services developed in ESABALT for enhancing the maritime safety in the whole Baltic area.

Israeli policy governing written occupational safety information for carriage and supply of hazardous goods, and procedures for implementation, are described and evaluated for their potential communicative effectiveness, in view of users’ linguistic abilities and the language employed. We also consider whether the addressee should include the end-user and the reading-impaired. The evaluation is set in the context of broader Israeli language policy, and comparison is made with communication policies for hazardous goods adopted by the European Union, the UK, and the USA.

The signal propagation model for 1.4 GHz frequency band is discussed, and the study of signal propagation characteristics, important from the point of view of OFDM system design, is presented. There is no doubt, that railway has to be safe. More precisely safety, security and cybersecurity have to be ensured. However, it was always a question how safe railway system has to be to be accepted as safe. Paper starts from ‘failsafe’ principle and ‘safety integrity levels’ which were introduced respectively for traditional and electronic signalling equipment. It describes then three most representative explicit risk estimation methods, which are used for assessing influence on safety caused by significant changes being introduced or planned to be introduced in the railway system (not only for signalling). It also presents how overall railway related risk is calculated for individual countries in the European Union. All that however, does not support safety, security and cybersecurity related decisions, which have to be taken in case of planning, constructing and reconstructing of modern railway systems utilising control command and other communication based systems supporting safety and security. Paper proposes matrix based approach defined by author on the basis of the ‘communication based train control and management enhanced safety and security impact reference model’ (e-SSIRM model), which was defined by author and presented during Transport Systems Telematics TST’2018 conference.

The article deals with the study of basic scientific positions of informational space of personality within geographical, media technical and semiotic paradigms. Given the understanding of informational space as a certain projection of a single space-time of informational processes the effectiveness of its influence reflected in the psychological field should be taken into consideration. Informational and psychological safety context is helpful for both the individual as well as for the other social subjects, as safety identity is associated with the concepts of adaptation, resilience, stability and orderliness. Exactly these concepts are the criteria of informational and psychological safety of personality. The main goals and objectives of providing the informational and psychological safety of personality regard the identification and analysis of sources of negative informational psychological influences, organization of psychological defense of different levels social subjects, development of the legal framework of providing the informational and psychological safety, etc., creating a favorable public opinion and climate in society that promotes the democratic transformations and economic reforms. Decisive role plays the thought out constructive strategy of information activities and important condition for its organization is optimal mobilization of science potential.
W artykule zostały zbadane główne czynniki informacyjnej przestrzeni osobowości jako nauki. W badaniu informacyjnej przestrzeni najbardziej rozpowszechnione są paradygmaty: geograficzny (przestrzeń informacyjna jest utożsamiana z obszarem geograficznym i geopolitycznym), mediatechniczny (przestrzeń informacyjna jako infrastruktura środków produkcyjnych, zachowania i rozpowszechnienia informacji) i semiotyczny (analiza produkcji, kodowanie i dekodowanie, popularyzacja informacji jako kultury powszechnej i produkcji środków społecznego przekazu). Należy zauważyć, że właśnie semiotyczne podejście kreuje rozumienie „informacyjnego pola osobowości”, które zbliża semiotyczne właściwości przestrzeni informacyjnej do charakterystyki psychologicznej poprzez jej interpretację informacji, która jest składnikiem świadomości społecznej i informacji unikalnej, niepowtarzalnej, dotyczącej konkretnej osoby. Oprócz zaprezentowanych zasad, zostały zmodyfikowane aspekty badań wpływu mediów na osobowość. Przegląd kwestii podsumowuje modyfikacja teoretycznego modelowania komunikacji masowej w zakresie informacyjnej przestrzeni człowieka. Zostały konkretyzowane zasoby medialne i ich skuteczne oddziaływanie na świadomość człowieka. Zauważono, że poziom skuteczności jest głównym wskaźnikiem wzmocnienia lub osłabienia wpływu komunikacji masowej na odbiorców. Prezentowane koncepcje teoretyczne określają kierunki praktycznego badania treści przestrzeni informacyjnej, która jest metasystemem, w którym naturalnym elementem jest każda wiadomość. Międzyosobowy element komunikacji masowej w rozumieniu klasycznym jest tłumaczony w zakresie interkomunikacji i teorii rolowych. Nową alternatywą jest teoria relacyjna, która twierdzi, że przestrzeń informacyjna jest przestrzenią rozpowszechnienia pewnej informacji, czyli przestrzenią wdrażania procesów informacyjnych z całokształtem przestrzennego systemu komunikacji, czyli ciągłością, strukturalnością, współistnieniem i wzajemnym oddziaływaniem składników. Ze względu na odbiór przestrzeni informacyjnej jako pewnej projekcji jedynej przestrzeni czasu procesów informacyjnych, koniecznie należy uwzględnić skuteczność jej wpływu, co znajduje swoje odzwierciedlenie w sferze psychologicznej. Kontekst bezpieczeństwa informacyjno-psychologicznego jest wygodny zarówno dla poszczególnej jednostki, jak też dla innych podmiotów społecznych, ponieważ bezpieczeństwo osobowości jest związane z pojęciem adaptacji, stałości, stabilizacji, uporządkowania.
