I assumed so far that the notion of historical thinking was a worthy and handy “sponsor” of meta‑historical enquiry. Therefore, I left both thinking and, in particular, historical thinking without even a quasi‑definition. In this paper I make an attempt to operationalize the notion of historical thinking using historical semiotics (semiotics of culture), a domain of humanities developed by the founding fathers of the Tartu–Moscow Semiotic School, Yuri Lotman and Boris Uspenskij. The association of cognition and communication not only enriches the study of language but also culture and historiography. Bearing in mind the meta‑historical contexts I found interesting, I significantly reorganized the lecture contents found in Uspenskiy’s Ego Loquens. This interpretation took the form of annotated diagrams, which represent and interpret key categories of Uspenskiy’s philosophy resultant from the semiotic concept of language and culture. Underlying it, there is the act of communication as both the act of anthropogenesis and the genesis of the subject of cognition. We point out the qualities of historical thinking which already flow from the qualities of thinking tout court. Along the way we introduce the problem of the status of the so‑called objective and virtual reality, typical of the philosophical aspects of historical semiotics and crucial for potential meta‑historical analyses.

Opis:
The aim of this article is to analyse the role of states in the formulation of India’s trade policy from evolutionary and present perspectives as well as the contemporary issues that call for a modified institutional arrangement from a more state-inclusive point of view. Over the course of the last twenty years, however, trade policy making has become a tedious task, which made it extremely hard for any trade ministry to perform his/her duties swiftly. The ever increasing ‘range’ (and also importance) of ‘tradables’ in goods and services, capital, labour, as well as newborn issues in the international trading system and multiplicity of trade agreements, have made it imperative for trade ministries to have effective and deeper ‘communication’ with public entities and private interests within their sovereign states. In order to achieve this, a trade ministry must have an ‘institutional’ architecture that takes cognizance and acts upon the various demands emanating from various parts of the country. India’s trade policy is formulated and implemented mainly by the Ministry of Commerce and Industry. While the constitutional provisions regarding India’s trade policy decision making have remained unchanged since gaining independence, the evolution of how states have become increasingly important in India’s trade policy making, is of importance. Hence, it is imperative to understand as to why states are becoming important in India’s trade policy formation and how institutions facilitate the same? Hypothising that, states are playing increasingly indispensable role in India’s foreign trade policy formation, this paper shall attempt to answer the abovementioned.

Today, a significant number of quite advanced technology applications support safety at sea. To the dismay of the maritime industry, the manifestation of passengers during an evacuation scenario/case has not followed a similar path of improvement, when compared to the counterpart Life Saving Appliances (LSA) Code. Embarkation and muster proceedings are still following the similar approaches that were established during the early 1900s. There have been relatively few advances in these procedures; most often, they include manually checking-in the passengers on electronic systems, along with “on the spot” completion of check-off lists and passenger counts, allowing for an influx of potential error by the concerned personnel. Furthermore, the rely and transmission of the manifest to a Maritime Rescue Coordination Centre (MRCC) is often associated with a considerable amount of time, or even involving secondary passenger counts, after the disembarkation event has been concluded. It is understandable that a vessel with limited people on-board (tankers, bulk carriers, container vessels, etc.) can effectively be abandoned in a matter of minutes, but what happens with vessels carrying a large number of passengers and more specifically those heavily engaged with cruising activities? This paper examines the creation of an electronic manifestation system that will be able to automatically record the passengers during lifeboat embarkation. This proposed system will employ the use of Near-Field Communication (NFC) and/or (Radio-frequency identification) RFID bracelets, that are already utilized within the cruise industry. It will record relevant passenger and crew data, upon their boarding on the designated lifeboat, through readers installed on the parallel sides of the entryway. The data will be displayed in electronic tablet devices to the lifeboat leaders, as well as to the Master of the vessel in real-time. This will allow for an accurate representation of the evacuation process in any given moment. Furthermore, a complete “snapshot” of that information can also be directly transmitted to the MRCC via an automated message and without any further human intervention, or even stored locally aboard the lifeboats used for the evacuation and the ship’s Vessel Data Recorder (VDR).

