    The aim of the cohesion policy is to accelerate the socio-economic development of Member States and their regions. Poland as well as its closest neighbour, the Czech Republic, have benefi ted from structural funds and the Cohesion Fund. The effects of provided aid have already become apparent but they differ given the scale of problems, including regional issues existing in these countries, and the amount of funds allocated. The aim of the article is to present the directions and the effects of the implementation of the cohesion policy in Poland and the Czech Republic with particular focus on the financial perspective of 2007–2013. The results of the evaluation of programmes for the years 2007–2013 show that EU funds are mostly spent on transport infrastructure. However, the support of entrepreneurship and innovation and human capital should be an important objective in the current programming perspective in order to transform and modernise the structure of economies.

    Purpose: The paper discusses issues associated with using funds that support the development of entrepreneurship – the purpose of the paper is to answer questions regarding the purposefulness and effectiveness of financial instruments from EU funds aimed at the development of�emerging businesses (startups). Methodology: The paper analyzes previously conducted research studies in the fi eld of the discussed topic, it systematizes and describes the fi nancial instruments from EU funds supporting self- employment and startups in their early stages of activity. It also provides an overview of evaluation reports concerning these instruments. The paper also contains a case study: an analysis of the effectiveness of a selected project supporting the development of entrepreneurship (co-fi nanced from EU funds), in which the method of evaluating the net effect of the support in the short term has been used. Findings: An analysis of previously conducted research studies has shown that properly designed State aid targeted at those starting up their own business is sensible, as it provides them with seed capital and it helps them survive the most diffi cult period of the so-called “startup”. However, there is a lack of comprehensive studies to confirm the positive impact of business support interventions carried out using EU funds. The methodology of evaluating the net effect used by the Author in the conducted study has made it possible to identify the actual size of the – positive – impact of the selected project on the growth of self-employment. Limitations: The study revealed some limitations – the method and time of the study allow to capture the phenomenon on a micro-scale, in the short term. The institutions that are involved in the process of allocating funds should develop a comprehensive methodology that implements the idea of evaluating the net effect, allowing to assess the effectiveness of the support at regional and national level in the long term. Originality: The originality of the paper consists in applying the theories and results of previous studies to the Polish practice of supporting businesses at their early stages of development as well as applying the method of evaluating the net effect, which allows to determine the actual impact of the intervention.

    The aim of the conducted empirical analysis was to identify the cluster, which was implemented on the basis of two organizations operating in the ICT industry. The observed low activity of clusters in the socio-economic space, with the exception of projects co-financed from public funds, was the main incentive to conduct the study. The implementation of the assumed objective was reduced to seeking an answer to the question to what extent the national networks meet the cluster identification criteria. The objects analyzed were highly effective in creating a network of connections, new organizational entities as well as personal involvement in the functioning of many entities. The positive quantitative image of both networks, however, did not coincide with the positive functional verification based on the catalogue of features required for the cluster. In addition to formal doubts regarding referring to the established networks of organizational links as clusters, there appear natural doubts about the effectiveness of these entities in the context of theoretical assumptions, and finally the legitimacy of financing such initiatives from public funds.

