    The article on selected aspects of sexual abuse prevention presents the subject matter from the legal perspective and discusses the issues concerning prevention and control of sexual offences in Poland. The article refers to the status of the child in criminal law and applicable provisions under the Directive 2011/92/EU and the Lanzarote Convention concerning prevention, assistance and support for juveniles. In this context, presented have been the obligations of the state (public authorities), including the police, to prevent this type of crime as well as the difficulties associated with the implementation of relevant tasks. The conclusions indicate the problems that require practical solutions.

    Artykuł przedstawia oddziaływania Kościoła katolickiego w Anglii i Walii w dziedzinie promowania kultury ochrony (safeguarding) przed przestępstwami wobec małoletnich, młodzieży i dorosłych znajdujących się w sytuacji zachowań ryzykownych. Promowanie kultury prewencji wyraża się w dojrzałej refleksji i działaniu zarówno instytucji i organizacji powołanych w Kościele do ochrony i zapobiegania przestępstwom wobec małoletnich, jak i formacji oraz edukacji podmiotów oddziaływania pastoralnego w Kościele: członków hierarchii Kościoła, księży i osób zakonnych, religijnych liderów i osób świeckich, a także całego Ludu Bożego. Artykuł prezentuje rozwój definicji oraz szerokie rozumienie kontekstu ochrony małoletnich na przestrzeni ostatnich lat. Przedstawia kontekst prawny i kanoniczny, elementy nauczania i praktykę Kościoła. Podejmuje elementy teologii i pedagogiki prewencji oraz ochrony małoletnich. Wskazuje na kluczowy wymiar pracy Kościoła w Anglii i Walii w dziedzinie ochrony i prewencji, zasadę One Church (Jeden Kościół – Kościół Razem), zasadę jedności oddziaływania Kościoła jako instytucji. W aspekcie badawczym pracy omawia formy i sposoby promowania kultury ochrony i prewencji w życiu oraz posłudze Kościoła, którego nadrzędnym celem jest miłość i troska pasterska o „najmniejszych”.
    The article offers an insight into the work of the Catholic Church in England and Wales in promoting a culture of safeguarding children, young people and adults at risk. The promotion of the safeguarding culture depens on a balanced and careful assessment of the situation, the operation of institutions and organizations established within the Church to protect and prevent crimes against minors as well as fostering a pastoral sense of safeguarding in the Church, namely all members of the Church’s hierarchy, priests, religious leaders and laic people as well as all the People of God. This article presents the development of definition of safeguarding and a broad understanding of the context of protection of minors in recent years, especially in the Church’s practice and teachings. It also presents legal, civil and canonical documents as well as theological and pedagogical aspects of the safeguarding. In the research aspect of the thesis the article indicates key elements of actions taken by the Catholic Church in England and Wales in relation to the  One Church principle, the principle of unity of the Church as an institution. Also  presented are forms and ways of promoting a culture of safeguarding in the life and ministry of the Church, whose aim is to love and ensure pastoral care for every “Little Child.”

