In this article, we present our view on the Transport System of a city as a system, consisting of four layers: aesthetic, functional, safe and smart. We define the layers and describe their relationships. Getting deeper into the system and features needed in every layer are summarized. In the following part, we will introduce some smart and safe transport solutions, applied in the city of Žilina, solutions from Finnish city of Tampere, that is one of the smartest middle-sized cities in Europe, and also few more examples from around the world. In the last part, we take a look at the futuristic plans for the transport systems, represented by autonomous driving from the safety point of view.

Rising awareness of sustainable development challenges, along with the quest for optimization of the everyday functioning of the city, motivate many urban authorities to search for promising concepts and solutions. One of these is the smart city concept, which has gained governors of cities’ attention for little more than ten years. An object of research and development, it is still a distinctive feature for the cities that adopt this concept. City marketers use such distinction towards a large palette of beneficiaries of the city. At the same time, it deploys some traits suggesting synergies between the implementation of smart city solutions and sustainable development goals. The main objective of our work was to verify if the relationship between these aspects (smartness and sustainability of a transportation) in smart city rankings exists and, if that is true, what impact it has on marketing communication of the city comprised in such rankings. To fulfill this goal, we answered such research questions as: what place sustainability criteria in smart city rankings have occurred, how is the transport represented in these criteria, what use graded cities make of their presence in such competition, and which perspective dominates (if any) in daily marketing communication activities of the city. To provide such an analysis, we considered the criteria used to rank the cities to find the places that accorded to sustainable ones. We examined the marketing use of the results of such rankings, referring to the official websites and social media of selected cities (random selection from the total population of 174 cities comprised). The sources used to provide the data in natural language, and their analysis proceeded with methods and tools used in NLP (natural language processing), which are accessible through CLARIN.EU infrastructure. The results determine that cities can be classed into different groups, accordingly to their sustainability/smartness pending, and ability to use accorded ranks in marketing context.

The concept of resilience has in recent years been one of the more commonly used urban development concepts. In the social sciences, the term is understood as a dynamic process that reflects a relatively good adaptation, irrespective of the hazards or traumatic experiences. It is linked with the concepts of risk, vulnerability and positive adaptation. The concept of resilience as used in the social sciences has been adapted by other disciplines, including research on the city, where the term is ambiguously and sometimes inconsistently defined. The aim of this study is to explain the term resilience, its reference to the city and to clear up ambiguities of the terminology related to the two lines of research on resilience in relation to the city as presented by the relevant literature: city resilience and the resilient city. Analyses show that both these terms, despite their widespread application, are at present imprecisely defined in the relevant literature and generally speaking used interchangeably, which makes their precise application difficult. In addition, the assumption that city resilience can be treated as a process that leads to a desired state of the resilient city, has not been confirmed. The correctness of the application of the second of these concepts (the resilient city) raises doubts, because it will probably never be possible to develop a city not vulnerable or fully resistant to various types of development perturbations.

The aim of this paper is to discuss the smart city concept and indicate how its implementation may influence the efficient development of urban space. The paper is a review of the results of research on the smart city concept, smart cities in the European Union and selected aspects of modern urban space development. The author used above all a descriptive method and simple statistical methods. As the paper proves, the implementation of the smart city concept can facilitate and support the development of urban space. The main conclusions concern its impact on awareness in society, civic participation, creative attitudes, entrepreneurial activities and innovative solutions.

This study offers a short introduction to the development of cities in general, their types, functions, position and points of differentiation. It stresses the importance of multifarious factors that determine the importance of particular entities. The main part of the study though is concerned with Polish cities. It takes into consideration their origins, geographical location, administrative and political importance, city reforms, demographic and economic factors as well as their functions and finance to assess the role and salience of different city categories. It analyses the impact of the aforementioned factors, especially of administrative and self-government reforms on self-government reforms, reflecting the international trend towards the unification of self-government system, have not led to the homogenization of cities in Poland, but that provisions introduced allow for individualisation of their internal structures and functions.

Collaborative planning for city development. A perspective from a city planner. A number of definitions related to collaborative governance have been developed since early 2000. The common characteristics of collaborative governance are, among others, policy consensus, community visioning, consensus rule-making, and collaborative network structures. Collaborative planning is a new paradigm of planning for a complex contemporary society through which it encourages people to be engaged in a dialogue in a situation of equal empowerment and shared information to learn new ideas through mutual understanding, to create innovative outcomes and to build institutional capacity. This indicates that collaborative planning can provide policy makers with more effective community participation. Collaborative process is the key of collaborative planning which also emphasizes the significant role of collaborative leadership. The process includes a participatory activity of dialogue oriented to the joint decision and summarized in a collaborative process. The collaborative leadership is crucial for setting and maintaining clear ground rules, building trust, facilitating dialogue, and exploring mutual gains. Along with the shift of planning paradigm, the role of city planner will also change since the city planning deals with the political process. In the political process, city planners must be able to perform as technocrats, bureaucrats, lawyers and politicians who always uphold their ethics because they are responsible to the society, the assignor for their integrity and professionalism.

This paper aims at highlighting the role of higher education institutions in Lodz in the regeneration of urban space and in building the international brand of a university town. Higher education institutions in Lodz are managers and administrators of many historic buildings that testify to the identity of the city and its rich historic legacy. Besides renovating these buildings, universities provide them with new functions by opening them up to local and international communities. Innovation in regenerating cultural heritage may become a distinguishing feature of both Lodz universities and international city’s brand strategy. The key challenge to Lodz is to complete the global regeneration of a post-industrial city in social, cultural, economic, and spatial dimensions using EU funds.