    Autor, opierając się na oficjalnych danych z polskich regionów, Ministerstwa Inwestycji i Rozwoju oraz dokumentów europejskich i własnych doświadczeniach eksperckich podsumowuje wdrażanie polityki regionalnej po 15. latach od akcesji Polski do UE. Wskazuje na zasadność przyjętych kierunków interwencji, ale też poddaje analizie przykłady niewłaściwego wykorzystania unijnych środków. Te ostatnie przypadki, zdaniem autora, często związane są z samorządową polityką, kiedy decyzje inwestycyjne wynikają z bieżącej kalkulacji wyborczej, a nie długofalowej strategii rozwoju. W rekomendacjach zaproponowano zmianę dominującego dotychczas wyrównawczego modelu implementacji europejskich środków na model modernizacyjny z wykorzystaniem wiedzy jako głównego składnika rozwojowego. Wiąże się z tym również potrzeba szerszego zaangażowania w politykę regionalną środowiska akademickiego.  
    The author summarizes the implementation of regional policy 15 years after Poland’s accession to the EU as revealed in the official data coming from Polish regions, the Ministry of Investment and Development, the European documents and his own expert experience. Not only does he indicate the legitimacy of the adopted directions of intervention, but also he analyses the examples of misuse of EU funds. The latter cases, according to the author, are often associated with local politics, when investment decisions are based on current electoral calculations, and not long-term development strategy. The recommendations propose a change of the hitherto dominant compensatory model of the implementation of European funds to a modernisation model using knowledge as the main development component. This is also related to the need for a broader involvement of the academic community in regional policy.

    Fundusze europejskie, stanowiące ważny element polskiej gospodarki, znajdują się od lat w centrum zainteresowania administracji publicznej odpowiedzialnej za alokację dostępnych środków. Są one również przedmiotem dużego zainteresowania przedsiębiorców nastawionych na rozwój prowadzonej działalności przy wsparciu środków publicznych. Nie brakuje jednak inwestorów zagospodarowujących fundusze pomocowe w sposób wypełniający znamiona przedsiębiorczości zależnej – przedsięwzięcie istnieje, dopóki finansowane jest z funduszy pomocowych. W ten niechlubny efekt wdrażania projektów europejskich wpisują się start-upy oparte na e-usługach, powstałe w ramach Programu Operacyjnego „Innowacyjna Gospodarka” 2007-2013. Przeprowadzona analiza o charakterze ilościowo-jakościowym wykazała, że zdecydowana większość produktów programu już nie istnieje lub charakteryzuje się niską użytecznością funkcjonalną.
    European funding as an important element of Polish economy has long been of interest to public administration, which is responsible for allocating available funds. It is also of great interest to entrepreneurs who want to grow their businesses with the aid of public funds. However, many of them use those aid funds in a way that is characteristic of dependent entrepreneurship, i.e. their enterprises exist only as long as they are financed with aid funds. Start-ups providing e-services that were founded as part of the Operational Programme ‘Innovative Economy’ 2007-2013, are a good case in point here. The quantitative and qualitative analysis reveals that the vast majority of them either no longer exist or offer services that are of limited functionality.

    When Poland acceded to the European Union, it became a beneficiary of financing from the structural funds, in particular from the European Social Fund (ESF) and the European Regional Development Fund (ERDF). One of the main objectives of EU structural policy is to improve the competitiveness of regional economies – aid beneficiaries, which is possible, inter alia, thanks to the support of the competitiveness of business entities. The sector of MSME (micro-, small and medium enterprises) is a particular focus of such support. This paper constitutes an attempt at summarising the experience of Polish regions within the scope of support provided to micro-enterprises from the ERDF funds, with a particular focus on the West Pomeranian Province.
    Polska wraz ze wstąpieniem do Unii Europejskiej stała się beneficjentem środków z funduszy strukturalnych, ze szczególnym uwzględnieniem Europejskiego Funduszu Społecznego (EFS) oraz Europejskiego Funduszu Rozwoju Regionalnego (EFRR). Jednym z głównych celów polityki strukturalnej UE jest podnoszenie konkurencyjności gospodarek regionów – beneficjentów pomocy, co możliwe jest między innymi dzięki wspieraniu konkurencyjności podmiotów gospodarczych. Szczególnym podmiotem wsparcia są przedsiębiorstwa z sektora MMŚP (mikro- małych i średnich przedsiębiorstw). Niniejsze opracowanie stanowi próbę podsumowania doświadczeń polskich regionów w zakresie wspierania mikroprzedsiębiorstw ze środków EFRR, ze szczególnym uwzględnieniem województwa zachodniopomorskiego.