SECRICOM - Seamless Communication for crisis management was a research and development project, realised within the Seventh Framework Programme (7PR). The aim of this project was to develop reference solution based on existing infrastructure, which will be capable to ensure secure and efficient communication for operational crisis management. The project was an answer to the European Security Research Advisory Board (ESRAB) report, in which key requirements for a communication system have been stated. Secure and efficient communication system is a necessity for effective crisis management. It is assumed that such infrastructure may significantly increase rescue actions effectiveness. Currently, however, there are cases when various services (not only domestically but also internationally) use heterogeneous telecommunications systems. It results in the lack of or significant problems with mutual communication. Such situation is often considered problematic and posing a threat to the effective rescue actions. For this purpose, a secure and multi-platform communications system (SECRICOM Silentel) has been developed within SECRICOM project. The Multi Bearer Router (MBR) optimise the backbone network by the use of multiple bearers and dynamic adjustment to various conditions. Advance mechanisms enhancing end-user devices' security - Secure Docking Module (SDM) - have been developed using Trusting Computing principles. Secure Agent Infrastructure (SAI) ensures - based on agents' infrastructure - secure access to distributed data. The system is supplemented with network monitoring platform - Communication Security Monitoring and Control Centre. The SECRICOM project resulted in a communication system prototype, which is capable of ensuring interoperability as well as secure and efficient communication for operational crisis management. This system has been demonstrated on several occasions to the stakeholders.
SECRICOM - Seamless Communication for crisis management to projekt badawczo-rozwojowy, który został zrealizowany w ramach siódmego programu ramowego (7PR). Celem projektu było wypracowanie bezpiecznej i, co ważne, bazującej na istniejącej infrastrukturze platformy komunikacyjnej do operacyjnego zarządzania kryzysowego. Projekt ten stanowi odpowiedź na raport European Security Research Advisory Board (ESRAB), w którym określono najważniejsze wymagania odnośnie do systemu komunikacji. Bezpieczny i wydajny system komunikacji jest warunkiem koniecznym do efektywnego zarządzania w sytuacjach kryzysowych. Przyjmuje się, że taka platforma jest w stanie znacząco zwiększyć efektywność prac służb ratunkowych. Obecnie jednak są przypadki, gdy służby ratunkowe (nie tylko na arenie międzynarodowej, lecz także podczas działań w jednym kraju) korzystają z niejednorodnych systemów telekomunikacyjnych, co często skutkuje brakiem lub istotnymi problemami z wzajemną łącznością. Sytuacja ta jest postrzegana jako problematyczna i stanowi zagrożenie dla efektywnego działania służb ratunkowych. W ramach projektu SECRICOM opracowano system międzyplatformowej, bezpiecznej łączności SECRICOM Silentel. Za optymalizację transmisji danych (w tym wykorzystanie wielu nośnych oraz dynamiczne dostosowywanie się do warunków) w sieci dystrybucyjnej oraz szkieletowej odpowiada Multi Bearer Router (MBR). Zaawansowane mechanizmy zwiększające bezpieczeństwo urządzeń końcowych - Secure Docking Module (SDM) - opracowano z wykorzystaniem pryncypiów Trusted Computing. Secure Agent Infrastructure (SAI) zapewnia - oparty na infrastrukturze agentów - bezpieczny dostęp do rozproszonych danych. System uzupełnia platforma nadzoru nad siecią - Communication Security Monitoring and Control Centre. Jako rezultat projektu zbudowano oraz kilkukrotnie zademonstrowano prototypową wersję systemu komunikacji. System ten jest zdolny do zapewnienia interoperacyjnej, bezpiecznej i wydajnej łączności w zarządzaniu w sytuacjach kryzysowych.