The beginnings of Soba, the capital of the medieval Kingdom of Alwa, are usually dated to the 5th–6th centuries AD. Despite the consensus on the date, the question of what the city looked like during the initial period of its existence is still under discussion. The data on the early settlement at Soba is fragmentary. The results of recent excavations in the 2019–2020 season, including new radiocarbon datings, have provided additional information. Remains of early medieval brick architecture in Area CW and an early dating of Mound OS have been cross-referenced with archival data, leading the authors to hypothesize about the beginnings of Soba as a polycentric city with several areas featuring permanent buildings (of stone and/or brick) and vast areas dominated by frequently changing wooden architecture.

Research background: Identification of the effects achieved by cities owing to their membership in the Cittaslow network plays a role not only in the development of every city, but also in the growth of national and international Cittaslow networks. Being a member of the Cittaslow network, and thereby adopting the slow city development model, affects the process of urban management by directing it towards such activities that agree with the assumed development concept. The achieved effects, manifested in the social, economic, and spatial spheres, contribute to the improved quality of life in a slow city, which in turn influences its development. Purpose of the article: Identification of the effects of membership of Polish cities in the Polish National Cittaslow Network. Methods: The study included a diagnostic survey method. The diagnostic survey based on a standardized survey questionnaire was used to identify the effects achieved by the Polish cities in the Cittaslow network. The survey was addressed to mayors of all member cities in the Polish National Cittaslow Network. The survey was conducted in May 2020. Findings & value added: The most important effects to date of cities being members of the Polish National Cittaslow Network, and their scale, have been investigated. An attempt was made to determine in which areas of urban life the effects become observable in a relatively short time (a few years), and which effects are attainable after a longer period of time. Major barriers to obtaining the desired effects were also identified. The research fills in a gap in this scope, as it provides a complex analysis of the effects of the membership of cities in the national Cittaslow network as seen by the city authorities. The results can serve to make comparative analyses of the effects achieved on different levels of development in the national Cittaslow networks, particular-ly in view of the fact that the Polish National Cittaslow Network is the second largest network in the world with respect to the number of member cities.

The article delivers the results of systematic literature review of research on smart and sustainable cities. An overview of definitions, dimensions and components of smart city, sustainable city and smart sustainable city was presented. In addition, the identification of existing methods and indicators used for rating smart cities and sustainable cities was performed. Based on analysis of complexity and thoroughness of the identified assessment frameworks, methodologies that can be used for comprehensive evaluation of the smart sustainable city were determined. Finally, the identified research gaps and issues with potential future contribution within analyzed scientific area were indicated.

The wealth of societies, a well-developed infrastructure of domestic tourism and global accessibility, surplus of free time determine the increased flow of tourists in the world economy. Attractive locations are not prepared to accommodate such a large number of people. Hence, the continued application of the existing strategies in these places is becoming a problem. The need arises to change the strategy from a quantitative to a qualitative one based on customer segmentation. At the moment, the most popular tourist destinations must use a system of tools limiting access to the settlement unit in order to implement the idea of sustainable tourism. The aim of the paper is to indicate the multifaceted consequences of opening up the city in conditions of the changing economy. The following research methods were used: studies of domestic and foreign literature, benchmarking and simple statistical methods. The analysis concerns the contemporary conditions, in which cities strive to implement the idea of sustainable tourism.
Współcześnie turystyka szybko się rozwija i jest jedną z najdynamiczniejszych gałęzi gospodarki, co przekłada się na wzrost zamożności ludzi. Bogacenie się społeczeństw, zaspokajanie ich podstawowych potrzeb, dobrze rozwijająca się infrastruktura turystyki krajowej, globalna dostępność lokalizacji, ciekawość świata i innych kultur oraz nadwyżki czasu wolnego determinują zwiększony przepływ turystów w gospodarce światowej. Oznacza to zyski, szczególnie dla atrakcyjnych lokalizacji. Przestrzenie te nie są jednak przygotowane na przyjmowanie tak dużej liczby osób. Stosowanie dotychczasowych strategii na tych obszarach staje się problemem ich stałych mieszkańców, osób odwiedzających i systemu ekologicznego tych przestrzeni. Należy zatem zmienić strategie z ilościowych na jakościowe, oparte na segmentacji odbiorców. Najpopularniejsze turystycznie lokalizacje muszą stosować system narzędzi ograniczających dostęp do jednostki osadniczej, aby realizować ideę zrównoważonej turystyki. Celem artykułu jest wskazanie konsekwencji otwierania miasta w trudnych warunkach zmieniającej się gospodarki. Zastosowano metody badawcze, takie jak: studia literatury krajowej i zagranicznej, benchmarking i proste metody statystyczne. Analiza dotyczy współczesnych uwarunkowań gospodarki światowej i krajowej, w których miasta dążą do realizacji idei zrównoważonej turystyki.

Cities have been researched mostly in terms of its economic, technological, and social value and significance. Despite some changes in this respect, there is still a need to research cities as a fascinating phenomenon, also in respect of its capabilities to increase human security on a local and global scale. In this context, the article examines the new paradigm of urban development within the human security, namely the right to the city. The author indicates to the growing role of cities for human security and to mutual relations between the right to the city and the concept of human security. The subject matter is indeed as fascinating as fascinating are cities themselves. They are dynamic, energetic, innovative and constantly evolving. The general thesis of the article is that cities adopting the adequate model of urban development such as the one envisioned in the right to the city may and do greatly contribute to human security.