    Opis:
    The Social Board of each municipality in Sweden is responsible for providing care for children in need of it. A child may be placed with a foster family or in an institution, with or without its own or its parents’ consent. Most such placements are consensual, in which cases the child’s consent as well as that of its parents is required if the child is 15 or older (adulthood is deemed to begin at 18); the child’s views must be taken into account regardless of its age. The majority of placements are with foster families being considered the best alternative for a child who for whatever reason cannot remain with its parents. Recent revelations of child abuse in foster care environments have resulted in Swedish legislation on the subject undergoing certain amendments. An investigation of standing legislation on the approval and supervision of foster families makes clear that more needs to be done to prevent child abuse. Improvements must be made in specifying the requirements that need to be met in choosing a foster family; present legislation fails to state these with sufficient clarity. It is also proposed that the Social Board have not only the right but the obligation to inquire into any relevant criminal records and to take the findings of such inquiry into account in arriving at its decisions. It is further proposed that an independent professional supervisor should be brought in to oversee the selection process to better assure that the child’s best interests are being served.
    Instytucjami odpowiedzialnymi w Szwecji za zapewnienie dzieciom pieczy zastępczej są Rady do Spraw Społecznych funkcjonujące w każdej gminie. Dziecko może zostać umieszczone w rodzinie zastępczej lub  w placówce opiekuńczej, za własną lub rodziców zgodą albo bez takiej  zgody. W większości przypadków do umieszczenia dziecka w pieczy  zastępczej wymagana jest zgoda rodziców dziecka oraz jego samego  w przypadku ukończenia przez nie piętnastego roku życia (pełnoletniość  osiąga się wraz z ukończeniem 18 lat); niezależnie od wieku dziecka  zawsze należy brać pod uwagę jego zdanie. W większości sytuacji dzieci, które, niezależnie od przyczyny nie mogą pozostać ze swoimi rodzicami, trafiają do rodzin zastępczych uznawanych za najlepszą formę  alternatywnej opieki nad dzieckiem. Najnowsze doniesienia o przemocy wobec dzieci w środowiskach rodzin zastępczych uruchomiły proces zmian ustawodawstwa szwedzkiego dotyczącego systemu pieczy zastępczej. Badania przeprowadzone w zakresie wyrażania zgody na objęcie dziecka pieczą zastępczą oraz nadzoru nad nią wskazały na konieczność zmian  tych procedur w celu zwiększenia ochrony dzieci przed nadużyciami w stosunku do nich. Zmiany  te powinny dotyczyć określenia wymagań stawianych kandydatom na rodziców zastępczych, z uwagi na fakt, iż aktualne przepisy nie są wystarczająco przejrzyste w tej materii. Proponuje się również, by Rada do Spraw Społecznych nie tylko była uprawniona, ale przede wszystkim zobowiązana zbadać rejestry karne, w których mogą być ujawnieni kandydaci na rodziców  zastępczych i podjąć stosowne dochodzenie w  tej sprawie przed podjęciem decyzji o powierzeniu dziecka opiece takich osób. Ponadto, celem zwiększenia gwarancji zabezpieczenia jak najlepszego interesu dziecka, proponuje się uczestnictwo niezależnego  inspektora w procesie wyboru rodziców zastępczych.

    The aim of the article is to present the assumptions of the prevention of sexual violence against children in the school environment. Child sexual abuse has become a global problem that affects not only the family environment, but educational institutions as well. One example of such an institution is a school where, under the guise of upbringing, there may be numerous abuses committed by people who are an authority in the child’s life. School staff members are often unaware of institutional grooming and its perpetrators, which means that the entire institution may unknowingly contribute to promoting child sexual abuse. The author first presents the methods of grooming used by perpetrators, pointing to activities aimed at children and the mechanisms of institutional grooming that may create a specific culture that makes it difficult to protect children. The author then presents the standards and strategies for prevention in schools, paying attention to the need to involve the entire community: conducting proper recruitment and training of employees and constructing preventive programs adapted to the age and development of children and their proper implementation.

    Opis:
    The aim of this article is to present the activities of the Child Protection Centre (COD) in the field of protection of children and adolescents from sexual abuse. COD is an interdepartmental unit operating at the Jesuit University Ignatianum in Krakow. The primary tasks of COD include training and educational activities in the psychological, pedagogical and spiritual fields on the subject of CSA, and the design and development of prevention programmes and models of good practice for various pastoral, formative and educational environments. The Child Protection Centre focuses on preparing and building structures for the effective implementation of the policies for the protection of children and young people, and on working to change the awareness not only of the clergy but also of people associated with the Church. The activities undertaken by the Child Protection Centre focus mainly on universal prevention, the basic aim of which is to stop potential perpetrators from harming children and to protect children – potential victims – from abuse.
